  • 본 논문에서는 10Gigabit Ethernet 물리계충 전송 기술로서 IEEE 802.3 Higher Speed Study Group (HSSG)에서 검토했던 방법으로 선로부호화 방법이 있는데 그 중에서 국내 연구진에 의해 제안된 최소 대역폭 선로부호 MB810을 사용하여 10Gigabit Ethernet에서의 clock recovery 가능성에 대해 알아 본다. MB810 code를 사용하면 기존의 통신 시스템에서 필요로하는 대역폭을 반만 사용하여 전송할 수 있기 때문에 대역 효율이 좋아지나 이전의 일반적인 square law 방법으로는 clock recovery가 어렵다. 본 논문에서는 4th power law 방법을 사용했을때의 이론적인 해석과 시뮬레이션 결과를 보인다.

  • In this paper, a robust control scheme of a nonlinear system with norm bounded uncertainty is studied. The proposed algorithm is based on variable structure systems (VSS) theory. the sliding mode which is robust to plant uncertainty and disturbances is obtained by regulating a sliding surface equation. This VSS control law can improve the robustness of control systems by adjusting the minimum reaching velocity in a reaching phase. A numerical example is given to verify the effectiveness of the control law.

  • In this paper, we introduce the minimum and maximum distance setting methods used in geometric distance attenuation processing, which is one of spatial sound reproduction methods. In general, sound attenuation by distance is inversely proportional to distance, that is 1/r law, but when the relative distance between the user and the audio object is very short or long, exceptional processing might be performed by setting the minimum distance or the maximum distance. While MPEG-I Immersive Audio's RM0 uses fixed values for the minimum and maximum distances, this study proposes effective methods for setting the distances considering the signal gain of an audio object. Proposed methods were verified through simulation of the proposed methods and experiments using RM0 renderer.

  • This paper analyzed articles of u-City Construction Law, which has been enacted on 29th of September last year, and evaluated their appropriateness and other laws associated with u-city services for better provision of u-cities and u-city services. The enacted law established the concept of u-city in Korea and provided relating industries with construction procedures, technology developments, and standards. These efforts have substantial implications as the first stepping stone, but also raised several problems. Hence, this paper suggested that the u-City Construction Law should be amended as follows. First, The minimum size of u-cities, that is required by the law, should be decreased. Second, various kinds of incentives should be provided to the u-city project companies. Third, new organizations such as u-City commission and National or Regional Control and Management Center will be necessary. Fourth, technology standards and inter-operability among cities should be provided in the areas of the control and management centers. And Finally, more measures of and focuses on project financing issues should be made.

  • The stream morphological characteristics of a basin have important influence upon the analysis of runoff. In this study, the laws of stream morphology-the law of average stream fall and the law of least rate of potential energy expenditure-which were derived based on the analogy of entropy in thermodynamics are introduced and their validity is analysised with the data taken from the topographic maps covering the whole Geum River system. The first law is the Law of Average Stream Fall which states that under the dynamic equilibrium condition the ratio of average fall between any two different order stream in the same river basin in unity. The second law is the law of least rate of energy expenditure which states that all natural streams are intended to choose their own course of flow such that the rate of potential energy loss per unit mass of water this course is a minimum. The parameters representing the morphological characteristics of 13 tributaries in the Geum River system such as stream bifurcation ratio and stream concavity were Computed from the Horton-Strahler's laws and are used to check the law of average stream fall. The result showed that the law of average stream fall agrees reasonably well with law of Horton-Strahler. Concavity of a river basin is shown to be the determinative factor to the formation of a stream system. Determining minimum analysis conditions of scale ratio change to evaluate modal damping ratio in long-span bridge

  • Damping ratio and frequency have influence on dynamic serviceability or instability such as vortex-induced vibration and displacement amplification due to earthquake and critical flutter velocity, and it is thus important to make determination of damping ratio and frequency accurate. As bridges are getting longer, small scale model test considering similitude law must be conducted to evaluate damping ratio and frequency. Analysis conditions modified by similitude law are applied to experimental test considering different scale ratios. Generally, Nyquist frequency condition based on natural frequency modified by similitude law has been used to determine sampling rate for different scale ratios, and total time length has been determined by users arbitrarily or by considering similitude law with respect to time for different scale ratios. However, Nyquist frequency condition is not suitable for multimode system with noisy signals. In addition, there is no specified criteria for determination of total time length. Those analysis conditions severely affect accuracy of damping ratio. The focus of this study is made on the determination of minimum analysis conditions for different scale ratios. Influence of signal to noise ratio is studied according to the level of noise level. Free initial value problem is proposed to resolve the condition that is difficult to know original initial value for free vibration. Ambient and free vibration tests were used to analyze the dynamic properties of a system using data collected from tests with a two degree-of-freedom section model and performed on full bridge 3D models of cable stayed bridges. The free decay is estimated with the stochastic subspace identification method that uses displacement data to measure damping ratios under noisy conditions, and the iterative least squares method that adopts low pass filtering and fourth order central differencing. Reasonable results were yielded in numerical and experimental tests.

Policy Implications of Nurse Staffing Legislation (간호사 배치기준에 대한 정책적 함의)

  • The nurse staffing level in the acute care hospitals affects patient safety and performance, and the nurse staffing legislation can be an important tool to guarantee the minimum nurse staffing. In Korea, although the medical law suggests the nurse staffing standards, it is necessary to revise the medical law for quality of nursing care and patient safety. Firstly, the nurse staffing standards in the current medical law enacted in 1962 needs to be revised to reflect changes in health care environment. Secondly, legal nurse staffing standards in the medical law are the minimum nurse staffing that medical institutions should comply with and thus must be managed so that all medical institutions should abide by them. Thirdly, the nurse staffing standards should apply on the basis of RN-to-patient ratios per shift in order to help patients understanding and ensure the easy management. Fourthly, the information of nursing staff level by the nursing unit and nursing shift in hospitals shall be released.

  • Purpose : As the necessity of reinforcement of infections management in medical facilities after MERS increased, Ministry of Health and Welfare promulgated the enforcement regulations of medical law on February 3, 2017. Its main objective is to improve patients' safety and medical-care quality through the establishment of isolation facilities from infectious diseases and the set-up of standards for In-patient and ICU facilities. The purpose of this study is necessarily to propose a standardized spatial composition model for ward modules by analyzing changing environments of in-patient facilities according to the strengthened medical law. Method: Theoretical studies will be undergone of Evidence-based Designs to improve patients' safety, medical quality, and domestic/overseas in-patient room guidelines. With reference to the status of 24 general hospitals over 500 beds, the spatial compositions of the in-patient rooms and the types of multi/single bed room modules will be analyzed. The directions of future in-patient room module changes through the study of the minimum ward module types and various ward types will be presented. Result: This paper will hopefully provide guidelines for hospitalization rooms that can be applied to the revised rules of medical law enforcement and provide a basis for a comprehensive study of patients' safety and efficient infection control as well.

Comparison of Pharmacist and other Healthcare Professionals License Examination in Korea (국내 약사 및 의료인면허 국가시험 제도 비교)

  • Background (Purpose): The objective of this study was to investigate regulations on pharmacist and other healthcare professional license examination in Korea. Specific aim was focused on the implementation of new regulatory system governing pharmacist license examination particularly on naming of the subjects, method of the examination, and discrimination of pass or fail. Method: Laws and regulations of Korea on the examination system were retrieved from sources posted in Ministry of Government Legislation. Results: Two major regulatory differences were found between pharmacist and other healthcare professionals license examination systems. Firstly, the regulation on pharmacist license examination was ruled by the enforcement ordinance of parent law (Pharmacy Law) while it was ruled by enforcement regulation of parent law (Medical Law). Secondly, minimum grade requirement for pharmacist and other healthcare professionals was differently set up: 40% for each single subject in pharmacist and average of 40% for each group of several subjects in other healthcare professionals. Conclusion: Since pharmacist profession has drastically changed from drug-makers to drug-users during the recent decades, it is desirable to have the regulations on pharmacist license examination system amended in harmony with other laws and regulations of Korea and other major developed countries. Two-step examination for pharmacist license appears worthwhile to implement for balancing the two key functions of the pharmacist being drug-makers and drug-users.

The Effect of Philippine National Wage Variation: The Top-Down Microsimulation Model

  • The study aims to investigate the effect on Philippine occupational choice of House Bill No.7787, also known as the National Wage Law, which was filled by the Philippine Congress that mandates the implementation of an across the board minimum daily wage of Php750.00 to all workers in the Philippines. This study had used the Computable General Equilibrium-Top-Down Behavioral Microsimulation approach to determine the effect of National Wage Law on occupational choice. The results of the study revealed that the implementation of said National Wage Law would affect the distribution of labor force across occupational classification such as wage workers, entrepreneurial farming activities workers, and entrepreneurial non-farming activities workers. This has resulted from a higher utility that will be derived from the wage working sector once the National Wage Law will be implemented. Further, among regions in the Philippines, the Calabarzon, National Capital Region, and Central Luzon had recorded the highest number of workers who prefer the wage income sector. The findings of the study also suggest that the Philippine agricultural sector will be greatly affected by the National Wage Law due to the preference of workers to shift from the entrepreneurial farming sector to belong to the wage sector.
