A Study on Evaluation Parameters of Safety City Models (안전도시 모델의 평가지표에 관한 연구)

  • As interest in urban safety has increased since COVID-19, various institutions have developed and used indicators that evaluate the safety city model. Yongsan-gu was ranked No. 1 in 2021 by Social Safety Index evaluation and was selected as the safest city in Korea. However, the Itaewon disaster in Yongsan-gu in 2022 caused many casualties. The study of indicators for evaluating cities' safety was necessary. This study aims to examine domestic and foreign safe city models and review the differences between each model and the indicators used to evaluate safe cities. As a result of collecting 11 safe city models and analyzing each evaluation index, safe city models can be classified into program-based safe city models, such as the World Health Organization's International safe community and the UN Office for Disaster Risk Reduction's International Safe city. Considering the diversification of threats to safety, it is reasonable to comprehensively consider digital security, health safety, infrastructure safety, personal safety, environmental safety, traffic safety, fire safety, crime safety, life safety, suicide, and infectious diseases when evaluating safe cities as evaluation parameters.

A Study on Automatic Discovery and Summarization Method of Battlefield Situation Related Documents using Natural Language Processing and Collaborative Filtering (자연어 처리 및 협업 필터링 기반의 전장상황 관련 문서 자동탐색 및 요약 기법연구)

  • With the development of information and communication technology, the amount of information produced and shared in the battlefield and stored and managed in the system dramatically increased. This means that the amount of information which cansupport situational awareness and decision making of the commanders has increased, but on the other hand, it is also a factor that hinders rapid decision making by increasing the information overload on the commanders. To overcome this limitation, this study proposes a method to automatically search, select, and summarize documents that can help the commanders to understand the battlefield situation reports that he or she received. First, named entities are discovered from the battlefield situation report using a named entity recognition method. Second, the documents related to each named entity are discovered. Third, a language model and collaborative filtering are used to select the documents. At this time, the language model is used to calculate the similarity between the received report and the discovered documents, and collaborative filtering is used to reflect the commander's document reading history. Finally, sentences containing each named entity are selected from the documents and sorted. The experiment was carried out using academic papers since their characteristics are similar to military documents, and the validity of the proposed method was verified.

  • Currently, the 4th Industrial Revolution, like other revolutions, is bringing great change and new life to humanity, and in particular, the demand for and use of drones, which can be applied by combining various technologies such as big data, artificial intelligence, and information and communications technology, is increasing. Recently, it has been widely used to carry out dangerous military operations and missions, such as the Russia-Ukraine war and North Korea's reconnaissance against South Korea, and as the demand for and use of drones increases, concerns about the safety and security of drones are growing. Currently, a variety of research is being conducted, such as detection of wireless communication abnormalities and sensor data abnormalities related to drones, but research on real-time detection of threats using radio frequency characteristic data is insufficient. Therefore, in this paper, we conduct a study to determine whether the characteristic data is normal or abnormal signal data by collecting radio frequency signal characteristic data generated while the drone communicates with the ground control system while performing a mission in a HITL(Hardware In The Loop) simulation environment similar to the real environment. proceeded. In addition, we propose an unsupervised learning-based threat detection system and optimal threshold that can detect threat signals in real time while a drone is performing a mission.

Work·Family Compatibility Policy Usage and Parenting Stress : Focusing on Sex and Occupational Groups (일·가족 양립 정책 이용과 양육 스트레스 : 성별과 직업군을 중심으로)

  • Given the concern about the reduction in birth rate in Korea today, the objective of this study was to examine the association between Work·Family Compatibility policy and parenting stress, focusing on sex and occupational groups. Data from the 13th year Panel Study on Korean Children were analyzed by descriptive statistics, a one-way analysis of variance, and Duncan's post hoc test. The results of this study were as follows: First, the most commonly used aspect of the Work·Family Compatibility policy among both males and females was flextime, irrespective of occupational types. Also, flextime was the most used policy among professional workers. Second, regarding the use of related systems and parenting stress, it was found that all respondents perceived above average parenting stress. Specifically, the parenting stress scores of male users of flextime were higher than those of family care leave users. The parenting stress of military personnel were the lowest among males' occupational groups. Among females, the parenting stress scores of maternity leave users were higher than those of shorter workweek user. Diverse discussions and implications were suggested about promoting the usage of Work·Family Compatibility policy.

  • Since the end of the Cold War in the 1990s, European countries have cut defense costs and reduced armaments as an era of peace without large-scale wars continues, and as a result, the West's defense industry base has gradually weakened. On the other hand, South Korea, the world's only divided country, was able to achieve high growth in the defense industry as a result of continuous arms strengthening in the face of North Korea's nuclear and missile threats. With the rapid increase in demand for conventional weapons systems and changes in the structure of the global defense market due to the Russia-Ukraine war, Korea's weapons system drew great attention as a large-scale defense export contract with Poland was signed in 2022. In 2023, K-Defense ranked ninth in the world's arms exports and aims to become the world's fourth-largest defense exporter by 2027. Therefore, this study analyzed the case of Korea-Poland defense exports to derive problems, and presented development strategies related to export revitalization of K-Defense, a national strategic industry. In order for the defense industry to become Korea's next growth engine, it is necessary to establish a defense organization, prepare government-level measures to protect defense industry technology, and expand military and security cooperation with allies linked to defense exports.

Research on functional area-specific technologies application of future C4I system for efficient battlefield visualization (미래 지휘통제체계의 효율적 전장 가시화를 위한 기능 영역별 첨단기술 적용방안)

  • C4I system is an integrated battlefield information system that automates the five elements of command, control, communications, computers, and information to efficiently manage the battlefield. C4I systems play an important role in collecting and analyzing enemy positions, situations, and operational results to ensure that all services have the same picture in real time and optimize command decisions and mission orders. However, the current C4I has limitations whenever a new weapon system is introduced, as it only provides battlefield visualization in a single area focusing on the battlefield situation for each military service. In a future battlefield that expands not only to land, sea, and air domains but also to cyber and space domains, improved command and control decisions will be possible if organic data from various weapon systems is gathered to quickly visualize the battlefield situation desired by the user. In this study, the visualization technology applicable to the future C4I system is divided into map area, situation map area, and display area. The technological implementation of this future C4I system is based on various data and communication means such as 5G networks, and is expected to enable hyper-connected battlefield visualization that utilizes a variety of high-quality information to enable realistic and efficient battlefield situation awareness.

An Empirical Analysis of the Determinants of Defense Cost Sharing between Korea and the U.S. (한미 방위비 분담금 결정요인에 대한 실증분석)

  • The purpose of this study is to empirically analyze the determining factors (economy, security, domestic politics, administration, and international politics) that affect the ROK-US defense cost sharing decision. Through this, we will gain a deeper understanding of the defense cost sharing decision process and improve the efficiency of defense cost sharing calculation and execution. The scope of the study is ROK-US defense cost sharing from 1991 to 2021. The data used in the empirical analysis were various secondary data such as Ministry of National Defense, government statistical data, SIPRI, and media reports. As an empirical analysis method, multiple regression analysis using time series was used and the data was analyzed using an autoregressive model. As a result of empirical research through multiple regression analysis, we derived the following results. It was analyzed that the size of Korea's economy, that is, GDP, the previous year's defense cost share, and the number of U.S. troops stationed in Korea had a positive influence on the decision on defense cost sharing. This indicates that Korea's economic growth is a major factor influencing the increase in defense cost sharing, and that the gradual increase in the budget and the negotiation method of the Special Agreement (SMA) for cost sharing of stationing US troops in Korea play an important role. On the other hand, the political tendencies of the ruling party, North Korea's military threats, and China's defense budget were found to have no statistically significant influence on the decision to share defense costs.

  • Recently, thanks to the development of artificial intelligence technologies such as image recognition, research on unmanned aerial vehicles is being actively conducted. In particular, related research is increasing in the field of military drones, which costs a lot to foster professional pilot personnel, and one of them is the study of an intelligent framework for autonomous mission performance of reconnaissance drones. In this study, we tried to design an intelligent framework for unmanned aerial vehicles using the methodology of designing an intelligent framework for service robots. For the autonomous mission performance of unmanned aerial vehicles, the intelligent framework and unmanned aerial vehicle module must be smoothly linked. However, it was difficult to provide interworking for drones using periodic message protocols with model-based interfaces of intelligent frameworks for existing service robots. First, the message model lacked expressive power for periodic message protocols, followed by the problem that interoperability of asynchronous data exchange methods of periodic message protocols and intelligent frameworks was not provided. To solve this problem, this paper proposes a message model extension method for message periodic description to secure the model's expressive power for the periodic message model, and proposes periodic and asynchronous data exchange methods using the extended model to provide interoperability of different data exchange methods.

A Study on Influencing Factors to build a Counter-Drone system : Focusing on national important facilities (대(對)드론(Counter-Drone)체계 구축을 위한 영향요인 분석 -국가중요시설을 중심으로-)

  • This study is a study on influencing factors to derive considerations when establishing a large drone integrated protection system targeting important national facilities. Currently, drone protection is implemented by piecemeal installation of drone protection equipment developed on the market in response to the needs of government agencies, the military, and national important facilities. For this reason, there is a waste of resources, such as duplicate installation or overlapping operation of equipment, and institutional and legal problems between operations are emerging. Accordingly, we sought to identify factors influencing the establishment of an efficient and systematic anti-drone protection system targeting national important facilities. Considering the research purpose and scope, this study derived 3 influencing factors and 12 detailed influencing factors through case analysis, protection theory research, and analysis of related laws. If the results of this study are used as considerations when building an integrated anti-drone protection system in the future, all national defense elements will be integrated and systematic integrated anti-drone protection will be possible according to their respective roles. In addition, it will provide a theoretical foundation for building an integrated anti-drone protection system. The results of this study are valuable in that they present logical and systematic influencing factors for establishing an integrated anti-drone protection system.

Economic Challenges and Solutions in the Korean Peninsula Unification Process (한반도 통일 과정의 경제적 과제와 해결 방안)

  • The unification of the Korean Peninsula is not only a national aspiration but also holds significant economic implications. By maximizing the economic synergy between South and North Korea and reconstructing the North Korean economy, balanced development across the peninsula can be promoted. However, the unification process will face various economic challenges, including the substantial costs of unification, integrating different economic systems, and bridging the economic disparity between the two Koreas. This paper aims to analyze these anticipated economic issues and propose systematic and phased solutions. Specifically, it discusses the objective estimation of unification costs and funding strategies, suggests effective integration methods for the disparate economic systems of the two Koreas, and identifies policy tasks to reduce economic disparities. The paper reviews existing studies on unification costs, explores strategies for the balanced development of South and North Korean economies through industrial restructuring and gradual transition to a market economy, and proposes concrete measures such as the expansion of North Korea's social overhead capital (SOC) and the development of human capital. The goal is to establish a solid economic foundation for peaceful unification and create opportunities for the economic resurgence of the Korean Peninsula.
