The study shows the possible use of the index flood frequency curves for an estimation of flood quantiles at ungauged locations. Flood frequency analysis were made for the annual maximum flood data series at 9 available stations in the Han river basin. From the flood frquency curve at each station the mean annual flood of 2.33-year return period was determined and the ratios of the flood magnitude of various return period to the mean annual flood at each station were averaged throughout the Han river basin, resulting mean flood ratios of different return periods. A correlation analysis was made between the mean annual flood and physiographic parameters of the watersheds i.e, the watershed area and mean river channel slope, resulting an empirical multiple linear regression equation over the whole Han river basin. For unguaged watershed the flood of a specified return period could be estimated by multiplying the mead flood ratio corresponding the return period with the mean annual flood computed by the empirical formula developed in terms of the watershed area and river channel slope. To verify the applicability of the methodology developed in the present study the floods of various return periods determined for the watershed in the river channel improvement plan formulation by the Ministry of Construction and Transportation(MOCT) were compared with those estimated by the present method. The result proved a resonable agreement up to the watershed area of approximately 2,000k $m^2$. It is suggested that the practice of design flood estimation based on the rainfall-runoff analysis might have to be reevaluated because it involves too much uncertainties in the hydrologic data and rainfall-runoff model calibration.
The objective of this study is to estimate the unregulated flood frequency from Chungju dam to Yangpyung gauging station for the region affected by dams based on the peak discharges simulated by storage function routing model. From the flood frequency analyses, the quantiles for the unregulated flood frequency at 6 sites have similar pattern to each other, and their averaged quantile almost matched to the result from the regional flood frequency analysis. The quantile and annual mean discharge for the unregulated flood frequency for the downstream of Chungju dam show the similar behaviour to those for the upstream area. While the quantile and the annual mean discharge for the regulated flood frequency are significantly different from those for the unregulated flood frequency. In particular, the qunatile shows severe difference as the return period increases, and the annual mean discharge has a tendency to approach to the natural flood as the distance from dam increases.

This study analyzed the effect of land-use enhancement benefits with the flood safety which it is not quantified in the flood damage analysis, Korea. The land-use enhancement benefits mean the enhancement of land-use value according to the rise of flood safety of the protected area by the flood control projects and we performed the analysis of land-use enhancement benefits with the publicly announced land price which can objectively represent the land-use value of a specific area. We verified the statistical significance of the floating rate of land price according to the effects of flood control projects and the characteristics of a river through the analysis of variance. As a result of the verification, the increase of land-use value was represented by the net annual average floating rate of land price. The flood safety was classified as flood damage potential and flood prevention capacity. The flood damage potential was classified according to the rate of urbanization and flood prevention capacity was represented by the conditional annual non-exceedance probability obtained from the frequency analysis with uncertainty for the flood discharge. The study areas were small urban cities and we calculated the conditional annual non-exceedance probabilities of 200-year flood event for the levees constructed with the conditions of 10- and 50-year design frequency. The result was shown that the net annual average floating rate of land price would be raised nearly 5 times for 10%-increase of the conditional annual non-exceedance probability in small city areas.

This study was conducted to derive optimal design floods by Gerneralized Extreme Value(GEV) and Weibull-3 distributions for the annual maximum series at ten watersheds along Han,Nagdong, Geum, Yeongsan and Seomjin reiver systems. Adequency for the analysis of flood data used in this study was established by the tests of Independence. Homogeneity , detection of Outlines, L-moments. Design flood sobtaine dby /methods of Moments and L-Moments using different methods for plotting positions in BEV and Weibull-3 distributions were compared by the Relative Mean Errors(RME) and Root MEan Square Errors(RMSE). The result wa found that design floods derived by the L-moments using the other formulas for plotting positions from the viewpoint of Relative Mean Errors and Root Mean Square Errors.

The objective of this study is to induce the design floods by the methodology of L-moment including test of homogeneity, independence and outlier of the data of annual maximum flood flows for 12 water level gaging stations of South Korea. To select appropriate distribution of the data for annual maximum flood flows, the distributions of Wakeby and Kappa are applied and the appropriateness is judged by Kolmogorov-smirnov (K-S) test. The parameters of selected Wakeby and Kappa distributions are calculated by the method of L-moment and the design floods are induced. Through the comparative analysis using the relative root mean square errors (RRMSE) and relative absolute errors (RAE) of design floods, the result shows that the design floods by Wakeby distribution are closer to the observed data than those obtained by the Kappa distribution.

This paper is to induce design floods through L-moment with 3 and 4 parameter Kappa distributions including test of independence by Wald-Wolfowitz, homogeneity by Mann-Whitney and outlier by Grubbs-Beck on annual maximum flood flows at 9 water level gaging stations in Han, Nakdong and Geum Rivers of South Korea. After analyzing appropriateness of the data of annual maximum flood flows by Kolmogorov-Smirnov test, 3 and 4 Kappa distributions were applied and the appropriateness was judged. The parameters of 3 and 4 Kappa distributions were estimated by L-moment method and the design floods by water level gaging station was calculated. In order to infer regional flood frequency for ungauged watersheds, index flood method was applied for this study. To pursuit this given purpose, annual peak flood data for 22 watersheds located at the upstream of the Chungju Dam watershed were obtained from the spatial extension technique. The regionalization of mean annual flood was performed from extended flood data at 22 points. Based on the theory that flood discharge and watershed size follows the power law the regionalization generated the empirical relationship. These analyses were executed for the full size of the Chungju Dam watershed as one group and three different mid-size watersheds groups. From the results, the relationship between mean annual flood and watershed sizes follow the power law. We demonstrated that it is appropriate to use the relationship between specific flood discharges from the upper and lower watersheds in terms of estimating the floods for the ungaged watersheds. Therefore, not only the procedure of regional frequency analysis but also regionalizaion analaysis using finer discretization of the regions interest with respect to the regional frequency analyisis for the ungauged watersheds is important.

Vu Gia - Thu Bon basin is located in central Vietnam between Truong Son mountain range on the border with Lao in the west and the East Sea in the east. The basin occupies about 10,350 km2 or roughly 90% of the Quang Nam Province and includes Da Nang, a very large city with about 876,000 inhabitants. Total annual rainfall ranges from about 2,000 mm in central and downstream areas to more than 4,000 mm in southern mountainous areas. Rainfall during the monsoon season accounts for 65 to 80% of total annual rainfall. The highest amount of rainfall occurs in October and November which accounts for 40 to 50% of the annual rainfall. Rainfall in the dry season represents about 20 to 35% of the total annual rainfall. The low rainfall season usually occurs from February to April, accounting for only 3 to 5% of the total annual rainfall. The mean annual flow volume in the basin is $19.1{\times}109m 3$. Similar to the distribution of rainfall, annual flows are distinguished by two distinct seasons (the flood season and the low-flow season). The flood season commonly starts in the mid-September and ends in early January. Flows during the flood season account for 62 to 69% of the total annual water volume, while flows in the dry season comprise 22 to 38% of total annual run-off. The water volume gauged in November, the highest flow month, accounts for 26 to 31% of the total annual run-off while the driest period is April with flows of 2 to 3% of the total annual run-off. There are some hydropower projects in the Vu Gia - Thu Bon basin as the cascade of Song Bung 2, Song Bung 4, and Song Bung 5, the A Vuong project currently under construction, the Dak Mi 1 and Dak Mi 4 projects on the Khai tributary, and the Song Con project on the Con River. Both the Khai tributary and the Song Con join the Bung River downstream of SB5, although the Dak Mi 4 project involves an inter-basin diversion to Thu Bon. Much attention has recently been focused on the effects that climate variability and human activities have had on runoff. In this study, data from the Vu Gia - Thu Bon River Basin in the central of Viet Nam were analyzed to investigate changes in annual runoff during the period of 1977-2010. The nonparametric Mann-Kendall test and the Mann-Kendall-Sneyers test were used to identify trend and step change point in the annual runoff. It was found that the basin had a significant increasing trend in annual runoff. The hydrologic sensitivity analysis method was employed to evaluate the effects of climate variability and human activities on mean annual runoff for the human-induced period based on precipitation and potential evapotranspiration. This study quantitatively distinguishes the effects between climate variability and human activities on runoff, which can do duty for a reference for regional water resources assessment and management.
The severe flood disaster by a typoon Rusa was occurred in the last year in Korea. The Rusa brought the rainfall of 870.5mm per a day in the city of Kangnung, Kangwon-do, Korea and this rainfall amount is 62% of the annual mean rainfall in this area. Our focus is to investigate the flash flood guidance and the sediment yield for the basins of small streams of Yangyang town in Kangnung area. Say, the flash flood guidance and the sediment yield by the Rusa are estimated and compared with the given informations obtained from the past flood events. As the results, the flash flood guidance and sediment yield in the study area showed much bigger values than the given informations and so we could know that the Rusa influenced the severe flood of the study area.

Annual sediment deposition in reservoirs behind weirs poses flood risk, while its accurate prediction remains a challenge. Sediment management by hydraulic flushing is an effective method to maintain reservoir storage. In this study, an integrated approach to predict sediment inflow and sediment flushing simulation in reservoirs is presented. The annual sediment inflow prediction was carried out with Artificial Neural Networks (ANN) modelling. RESCON model was applied for quantification of sediment flushing feasibility criteria. The integrated approach was applied on Sangju Weir and also on estuary of Nakdong River (NREB). The mean annual sediment inflow predicted at Sangju Weir and NREB was 400,000 ㎥ and 170,000 ㎥, respectively. The sediment characteristics gathered were used to setup RESCON model and sediment balance ratio (SBR) and long term capacity ratio (LTCR) were used as flushing efficiency indicators. For Sangju Weir, the flushing discharge, Qf = 140 ㎥/s with a drawdown of 5 m, and flushing duration, Tf = 10 days was necessary for efficient flushing. At NREB site, the parameters for efficient flushing were Qf = 80 ㎥/s, Tf = 5 days, N = 1, Elf = 2.24 m. The hydraulic flushing was concluded feasible for sediment management at both Sangju Weir and NREB.
