Impact of Carbon Costs on Wholesale Electricity Market (탄소비용이 CBP전력시장에 미치는 영향)

  • Carbon costs, either in the form of a carbon tax or through permit prices in an emissions trading scheme, would ultimately be reflected in higher electricity prices. This price "pass-through" is very critical to the effective design of new policies to curb the amount of carbon emissions. This paper sets out in a structured way the factors that determine price pass-through and how carbon costs would impact on the electricity market and the existing coal-fired power plants. It is shown that pass-through can vary drastically if the underlying dispatch potential of generators varies significantly across alternative emissions reduction scenarios. It can also vary depending on the availability of competing cleaner forms of generation. Pass-through as a measure of business performance is therefore hard to generalize across different circumstances and should be interpreted carefully.

  • Today, the marketplace environment is changing faster and more dramatically than ever before. With the rapid growth of Internet Shopping mall, electronic commerce transaction, we have big changes on distribution fields. At this circumstances, traditional markets cannot help suffering from serious contraction and market failure between highly advanced department store and internet based shopping mall giving lower prices and higher customer satisfaction program. In addition, traditional markets have made an critical role on our retail markets for a long time, but they confront a crucial crisis on nationwide owing to external markets circumstance change and internal factors. In this study, we made efforts to suggest rational political scheme to recover many difficulties as analyzing market factors affecting traditional market, such as, modernized management skill, specialized items, customers satisfactions program, and so forth.

  • The presence of congestion in transmission system can reduce the market size and split bulk system into smaller system. Consequently, this creates the problem concerining Local Market Power and can be main reason for the inclose of practical market price. In this paper, a range of indices have been derived to quantify the degree of local market power through statistical analysis in the uniform pricing market. Application of the indices has been illustrated using the electricity market in Korea. The indices proposed in this paper seem to be effectively applied in electricity market under uniform pricing scheme.

  • Korea electricity market consists of two payment systems, capacity and energy. Capacity payments are given to the generators according to its hourly availability considering hourly and seasonal weighting factors. Energy payments are settled at the marginal generation cost based on generator variable cost. In 2007, base load energy market is closed and single capacity payment system is begun to apply in electricity market. In this revised market rule, energy price cap for base load generators is newly introduced. We analyze impact of market rule revision in 2007 on base load generators and suggest improvement scheme to enforce market system in this study.

  • This paper addresses the bidding strategies of a hydro generator in an electricity market, and their effect on the electricity market in accordance with some parameters: the water volume, the demand elasticity, and the hydro unit performance. The competition of a hydro generator is formulated as a hi-level optimization problem, and the solving scheme for the equilibrium condition is proposed as a set of nonlinear simultaneous equations. The equilibrium of the oligopolistic model is evaluated by comparison with that of a perfect competition model from the viewpoint of a market power. Simulation results show some parameters have an influence on the market power of an electricity market including a hydro generator.

  • Maintenance scheduling of generating units (MSU) has strategic dimension in an oligopolistic market. Strategic MSU of gencos can affect a market power through capacity withdrawal which is related to bidding strategy in an generation wholesale market. This paper presents a combined framework that models the interrelation between competitive bidding and strategic MSU. The combined game model is represented as some sub-optimization problems of a market operator (MO) and gencos, that should be solved through bi-level optimization scheme. The gradient method with dual variables is also adopted to calculate a Nash Equilibrium (NE) by an iterative update technique in this paper. Illustrative numerical example shows that NE of a supply function equilibrium is obtained properly by using proposed solution technique. The MSU made by MO is compared with that by each genco and that under perfect competition market.

  • With the growing competitive pressure from market participants, utilities, consumer and government, analyses of existing competitive electricity market become more important. The presence of congestion in the transmission system can significantly increase the potential of exercising market power. Since the congestion in the network depends on the several factors. the market power cannot be simply analyzed through the existing indices. This paper presents a systematic analysis on local market power under uniform pricing scheme and provides some mitigation of the strategic market power.

  • This paper discusses a scheme of the congestion management in the Korea electricity market under the deregulated environment. We investigated some cases of the congestion management in the world and the effects of the congestion management in a simple example. A basic idea of the congestion management in the Korea is presented based on the analysis of transmission congestion management in the competitive electricity market.

  • The good features of a switched reluctance motor(SRM) are appreciated by the appliance manufactures. And it is spread into a commercial and industries market. The few disadvantage of the motor is higher torque ripple and noise. This paper proposes an instantaneous torque control scheme to control a speed precisely. It adapts phase-locked loop (PLL) technique to control speed precisely. In this control scheme, the phase detector signal of the PLL regulates the switching dwell angle flexibly and the loop filter's signal controls adaptively the instantaneous switching voltage. Experimental results show that drive performance is good with low torque ripple.

  • This paper reports the results of a study to elicit willingness to pay (WTP) for changes in health risks from exposure to As, Pb, THM in tap water using experimental market method. The experimental market method, compared with other non-market valuation methods, allows us to use incentive compatible demand revealing scheme, to acquire market-like experience through repetitive auctions, and to incorporate learning process by providing new information during the session. Participants seemed to utilize the objective risk information in a 'rational' manner, and to change their WTP bids accordingly. Moreover they were able to reduce the 'ambiguity' in risk perception processes when objective risk probabilities provided are quite different from their subjective perceptions. Nonetheless, anchoring effects appeared to be still persistent in spite of market-like experience and learning opportunity. And implicit values entailed by WTP bid/risk tradeoffs indicate a wide variation in values across alternative risk reductions and overrated responses to very small risk reductions.
