Traffic Safety Analysis in Mombasa Channel: Integrating Ferry Crossings and Main Transit

  • This study examined challenges posed by two ferry routes, namely, Likoni and Mtongwe crossings, in the Mombasa Channel and their impact on navigational safety. Utilizing the Environmental Stress (ES) model, this study analyzed current ship traffic and assessed stress levels imposed by ferry crossing traffic on navigators. ES values revealed significant stress at these ferry crossings attributed to varying transit speeds. Standardizing transit speeds at two ferry passages can reduce high stress levels, presenting a viable solution. Furthermore, the IWRAP Mk2 simulation underscores crossing collisions as a significant concern, particularly at Likoni and Mtongwe crossings, due to increased ferry traffic. This research offers valuable insights for stakeholders, such as the Kenya Ports Authority (KPA), to develop targeted safety measures and enhance the flow of ship traffic in the channel.

  • In adjacent sea areas of Yeosu, there are many crossing traffics between eastbound and westbound vessels. Traffic congestion is increasing in sea area of east Sori island and near Yokji Island. In this research, we established TSS near Yeokmando Areas and new recommended route which connected to Seopdo west recommended route to reduce meeting traffic between eastbound vessels and westbound vessels.

A Study on Minimum Number of Ship-handling Simulation Required for Evaluating Vessel's Proximity Measure

  • The Korean government has introduced and enforced maritime traffic safety assessment to secure traffic safety since 2010. The maritime traffic safety assessment is needed by law to design a new port or modify an existing one. According to Korea Maritime Safety Act, in the assessment the propriety of marine traffic system consists of the safety of channel transit and berthing/unberthing maneuver, safety of mooring, and safety of marine traffic flow. The safety of channel transit and berthing/unberthing maneuver can be evaluated only by ship-handling simulation. The ship-handling simulation is carried out by sea pilots working with the port concerned. The vessel's proximity measure is an important factor to evaluate traffic safety. The proximity measure is composed of vessel's closest distance to channel boundary and probability of grounding/collision. What is more, the probability of grounding becomes important. According to central limit theorem, a sample has a normal distribution on condition that its size is more than 30. However, more than 30 simulation runs bring about the increase of assessment period and difficulty of employing sea pilots. Therefore this paper is to find out minimum sample size for evaluating vessel's proximity. First sample sets of size of 3, 5, 7, 9 etc. are selected randomly on the basis of normal distribution. And then KS test for goodness of fit and t-test for confidence interval are applied to each sample set. Finally this paper decides the minimum sample size. As a result this paper suggests the minimum sample size of 5, that is, the simulation of more than five times.

A Study on Maritime Traffic Characteristics according to Water Time(Multte) (물때에 따른 해상교통특성에 관한 연구)

  • This study seeks to analyze ships traffic characteristics according to water time in order to provide the necessary data for efficient traffic management development. To analyze maritime traffic volume according to water time, 1 year amount of solar calendar data were converted into lunar calendar, and then applied the traditional water time system of West Sea by using AIS(Automatic Identification System) observation data gathered in Mokpo port for a year of 2013. As a result, it was found herein that the number of outbound ships was larger on the $2^{nd}-3^{nd}$ water times than the $7^{th}$ water times by 23-24 %. And the number of inbound ships was higher on the $12^{th}-13^{th}$ water times than the $9^{th}$ water time by 29-33 %. The hourly variation index of inbound and outbound ships according to time, in particular, was found to change in the form of sine function model. This study is expected to serve as a necessary basic material for development of maritime traffic management according to water time.

  • Korea coastal area is highly potential dangerous zone of marine accident due to frequent ship's encounters. VTS center can't identify ship's information because of beyond VHF range. It is also difficult of us to efficiently manage vessel traffic beyond VTS control area, so that it can't prevent marine accident. Presently, korean government is conducting maritime traffic safety assessment according to enlargement of harbor & development of new port but do not have the system which provide danger of information depending on maritime traffic environment with real time. So it is necessary to develop evaluation index which can assess sea risk through the evaluation of maritime traffic environment. In this paper, on the basis of vessel navigator's risk consciousness, we carried out survey & statistical analysis vessel navigator's subjective risk depending on the LOA, crossing situation($045^{\circ}$, $090^{\circ}$, $135^{\circ}$), overtaking, head-on situation, encountering vessel's side, within or outside harbor, speed with other vessel(ex. same, fast or slow), speed difference with other vessel and distance with other vessel & propose basic expression to develop maritime traffic safety evaluation model. And by using this model, we can confirm that this proposing expression is suitable for domestic maritime traffic environment.

  • Study on Changes in Vessel Traffic Services Due to Introduction of Maritime Autonomous Surface ShipsThe development of technologies related to Maritime Autonomous Surface Ships (MASS) has been actively progressing since the mid-2010s, focusing on themes such as collision avoidance, route planning, digital twin, and communication technologies. On the other hand, research on land-based infrastructure connected with MASS, such as logistics systems, port facilities, and vessel traffic services, has relatively received less attention. This study analyzed impact of emergence of MASS on existing vessel traffic service operations and proposed changes in control operations to prepare for its impact. To do this, current vessel traffic service operations were analyzed and elements of MASS technology that could affect vessel traffic control were identified. A survey was conducted among vessel traffic controllers to identify items related to the control of MASS. Results analyzed using the AHP method showed that preparation for emergency response and communication methods with MASS were the most important. Based on this, we were able to derive detailed plans for basic MASS control procedures and emergency response procedures based on data communication within maritime traffic control areas. MASS control procedures proposed in this study are expected to be used as a solution to resolve issues related to traffic safety of MASS in coastal areas.

A Study on the Traffic Flow and Navigational Characteristics for the Ship's Routing of Po-hang Port (포항항 항로지정을 위한 주요 통항로 및 통항 특성에 관한 연구)

  • The approaching waters of Po-hang port will be increased the traffic volume and passage of larger vessel according to the opening of Young-il new port in 2006. But the adjacent area of Po-hang port still exist the danger elements of safe navigation, the disordered navigation and traffic congestion. Therefore the safety of traffic must be improved in Po-hang vicinity area. This paper describes the status of marine traffic flow and navigational characteristics based on the marine traffic survey using the exclusive software, and the results of marine traffic survey classify into the ship's types and tonnage and track history of passing ships through the statistical method. Finally the examinations of main traffic route, traffic flow and navigational characteristics are discussed, and these results can be utilized the best design of ship's routing at the Po-hang approaching water.
