북한 및 지역 해양안보 위협 극복과 대한민국 해군발전 (Challenges of Republic of Korea Navy : How to Cope with Old and New Threats from North Korea and Others.)

  • This paper examines the types and trends of North Korea's military provocations and regional maritime threats against South Korea, and is focusing on the Republic of Korea's naval development and modernizations by the Republic of Korea Navy (ROKN) on future actions, what directions of the ROKN has taken thus far in response, as well as an examination of how the ROKN might respond to vulnerabilities identified throughout modern history. Importantly, this paper does not consider the domestic, bilateral, multilateral, regional and global political dimensions of the situation on the Korean Peninsula; nor does it consider the North Korea's transitional power politics, but including North Korea's nuclear program and submarine-launched ballistic missile developments, as a caveat, this paper is based on open sources in Korean and English language, and thus information concerning provocations is indicative only.

Considerations Regarding the Application of IMO Maritime English Model Course 3.17 in Korean Contexts

  • The importance of clear and effective communication at sea has been greatly emphasized due to the increase in multiculturalism on board both ocean-going and coastal vessels, and the necessity of systematic English training based on 'Knowledge, Understanding, and Proficiency' specified in STCW has also been recognized. With these growing needs in mind, the International Maritime Organization (IMO) updated the Maritime English (ME) Model Course 3.17 in 2015 by providing guidelines on language education within two separate categories, General Maritime English (GME) and Specialized Maritime English (SME). The IMO is now attempting to create a new, global framework of ME education and training, and this this new course model must first be thoroughly understood in order to explore the ways to apply the modified version into the context of current ME education in Korea and to design an updated language curriculum. Therefore, the general structural features of the new model course will be explained in this paper, and the course focus set by IMO and to be considered and/or adopted by the Republic of Korea will be closely examined. Finally, suggestions will be made on how to implement this revised model course in practice with the following focus: the development of localized curriculum for GME and SME; the provision of practical teaching guidance through relevant online and offline materials for class and self-study; and the establishment of qualification guidelines and a teaching support system for language teachers in maritime and language education.

국토해양부 GPS 상시관측소를 활용한 한반도 전리층의 총전자수 추정 (Estimation of Total Electron Content in the Ionosphere over the Korean Peninsula using Permanent GPS Stations Operated by Ministry of Land, Transport and Maritime Affairs)

  • 한반도 상공에서의 전리층에 의한 GPS 측위오차를 정량적으로 파악하기 위해 국토해양부의 44개 상시관측소 데이터를 이용해 2차원 전리층 지도를 작성하였다. 한반도를 위경도 방향으로 $0.1^{\circ}{\times}0.1^{\circ}$의 조밀한 격자로 나눈 뒤 각 격자점에서의 VTEC을 산출하였으며, 관측치로는 이중주파수 의사거리 관측치와 반송파위상 관측치의 선형조합에 의한 위상평활 의사거리를 사용하였다. 국토해양부와 천문연구원의 45개 상시관측소 데이터를 이용해 2003년 1월 25부터 5일 동안의 TEC 값을 2시간 단위로 산출하고 Center for Orbit Determination in Europe의 Global Ionosphere Map과 비교한 결과 8.0 TECU의 차이를 보였다.

  • The Korean marine equipment industry is, in significant ways, behind the shipbuilding industry. For example, in terms of the number of orders received, the shipbuilding industry has ranked first in the world since 2003. In contrast, the global competitiveness of Korea's marine equipment industry is still relatively weak. This is important not only for the equipment industry, but because these two industries have many links. The structure of this research was firstly, to identify theoretical issues by looking at the characteristics of the marine equipment companies, marketing recognition, uses of marketing, and financial outcomes. Second, the study developed an analytical framework for empirical examination using configuration of each factor. Third, each factor has been analysed empirically. Forth, this study presents the importance of marketing for marine equipment companies within Korea, as well as in a global market. Finally, the study suggests a new marketing strategy for Korea's marine equipment companies to achieve global competitiveness.

Analysing Productivity Change in Vietnamese Garment Industry Using Global Malmquist Index

  • Vietnam is conducting an export-led growth model and labour-intensive industries contributing majorly to the total export value. In the context of Industry 4.0, the labour-based industries are significantly affected; hence, enhancing productivity is the key measure to maintain these industries. The garment industry contributes significantly to the total export value of Vietnam. Based on meta-frontier framework, the approach of data envelopment analysis is used to measure technical efficiency of Vietnamese garment firms and the global Malmquist TFP index is utilised to identify productivity change and its components including efficiency, technology and technical gaps between different groups of firms. The data of Vietnamese garment firms from 2013 to 2018 collected from the Vietnam General Statistic Office is used in this study. The results show that: (i) The total factor productivity of Vietnamese garment firms growth, technical progress is the main contributor; (ii) The private garment sector is the leading group; (iii) There is a large technological gap among Vietnamese garment sectors. The private and FDI garment firms have experienced a growth in all components of total factor productivity change. Meanwhile, technological progress change is the main reason to constrain the productivity growth of state-owned garment firms.

Does GVC Participation Improve the Productivity of Korean Manufacturing Firms? : Evidence from Subgroup Analysis Using Enterprise-level Data

  • Purpose - Considering the recent instability of world economy and its heavy dependence on foreign, Korea must formulate breakthrough approaches to proactively cope with these adverse global developments. As such, this study aims to ascertain how participation in global value chains (GVCs) relates to corporate productivity and derive policy implications. Design/methodology - This study utilizes the microdata of Korean manufacturers to develop indicators of GVC participation at the enterprise level and analyzes the effects of GVC participation on the firm's total factor productivity by using fixed effect model. Findings - Enterprises with highest rates of export-side GVC participation see their productivity grow as their export-side GVC participation rates increase. In addition, when companies are classified by their export-side GVC participation rates, increasing export values improves all firm's productivity. In particular, those with low participation rates are analyzed to achieve higher productivity by increasing their imports, not only exports, which implies that companies with lower export-side GVC participation can boost productivity by reinforcing their export and import activities. Originality/value - This research paper distinguishes itself from others in that it makes a novel attempt to design the indicators of GVC participation at the enterprise level, not at the national or industry level. In addition, this study contributes to the existing literature by dividing companies into subgroups depending on their GVC participation rates for each of export and import and identifying variances in the effect of GVC participation on productivity growth among subgroups.

  • The advantage of the latest technical development in the field of automation, electronics, telecommunications, informatics, geomatics and global position fixing techniques, achievement in data storing, processing, analysing, transferring and visualisation must be taken into account and applied to the maritime technology in the very near future. We should build new e-Navigation era using those technologies [16]. In the paper the Author proposes to introduce and define two new terms: navitronics - formed by analogy to mechatronics, and nautomatics - created by analogy to geomatics and telematics to be combination of those two disciplines in navigational applications.

Software Library Design for GNSS/INS Integrated Navigation Based on Multi-Sensor Information of Android Smartphone

  • In this paper, we designed a software library that produces integrated Global Navigation Satellite System (GNSS) / Inertial Navigation System (INS) navigation information using the raw measurements provided by the GNSS chipset, gyroscope, accelerometer and magnetometer embedded in android smartphone. Loosely coupled integration method was used to derive information of GNSS /INS integrated navigation. An application built in the designed library was developed and installed on the android smartphone. And we conducted field experiments. GNSS navigation messages were collected in the Radio Technical Commission for Maritime Service (RTCM 3.0) format by the Network Transport of RTCM via Internet Protocol (NTRIP). As a result of experiments, it was confirmed that design requirements were satisfied by deriving navigation such as three-dimensional position and speed, course over ground (COG), speed over ground (SOG), heading and protection level (PL) using the designed library. In addition, the results of this experiment are expected to be applicable to maritime navigation applications using smart device.

Developing Parameters of Forecasting Models in the Field of Distribution Science to Forecast Vietnamese Seafarer Resources

  • Purpose: Maritime sector is fundamental to international trade; there is no doubt that seafarers have played an essential role in maritime shipping and distribution science industry. Thus, this study uses Grey models to predict the number of seafarers in Vietnam expecting to provide a range of future seafarers. Research design, data and methodology: Statistics data are adopted for numbers of seafarers by Vietnam Maritime Administration categorizing into three types: Officers at Management level, Officers at Operational level and Navigation - Engine officer cadet. Results: The results have showed that a lack of qualified seafarers in the distribution industry, which has become a global issue and Vietnam is facing challenges of providing enough supply of seafarers in the next few years. Since there has been a concern of the unbalance between demand and supply of seafarers, researches in maritime sector needs a high accuracy in forecasting the number of available qualified seafarers in Vietnam. Conclusion: This method can be applied to predict numbers of other human resources in transportation, distribution and/or logistics industries when the information is poor and insufficient. The next few years are predicted to witness a downtrend in sailors - oilers which leads to the fact that the total number of available seafarers is decreased.

  • In this paper, we proposed "Future Design and Success Engineering in Global Society by Self-Innovation" (an abbreviated name: FDSE). We started to make a small experiment between Korea Maritime University and Yamagata University at the current year. After inspecting the results, especially, successful and unsuccessful points in our lecture, we have to develop the strong points and amend the week points, through making the analysis of success-failure, which is his favorite management method. We have to level up the contents of our work in the future. The students for this lecture would learn from experiences of "the common knowledge (common field of discussion)", held common languages, common thought, common system. They filled up the blanks of "The Matrix Frame" which is mentioned in the previous report, and they expressed their own way of life (work, study). As a matter of course, their personal private affairs must not be made public. It is quite happy that the cultural, economical exchanges between Korea and Japan are now in full flourish and people do a lot of traveling each other. However, if this project will start on the educational global standard, we have a world-wide significance. Moreover, we can promote goodwill between Korea and Japan, and also we can contribute to a better international understanding and the peace of the world by students in both Universities. We hope that candidates for this lecture will have a rounded personality and be a life worthy of human being for realizing Self-Actualization in "Motivation and Personality" by Abraham Maslow.
