Analysis of marine accident probability in Mokpo waterways

  • The maritime risk assessment is important not only to evaluate the safety level of the ports and waterways but also to reduce potential maritime accidents at sea in terms of the proactive measures of the maritime accidents. In this paper, the collision risk assessment in Mokpo waterways has been carried out based on the IALA recommended model, IWRAP. To evaluate the accident probabilities in Mokpo waterways, all data of vessels were collected from AIS and Radar observations data and the computer simulations were carried out. To assess the risk on the traffic, the scenario-base approach has been applied to the Mokpo waterway by using the maritime accident statics over the past 5 years.

  • This paper reviews the analysis of a given scenario according to the Hybrid Model, and why accident causation models are necessary in casualty investigations. The given scenario has been analyzed according to the Hybrid Model using its main five components, fallible decisions, line management, psychological precursors to unsafe acts, unsafe acts, and inadequate defenses. In addition, the differences between the SHEL and the Hybrid Model, and the importance of a safety barrier during an accident investigation, are shown in this paper. One unit of SHEL can be linked with another unit of SHEL. However, it cannot be used for the analysis of an accident. Therefore, we must use an accident causation model, which can be a Hybrid Model. This can explain the "How" and "Why" of accident, so it is a suitable model for analyzing them. During an accident investigation, the reason we focus on a safety barrier is to create another safety barrier or to change an existing safety barrier if that barrier fails. Hence, the paper shows how a sea accident can be investigated, and we propose a preventive way of avoiding the accident through combining the methods of different models for the future.

The Main factor and Counterplan for Marine accidents in Korea (해양사고의 원인분석과 저감대책)

  • Marine accidents of fishing vessels occupied about 70.5% of the whole marine accidents in Korea from 1996 to 2015, this ratio was not much changed for a long time. A lot of efforts have been taken recently but marine accidents do not reduce. Therefore a fundamental counterplan to decrease accidents in fishing vessel is indispensable for reduction of whole marine accidents in Korea. Since the most frequent occurring accidents in fishing vessels were engine trouble and collision in statistics by KMST (1996~2015), the study focused on them. The cause of engine trouble were poor inspection and maintenance of the mechanical system. The greatest portion of marine accidents was collision, and the biggest cause of the collision was poor watch-keeping. The better watch-keeping will be the best way to reduce the accident. For this reason, it may be necessary for the navigator to make strict precaution on the other vessels under way systematically and keep the regulation for preventing collisions, and for an engineer on watch to make a check the mechanical system periodically for reduction the engine trouble. Instead of penalty, incentive about safe navigation will be helpful for reduce accident as if automobile insurance would do. In order to prevent engine trouble, the fisheries federation establish the repair center. Futhermore the development of autonomous navigation system is necessary to reduce the marine accident.

  • The purpose of this study was to analyze the risk and vulnerability of marine accidents based on statistical data on marine accidents at Ulsan Port, which has the largest amount of liquid cargo in Korea. It was found to be quite vulnerable to the risk of marine accidents, environmental damage, and vulnerability to environmental pollution accidents. Based on analysis results, marine accident scenarios and accident response strategies were prepared. Additionally, as a response strategy to prepare for large-scale marine pollution accidents at Ulsan Port, it is necessary to establish control equipment and infrastructure, as well as establish a control center to integrate marine accident safety functions. In particular, in the case of liquid cargo specialized ports such as Ulsan Port, considering the size of the cargo volume and the frequency of marine pollution accidents, it is urgent to build professional safety management institutions, which should make the port safer.

  • The marine accident investigation of Korea Marine Safety Tribunal does not keep up with the international rule and guideline. Also there is no proper investigation manual. This study analyzed the investigation system and manual of Korea. USA and Japan etc., and proposed the newly investigation system and manual of KMST including the classfication guideline of marine accident investigation and analysis.
