Development of a Government GIS for Forest Management at Hsinchu County in Taiwan

  • Hsinchu Science Park, one of the most productive electronic sites in the world, is located at Hsinchu County. Hsinchu County Government is entitled for daily management to pursue the objectives of making every county citizen prosperous. Several web-based management information systems have been developed for county management and were widely implemented. However, forest management is one of several tasks which need development of web-based geographic information systems. The objectives of this paper are to develop GIS for forest management at Hsinchu County in order to solve problems encountered in the rapid changing circumstance. The objectives of forest management at Hsinchu County have been changed a little bit in the last decade. Now, it mainly focuses on public and private forest, tree planting, wind break forest management, and plane forest planting. The major ingredients of GIS for forest management are user-friendly, task-oriented, and direct linking to the existing GIS at Hsinchu County. AreIMS and ArcGIS were used for web-based GIS. Field operations of forest management depend on PDA and GPS such that ArcPAD is implemented both on personal computers and PDA. Computer programming is required for database management and development of application modules in forest management. Color digital orthophoto maps at scale of 1:5000 provide very useful background information. Forest management at Hsinchu County now is operated in an efficient way that GIS, remote sensing, GPS and PDA are working smoothly.

  • As modern public administrations are constructing homepages based on GIS and enhancing public services through interactive communication with their citizens, cyber governance and internet GIS have been conglomerated more than before. As such, the transformation from 'GIS for public management' to 'Internet GIS for cyber governance' is in progress. In the future, cyber governance based on Internet GIS can be a new paradigm for public management. The aim of this study is to look for the applications of internet GISs for cyber governance. For this purpose, the study examines characteristics of cyber governance and internet GIS and analyses similarities between them. Based on this analysis, the study proposes various ways of applying internet GISs for cyber governance.

  • In this paper, we implement a spatial data management system which is based on GIS technology. GIS technology is tightly related with spatial information and will be important method for future information-oriented society. The implemented system collects and manages spatial data. In the implementation, we use PostgreSQL DBMS. We also implement magnification, reduction, movement and search functions in the system.

  • In this paper, we propose a method to design and implement a smart pipeline information management system that can provide visualization information linked to GIS and roadmap based on the construction of precise pipeline buried information. The smart pipeline information management system consists of a positioning device for high-precision pipeline location measurement and surround view image data recording, a database for data storage and management, and a mobile app for remote monitoring and management. It connects surrounding image data and location data with GIS and roadmap. Convenience and accessibility of management can be improved.

  • The purpose of this study is to verify the technical possibilities and advantages of web GIS system, and its practical implementation for space management and information service accessible from anywhere. at anytime using ArcIMS on behalf of university facility management. It is found that the integration of GIS and web technology, in terms of its administrative and public service capabilities, carries many advantages in the aspects of time, cost, and effort saving. Finally, practical system architecture is proposed with its database structuring method for space management of university facility.

  • Internet GIS represents the GIS technique that, by integrating Internet and GIS technique, provides geographic information services through Internet environments, Internet GIS suggests that one can search and analyze spatial data through WWW under the dynamic client/ server computing environments, In this paper we introduce the development of a new address management system using GIS technique and a new address information system using Internet GIS, The new address system, which is based on stress name and building number along the street, is developed to complement the current address system which is based on cadastral system, The new address management system is developed for the management of address change due to establishment of roads, construction and destruction of buildings etc using a GIS, The new address information system presents the Internet GIS system which provides people with geographic and address information. By implementing the new address information system it is possible to share GIS data, increase the efficiency of implementation of GIS system, and maximize its usablity.

  • Dokdo research has been worked in various fields. However, the continuous accumulation and systematic management of Dokdo research data on marine science haven't been made. In particular, a systematic database system hasn't been established for the research data on marine environment and ecosystem in Dokdo and its surrounding sea. Therefore, GIS database construction on a spatial basis is required for the systematic management and efficient use of Dokdo marine research data, and a marine data model on a GIS basis is needed on the design stage to build the database. In this study, we collected previous observed marine data, and classified them as three groups, such as a framework data group on a GIS basis, a research data group and a thematic data group, according to the data types and characteristics. Moreover, the attributes of each research data were designed to be connected to GIS framework data. The result of the study to build an integrated GIS data model may be useful for developing a management system for marine research data observed in other sea as well as Dokdo.

  • GIS has been rapidly developed since 1995 when the Ministry of Construction and Transportation started the First National GIS Construction Project and built large scale topographic map at local governments level. From that time local governments have been built several application system such as road management system, waterworks management system, sewer management system, underground facilities management system, and urban planning information system, etc. However, the construction of GIS application system at different department level brings the problem of data sharing and overlapping database construction. To overcome this environment Enterprise GIS concepts has been introduced. In case of Seoul Metropolitan government Spatial Data Warehouse have been constructed. However, Seoul Metropolitan government still have the problem of inactive use of GIS system and adaption to the rapidly changing information environment. This study aims to present Strategic plan to uggrade Enterprise GIS concenpt from data centric to service centric architecture at local government level.

  • The ultimate purpose of this research is to propose a method to improve water supply management efficiency. As an effort to solve this comprehensive problem, the purposes of this paper are summarized into the following two main subjects. One is the development of a series of demand forecasting models targeting for each theme of urban water such as residential, commercial, industrial water. The other is the suggestion on the development and utilization plan of a GIS-based information system where the developed models are incorporated. For these, a series of efforts were performed such as evaluating and choosing of the candidate field areas, selecting a proper sensor and an installation point for each theme. Installed are sensors, a wireless communication infrastructure, and a field data acquisition and management server. Developed are a protocol for the wireless communication and a real-time data monitoring system. Nextly, the urban water facility-related and other necessary data were handled to make those into a series of GIS-ready databases. Finally, a GIS-based management system was designed and a blueprint for the implementation is suggested.

Development of Roadside Facility Management System with Video GIS Technology

  • In this paper, we suggest a new spatial information system called video GIS where video is used for spatial data construction and is integrated with map. We develop a prototype system of video GIS and apply it to roadside facility management. The main functions supported by the suggested system are data collection, coordinate calculation and conversion, data construction, analysis, searching, and browsing. The stereo images and corresponding position data are collected by a vehicle named 4S-Van that has GPS, IMU, and cameras. The 3-D coordinates of the objects in the images, such as road sign, signal lamp, and building, can be calculated and constructed from the collected data. The spatial objects are displayed on both image and map, and can be searched and browsed, which enables visual and realistic browsing and management of spatial objects. Compared to conventional field survey used in roadside facility management, the method enables faster, easier, and more efficient construction of spatial data. The suggested video GIS can be applied not only to roadside facility management but also to many similar projects of central or local governments that are related to GIS.
