Reasonable Decision Making for Sustainable Water Supply Source Management (상수원의 지속가능한 관리를 위한 합리적 의사결정 방향)

  • Built-out issue of copper processing appearing recently in the Paldang watershed is a critical problem to deteriorate the basic framework of national water management policy as well as to be simply a copper-related problem. Up to now, Korea government has invested hard and relevant upstream areas have been victimized readily in a variety of field to comply its goal of 'Safe Water Supply'. Because of the reason, the desirable water quality level of the Paldang watershed has been maintained regardless of its dense population. Paldang drinking water management policy is based on residents' understanding which is considered as a 'social capital'. The issue raised in the aspect of water quality management policy should be reviewed on the basis of the 'social capital' concept. One regarding semiconductor industry as a potential industry to export many products in 10 years insists that the industry not be a simple private business but be a prominent part for national competitiveness. There is no doubt about this opinion. However, a nation should support environmental right-to-life of its people prior to any other tasks. In other words, it is really risky to give up people's right due to economic benefits. Therefore, it should not happen to trade 'life', the dignity of man, with national competitiveness which is likely to be preferred in these days. In addition, coherent policy not to destroy 'social capital' promoting Paldang drinking water resource management policy should be maintained.

  • This paper is concerned with cost analysis and determination of warranty period in a stepdown warranty policy. Manufacturer's warranty cost is analyzed for nonrepairable item, where the warranty is assumed to be renewed at any failure within the warranty period. It is shown that from this result in free replacement policy, pro-rata policy and hybrid policy can be easily calculated. The method of determining optimal warranty period is also explored.

  • Most recently, the development and publication of the ordinance and the manual of policy qualify management is spreading the recognition of quality Control in the public sector. The purpose of this study is to introduce of the system quality Control for local government's policy. So we suggested lessons drew from case study(Daegu metropolitan city, Gumi city) on current introduction. To introduce the system quality Control for local government, we have to gain the sympathy of introduction, second prepare of inducement, last manage PQM flexibility.

  • This paper deals with two forms of preventive replacement policy with minimal repair at failure. Those are, 1. the replacement policy I based on the cumulative operating time. 2. the replacement policy II based on the number of failures. The basic assumptions are; (1) the cost of minimal repair at failure is increasing with the number of failures since the last replacement, (2) the equipment fails stochastically with time.

  • The spectrum usage fee has been imposed on spectrum users. The objective of the fee is spectrum management, so it is important to utilize it efficiently. Our study focused on how to efficiently utilize the spectrum usage fee. For this purpose it tried to found what the preconditions are for the efficient utilization, and analyzed current execution. The study showed that it did not comply with those preconditions, and produced policy recommendations. The authors expect that policy recommendations this study brought up will contribute to improve the policy process how to collect and use the spectrum usage fee.

A Study on Recent Trends of Health Services Research in Korea (최근 우리나라 보건관리 연구의 경향 분석)

  • This study was conducted to describe trends of health services research (HSR) in Korea since 1968 and analyse the relevance of HSR to changes in health policy. Research methods are as follows: firstly, HSR articles were selected from 4 HSR related journals implicitly. Secondly, classification system of HSR was developed and then applied to previously selected papers in order to describe research trends. Finally, the frequency rankings of articles in research areas were compared with rankings in order of the importance of research area rated by experts. As a resesult, HSR articles have increased with time and three main research areas are health programme, health care financing, and health care organization/management. And many articles have been related to the efficiency and quality of health care since 1990. It seems HSR articles had little relevance to changes in health policy and policy environment. Especially, the recently disputed policy topic, namely the separation of prescription from disposing, has not received little attention since 1990. These findings suggest there is an urgent need for the reflection on HSR direction in Korea.

  • With this as a momentum of approval Pfizer vaccine against coronavirus disease 2019 (COVID-2019), it is changed to the era of vaccine rapidly. Most countries are trying to reserve effective vaccines and inoculate vaccines into high-risk populations for achieving community immunity. I reviewed several vaccine-related issues to be confronted for moving up to the end of COVID-2019: the efficacy and effectiveness of the approved vaccines, the priorities for vaccination into target groups, side effects, and distrust towards COVID-2019 vaccines. Evidence-based decision-making in the policy process and collaboration with professional groups are the most effective strategies for driving successful vaccination policy.

  • As the industrial paradigm shift, often condensed as the "4th Industrial Revolution," gains momentum, there is a growing need to actively introduce digital healthcare into the medical field. The new administration announced its commitment to become a global leader in the biohealth and digital healthcare sector. To fulfill this pledge, preemptive policy leadership and attention from the government are required. The recent issue of legislating non-face-to-face medical care suggests that introducing digital healthcare goes beyond simply adopting new technologies. Incorporating digital healthcare involves changing the existing healthcare delivery process and coordinating the roles of stakeholders. To successfully change the structure of the medical industry, a mid- to long-term roadmap should be meticulously organized and promoted. Policy efforts are needed to resolve conflicts and lead to compromises through continuous communication with interest groups.
