Food Security and Nutrition Information and Knowledge Management in Case of Cambodia

  • Coordination has been identified as a concern in the cross-cutting issues of food security and nutrition (FSN) in Cambodia. Food Security and Nutrition Information System (FSNIS) in Cambodia is the only "entry portal" to support policy formulation and decision-making with regard to FSN. While this knowledge and information management system has earned a respectful reputation, Council for Agricultural and Rural Development (CARD) faces many challenges in the implementation of the system. This paper will present how FSNIS has been developed and impacts on policy or strategy related to FSN. In addition, sustainability of the system is a key challenge for FSNIS; yet it is interesting to see how it works. Along with a success story, FSNIS is recognized by its stakeholders as the most successful knowledge and information management system in the field of FSN in Cambodia.

Enhancement of Internal Control by expanding Security Information Event Management System

  • Recently, internal information leaks is increasing rapidly by internal employees and authorized outsourcing personnel. In this paper, we propose a method to integrate internal control systems like system access control system and Digital Rights Managements and so on through expansion model of SIEM(Security Information Event Management system). this model performs a analysis step of security event link type and validation process. It develops unit scenarios to react illegal acts for personal information processing system and acts to bypass the internal security system through 5W1H view. It has a feature that derives systematic integration scenarios by integrating unit scenarios. we integrated internal control systems like access control system and Digital Rights Managements and so on through expansion model of Security Information Event Management system to defend leakage of internal information and customer information. We compared existing defense system with the case of the expansion model construction. It shows that expanding SIEM was more effectively.

  • This paper discusses management education by utilizing the cyber education learning system in a web-based. New learning system tools offer great promise for a new contents of management learning. The cyber education learning system a shift from face-to-face lecturing to interactive learning. The situation changes profoundly when information technology becomes develope and education paradigm is shift. By exploiting the digital media. educations, and students, managers can shift to a new, more effect cyber education learning system. The following shift from classic educations to cyber educations learning system: from instruction to construction, from teacher-centered to learner-centered, from school to lifelong, from one-size-fits-all to customized, from teacher as transmitter to teacher as facilitator. Cyber education learning system has an important role to play in management education. Web-based technology is regarded as a general solution to cyber education learning. This study discussed many factors of implementation in cyber education systems and provide utilizing the learning system at main, detail functions. Lastly, management implications of these cyber education utilize are discussed in more detail.

  • In this paper, development of TIM Module for constructing PDM will be introduced. Technical information relevant product data influences cost, quality, precision and productivity. One of the very important feature of product data is organizing not by oneself but very closed to many technical information such as document, file, image and analysis sheet. To manage various technical information, several kinds of management system are used in multi level of production system. PDM and TIM systems are being developed for suitable purpose and are in need of Network technology, Information Technology, Database, sharing and distributing information. Developed TIM system is based on Web environment. By using this system, we can manage systematic technical information and reduce cost for constructing PDM system. And also we will put to practical use another technical information management system for mold plant.

  • Computer-aided logistics support system is recognized an essential system to reduce supply and maintenance cost, and to improve readiness of weapon system or operationable composite machines. According to these trends, this paper focuses on the design scheme and the computerization strategy of information management system for Integrated Logistics Support (ILS) work. Suggested system. LAMIS(Logistics support Analysis Management Information System) is a total system that composed of Logistics Support Analysis Management information system (LSAM), Configuration Management Information System (CMIS), Maintenance Management Information System (MMIS), Project Management System (PMS) and Information Retrival System(IRS) etc. Also, LAMIS is a computerized tool that improves current supply and maintenance support program, that attempts to reliable requirment analysis of logistics support elements, and that supports to use the existing technical specification of similar one when weapon system acquisition project is started newly. When LAMIS implication is completed, it can be applied to logistics support of defense or commercial site. Straightway, LAMIS will be enhanced with computer - aided design system, engineering drawing system, interactive electronic technical manual system, electronic data interchange system, and three dimensional simulation system to weapon system configuration. When that is done, LAMIS is CALS system.

  • The purpose of this study was to construct the management information system for supporting the supervision of construction workplace. For the purpose, firstly, this study surveyed the present states and the problems of construction workplace in Korea. And then, defined the range and the process of the supervision of construction workplace, and examined the information standards of construction and the CALS standards for supporting. As a result, this study proposed the first stage of management information system, which consists of several basic functions, such as, document management, system management and partially, duality management and construction information management.

  • The Information System is now becoming a very important part of our livers. It encompasses technical and spactial characteristics that are much more different from the order information systems used up until now. Therefore, as various fields within the Information Center are researched, the proper usage of those fields must be well thought-out. This study presents the application of quality management systems in Library, Korea. The purpose of this study is to build a framework of improving the management system and planning and performing the service of high quality in Library. To achieve this goal, a theoretical approach was tried through the previous study and the performed with the subject of the 4 steps by Damming' quality management theory. This study may enable domestic organizations to draw up a concrete and practical plan in Library.

  • The main objective of this research is to develop an experimental educational facility management information system that will be used for maintaining existing educational facilities in the elementary, junior high, and high schools. The development is based on the nationwide development plan of the education administration information system. The system developed is accomplished by use of Map-application Information System(MAPIS), an applied commercial software that combines Geographic Information System(GIS) with existing Information and Communication Technologies(ICT) such as Database system, Multimedia methodology, and Internet system. In order to figure out the features to be improved in the system developed, the research interviewed the educational facilities management in the Ministry of Education and P Local Education Authority. The authors suggest the functional improvement of the system based on the interview results.

Development and Implementation of Cooperative-based Co-management TAC Quota Management System in Korean Fisheries Management (한국형 TAC 제도의 협동관리적 할당량관리체계(QMS)에 관한 연구)

  • The relatively recent emphasis on a total allowable catch(TAC) system is placing new demands on fisheries management. Korean fisheries law has provided recently for implementation of the TAC based on fishery management system, in order to conserve and manage fisheries resources rationally in its exclusive economic zone(EEZ). In 1998, the TAC system was first applied to Korean fisheries. This TAC system is currently undergoing a second trial period, having been put under the system for 20012002 and continuous trial basis until the complete settlement of EEZ system agreement among three countries, Korea, China and Japan. The TAC system implementation needs are sophisticated information collection, analysis and modeling that will continue to increase and require the high management resources. In addition, data on social and economic impacts on TAC system is sometimes inadequate. The implementation of the TAC system provides a unique opportunity to examine the limits of management information and resources, and to solve the problems in Korean fisheries management system, These limits and problems are complicated by an inadequate biologically and economically information and insufficient management resources. Government and fisheries cooperatives must be cooperated in the management process in order to minimize its conflicts and maximize commitment to sustain fishery development. Recognition of the ineffectiveness and its potential consequences leads to the adoption of the cooperative-based co-management approach in implementation of TAC system. In 1998, the TAC system was first applied to Korean fisheries, where traditional fishery management has consisted mainly of technical measures and input controls. The QMS of TAC system has been implemented in the form of cooperative-based co-management framework. This QMS framework was chosen to overcome many difficulties and limits that a competitive TAC system would impose on Korean traditional fisheries management. The implementation of the QMS of TAC system provides a unique opportunity to examine the limits of management information and resources, and to solve the problems in Korean fisheries management system.
