  • The need for unified graphic base with high accuracy for nation¬wide is emerging since many facility management organizations and local governments have been taking steps for introducing facility management systems from the late of 1980's. A major finding of the above efforts was the importance of establishment of National Land Information System supporting all land management and use, administration purpose and effective decision-making.   • This study was conducted to explore the relationship between the efficiency and its organizational determinants of tile Community Mental Health Centers(CMHCs). Data are obtained from 81 personnel of 27 CMHCs from Sept. to Oct. in 1999(19 in Kyunggi province, 7 in Seoul City and 1 in Chunchon, Kangwon province). Major findings of this study are as follows. 1. DEA is a mathematical programming technique that optimizes the relative efficiency ratio of inputs over outputs for each decision-making unit(DMU). It produces a summary scalar efficiency ratio for each DMU of CMHCs. It assessed multiple inputs and multiple outputs simultaneously, and compared to specific peer group of CMHCs. 2. Organizational determinants of DEA efficiency of CMHCs we proved as advertisement(+), location of CMHCs(in public facility)(+), area of facility(+), period of operation(+), job satisfaction(+), clarity of work-role(vague), cohesion(-), rate of certified personnel(+), number of referral(+), and voluntary service time(-).

A Consideration of Accuracy Correction Methods in RTLS for Indoor Facility Management with Drones

  • The construction industry has witnessed an exponential growth of drones used in the field over the past few years. Likewise, the field of maintenance has paid increasing attention to using drones with a view to improving the efficiency of condition checks in high-rise buildings and major space. Although operators manipulate drones to inspect buildings at present, drones are expected to autonomously move around without operators in a few years. Also, for indoor maintenance, it is important for drones to find accurate locations, which is implemented by real-time locating systems(RTLS). Yet, the accuracy of RTLS varies across the types of systems and indoor settings, which warrants a locating system suitable for indoor space and a location correction system designed to improve the accuracy. Hence, the current study investigated the accuracy of real-time locating systems(RTLS) for the maintenance of indoor space of buildings with drones and delved into the methods of correcting the location information to improve the accuracy of RTLS.

A study on inspection methods for waste treatment facilities(I): Derivation of impact factor and mass·energy balance in waste treatment facilities (폐기물처리시설의 세부검사방법 마련연구(I): 공정별 주요인자 도출 및 물질·에너지수지 산정)

  • Despite the continuous installation and regular inspection of waste treatment facilities, complaints about excessive incineration and illegal dumping stench continue to occur at on-site treatment facilities. In addition, field surveys were conducted on the waste treatment facilities currently in operation (6 type) to understand the waste treatment process for each field, to grasp the main operating factors applied to the inspection. In addition, we calculated the material·energy balance for each main process and confirmed the proper operation of the waste disposal facility. As a result of the site survey, in the case of heat treatment facilities such as incineration, cement kilns, and incineration heat recovery facilities, the main factors are maintenance of the temperature of the incinerator required for incineration and treatment of the generated air pollutants, and in the case of landfill facilities Retaining wall stability, closed landfill leachate and emission control emerged as major factors. In the case of sterilization and crushing facilities, the most important factor is whether or not sterilization is possible (apobacterium inspection).In the case of food distribution waste treatment facilities, retention time and odor control during fermentation (digestion, decomposed) are major factors. Calculation results of material balance and energy resin for each waste treatment facility In the case of incineration facilities, it was confirmed that the amount of flooring materials generated is about 14 % and the amount of scattering materials is about 3 % of the amount of waste input, and that the facility is being operated properly. In addition, among foodwaste facilities, in the case of an anaerobic digestion facility, the amount of biogas generated relative to the amount of inflow is about 17 %, and the biogas conversion efficiency is about 81 %, in the case of composting facility, about 11 % composting of the inflow waste was produced, and it was comfirmend that all were properly operated. As a result, in order to improve the inspection method for waste treatment facilities, it is necessary not only to accumulate quantitative standards for detailed inspection methods, but also to collect operational data for one year at the time of regular inspections of each facility, Grasping the flow and judging whether or not the treatment facility is properly operated. It is then determined that the operation and management efficiency of the treatment facility will increase.

  • China is the largest producer and consumer of mushrooms, and the development of China's mushroom industry poses a serious threat to Korea, which has similar mushroom production and consumption tendencies. China's mushroom industry produced only 50,000 tons around 1985 when statistical data began to be published, but by 2020, it has developed into an industry with annual production exceeding 40 million tons. The rapid development of the mushroom industry in China is due to high profitability, rapid funds turnover, rapid return on investment, active support from local governments, increased preference and consumption of healthy foods due to increased national income, expansion of overseas exports, and introduction of automated facility cultivation. Recently, there is a high possibility that mushroom production through automated facility cultivation in China will be excessive, so if measures are not taken, there is a high possibility that it will encroach on the Korean mushroom market. Therefore, in order to protect domestic mushroom farmers and industries, it is necessary to accurately identify and analyze the current status of China's mushroom industry.

Development of Near miss Assessment Model Using Bayesian Network and Derivation of Major Causes (베이지안 네트워크를 이용한 아차사고 평가 모델 개발 및 주요 원인 도출)

  • The relationship between near misses and major accidents can be confirmed using the ratios proposed by Heinrich and Bird. Systematic reviews of previous national and international studies did not reveal the assessment process used in near-miss management systems. In this study, a model was developed for assessing near misses and major factors were derived through case application. By reviewing national and international literature, 14 factors were selected for each dimension of the P2T (people, procedure, technology) model. To identify the causal relationship between accidents and these factors, a near-miss assessment model was developed using a Bayesian network. In addition, a sensitivity analysis was conducted to derive the major factors. To verify the validity of the model, near-miss data obtained from the ethylene production process were applied. As a result, "PE2 (education)," "PR1 (procedure)," and "TE1 (equipment and facility not installed)" were derived as the major factors causing near misses in this process. If actual workplace data are applied to the near-miss assessment model developed in this study, results that are unique to the workplace can be confirmed. In addition, scientific safety management is possible only when priority is given through sensitivity analysis.

Condition Estimation of Facility Elements Using XGBoost (XGBoost를 활용한 시설물의 부재 상태 예측)

  • To reduce facility management costs and safety concerns due to aging of facilities, it is important to estimate the future facilities' condition based on facility management data and utilize predictive information for management decision making. To this end, this study proposed a methodology to estimate facility elements' condition using XGBoost. To validate the proposed methodology, this study constructed sample data for road bridges and developed a model to estimate condition grades of major elements expected in the next inspection. As a result, the developed model showed satisfactory performance in estimating the condition grades of deck, girder, and abutment/pier (average F1 score 0.869). In addition, a testbed was established that provides data management function and element condition estimation function to demonstrate the practical applicability of the proposed methodology. It was confirmed that the facility management data and predictive information in this study could help managers in making facility management decisions.

Survey on environmental condition and health state of laboratory mouse in conventional facility (일반시설에서 사육되는 마우스의 품질향상을 위한 기초조사 연구)

  • For the improvement of quality control of laboratory mouse, we investigated the environmental condition, histopathological findings and serological test using ELISA to mouse hepatitis virus(MHV), Mycoplasma pulmonis(MP), Clostridium piliforme(TZ) and Sendai virus (HVJ) of ICR, C57BL/6, CBA and C3H/He mice that were supplied from conventional laboratory animal facility. 1. The ammonia concentration of facility was below the recommended concentration, 15ppm, by the KNIH, and the room temperature($21{\sim}23^{\circ}C$) and relative humidity(40~60%) was optimum range recommend by the Ministry of Health and Welfare, respectively. 2. The incidence rate of inapparent disease was 86.6% and the major findings in the liver were vacuolar degeneration with nucleic pleomorphism. The lung was shown the thickening of alveolar wall and interstitial pneumonia with congestion. The kidney and spleen were observed the mild congestion and extramedullary hematopoiesis, respectively. 3. The positive reaction rates against MHV and MP in serological test was 97.9% and 37.5%, respectively but HVJ and TZ were negative. These results suggest that laboratory mice could be infected with MHV and MP under conventional environments. Therefore we recommend to select thoroughly inapparent infected mice and to convert conventional system into SPF facility as soon as possible.

A Study on the Characteristics of the System of the US Health Care Facility Guidelines (미국 보건의료시설 가이드라인의 체계 특성 연구)

  • Purpose: At the time of consensus on the necessity of appropriate guidelines for health care facilities suitable for Korea, the paper aimed to analyze the characteristics in the aspect of the system of the US Health Care Facility Guidelines(FGI Guidelines) and to suggest implications. Since the system is significant for the guidelines to be socially accepted and operated, this study focuses on the system. Methods: Literature studies focusing on the analysis of prior studies and the 2018 edition of the FGI Guidelines were conducted. Results: As a result of reviewing the history and outline of the FGI Guidelines, the derived characteristics of the system were governance, procedure, and composition. First, it had multi-layered organization and multidisciplinary members. Secondly, the focus is on the procedure of gathering opinions from industry and the public. Third, the Guidelines have been continuously evolving to reflect the needs of the times and changes in the medical environment, and the content framework and method of writing are user-friendly in order to prevent confusion caused by vast contents. Implications: First, we need to consider the composition of a private organization to prepare Korean health care facility guidelines. Second, it needs a system that can induce the participation of multidisciplinary experts. Third, a comprehensive and user friendly guideline needs to be constructed.

A Study on the Comparison of System and Implications of Health Care Facility Guidelines by Major Countries - Focused on US, Australia, UK (주요 국가별 보건의료시설 가이드라인의 체계 비교 및 시사점 연구 - 미국, 호주, 영국을 중심으로)

  • Purpose: A solid system in the process of establishing guidelines can increase social acceptance and utilization. The paper aims to comparatively analyze the system in which guidelines for health care facilities in the US, Australia, and the UK and suggest implications for Korea. Method: It conducted literature analysis of the system in the framework of composition, governance, and procedure for the Facility Guidelines Institute's Guideline for US, Australia's Australasian Health Facility Guidelines for Australia, and Health Building Notes for UK. Results and Implications: First, in terms of composition, the guidelines for health care facilities can be divided into composition by space and composition by issue. It is proposed to establish a system that space and issues are clearly separated, such as Australia's AusHGF, and complete it step by step. Second, in terms of governance, despite the fact that the medical supply is privately oriented, the medical system is controlled by the government in Korea. Therefore, it is suggested to form a separate organization in the public sector that establishes, researches, and revises the guideline that will serve as a focal point for experts in various fields to participate. Third, in terms of procedure, it is suggested to establish a guideline that reflects the experiences and demands of consumers by clearly organizing procedures including collecting opinions.
