본 연구에서는 문헌연구를 통해 저소득계층의 개념과 기준 및 유형에 관하여 살펴보고, 사례조사에 의해 저소득계층을 대상으로 한 국내 공공도서관 서비스의 현황을 파악하였다. 연구결과를 바탕으로 저소득계층에게 필요한 새로운 도서관서비스로 저소득계층의 디지털정보격차를 해소하기 위한 관련 프로그램의 시행과 저소득계층 성인 대상의 경제적 자립을 지원하는 취업 관련 프로그램 및 독서상담치료서비스의 도입을 제안하였다. 또한 저소득계층 대상 도서관서비스를 활성화시킬 수 있는 정책방안을 5가지로서 (1) 도서관법에서의 저소득계층의 개념과 기준 및 유형에 대한 명확한 규정, (2) 도서관발전종합계획에서의 저소득계층 대상 도서관서비스의 강화, (3) 국가차원의 저소득계층 및 도서관서비스에 대한 현황조사, (4) 저소득계층의 실제적인 특성 및 정보요구 파악, (5) 저소득계층의 다양한 유형별 맞춤형 도서관서비스 개발 및 운영을 제안하였다.
This study analyzes the risk selection behavior of Japanese households. The study approaches the view of 'the hyperbolic discount' which is used in behavioral economics based on the rise in mortgage lending by low-income households in the late 2000s. The study focuses on how households risk preferences vary by income levels. The study analyzes the relationship of attitude of household interest rate risk using Binomial Logistic and Heckman two-step estimation method assuming that there are only two types of Adjustable-Rate Mortgage and Fixed-Rate Mortgage. As a result of the empirical analysis, low-income households annual income tend to have a higher proportion of housing debt as same as higher interest rate risk preferences households in proportion to income growth and interest rate risk preferences. Those results indicate that there is possibility of a hyperbolic discount on low-income households in Japan, and support the hypothesis that low-income households are relatively higher household debt ratio because of high utility due to home purchase in the near future (short-term).
The objectives of this study were : 1) to investigate the socio-demographic and housing characteristics, 2) to evaluate the present conditions of residential environment, 3) and to analysis the differences of residential environmental evaluation according to the characteristics of low-income families. Questionnaire survey method were used in this study. questionnaire were administrated by 264 household of low-income families in Taejon area. Data were analyzed by SPSS PC computer package. The statistics were frequencies, percentage, t-test, F-test and Ducan's multiple range test. The major findings were as follows; low income families evaluated all of their residential environment at lower, especially the worst of all was the comfortable environment outdoor. there were significant differences in evaluation of residential environment according to the housing characteristics of low income families. The results of this study can be used as basic information for housing p;an and policy for low income families in Taejon area.
본 연구의 목적은 저소득가정 아동과 일반가정 아동간에 학교준비도가 차이가 있는지를 살펴보는 것이다. 특히 저소득가정 아동은 취약계층을 위한 교육지원사업인 드림스타트 참여 유무에 따라 학교준비도에 차이가 나타나는지를 살펴보고자 하였다. 그리고 아동의 연령과 성별에 따라 학교준비도에 차이가 나타나는지를 분석하였다. 연구대상은 만 4세, 만 5세 아동 184명을 대상으로 하여 학교준비도를 조사하였다. 수집된 자료는 기술통계, t검증, 일원변량분석, 이원변량분석, Scheff$\acute{e} $ 검증을 실시하여 분석하였다. 자료분석 결과, 학교준비도는 아동의 연령과 성별에 따른 상호작용효과가 나타났으며, 일반가정 아동의 학교준비도 수준이 저소득가정 아동보다 높게 나타났다. 그러나 저소득가정 아동 중에서 드림스타트 참여유무에 따라서는 차이가 나타나지 않았다. 이와 같은 결과를 통해 경제적으로 어려움이 있는 가정의 취학 전 아동이 학교준비도를 잘 갖출 수 있도록 적극적인 관심과 지원의 중요성을 강조하였다.
Purpose: This study was to provide basic data for comprehensive nursing care for elderly people and to compare the spiritual well-being and perceived health status between elderly people who have above average income and those who have low income. Method: The data were collected from 80 elders with above average income and 81 with low income through face-to-face interviews. An elder was defined as a person over 60 years of age. The data were analyzed using t-test, ANOVA, ANCOVA, Pearson correlation coefficients and Scheffe test. Result: The mean score for spiritual well being for elders with above average income was 2.90 of a total possible score of 4 and for elders with low income, 2.49 and the difference was significant. The mean score for perceived health status for elders with above average income was 8.93 of a total possible score of 14 and for elders with low income, 7.47 and the difference was also significant. There was a statistically positive correlation between existential well-being and perceived health status for the total sample of elderly people and for the elders with low income. Conclusion: Spiritual nursing care should be included in comprehensive health care programs for elderly people in Korea. Especially, it is important to develop nursing interventions for elders with low income that will increase their spiritual well-being and help them to develop positive thinking towards perceived health status.
The purpose of this study is to investigate the effect of increased debt on the incidence of domestic violence over the two-year interval 2014-2016. To investigate Korean low-income households with economic hardships, we analyzed the 9th and the 11th waves of the Korea Welfare Panel Study, which is jointly sponsored by the Korea Institute for Health and Social Affairs and the Institute of Social welfare, Seoul National University. The study analysis was based on data from 2,786 households with less than 60% of median income. The main study findings are as follows. First, increases in economic hardships incur domestic violence for low-income households, while increases in low-interest debt decrease the incidence of the domestic violence when controlling for economic hardships. All other things being equal, economic hardship works as a stressor and low-interest debt works as an alleviator influencing domestic violence. Second, when low-income households are experiencing economic hardships, low-interest debt fails to work as an alleviator. Under this circumstance, high-interest debt actually acts as a stressor influencing domestic violence. Thus, we can speculate that use of debt under economic hardships will occur domestic violence for low-income households. This study differs from previous studies in that it examines the effect of increase in debt on the incidence of the domestic violence across different types of debt: low interest, high interest, and credit card. We can conclude that debt can function as a stressor or an alleviator for low-income households, depending on the interest rate and the households' financial situation.
본 연구는 저소득층 여성의 건강에 영향을 미치는 요인을 다각적으로 살펴보고, 그 중 사회적 지지 자원이 저소득층 여성들이 가지고 있는 다양한 특성과 건강 관계에서 상호작용을 하는지 파악하였다. 본 연구를 위하여 소득에 따라 저소득층 기준에 부합하고 2인 이상의 가족 구성원으로 이루어진 가구 내 성인 여성 239명을 대상으로 설문조사를 실시하였고 기술통계, 상관분석 및 회귀분석 등을 이용하여 연구 결과를 도출하였다. 연구 결과 저소득층 여성들이 평가하는 본인의 건강 수준은 중간 수준이었고, 그들의 건강에 미치는 요인으로는 교육수준, 자기효능감, 사회적 지지 자원 등이 파악되었다. 특히 사회적 지지 자원은 교육수준과 주관적 건강 관계에서 조절변인으로서의 기능을 하는 것으로 나타났다. 본 결과를 통해 저소득층 여성의 건강 증진을 위해서는 직접적인 건강 관련 측면뿐 아니라 자기 관리 역량강화와 같은 심리적 지원, 사회적 지지 자원 확대를 위한 안전망과 같은 제도 구축 등까지 포괄적 관점에서 접근할 필요가 있다는 시사점을 도출하였다. 그리고 후속적으로 저소득층 여성의 건강과 관련된 변인들의 시간속성을 검증하거나 대상을 세분화하는 연구가 이루어질 필요가 있다.
본 연구는 공적이전소득의 소득계층별 차이와 불평등 변화를 확인하기 위하여 수행된 연구로 1996년부터 2016년까지 가계동향조사 자료를 활용하여 소득계층별 공적이전소득 평균금액의 변화를 관찰하고 집중지수를 산출하였다. 주요연구결과는 다음과 같다. 첫째, 공적이전소득의 소득계층별 집중지수 산출결과, 1996년 공적이전소득 집중지수는 +0.2774로 고소득층에 집중되어 있었지만, 2009년 이후 집중지수가 음(-)의 값이 되면서 저소득층에 집중되는 현상이 2016년까지 지속되었다. 그러나 집중지수 절대 값이 적어서 소득재분배 효과가 크지 않은 것으로 판단된다. 둘째, 전체 평균 공적이전소득 대비 해당소득분위의 평균 공적이전소득의 비율변화를 확인한 결과, 저소득층의 평균 공적이전소득 증가가 매우 큰 반면에 고소득층은 적어서 전체 평균으로 수렴되어가는 현상이 발생하고 있었다. 저소득층에 제공되는 공적이전소득액이 적어서 소득불평등의 개선에 공적이전제도가 제 역할을 수행하지 못하던 것이 점차 개선되고 있는 것이다. 셋째, 공적이전소득의 소득계층별 평균액 변화를 확인한 결과 모든 소득계층에서 공적이전소득은 지속적으로 증가해왔으며, 그 증가속도가 저소득층이 빠르고 고소득층이 느려서 최근에는 저소득층의 공적이전소득이 고소득층에 비해서 많았다. 따라서 우리나라 소득계층별 공적이전 소득의 불평등은 점차 개선되고 있지만, 소득계층간 불평등을 개선할 수 있는 수준은 아닌 것으로 평가된다.
Purpose: The purpose of this study was to evaluate the nutritional status of low-income urban elders by diversified ways, and to analyze the risk factors for malnutrition. Methods: The participants in this study were 183 low-income elders registered at a visiting healthcare facility in a public health center. Data were collected using anthropometric measurements, and a questionnaire survey. For data analysis, descriptive statistics, ${\chi}^2$-test, t-test, Fisher's exact test, multiple logistic regression analysis were performed using SPSS 20.0. Results: Regarding the nutritional status of low-income elders as measured by the Mini Nutritional Assessment (MNA), 10.4% of the elders were classified as malnourished; 57.4% as at high risk for malnutrition; and 32.2% as having normal nutrition levels. The main factors affecting malnutrition for low-income elders were loss of appetite (OR=3.34, 95% CI: 1.16~9.56) and difficulties in meal preparation (OR=2.35, 95% CI: 1.13~4.88). Conclusion: In order to effectively improve nutrition in low-income urban elders, it is necessary to develop individual intervention strategies to manage factors that increase the risk of malnutrition and to use systematic approach strategies in local communities in terms of a nutrition support system.
Paying an attention to the issue of energy poverty of low-income households and ensuing regressivity of energy consumption, this study empirically analyzes the effects of both household and housing characteristics on heating energy consumption in an integrated way and identifies their causal structure based on the 2016 Korea Housing Survey data provided by the Korean government. Multiple regression analysis shows that household income and deteriorated level of housing, such as age and degree of cracks have positive effects and floor area of housing has a negative effect on the heating energy consumption per unit area of housing (HECPUH). Path analyses further reveal that the direct effect of household income on HECPUH is offset by the indirect effects that are mediated by deteriorated level and floor area of housing, making the total effect statistically insignificant. As a result, there is no significant difference in HECPUH across all income strata, implying that low-income (high-income) households pay more (less) heating costs relative to their income level, since they reside in the houses with relatively low (high) energy efficiency. To deal with this regressive causal structure of energy consumption, a policy option is recommended to improve energy efficiency of low-income housing through the government assistance in its maintenance and repair.
