An Approach for Developing Web Applications by Reusing Components of e-Government Standard Framework

  • To solve the problem of low inter-operability of systems and low reusability caused by not being standardized and common-shared development foundation between software developers, the government has proposed e-Government(eGov) standard framework. However, the development method based on eGov standard framework is not easy to learn and to use fluently, because it is so dissimilar the existing traditional development method. In this paper, we propose an approach for developing web applications by reusing common components of eGov standard framework, and describe about the case study of developing Can_Pro(Computer Aided Nutritional analysis program for Professionals) based on eGov standard framework. Consequently, we show improvement in productivity and reduction budget through reusability of common components and eGov standard framework.

  • The study aims to analyze of factors influencing on the mentoring participation of college student for low-income children using Cooper's multiple lense. The multidimensional policy analysis model is composed of the normative dimension, structural dimension, constructive dimension, technological dimension. The results of the research are as follows. First, the education difference solution shows the meaningful positive relationship in the category of normative dimension. Second, the budget and support setup shows the meaningful positive relationship in the category of technological dimension. But other factors do not show the meaningful influence.

Annual Groundwater System Change in Geum-gang Basin (금강 수계 지하수 시스템의 연간 물수지 변화 추정)

  • Water budget analysis in the groundwater system was conducted in order to understand water budget distributions in the ground water system in Geum-gang watershed. The annual amounts of precipitation, runoff, evapotranspiration, dam storage change and water supply over the sub-watershed in Geum-gang watershed were evaluated the residual groundwater from 2002 to 2006, based on the water budget considering inflow and outflow. Then we are able to expect residual groundwater of each sub-basin. According to the result of study, the year 2003 and 2006 were recorded the highest and the lowest precipitation value, respectively. Average run-off percentage against precipitation was 60.44%. Annual evapotranspiration in each of years didn't show the remarkable variations but the values were high in the lower reaches of the basin. The residual waters in Geum-gang basin were determined to be 133.36 in 2002, 77.64 in 2003, -19.40 in 2004, -82.25 in 2005 and -128.07 mm in 2006. The residual water in Geum-gang basin was high in the main and up stream such as Maepo. Also the residual water showed low distributions in Nonsan and Seokhwa.

The Analysis of The Factors Affecting The Research Outcomes of Government-funded Research Institutes in Science and Technology (과학기술분야 정부출연연구기관의 연구실적 영향요인 분석)

  • The Korean government's R&D budget has risen steadily annually, reaching 24.2 trillion won in 2020, and the ratio of R&D expenditure to GDP ranked high among OECD countries. However, national science and technology innovation ranked low among OECD countries. This study focused on Korean government-funded research institutes in the field of science and technology by analyzing the effects of budget and workforce input on research performance in order to provide directions for management. Multiple regression analysis was conducted with budget and workforce input as independent variables, which influence major research outcomes (SCI paper, patent, royalty). In the research budget, only government contribution had a positive effect on SCI thesis performance, and the increase in the government project and private project funding had a negative effect on the number of patents and technology royalties. For the workforce, the positive effect of regular workers on all research achievements was 3-6 times more than that of non-regular workers. Through this study, policy implications such as establishment of institutional performance indicators according to research types were derived for the outcome driven management of government-funded research institutes in the field of science and technology.

Conceptual Design of 6U Micro-Satellite System for Optical Images of 3 m GSD (3 m급 광학영상 촬영을 위한 6U 초소형위성 시스템 개념설계)

  • The purpose of this study was to present a conceptual design of the 6U micro-satellite system for optical image of 3 m GSD. An optical camera system with a payload of 3 m GSD image was designed and optimized. The optical system has a diameter of Ø78 mm, length 250 mm, and 1400 mm focal length. The requirement and constraints were configured for the 6U micro-satellite bus system with the payload. Satisfying the requirement and constraints, the subsystems of the 6U bus were designed such as attitude and orbit control, propulsion, command and data handling, electrical power, communication, structures and mechanisms, and thermal control subsystem. The mass budget, power budget, and communication link budget were also confirmed for the 6U micro-satellite comprising the optical payload and the subsystems of bus. To take optical images, a mission operation concept is proposed for the 6U micro-satellite in a low-Earth orbit. A constellation comprising many 6U micro-satellites studied in this paper, can provide with various data for reconnaissance and disaster tracking.

A Study on the Improvement of Independent Loan Fund Business for low-income Disabled (저소득장애인을 위한 장애인자립자금대여사업 개선방안 연구)

  • This study aims to analyze the current situation of Independent loan fund business for disabled for independent and living stabilization of low-income disabled and presented a plan to support effectively. Methods were reanalyzed to obtain the data inside the Ministry of Health and Welfare and conducted a expert survey. The results of this study were First, The budget was 8.1 billion won and target households was 800, but the used budget was about 5.6 billion won(executive rate was 69.3%) and beneficiaries was 384 families. Second, the loan condition was gurantee is 58.5%, pawn is 23.3%, ungurantee is 18.2%. And, the loan type was occupation is 60.0%, car purchase is 35.3%, medical expenses is 2.6% and so on. In addition, 1,735 people apply for a loan fund but 904 people received a loan fund. So, loan rate was 52.1%. Third, business retention rate was 74.7% and close rate was 25.3%. Fourth, expert opinion was government support necessary for the in low-income disabled in social and economic situation of Korea. This study suggested that the loan purpose, loan amount, loan condition, simplified course were needed to consider when establishing policy for low-incone disabled.

Analysis of the Relationship of Water Vapor with Precipitation for the Winter ESSAY (Experiment on Snow Storms At Yeongdong) Period (겨울철 ESSAY (Experiment on Snow Storms At Yeongdong) 기간 동안 수증기량과 강수량의 연관성 분석)

  • Water vapor in the atmosphere is an important element that generates various meteorological phenomena and modifies a hydrological cycle. In general, the Yeongdong region has a lot of snow compared to the other regions in winter due to the complex topography and an adjacent East Sea. However, the phase change from water vapor to ice cloud and further snowfall has little been examined in detail. Therefore, in this study, we investigated phase change of liquid water in terms of a quantitative budget as well as time lag of water vapor conversion to snowfall in the ESSAY (Experiment on Snow Storms At Yeongdong) campaign that had been carried out from 2012 to 2015. First, we classified 3 distinctive synoptic patterns such as Low Crossing, Low Passing, and Stagnation. In general, the amount of water vapor of Low Crossing is highest, and Low Passing, Stagnation in order. The snowfall intensity of Stagnation is highest, whereas that of Low Crossing is the lowest, when a sharp increase in water vapor and accordingly a following increase in precipitation are shown with the remarkable time lag. Interestingly, the conversion rate of water vapor to snowfall seems to be higher (about 10%) in case of the Stagnation type in comparison with the other types at Bukgangneung, which appears to be attributable to significant cooling caused by cold surge in the lower atmosphere. Although the snowfall is generally preceded by an increase in water vapor, its amount converted into the snowfall is also controlled by the atmosphere condition such as temperature, super-saturation, etc. These results would be a fundamental resource for an improvement of snowfall forecast in the Yeongdong region and the successful experiment of weather modification in the near future.

Implementation of Ka-band Low Noise Block Converter For Satellite TVRO (Ka-band 위성방송수신용 저잡음 블록 변환기 구현)

  • In this paper, Low Noise Block down converter(LNB) is designed for a Ka-band satellite television receiver only(TVRO) using commercially available MMIC. Designed Low Noise Block down-converter is composed of three stage amplifiers involving input noise matched at first amplification stage, image reject band pass filter, frequency mixer and intermediate frequency amplification. Through LNB Module power budget to obtain gain and attenuation, Optimum LNB devices satisfying Ka-band LNB technical specification are selected. Experimental results of designed Ka-band LNB yields conversion gain of over $58{\pm}1dB$, noise figure of less than 1.5dB and phase noise of -94.6dBc @10KHz.

Demand Forecast of Spare Parts for Low Consumption with Unclear Pattern (적은 소모량과 불분명한 소모패턴을 가진 수리부속의 수요예측)

  • As the equipment of the military has recently become more sophisticated and expensive, the cost of purchasing spare parts is also steadily increasing. Therefore, demand forecast accuracy is also becoming an issue for the effective execution of the spare parts budget. This study predicts the demand by using the data of spare parts consumption of the KF-16C fighter which is being operated in the Republic of Korea Air Force. In this paper, SARIMA(Seasonal Autoregressive Integrated Moving Average) is applied to seasonal data after dividing the spare parts consumptions into seasonal data and non-seasonal data. Proposing new methods, Majority Voting and Hybrid Method, to the non-seasonal data which consists of spare parts of low consumption with unclear pattern, We want to prove that the demand forecast accuracy of spare parts improves.

Housing Policy for Low-income Households (Ger Areas) in Mongolia: Based on Generic Characteristic of Developing Countries

  • As that experienced in other developing countries, Mongolia has already faced multilateral side issues for two decades due to economic growth that created Ger areas or internationally 'Slum', public housing and living conditions for low-income citizens, on the basis of rapid migration from rural areas to urban. Ger areas appear to be the main cause of environmental pollution problems and impending comfortable living conditions of the city's residents by covering more than half area of Ulaanbaatar city. Also, the spread of the Ger areas has many side issues such as prevention of urban development and unaesthetic. Most inhabitants of the areas are on low-incomes, and living in the detached houses or felt yurts (Ger) usually build within a low budget, by themselves or unprofessional people, and by using materials of poor quality. Therefore, Ger areas are an inevitable issue that requires effective, proper and immediate housing policy coordination under the government and even the housing market. Unfortunately housing policies, laws, and projects adopted by Mongolian government have shown inefficient results. The government housing policies, unlike other developing countries did not target low-income households' housing which is the priority issue for two decades. But only in 2014, the Long-term housing policy with the strategy for affordable housing initiated the housing policy for low-income households. This policy has five main broad directions such as redevelopment of Ger area, the land readjustment, public rental housing, new settlements and new city and reconstruction for old apartments, which are rather general and would require tremendous financial resources if each of the directions is implemented simultaneously without prioritization. Therefore this research aims to suggest the efficient and adequate housing policy direction for the low-income households in Ger area based on achievement of other developing countries' strategies, performances and generic characteristic with explanatory models. Also, this research adopts a literature analysis method that uses various research reports, related papers in domestic and international journals, and theses by experts, researchers, public institutions, and agencies.
