  • This paper discussed the assessment of hand of polyester fabrics changed by alkaline hydrolysis. This study analyzed the relations between the change of mechanical property and the hand value according to the weight loss of polyester fabrics. The results are as follows; Objective hand by KES-FB system, revealed that for tensile properties, as the weight loss increased, WT, RT increased and LT decreased. For bending properties, as the weight loss increased, B and 2HB showed smaller values. For shear properties, as the weight loss increased, G, 2HG and 2HG5 decreased. For surface properties, as the weight loss increased, MIU increased, but MMD and SMD did not show any trend. For compression properties, LC, WC and RC did not show significant differences according to the degree of weight loss. In case of hand value, Koshi(stiffness), Hari(anti-drape stiffness), Kisimi(scrooping feeling) and Shinayakasa(flexibility with soft feeling) showed a meaningful results depending on the degree of weight loss. However, Shari(crispness) and Fukurami(fullness and softness) did not show meaningful result. Koshi, Hari and Shinayakasa are high correlation with tensile property, bendibg property shear properties, thickness and weight. Kisimi is high correlation with tensile property, bending property, thickness and weight. Shari, Fukurami and THV did not show any meaningful difference whth any mechanical properties.

  • There are two methods of quantifying the damages when the contract is avoided. One is 'concret' assessment, the other is 'abstract' assessment. The former looks to the actual cost incurred by the aggrieved party in concluding a contract for the substitute transaction, while the latter is based on the market price. The concrete method of assessment forms the starting point in the Civil Law systems. In the Common Law systems, it is likewise available. The aggrieved party is entitled to recover the difference between the cost of cover or (as the case may be) the proceeds of resale and the contract price. Both systems also recognize the abstract method of assessment. If the aggrieved party does not resell or cover, damages are equal to the difference between the price fixed by the contract and the market price. The CISG and the UNIDROIT Principles recognize expressly both concrete and abstract methods. Under the relevant articles, the aggrieved party can recover the damages assessed by one of the methods as well as any further damages such as loss of profit, incidental and consequential damages.

  • The environmental influence in tunnel construction is the drying of the ground water, the drop of the ground water level, and noise and vibration by tunnel excavation. The environmental influence can cause the change of natural ecosystem and the source of popular complaints. In case of popular complaints, the tunnel construction can be stopped or the construction period can be extended. Also, the financial loss may be reached to hundreds of billions won. The technology development to minimize the environmental influence in the tunnel construction is very important in order to control popular complaints and to preserve ecosystem. It should be required the investigation, the evaluation, and the assessment of environmental impact to reduce environmental influence in the tunnel construction. The objective of this research is to review the environmental impact assessment in Korea and to introduce the environmental protection technology which minimizes the environmental influence generated in the tunnel construction.

  • Nowadays, 60 percent of thermal power plants already have been operated over their own design life. These operations of old power plant over their design life have caused a fracture accident of degradation a loss of economic and human. Therefore, the new life assessment and prediction technology is necessary to improve the safety and reliability of high pressure and high temperature power plant facilities. In this paper, innovative electrochemical test method have been used and results have been compared to the conventional test. Finally, the electrochemical test is applied to the in-field HP turbine and a database is currently in progress for the development of the life assessment standard and procedure.

  • This study was performed to investigate the feasibility of using sonic stress-wave technique in the longitudinal direction for the assessment of incipient decay of radiata pine wood. Decayed bending specimens by Tyromyces palustris and Gloeophyllum trabeum for varoious periods were tested nondestructively using stress-wave technique in the longitudinal direction and destructively. Decay detection, quantitative assessment of decay, and the prediction of residual strength of decayed wood with less than five percent weight loss can be feasible using stress-wave parameters (wave velocity, wave impedance, stress-wave elasticity) measured by stress-wave technique in the longitudinal direction and their percent reduction due to decay.

  • Risk Assessment to list possible safety disasters and their probability and severity is the starting point for effective safety management on construction project site. However, the safety managers in owners, construction supervisors, contractors, and sub-contractors still have difficulties in judging the priorities of safety activities and preparing responses to each potential safety disasters. Therefore, this study aimed to suggest a systematic method in assessing safety risk prior to commencement with the agreement of stakeholders. FMECA(failure mode effects and criticality analysis) was selected as a main assessment tool and it was modified according to the characteristics of construction projects and trades. Each risk is, firstly, evaluated with occurrence probability, possible loss and impacts to projects, and detections, and then risk priority number(RPN) is calculated. Subsequently, the managers of each stakeholder discuss the types, timing, and responsibilities of responses as a group decision-making process.

  • As the results of investigation, the noise level was between 60 dB and 80 dB in the area of explosion. The residents living within 1 Km would feel uncomfortable. However, hearing loss is not happened by this range. The maximum range that the human can hear is 20,000 Hz and the maximum range that the dog can hear is between 20 Hz and 40,000 Hz. The auditory range for humans to be uncomfortable toward noise is between 1,000 Hz and 2,000 Hz. As the result of this experiment, the auditory range of dog is more wide than of a human. The change of hair cells in the Corti's organ occurred when the dog was exposed to 1,000 Hz at 100 dB for 1 month. Therefore, the structure change of the ear could happen by hearing loss because of noise, but the structure change of hair cells is the worst symptom by hearing loss because of noise.

  • The relationship between debris flow and topographical factors is essential for the reliable estimation of soil loss. The objective of this paper is to estimate stability index and soil loss for assessing landsliding risk caused by debris flow. SIMAP and RUSLE are used to estimate stability index and soil loss, respectively. The landsliding risk area estimated by using SIMAP is found to be different from the large land area estimated by RUSLE. It is found that the spatial distribution of soil cover significantly influences landsliding risk area. Results also indicate that stability index and soil loss, estimated by soil cover factor, improve the assessment of landsliding risk.

  • Transmission Loss Factor (TLF) is one of the key factors affecting transmission pricing which should capture the intrinsic characteristics of competitive electricity markets and be amenable to the agreement of the market participants. This paper proposes a practical methodology which enhances the utility and applicability of TLF which is vulnerable to the choice of slack bus, computation methodologies, and incremental generation (or incremental load). The proposed methodology is demonstrated with a case study.

  • The insertion loss of a noise barrier comes from the effects of diffraction, transmission loss, absorption coefficient and attenuation by direct propagation. The noise level after the noise barrier, differs reatly from the diffraction on the upper part of the barrier. Maekawa, furze and Anderson presented a empirical formula for calculating the diffraction of a semi infinte screen shaped noise barrier. In this syudy, Noise reduction performance software was developed for the proper design and assessment of new plastic barrier . Predicted sound pressure level from using the software is compared with the site-measurement results to verify the noise reduction performance and feasibility of prediction software for insertion loss of noise barrier.
