  • The offshore structures exposed to harsh corrosive such as the marine environment is essential for the quality management technique throughout the life cycle of initial design, construction and operation. Also, it should satisfy the design life and ensure the safety of the substructure with optimization of design process. This study focused on optimization of design condition for corrosion protection of wind turbine structure and computational analyzing was performed to evaluate the performance of corrosion protection with utilizing practical experimental data. We expect this analytical study contribute to improve the corrosion maintenance stability and economical efficiency of designing wind turbine structures. As a result, the design of cathodic protection system using sacrificial anodes required accurate identification of current density in order to meet the long term design life, which can be seen that a change of structure surface's coating breakdown factor is one of the key influencing factors.

  • It is a common and prevailing Construction that recent environmental problems such as earth's warmer climate and depletion of ozone layers can never be solved by the efforts of any one nation. That is why the international conventions have been held more often lately in order to discuss the matter of environment protection and there has been increased tendency of using economic activities of any nation especially their international trades as means for achieving the purpose of environment protection. Furthermore, there is an ample possibility for the advanced countries to use the regulatory restrictions for environment protection as an another measure of none-tariff barrier against countries including Korea which has high dependence on international trade with not very high technological capability of environment protection. Some of the developed countries have recently moved toward the creation of a new system of international regulatory measures on world trade in the name of Environment Protection. They Plan to impose strict control over the process and technology of production of good they are importing from other country. However, ever though the international regulatory measures, in a short term, could play a negative role on our trade capability, they could, in the long run, also play a role of helping hands if we usefully work out positive countermeasures as a result of hand-working government supported by industry and all the society as a whole.

Long-term Trend Analysis of Key Criteria Air Pollutants over Air Quality Control Regions in South Korea using Observation Data and Air Quality Simulation (관측자료와 대기질 모사를 이용한 주요 기준성 대기오염물질의 권역별 장기변화 분석)

  • In this study, we analyzed long-term measurements and air quality simulation results of four criteria air pollutants ($PM_{10}$, $O_3$, $NO_2$, and $SO_2$) for 10 years, from 2006 to 2015, with emphasis on trends of annual variabilities. With the observation data, we conducted spatial interpolation using the Kriging method to estimate spatial distribution of pollutant concentrations. We also performed air quality simulations using the CMAQ model to consider the nonlinearity of the secondary air pollutants such as $O_3$ and the influence of long-range transport. In addition, these simulations are used to deduce the effect of long-term meteorological variations on trends of air quality changes because we fixed the emissions inventory while changing meteorological inputs. The nation-wide inter-annual variability of modeled $PM_{10}$ concentrations was $-0.11{\mu}g/m^3/yr$, while that of observed concentrations was $-0.84{\mu}g/m^3/yr$. For the Seoul Metropolitan Area, the inter-annual variability of observed $PM_{10}$ concentrations was $-1.64{\mu}g/m^3/yr$ that is two times rapid improvement compared to other regions. On the other hand, the inter-annual variability of observed $O_3$ concentrations is 0.62 ppb/yr which is larger than the simulated result of 0.13 ppb/yr. Magnitudes of differences between the modeled and observed inter-annual variabilities indicated that decreasing trend of $PM_{10}$ and increasing trend of $O_3$ are more influenced by emissions and oxidation states than meteorological conditions. We also found similar patterns in $NO_2$. However, $NO_2$ trends showed greater regional and seasonal differences than other pollutants. The analytic approach used in this study can be applicable to estimate changes in factors determining air quality such as emissions, weather, and surrounding conditions over a long term. Then analysis results can be used as important data for air quality management planning and evaluation of the chronic impact of air quality.

Improving the Protection and Security System Outside the National Assembly Building (국회 외곽 경호·경비시스템 발전방향에 관한 연구)

  • Despite being one of the most important national facilities, the National Assembly building of the Republic of Korea has become increasingly vulnerable to potential terrorist attacks, and the instances of demonstrations occurring around and banned items taken into the building are continuing to rise. In addition, promoting the idea of "open assembly" has led to increased visitors and weakened access control. Furthermore, while there is a significant symbolic value attached to attacking the National Assembly building, the level of security management is relatively very low, making it a suitable target for terrorism. In order to address such vulnerability, an appropriate access control system should be in place from the areas surrounding the building. However, the National Assembly Security Service which oversees security around the building is scheduled to disband in June 2020 following the abolition of the conscripted police force in 2023. Therefore, there needs to be an alternative option to bolster the security system outside the facility. In this research, the perceptions of 114 government officials in charge of security at the National Assembly Secretariat toward the protection and security system of the areas surrounding the National Assembly building were examined. Results showed that the respondents believed it was highly likely that risky situations could occur outside the building, and the use of advanced technologies such as intelligent video surveillance, intrusion detection system, and drones was viewed favorably. Moreover, a mid- to long-term plan of establishing a unified three-layer protection system and designating a department in charge of the security outside the building were perceived positively. Lastly, the participants supported the idea of employing private police to replace the National Assembly Security Service for the short term and introducing parliamentary police for the mid- to long-term.

  • Because IT security guidelines for universities and colleges mostly focus on hardware aspects, the problems such as security incidents by a user's mistake and personal information leakage by hacking are serious in our higher educational institutes. In order to solve these information protection and security problems in the educational institutes, realizable and implementable information protection and security guidelines which will contribute to escalate information protection level should be established and at the same time, specific guidelines should be provided to make the guidelines efficient. In this paper, the information security problems and cases are categorized to develop information security guidelines for the higher educational institutes in terms of short, mid, and long term aspects and the solutions to the problems are sought. In addition, a serious of approaches to the information security are proposed such as the improvement measures for the employees of the institute to have desirable security-minded, security problem prevention and resolving methods, developing conflict coordination procedure and law and regulation system establishment for making the educational institutes be information-oriented.

  • This paper considers urban emergency service systems that dispatch vehicles (facilities) from fixed bases with the objective of finding an optimum allocation of emergency facilities. A case study of fire station problem of Seoul city is conducted to analyze the deployment of fire-fighting resources and develop a class of improved deployment strategies with Parameteric Allocation Model (P.A.M.). The study shows a long term plan leading to balanced fire protection for most fire hazardous districts as well as low alarm districts.

Graceful Degradation FEC Layer for Multimedia Broadcast/Multicast Service in LTE Mobile Systems

  • This paper proposes an additional forward error correction (FEC) layer to compensate for the defectiveness inherent in the conventional FEC layer in the Long Term Evolution specifications. The proposed additional layer is called a graceful degradation (GD)-FEC layer and maintains desirable service quality even under burst data loss conditions of a few seconds. This paper also proposes a non-delayed decoding (NDD)-GD-FEC layer that is inherent in the decoding process. Computer simulations and device-based tests show a better loss recovery performance with a negligible increase in CPU utilization and occupied memory size.

Assessment of Radionuclide Deposition on Korean Urban Residential Area

  • Background: An important lesson learned from the Fukushima accident is that the transition to the mid- and long-term phases from the emergency-response phase requires less than a year, which is not very long. It is necessary to know how much radioactive material has been deposited in an urban area to establish mid- and long-term countermeasures after a radioactive accident. Therefore, an urban deposition model that can indicate the site-specific characteristics must be developed. Materials and Methods: In this study, the generalized urban deposition velocity and the subsequent variation in radionuclide contamination were estimated based on the characteristics of the Korean urban environment. Furthermore, the application of the obtained generalized deposition velocity in a hypothetical scenario was investigated. Results and Discussion: The generalized deposition velocities of 137Cs, 106Ru, and 131I for each residence type were obtained using three-dimensional (3D) modeling. For all residence types, the deposition velocities of 131I are greater than those of 106Ru and 137Cs. In addition, we calculated the generalized deposition velocities for each residential types. Iodine was the most deposited nuclide during initial deposition. However, the concentration of iodine in urban environment drastically decreases owing to its relatively shorter half-life than 106Ru and 137Cs. Furthermore, the amount of radioactive material deposited in nonresidential areas, especially in parks and schools, is more than that deposited in residential areas. Conclusion: In this study, the generalized urban deposition velocities and the subsequent deposition changes were estimated for the Korean urban environment. The 3D modeling was performed for each type of urban residential area, and the average deposition velocity was obtained and applied to a hypothetical accident. Based on the estimated deposition velocities, the decision-making systems can be improved for responding to radioactive contamination in urban areas. Furthermore, this study can be useful to predict the radiological dose in case of large-scale urban contamination and can support decision-making for long-term measurement after nuclear accident.

Status and Problems of Online Game Regulations for Juvenile Protection- Centered on the Online Game Shutdown System of Korea

  • Korea's Compulsive Shutdown System bans online game providers from offering their services to children under 16 years of age from midnight to 6 a.m. Although it was introduced only after lengthy rounds of discussion, controversy over the system still continues. The key question is whether the system, which unilaterally emphasizes juvenile protection, infringes upon the freedom of playing games for teenagers, the freedom of business for game products related business operators and the right to foster children for parents, which are basic rights under the Constitution. It is very encouraging that the State took up the issue and prepared various systems for juvenile protection through the Compulsive Shutdown System. Yet the government has to plan as comprehensive and effective of a measure as it possibly can by predicting the trends of technology development and game use, and also set detailed standards to ensure that the system should not become an excessive or inappropriate regulation. Although the State's compulsive intervention may be positive since it is hard to expect a self purification capability to exhibit itself concerning game use among teenagers, a plan to prevent game addiction among adolescents from the long-term and fundamental perspectives should be prepared as well.

MODELING LONG-TERM PAH ATTENUATION IN ESTUARINE SEDIMENT, CASE STUDY: ELIZABETH RIVER, VA

  • Due to their slow degradation properties, hydrophobic organic contaminants in estuarine sediment have been a concern for risks to human health and aquatic organisms. Studies of fate and transport of these contaminants in estuaries are further complicated by the fact that hydrodynamics and sediment transport processes in these regions are complex, involving processes with various temporal and spatial scales. In order to simulate and quantify long-term attenuation of Polycyclic Aromatic Hydrocarbons (PAH) in the Elizabeth River, VA, we develop a modeling approach, which employs the U.S. Environmental Protection Agency's water quality model, WASP, and encompasses key physical and chemical processes that govern long-term fate and transport of PAHs in the river. In this box-model configuration, freshwater inflows mix with ocean saline water and tidally averaged dispersion coefficients are obtained by calibration using measured salinity data. Sediment core field data is used to estimate the net deposition/erosion rate, treating only either the gross resuspension or deposition rate as the calibration parameter. Once calibrated, the model simulates fate and transport PAHs following the loading input to the river in 1967, nearly 4 decades ago. Sediment PAH concentrations are simulated over 1967-2022 and model results for Year 2002 are compared with field data measured at various locations of the river during that year. Sediment concentrations for Year 2012 and 2022 are also projected for various remedial actions. Since all the model parameters are based on empirical field data, model predictions should reflect responses based on the assumptions that have been governing the fate and sediment transport for the past decades.
