우리나라는 2004년 자유무역협정(FTA, Free Trade Agreement) 발효를 시작으로 세계에서 가장 활발하게 FTA에 참여하고 있는 국가이다. FTA 제도를 활용하기 위해서는 협정별 원산지 결정기준의 충족, 직접운송 원칙 등 여러 요건을 반드시 충족하여야 한다. 우리나라 관세청의 수입검증 관련 해외 수출자는 제공한 원산지 증명의 검증 의무가 있다. 그러나 만약 검증 실패시, 수입국에서 과세가 이루어짐에 따라 특혜관세 혜택을 받았던 우리나라 수입자에게 관세채무가 발생하게 된다. 따라서 위험부담을 덜기위해 원산지 검증 이전에 원산지 증명 신뢰성에 영향을 미칠 수 있는 변수를 확인하는 것이 중요하다. 본 연구의 실증분석 결과에 의하면 수출기업의 특성 중 무역경험과 담당자 전문성이 발급된 원산지 증명 신뢰성과 밀접한 관련성이 있다. 수출국가 특성 중 FTA 참여수준이 원산지 증명 신뢰성에 긍정적으로 영향을 미치고 있는 것이 확인되었다.

1990년대 중반 이후 국내·외 유통기업의 적극적인 유통산업 진출로 중소 유통소매업은 어려움을 겪고 있었다. 이에 정부는 2003년 중소 유통소매업의 자생력 확보 및 경쟁력 강화를 위해 중소유통물류센터를 건립하였다. 하지만 급변하는 유통환경 속에서 중소유통물류센터는 점점 더 어려워지고 있었다. 중소유통물류센터 경영역량 강화를 위해 문헌연구와 FGI를 기반으로 4개의 1차 요인(경영자의 운영능력, 직원의 전문성 역량강화, 상품배송, 고객 CS관리)과 16개의 2차 요인을 설정하였다. AHP를 이용하여 이 요인들의 최종 가중치와 우선순위를 도출하고, 중소유통물류센터의 경쟁력을 강화할 수 있는 전략들을 수립하고자 한다.

Korea is now the 12th largest economy in the world, surpassing its annual trade in the amount of $1 trillion, and it has joined the socalled 20-50 Club, becoming one of the seven countries in the world with capita income of more than $20,000 with population of 50 million. However it ranked 24th of the Global competitiveness index evaluated by World Economic Forum based on the basic requirements including infrastructures, efficiency enhances, innovation and sophistication factors, etc. The extensive and efficient SOC infrastructures are critical for ensuring the global competitiveness of each country. Effective modes of SOC facilities including quality roads, railroads, ports, air transport, etc will be able to reduce the annual traffic congestion cost as well as macro economic logistics costs in Korea, thereby the global competitiveness can be strengthened in the global market.

현 시대에서 기업 발전을 이루기 위해서는 자사의 핵심 분야에 역량을 집중시키고 기업 비용절감을 도모하고 고객에 대한 서비스의 질을 향상 시키는 등의 노력을 하여야 한다. 그중에서 기업들은 자사의 역량을 핵심 분야에 집중시키고 나머지 부분들은 아웃소싱을 통해 기업비용 절감을 실현시키는 방법에 관심을 기울이고 있고 특히 물류 부문의 아웃소싱에 대한 관심이 높아지고 있다. 이러한 이유는 우리나라 기업물류비가 선진국에 비해 월등히 높다는 것 때문이다. 이와 같은 높은 물류비는 대외적으로 수출상품의 가격경쟁력 약화와 무역수지 악화를 초래하고, 대내적으로는 물가상승 요인으로 작용하여 우리경제에 큰 부담이 되고 있어 국가 경쟁력 강화를 위해 물류비 절감이 절실히 요구 되고 있다. 이러한 상황의 해결책으로 대두되고 있는 것이 바로 제3자 물류기업으로의 아웃소싱이다. 이에 따라 현재는 전문물류업체 등장과 함께 많은 기업들이 자사물류에서 제3자 물류로 전환하고 있다. 하지만 화주기업들이 제3자 물류기업들에게 통합적인 물류서비스를 위탁하는 경우는 많지 않다. 이에 본 연구에서는 국내 제3자 물류기업 현황과 문제점을 분석하고 프랜차이즈 기업 본 아이에프의 제3자 물류 활성화에 대한 사례를 통하여 향후 발전방안을 제시하였다.

세계화의 진전으로 기업 간의 경쟁은 날로 치열해지고 있으며 그동안 단순 비용으로만 인식되던 물류분야가 비용과 서비스 제고 측면에서 제3의 이익원으로 인식되고 있다. 이에 물류경로 상에서 공급자와 판매자 및 수송과 보관의 연계를 원활하게 수행하도록 하는 핵심 인프라인 물류센터의 관심이 고조되고 있으며 본 연구에서는 물류센터의 활성화 및 발전을 위한 방안을 모색하고자 한다. 먼저 이론적 고찰을 통하여 선행연구 및 물류센터의 개요 및 역할, 현황 등에 대하여 알아보았으며 물류센터의 문제점 파악과 더불어 물류시설의 수요조사 및 표준화 구축을 위한 가이드 제시, 관련 법령 및 제도 정비, 규제 보완, 불공정 거래 척결을 위한 방안 등의 정책 개선, 공동화, 정보화 등을 통한 효율적 운영을 위한 시스템 구축, 안전관리, 원가산정을 통한 비용개선, 파트너쉽 구축, 재정적 지원, 부처별 협력 등의 발전방안을 제시하였으며, 이러한 방안은 물류센터의 활성화 및 선진화에 도움이 될 것으로 기대한다.

북극해 관련 정부정책의 경우 해양수산부에서 제시된 "북극활동 진흥 기본계획"이 있으나, 구체적인 정책 집행의 순위 및 가중치 등이 제시되어 있지 않아 정책집행의 시기조절 및 경중을 고려하기에 어려움이 있다. 이러한 측면에서 본 연구에서는 정부에서 제시한 북극정책의 우선순위를 평가하는 것을 연구의 목적으로 하였다. 또한 북극정책의 원활한 수행을 위한 "지원방안" 및 "대외협력 방안"에 대해서도 우선순위를 제시하였다. 연구의 방법론은 전문가 의견을 종합적으로 평가할 수 있는 CFPR(Consistent Fuzzy Preference Relations) 방법을 활용하였다. 분석결과 해양수산부의 가장 중요한 북극정책은 '북극항로 개척 등 해운물류 협력'(0.087)이며, '전문인력 양성'(0.086), '제도적 기반 및 청사진 마련'(0.085) 순으로 나타났다. 본 연구의 결과는 북극해 관련 정책입안자 혹은 당국의 정책수립에 시사점을 제공할 수 있다.

자율운항선박의 발전에 맞춰 선박의 안전관리체계 전환에 대비한 전문 선박관리감독 인력양성이 필요하다. 이에 본 연구에서 현업에 종사하는 선박관리감독을 대상으로 자율운항선박에 도입에 대비하여 선박관리감독에게 요구되는 역량이 무엇인지 조사하고 미래의 역량 개발 방안을 제시하고자 한다.

ROK Navy Landing Ship Fast(LSF-II) is equipped with special equipment that is not compatible with other combat ships due to special missions. So there are almost no maintenance capabilities except for simple repair parts replacement and maintenance parts. The researcher determined that the way to solve these problems was to apply Performance Based Logistics (PBL), and reviewed the cases of PBL applications abroad and domestically. To confirm the current maintenance capability, we visited LSF-II operation unit to identify maintenance capabilities for each mounted equipment, and interviews with operators and maintenance practitioners confirmed the limitations of outsourcing maintenance and the need to apply PBL. In order to analyze the effect of PBL application, the measure of effectiveness and measure of performance were selected based on the opinions of LSF-II operation/maintenance practitioners and PBL experts and the practical experience of this researcher. A survey was conducted on operation/maintenance practitioners and professional personnel. Based on the survey results, the effect of applying PBL was analyzed using the AHP technique, and an efficient PBL application plan was proposed for LSF-II.

Kimpo International Airport, located within the Seoul metropolitan district, experienced a sudden surge of passengers and cargo in recent years. In 1990, MOCT sponsored feasibility studios and Youngjong Island location was selected as the most suitable choice among four proposed sites to build a new airport. The construction work was then commenced in November 1992. Phase I project facilities are scheduled to start its operation in March 2001 with an annual capacity of 27 million passengers and 1.7 million tons of cargo for both enplaning and deplaning from International liners. Kimpo International Airport will remain in operation primarily for domestic passengers and cargo only. Phase II project construction work will add two more runways with its related facilities by 2005. Inchon International Airport will then conveniently serve 100 million passengers for enplaning and deplaning, and 7 million tons of inbound and outbound cargo annually in its full capacity. All the airport facilities In phase I and phase II periods are constructed to meet international standards. A fully integrated transportation network and logistics function systems should be accomplished prior to the full operation of the airport. With these sccomplishments, the state-of-the-art airport is poised to meet the needs of a rapidly growing worldwide air transport industry, and will more than adequately fulfill its role as a hub airport for the Northeast Asia region.

The purpose of this research was made to suggest the improvement for problems of indication subject of Fisheries & Maritime High School teacher's certificate issued by the operation of the 7th national curriculum in 2000. After analyzing the integrated indication subjects related with fisheries & Maritime high school, among the middle school teacher's 24 subjects of industrial world, the problems and improvements can be arranged as followed. Firstly, the subjects of fisheries & Maritime high school teacher's certificates are fishing industry, aquiculture, sailing, engine and freezing and new subjects are ocean shipping and ocean logistics. Because the teacher's certificate was changed to integrated indication subjects, there were problems of teacher cultivation, teacher hiring, etc. So, in the actual field of school, teacher cultivating university and related department are necessary to strengthen high-quality majoring education/subjects and practical education as well as need to establish teacher cultivating system by teacher cultivating organization's evaluation system and teacher cultivating education program related by differentiation and easiness of majoring characterization. Secondly, teacher cultivating for new departments and new subjects can apply related major system, free major system, etc. Thirdly, if professional high schools find majoring areas whose content is same one another and introduce common indication subject system, it will be helpful to improve the quality of teachers, teacher certification examination, etc. of professional area.
