A virtual power plant (VPP) is a system that virtually integrates power resources based on the VPP participating customer (VPC) unit and operates as a power plant. When VPP operators manage resources to maximize their benefits, load reduction instructions may focus on more responsive VPCs, or those producing high profitability, by using VPC resources with high operation efficiency. VPCs may thus encounter imbalance problems during operation. This imbalance in operation time would bring more participation for some VPCs, causing potential degradation of their resources. Such an operation strategy would be not preferable for VPP operators in managing the relationship with VPCs. This issue impedes both continual VPC participation and economical and reliable VPP operation in the long term. An operation algorithm is therefore proposed that considers the operation time of VPC generators for mandatory reduction of power resource consumption. The algorithm is based on constraints of daily and annual operation times when VPP operators of local generators perform capacity-market power transactions. The algorithm maximizes the operator benefit through VPP operations. The algorithm implements a penalty parameter for imbalances in operation times spent by VPC generators in fulfilling their obligations. An evaluation was conducted on VPP operational effects by applying the algorithm to the Korean power market.

It needs a framework to minimizing the damage using the just-time just-resources strategy. But it is not easy to put 'what kinds of resources', 'how many resources', 'from where institutions', and 'how much money for the reimbursement'. So most of the local government depends on the field manager. In this study, we analysed the conventional system and provides the efficient methodology to the stockpiling and mobilizing against to the disaster. The study does not provide the stockpile amount for the local governments, because the stockpile amounts must consider the local diverse situations.

The purpose of this study is to present the conditions and methods for keeping the sustainability of the landscape resources of the East Coast of Gangwon province, the republic of Korea by investigating the landscape resources management in the area and pointing out its problems. The problems of the landscape resources management are： 1) the disturbance of the persistence of life by reclamation, the population reduction in the ecosystem due to the overload in environmental capacity, and the severance of space between land and water. 2) the reduction of the benefits from indirect experience by interfering with the conservation of fluxes -- the manipulation of horizontal arrangement of the landscape resource, the visual disturbance by the construction of high-storied buildings, and the disharmony between the color/image and the environment. The means for keeping sustainability of the landscape resources include the regulations of development and use, the change in the recognition of the value of landscape resources and the moral system, and the improvement of resource management skills.

The region activation have attracted much attention of politician, government, scholar, local residents and so on, but it is very difficult and delicate. The policy of Inje-Gun government are jump into the lucrative tourism, the strong agriculture, the comfortable welfare and the attentive administration. But the present status is very poor. Economic self-supporting index is only 19%. The policy will achieve by increase of economic self-supporting. I am going to propose some item for region activation in Inje-Gun. The items are medicinal garden construction, green tourism, local festival, residents increase and so on.

Local dispute resolution has evolved in response to the need for effective ways to cope with the increasing numbers and types of local disputes. Where resources are limited, where the activities of individeuals or communities affect other individuals or communities, and where interests deviate or compete, disputes are likely to emerge. Efforts to resolve local disputes vary in their particulars but generally have certain elements in common. Therefore, this study focuses upon the fundamental directions and strategies for resolving local disputes. More specifically, the purpose of this study is to examine the causes of local disputes, to suggest fundamental directions for resolving local disputes, and then to explore the strategies for resovling local disputes. In the face of rising local disputes, planners need to become more aware of the possibilities for consensual dispute than one potential path to consensus. In spite of this variability, desirable strategies in local dispute resoultion processes can be identified.

Local decline can be caused by business closures or the departure of the youth. Most countries have been striving to overcome regional inequality through local or community entrepreneurship using assets or contents obtained from differentiated and original embedded resources. The purpose of this study is to conceptualize local contents and local entrepreneurship. To reach the research goals, this paper utilizes the grounded theory as qualitative methodology. From the main findings, this paper suggests that entrepreneurship in the local is influenced by informal alley or specific location (regions) institution outputs so called as local contents which are local norm, culture, local identities. This paper conceptualizes local contents as 'product of creative scenario'. And this work also suggests the liner model for local content innovation. The contribution of this work are two: 1) showing how the local content creation process; 2) analyzing the how local entrepreneurship configures. It can be inclusive potential startups items rooted at the unique resources and assets of the locals and reflecting the originality of locality. In terms of local institutional perspectives, local development takes pace when advancing application of local entrepreneurship. In order for that, practical challenging is more needed by using informal local institutions. Also 'three step linear model' will be applied to educate the new creators. Local contents and local entrepreneurship can definitely rehabilitate locality.

For high school students in Jeonbuk, this study aims to identify the problems caused by outflow of local youth population and their preference factors to enter university in Seoul-metropolitan area, and to draw out the direction of local human resources program, through questionnaire investigation and focused group interview. The main findings are as follows: First, 68.8% of high school students, especially the top grade students prefer to enter university in metropolitan area. The metropolitan cultural characteristics, such as reputation of universities and ranking, openness and anonymity, and urban infrastructure attract students. Second, there is a close relationship between the individual background, growth area - enrollment area - employment area, and the location dependency without return migration is very strong. Third, local human resources program was evaluated as a meaningful activity for high school students, in order to understand the further education and career, and have an interest in local universities. Therefore, it is necessary to discover industries consistent with local identity, create networks, develop and implement programs considering the actual educational conditions. The gender-free program, supplement program for the integrated curriculum, and contents that to supplement science subjects should be developed. Additionally, this issue could be resolved expanding the perspective of balanced national development and improve the local environment to enhance the urban attraction points.

The Water, Energy, and Food (WEF) nexus is an emerging concept for sustainable resources planning and management. The three valuable resources are inevitably interconnected, that is, it takes water to produce energy; it takes energy to extract, treat, and distribute water; and both water and energy are required to produce food. Although it is challenging to fully understand the complicated interdependency, a few studies have been devoted to interpret the concept and develop the assessment tools. The tools were mainly developed for nation-wide simulations without considering inter-basin or inter-state resources trade. This study tries to present an idea to develop and implement the WEF nexus simulation model in regional scale by advancing the existing nation-wide model with additional capability to simulate the inter-basin trade. This simulation could help local planners and engineers to determine optimal policies and infrastructure solutions to reach and ensure local demand satisfaction. The simulation model is implemented in hypothetical areas with different conditions of WEF demands and supplies. Although the inter-basin trade scenarios are simulated manually, it shows that the inter-basin resources trade could enhance the resources security for a longer time period. In future, an optimization model might be developed to provide the automatic calculation to reach optimum amount of WEF for the trade, which can be a helpful tool in decision making process.

This study examines the changes in environmental resource perception and residential areas on Jeju Island. This study focuses on Jeju Island, which has prepared a legal framework for the total amount of environmental resources. The study identifies Jeju residents and non-provincial citizens, analyzes the differences between them, and suggests the future direction of the total amount system for environmental resources. This study aims to provide essential data necessary for successfully implementing the assigned environmental resources. This will contribute to sustainable growth and preserving valuable environmental resources in an era where environmental importance is increasing. The findings indicate that both Jeju residents and non-provincial citizens are satisfied with the current environmental resources on the island. However, when comparing past and current environmental resources, Jeju residents generally indicated lower satisfaction over time, whereas non-provincial citizens perceived an improvement over time. While overall satisfaction with the natural and local environment remains high, there is a notable increase in perception regarding the ecological value of plants, wildlife, wetlands, and Gotjawal areas compared to the past. These findings emphasize the importance of incorporating these high-priority components into the total environmental resource system for future consideration.
