Since South Korean government pushed ahead with decentralization system in 1990s, each local government has developed 'local government's character' so that communication between local residents and between local government and residents could be going well for rural solidarity. Local governments have designed their sole symbolic characters, applied the characters to local specialities and tourist goods, and used the designed characters for the promotion of area. There is no difference between South Korea and Japan in the function of local government's character as above-mentioned details. However, 'Yuru-chara' characters which are designed by local governments in Japan are rising dramatically in the field of Japanese major characters. 'Yuru-chara' characters' name awareness is expanded to the entire area of Japan as well as the designed area. A remarkable difference in how to promote character rather than character design caused such a successful outcome. The local governments in Japan carried out a promotion for local residents in various, friendly, and active ways, utilized local government's character as a way to publicize the image of area, and turned the character into products to bring additional effects. In the above process, there was a remarkable difference between Japan and South Korea. The purpose of this study was to research detail data related to the characters of the local governments in Japan, to analyze the promotion of the characters, and to suggest a strategy for promoting the characters of the local governments in South Korea.
As recently too many local museums have been built in the whole country, most of them cannot attract enough spectators. In order to resolve this problem, it is needed for local museums to differentiate their spaces and programs related to their exhibition. Thus, the purpose of this study was to analyze the characteristics of spaces and programs of local museums from the perspective of spatial marketing to activate them, and contribute to development of local cultures. This study targeted historical public museums located in Seoul and Incheon. Through preceding research, an analysis frame was established based on the keywords related to spatial marketing, and then the characteristics of spaces and programs of local museums were analyzed based on the frame. The study results are as follows. 1) Access convenience refers to openness that public museums located in Seoul and Incheon can embrace accessible locations, points of interest, and convenient facilities easily recognized by pedestrians. 2) Symbolic formativeness is to express symbolic historical contents in the museum lobby or exhibition to show the identity of local museums. 3) Visibility is needed for direct guidance signs or spaces to let spectators know directions and locations. 4) Public concern is for spectators and local residents to participate in local museums to share and utilize their partial spaces. 5) Interactivity is to induce activation of local museums by utilizing experience exhibition contents and having spectators directly contact exhibits. 6) Interest is related to cultural festival programs of exhibition to arouse spectators' and local residents' curiosity. 7) Participation is to activate spaces and spectators by providing educational programs. 8) Usefulness is to induce spectators' interest in local museums by providing historical, social, and cultural information. These results are expected to be used as baseline data to suggest a new direction for activation of local museums from the perspective of spatial marketing.
The Korean environmental impact assessment(EIA) system, and explored ways to improve it as a more efficient and viable institution relevant to the demand of our time and conditions in study. The first problem this study identified is found in the fact that the party to write up the assessment report is itself the business operator or the one who is planning to work out the business plan. This structure translates into placing an order with an agent for EIA report. The reporting job may br subcontracted to the agent at a cost far below the rate specified in the 'Standard for Estimate of Agency Fee for Environmental Impact Assessment.' This practice also causes the vicious circle of producing a report that is written to justify the project or business in question or it leads to rough-and ready and poor documentation to minimize the time required. Second, in order to achieve the goal of the plan or business, which is the target of EIA, the local residents tend to ve regarded as an obstacle. This means elimination of the local people from participating in the EIA or their opinion being frequently ignored. This is the seed of distrust and hostility that sometimes provoke disagreements or fierce conflicts. The first proposal to improve these problem is to improve the factors that cause poor documentation of the assessment report as well as improve the understanding of the EIA system. This study proposes the following measures for improvement. The agency cost for EIA should be paid by the business operator or a third party that can ensure faithful implementation of the payment. A system should be established to verify transparent estimation of the agency cost. In order to enhance the professional quality of EIA agents, there should be implementation of qualification test for industrial engineer of related engineers in addition to the current EIA Qualification Test. The second proposal for improvement is to improve the citizen participation process by instituting a legal framework to make clear the purpose of the briefing session for local residents, which is held as a procedure of EIA, and to ensure more positive publicity during the stage of listening to the opinion of the local community. For a smooth and rational communication process, a moderator and a communicator of opinion, as is the case in a public hearing, could be instituted to clearly get the purpose of the briefing session across to the residents and to help to carry out the explanation and Q & A sessions according to the categories of the opinion of the residents. At present, the notification of the public inspection of the draft of the assessment report and briefing session for the residents is made on the newspaper and internet network. But some people have difficulty with access to this method of announcement. A higher participation rate could be secured if a legal provision is added to specify putting up placards in specific places such as the entrance to the place for the briefing session for residents or the building of administrative agencies of the area concerned.

The purpose of this study is to extend the role of Academic libraries as a local information center to link with communities. Information that can be shared by everyone, need a certain social device that makes everybody to be served equally. Irrespective of their kinds, all the libraries including Academic, public and ones should seek the way to cooperate among themselves. The regulations about the Academic library extention should be stipulated. In addition to, this study is going to suggest more about probabilities for social changes and reality than suggesting alternatives.
With an increase in urban crimes in various forms, this study is intended to analyze the effectiveness of the service design that presented a new model resolving crime risks through differentiated thinking paradigm and problem approaches. The empirical case addressed in this study is 'the project to create resident-driven safe community in Duryu-dong, Dalseo-gu, Deagu though service design'. This project is evaluated as having prepared a prevention-oriented local safety system through a preemptive and resident-centered process. The project was promoted as a 'natural monitoring capacity building program' for residents to prevent local crimes, a 'social role expansion program' for local safety, and 'crime prevention environment design', which provides comprehensive solutions for residents' safety. Here, designers act as exerts in designing a task-based platform that can be driven by residents rather than a visual environment improver, and reorganizing the local ecosystem by expanding the opportunities for residents to interact. This case identifies the role of service design as binding the solidarity of local residents beyond the improvement of the crime environment and giving them the potential capacity to maintain a safe living space in relation to a safety issues of community.

This study aims at exploring the restoration of local community based on apartment residential space through the questionnaire survey of residents and community movement organizers. Apartment residential space has a serious limit to the restoration of local community due to the physical feature of closing compartment. But, at the same time, it has many communal elements as well. The survey shows that residential community movements are developing beyond compensatory community movement, although it is yet to be an ideal type of local community in a nonnative sense. Generally, apartment women's associations, together with the representative commission of residents, play a key role in residential community movements. Particularly, community movement activities have a positive effect on improving the neighborhood relationship. Residents themselves think so as well. This study implies the value and possibility of apartment residential movement as an alternative strategy against contemporary urban problems.

This study investigates the influence of community involvement on the destination sustainability for community destinations and spiritual destinations in Vietnam. Community involvement is measured by two constructs, which are community attachment and residents' support. A structural questionnaire consisting of 41 observation variables measured on a 5-point Likert scale was used to survey households who live in a spiritual destination in An Giang province and three community destinations in Lang Son province with the help of local tour guides and Youth Union. 168 out of 200 responses collected were valid for multivariate data analysis. The results of confirmatory factor analysis (CFA) and structural equation modeling (SEM) reveal three main findings. Firstly, community attachment has a direct effect on both perceived benefits and destination sustainability. Secondly, while residents' support has a direct effect on perceived benefits, it indirectly affects destination sustainability. Finally, community destinations have a higher level of sustainability than the spiritual destination. Based on those findings, this study proposed three suggestions for local authorities, policymakers, and residents to improve the sustainable development of their local tourism destinations, including (1) diversifying local tourism products, (2) encouraging the community participation in tourism development programs, and (3) increasing in the expected benefits in local tourism development policies.
Necessity of paradigm change has been awared in urban redevelopment especially, in housing regeneration from uniform scratch without serious consideration about resident's lives to holistic approach based on local culture and residents' participation. The purpose of this research was to identify community places recognized and attached by residents of a housing improvement district which was scheduled to be changed for improvement of the area, in near future. This research itself was considered as an resident participation technique. Group interview at a field site was carried as the main research methodology. As results, valuable places cherished by residents were identified. Most of them could be explained in relation to religious leadership, traditional cultural heritage and democratic movement. In regeneration process those places which have a strong tie with residents needs to be deliberately considered as a target to be preserved rather than demolished. The places also play a role in diffusing a livable village making movement. The result is expected to be used to make a cognitive and emotional community map of residents which is meaningfully differentiated from just a physical and geographical map. The places, place recognition activities and diffusion movement for common appreciation can be a basic foundation for residents participation in improving their housing neighborhood environment, and in creating value added strategies for the area.
Decentralization is a structural characteristic surrounding the allocation of power within an organization and is discussed at the organizational, national and local levels. This study examined the evaluation and decentralization direction of decentralization of public officials to derive problems and development directions of decentralization in Korea. We also derive our decentralization task. The decentralization task is, first, the expansion of autonomy in organization composition. The organization of local governments shall be determined according to the details and amount of local affairs. Second, it is to secure autonomy in personnel management. It is desirable for local governments to handle local gardens and manpower management autonomously rather than central uniform control. However, it is necessary to leave the checks and supervision to the local council, civic groups, and local residents. Third, the expansion of fiscal decentralization. First of all, the tax rate should be determined by ordinance within the scope prescribed by law to expand the autonomous financial authority. Next, it is necessary to expand local finances through the conversion of national taxes to local taxes. Next, it is necessary to expand local income taxes and local consumption taxes. Decentralization requires cooperation between the central and local governments and participation of local residents and stakeholders, breaking away from central unilateral and short-term thinking.

Social overhead capital(SOC) is an essential element for society to be developed and operated normally. In spite of the increase in the importance of SOC, It is difficult to present the criteria for the appropriate investment of SOC. and The discussion on making SOC investments of local government is insufficient. If the local autonomy has been guaranteed, local government increases investment in regional public goods that residents prefer. Reflection of such residents preferences is the driving force to bring the efficiency of resource allocation in the decentralization theorem. In this study, the authority and autonomy of local governments are measured through local finance. and the decision-making of local governments for SOC investment is examined in point of decentralization theorem. In the empirical analysis, the elasticities of fiscal resources are estimated for facilities(road, water and sewage, irrigation canal and flood control) that local governments are involved in investment. These decisions made by metropolitan cities and provinces were different. The difference was most evident in the effect of per capita local tax on investment. These results show that metropolitan cities and provinces that have different situation made investment decisions differently. It shows that local governments reflect the preferences of the residents in making an investment. The main implication of this study is as follow. In case the role of local government in social overhead capital investment is increased, the increase in efficiency of resource allocation occurs. and The fiscal resources must be raised by local taxes rather than the financial resources from the central government.
