The Intergovernmental Panel on Climate Change(IPCC) has identified the causes of climate change and come up with measures to address it at the global level. Its key component of the work involves developing and assessing future climate change scenarios. The IPCC Expert Meeting in September 2007 identified a new greenhouse gas concentration scenario "Representative Concentration Pathway(RCP)" and established the framework and development schedules for Climate Modeling (CM), Integrated Assessment Modeling(IAM), Impact Adaptation Vulnerability(IAV) community for the fifth IPCC Assessment Reports while 130 researchers and users took part in. The CM community at the IPCC Expert Meeting in September 2008, agreed on a new set of coordinated climate model experiments, the phase five of the Coupled Model Intercomparison Project(CMIP5), which consists of more than 30 standardized experiment protocols for the shortterm and long-term time scales, in order to enhance understanding on climate change for the IPCC AR5 and to develop climate change scenarios and to address major issues raised at the IPCC AR4. Since early 2009, fourteen countries including the Korea have been carrying out CMIP5-related projects. Withe increasing interest on climate change, in 2009 the COdinated Regional Downscaling EXperiment(CORDEX) has been launched to generate regional and local level information on climate change. The National Institute of Meteorological Research(NIMR) under the Korea Meteorological Administration (KMA) has contributed to the IPCC AR4 by developing climate change scenarios based on IPCC SRES using ECHO-G and embarked on crafting national scenarios for climate change as well as RCP-based global ones by engaging in international projects such as CMIP5 and CORDEX. NIMR/KMA will make a contribution to drawing the IPCC AR5 and will develop national climate change scenarios reflecting geographical factors, local climate characteristics and user needs and provide them to national IAV and IAM communites to assess future regional climate impacts and take action.

This study is the heating energy saving test of the high-bed strawberry crown heating system. The system consists of electric hot water boiler, thermal storage tank, circulation pump, crown heating pipe(white low density polyethylene, diameter 16mm) and a temperature control panel. For crown heating, the hot water pipe was installed as close as possible to the crown part after planting the seedlings and the pipe position was fixed with a horticultural fixing pin. In the local heating type, hot water at $20{\sim}23^{\circ}C$ is stored in the themal tank by using an electric hot water boiler, and crown spot is partially heated at the setting temperature of $13{\sim}15^{\circ}C$ by turning on/off the circulation pump using a temperature sensor for controlling the hot water circulation pump which was installed at the very close to crown of strawberry. The treatment of test zone consisted of space heating $4^{\circ}C$ + crown heating(treatment 1), space heating $8^{\circ}C$(control), space heating $6^{\circ}C$ + crown heating(treatment 2). And strawberries were planted in the number of 980 for each treatment. The heating energy consumption was compared between November 8, 2017 and March 30, 2018. Accumulated power consumption is converted to integrated kerosene consumption. The converted kerosene consumption is 1,320L(100%) for space $8^{\circ}C$ heating, 928L(70.3%) for space $4^{\circ}C$ + crown heating, 1,161L($88^{\circ}C$) for space $6^{\circ}C$ + crown heating). It was analyzed that space $4^{\circ}C$ + pipe heating and space $6^{\circ}C$ + crown heating save heating energy of 29.7% and 12% respectively compared to $8^{\circ}C$ space heating(control).
To effectively lead "Innovative City Season 2", it is important to investigate whether the creation of an innovative city has a positive effect on the revitalization of the hinterland town economy. This study explores the effects (external effects) of increases in the number of workers at public institutions in the innovative city of Jeollabuk-do, located closest to the hinterland town (Jeonju-si). In the results, we show that increases in the number of workers positively affected the commercial real estate market, which is one of the barometers that show the revitalization level. On the other hand, the effect was found to be limited to the new downtown commercial real estate market with good accessibility and modernized facilities and services. This suggests that the innovative city adjacent to the hinterland town meets the purpose of the innovative city to some extent by generating a positive external effect, especially in accessible and modernized areas. To further expand the positive spillover effects of an innovative city on the hinterland town, it is necessary to expand public institutions for relocation, improve settlement conditions, and establish a practical cooperation system between specialized public institutions and hinterland-related industries.
A new rice variety 'Jinbo' is a japonica rice (Oryza sativa L.) with good eating quality, lodging tolerance, and resistance to rice stripe virus (RSV) and bacterial blight disease (BB). It was developed by the rice breeding team of Yeongdeog Substation, National Institute of Crop Science (NICS), RDA in 2009. This variety was derived from a cross between 'Yeongdeog26' with good grain quality and wind tolerance and 'Koshihikari' with good eating quality in 1998 summer season. A promising line, YR21324-56-1-1, selected by pedigree breeding method, was designated as the name of 'Yeongdeog45' in 2005. After the local adaptability test was carried out at nine locations from 2006 to 2008, 'Yeongdeog45' was released as the name of 'Jinbo' in 2009. 'Jinbo' has short culm length as 74 cm and medium maturating growth duration. This variety is resistant to $K_1$, $K_2$, and $K_3$ races of bacterial blight and stripe virus and moderately resistant to leaf blast disease with durable resistance, and also it has tolerance to unfavorable environments such as cold and dried wind. 'Jinbo' has translucent and clear milled rice kernel without white core and white belly rice, and good eating quality as a result of panel test. The yield potential of 'Jinbo' in milled rice is about 5.65 MT/ha at ordinary fertilizer level in local adaptability test. In this study, the urban $CO_2$ emission based on energy consumption (Coal, Petroleum, Electricity, and City Gas) in 16 provincial and metropolitan city governments in South Korea was evaluated. For calculation of the urban $CO_2$ emission, direct and indirect emissions were considered. Direct emissions refer to generation of greenhouse gas (GHG) on-site from the energy consumption. Indirect emissions refer to the use of resources or goods that discharge GHG emissions during energy production. The total GHG emission was 497,083 thousand ton $CO_2eq.$ in 2007. In the indirect GHG emission, about 240,388 thousand ton $CO_2eq.$ was occurred, as 48% of total GHG emission. About 256,694 thousand ton $CO_2eq.$ (52% of total GHG emissions) was produced in the direct GHG emission. This amount shows 13% difference with 439,698 thousand ton $CO_2eq.$ which is total national GHG emission data using current calculation method. Local metropolitan governments have to try to get accuracy and reliability for quantifying their GHG emission. Therefore, it is necessary to develop and use Korean emission factors than using the IPCC (Intergovernmental Panel on Climate Change) emission factors. The method considering indirect and direct GHG emission, which is suggested in this study, should be considered and compared with previous studies.
Purpose: In this studies we examine the facilities damage characteristics caused by forest fire. Therefore, we surveyed damaged facilities from forest fire which was occurred on Goseong-Gun on march 28 in 2019.(damaged areas was 40ha) The types of facilities uses were house, public facility, warehouse and so on. 17 facilities were destroyed. The purpose of this study was to for establishing a disaster safety village in rural areas where damage from a similar type of disaster occurs repeatedly by conducting the consciousness survey targeting at experts and disaster safety officials in a local government. Method: We surveyed meteorological factors(temperature, wind speed, wind direction, humidity) per a minute for analyzing weather condition on Goseong-Gun when forest fire was occurred, spread and extinguished. And we surveyed forest fire risk factors(a slope degree, a slope direction, a geographical feature, a distance between forest and facility, main species, the existence of crown fire ignition, the direction of facility, the main material of building) around 10 damaged facilities. Finally, we analyzed damage pattern of facilities using meteorological factor and forest fire reisk fator Result: The weather condition of Kanseonng AWS (No.517) was high temperature, arid and strong wind, when the forest fire was occurred and spread. An average wind speed was 4.1m/s and the maximum wind speed was 11.6m/s. The main direction of wind was W(225~315°). Damaged facilities were located on the steep slope area and on the mountaintop. The forest density around facilities was high and main species was korean red pine. The crown fire was occurred in the forest around damaged facilities. The average distance was 13.5m from forest to facilities. When the main matarial of building was made by fire resistance materials (for example, rainforced concrete), the damage was slightly. on the other hand, when by flammable material (for example, a Sandwich Panel), the facilities were totally destroyed Conclusion: The results of this research which were the thinning around house, making a safety distance, the improvement of main material of building and etc, will be helpful for establishing a counter measure for a forest fire prevention of facilities in wild land urban interface
A new commercial rice variety "Chilbo" is a japonica rice (Oryza sativa L.) with resistance to rice stripe virus and high grain quality. It was developed by the rice breeding team of Yeongdeog Substation, NICS, RDA in 2007.
