As Daniel Bell says, that modern society is an information society. In contrast to earlier days, modern society has placed a high value on information and knowledge. Therefore, modern civilization depends largely on information and knowledged, which is the most valuable sources of all intelligence activities. By coordinating a large number of human action, the information creates a powerful social tool. It combines its personnel with its resources and new materials at various level. At the same time, It continually evaluates how well it is performing and tries to adjust itself accordingly in order to achieve social goals. As we shall see, all this allows information to sew the various needs of society. In connection with above mentioned problem consciousness, the study is designed to sew the following purposes. As its title indicates, and perhaps most significant. This study is to review and reinterpret the existing literature on local telecommunication system, networks, and policy direction in order to arrive at a somewhat more general approach to understanding them. In local telecommunications service, the service exploitation and promotion and database development must be accomplished by establishing local telecommunications. If we develop local telecommunications toward the progressing direction, we would dissolve the regional information disparity and could also make the local policy suited for high-intelligence society. It is true of any science that knowledge is never complete. It is also true of a science that knowledge should grow, through systematic reexamination of the body of findings. There are certainly true of this study on the developmental direction for local telecommunication system.

The performance of face recognition methods using subspace projection is directly related to the characteristics of their basis images, especially in the cases of local distortion or partial occlusion. In order for a subspace projection method to be robust to local distortion and partial occlusion, the basis images generated by the method should exhibit a part-based local representation. We propose an effective part-based local representation method named locally salient ICA (LS-ICA) method for face recognition that is robust to local distortion and partial occlusion. The LS-ICA method only employs locally salient information from important facial parts in order to maximize the benefit of applying the idea of 'recognition by parts.' It creates part-based local basis images by imposing additional localization constraint in the process of computing ICA architecture I basis images. We have contrasted the LS-ICA method with other part-based representations such as LNMF (Localized Non-negative Matrix Factorization)and LFA (Local Feature Analysis). Experimental results show that the LS-ICA method performs better than PCA, ICA architecture I, ICA architecture II, LFA, and LNMF methods, especially in the cases of partial occlusions and local distortion

이 연구는 공공도서관 지역특성화장서 구축의 필요성과 구축 방법론에 대하여 논하고 있다. 지역과 지역 문화의 정체성을 제고하고 지역사회의 기억을 유지·보존하기 위해서 지역특성화자료(향토자료)를 수집, 보존, 제공하는 것은 공공도서관의 중요한 책무 중 하나이다. 그러나 지역특성화자료는 주제와 유형이 다양하고 지역사회 내 다양한 주체들에 의해 소유되고 산재되어 있어서, 자료의 수집과 장서 구축에 어려움이 많으며, 도서관 현장의 혼선도 적지 않다. 이에 따라 이 연구에서는 지역특성화장서를 구축하고 있는 공공도서관 몇 곳의 사례를 중심으로 지역의 역사와 로컬리티를 담은 지역특성화장서를 구축하고 관련 서비스를 활성화하기 위한 방법론을 제안하고자 하였다.

Non-local impact ionization 현상의 해석에 사용될 수 있는 새로운 local model이 제시되었다. 새로운 모델은 임의의 점에서 가상의 선형 전기장과 path integral로 계산되는 유효전기장의 값을 이용한다. 이 모델은 불순물 농도, 전자 및 홀 농도, 전기장의 기울기 둥의 local 변수만을 이용함으로써 기존의 drift-diffusion 소자 시뮬레이터에 쉽게 적용될 수 있다. 결과를 Monte Carlo 시뮬레이션과 비교하여 새로운 모델이 non-local 현상을 잘 설명하는 것을 확인할 수 있었다.

본 연구는 국회도서관 자료보존관의 특성화 서비스로서 지방의회 정보서비스 운영방안을 제시하고자 하였다. 이를 위해 국내 외 주요 국가의회도서관, 지방자치단체 의회도서관, 사회과학분야 전문도서관 정보서비스 사례를 조사 분석하였다. 분석결과를 토대로 시사점을 도출하였으며, 최종적으로 지방의회 정보서비스 운영방안으로서 의정자료 공유체제 강화를 통한 자료제공 서비스, 지방의회 대상의 의회정보 회답 서비스, 주제별 가이드 및 교육 프로그램 개발을 제안하였다.

In this paper, a multi-scale local difference directional number (MLDDN) pattern is proposed for pig identification. Firstly, the color images of individual pig are converted into grey images by the most significant bits (MSB) quantization, which makes the grey values have better discrimination. Then, Gabor amplitude and phase responses on different scales are obtained by convoluting the grey images with Gabor masks. Next, by calculating the main difference of local edge directions instead of traditionally edge information, the directional numbers of Gabor amplitude and phase responses are encoded. Finally, the block histograms of the encoded images are concatenated on each scale, and the maximum pooling is adopted on different scales to avoid the high feature dimension. Experimental results on two pigsties show that MLDDN impressively outperforms the other widely used local descriptors.

If a restriction is imposed only to a (proper) subset of parameters of interest, we call it a local restriction. Statistical inference under a local restriction in multinomial setting is studied. The maximum likelihood estimation under a local restriction and likelihood ratio tests for and against a local restriction are discussed. A real data is analyzed for illustrative purpose.

Image binarization using a global threshold value [3] performs at high speed, but usually results in undesired binary images when the source images are of poor quality. In such cases, adaptive local thresholding algorithms [1][2][3] are used to obtain better results, and the algorithm proposed by A.E.Savekis which chooses local threshold using fore­ground and background clustering [1] is one of the best thresholding algorithms. However, this algorithm runs slowly due to its re-computing threshold value of each central pixel in a local window MxM. In this paper, we present a dynamic programming approach for the step of calculating local threshold value that reduces many redundant computations and improves the execution speed significantly. Experiments show that our proposal improvement runs more ten times faster than the original algorithm.

Object detection and tracking using visual sensors is a critical component of surveillance systems, which presents many challenges. This paper addresses the enhancement of object detection and tracking via the combination of multiple visual sensors. The enhancement method we introduce compensates for missed object detection based on the partial detection of objects by multiple visual sensors. When one detects an object or more visual sensors, the detected object's local positions transformed into a global object position. Local and global information exchange allows a missed local object's position to recover. However, the exchange of the information may degrade the detection and tracking performance by incorrectly recovering the local object position, which propagated by false object detection. Furthermore, local object positions corresponding to an identical object can transformed into nonequivalent global object positions because of detection uncertainty such as shadows or other artifacts. We improved the performance by preventing the propagation of false object detection. In addition, we present an evaluation method for the final global object position. The proposed method analyzed and evaluated using case studies.

A Mobile IP allows IP hosts to move between different networks without changing their IP addresses. Mobile IP systems supporting local registration were introduced to reduce the number of times a home registration with the remotely located home agent was needed. The local registration Mobile IP scheme enhanced performance by processing registration requests of mobile nodes at a local agent. The local registration approach may affect other aspects of the Mobile IP systems such as fault tolerance. In this paper, we briefly review previous solutions for supporting fault tolerance in local registration Mobile IP systems and propose a fault tolerance protocol with a backup foreign agent in a hierarchical local registration mobile IP to enhance the efficiency of such systems against foreign agent failures. We also describe the specification of the proposed protocol using LOTOS and perform its validation using MiniLite. Finally, we analyze the performance of our proposed fault tolerance protocol through simulation.
