공공조직 생산성 측정사례 및 결과 활용에 관한 연구 : 지방자치단체 생산성지수 중심 (A Study on the Use of Results and Measurement Case of Productivity of the Public Organization)

  • Productivity of public organizations was far older due to issue more difficult to measure than private organizations. Unlike the private sector, the public sector is a diverse and sometimes conflicting objectives (efficiency, effectiveness, equity, democracy, etc.) exist, it is difficult to measure productivity in a single index. Many departments of government is intricately interrelated and sometimes produced by the joint efforts, it is difficult to allocate performance, incentives and accountability to among departments. And there is the difficulty of collecting data on the productivity indicators of public organizations. Despite these difficulties, we developed a productivity index system and measuring method to systematically introduce the concept of productivity in the local administration. In this paper, the productivity and the productivity index measurement practices of local governments conducted annually from 2011 on was deep into research. First, the report found examples of the governments of the developed countries, productivity measurement, then the way MOPAS(Ministry of Public Administration and Security) measure productivity index of local governments, success factors, the implications were in-depth analysis. Finally, in order to enhance productivity and competitiveness municipalities studied ways to take advantage of the productivity index.

석면 이해집단의 위해도 의사소통 방법론에 관한 연구 (A Study of the Risk Communication on Management Policy of Asbestos Related Stakeholders)

  • Objectives: The aim of this study was to suggest preliminary data for the establishment of communication methodology of asbestos risk, fit for the features of each audiences, by grasping the features of risk communication by each element for each group survey. Methods: For this study, a questionnaire survey has been conducted from May to August 2012 and responses of 617 people including 214 school asbestos managers, 95 asbestos business managers, and 308 general public have been analyzed. Results: The feature by element of risk communication shows that to give information through non-governmental organizations with reliability such as colleges, research institutes, asbestos-related associations, etc among the entire investigated groups, is most effective. Lastly, for stakeholders related to asbestos, the public feedback for governmental asbestos management policy shows that it was considered that there is lack of reality due to comprehension deficit for situation, lack of a system of asbestos general management in the country and lack of policy connectivity among the branches of the government, and between the central government and the local government. However, the general public selected lack of various information disclosure, education, publicity for asbestos and lack of communication with citizens as the biggest problems.

보건교육사의 어제, 오늘 그리고 미래 (The Past, Present and Future of Health Education Specialists in Korea)

  • Objectives: The purpose of this study was to examine the past and present status and roles of health education specialists in Korea, and to suggest future directions for developing health education profession. Results and conclusion: The Korean government has made various efforts for people's health. the National Health Promotion Law was enacted in Korea in 1995. As the results of Korean Association for Health Education' intensive efforts, the national certificate of health education specialist bill has been passed the National Assembly on September 29, 2003. According to The National Health Promotion Law, central and local government should recommend health promotion related corporaters, agencies and organizations to hire certified health education specialist. The first national examination for certificate of health education specialists was held in March, 2010. As the result, a total of 2,246 applicants was passed for certificate of health education specialists. It is a serious concern that community residents' knowledge level of health is very low. therefore, the role of health education specialists with the professional ability to carry out health education is essential. It is clear that the activity of health educators is essential, Then, It is necessary articles related to the appointment of health educators in the official appointment regulation or law. Thus the health education specialist must be appointed as a public officer in health centers, operaters or the health department of the government.

일본의 농촌지도사업 현황과 우리에게 주는 시사점 (Current Status of Cooperative Agricultural Extension Services in Japan and Its Implication for Korean Extension System)

  • The objectives of this study were 1) to review the current status of cooperative extension services in Japan, and 2) to draw implications for improving Korean agricultural extension system. Faced with various problems since its localization of extension services in 1997, Korean agricultural extension needs to be improved and strengthened in order to continually achieve the national goals of food production, balanced national development and preservation of environment, at the same time to meet increasing needs of farmers. The results of the study revealed the major characteristics of agricultural extension services in Japan as follows; 1) Each agricultural extension centers were administratively and technically coordinated by the prefectural (provincial) government, 2) There were 11 public corporations with agricultural extension functions under the MAFF(Ministry of Agricultural Forestry and Fisheries) financed by government subsidies 3) Agricultural experiment stations at provincial level were responsible for developing agricultural innovations for farmers' adoption, 4) The functions and operation of the agricultural extension centers were independent from the local agricultural administration. Some of the implications drawn from the study were as follows; 1) In order to accomplish major objectives of agricultural extension services in Korea legal status of agricultural extension centers should be changed from city/county to provincial government, 2) It would be desirable to establish public corporations concerned with agricultural extension under the Rural Development Administration, 3) Provincial Rural Development Administration should be reinforced in terms of applied farming research and diffusion of new technology, 4) Agricultural extension centers should be independent from administrative function and be separated from administration at the city/county level.

지자체 공무원 특성에 따른 폐업지원제도 인식 차이 연구 (A Study on the Perception Difference of the Farm-Closure Assistance Program by Local Government Officials' Characteristics)

  • 폐업지원제도는 경쟁력이 낮은 한계농가의 소득보전 및 경영안정과 해당 품목의 전반적인 경쟁력을 제고하기 위해 운용되고 있다. 이러한 폐업지원제도는 풍선효과와 부정수급 등 여러 가지 문제를 가지고 있다. 본 연구의 목적은 폐업지원제도의 실제 업무를 최일선에서 담당하는 지자체 담당 공무원의 시각을 반영하여 폐업지원제도에서 나타나는 전반적인 문제점과 개선 방향을 분석하는 것이다. 특히, 공무원 특성별로 폐업지원제도 상한액 설정과 연장 여부에 관해 차이가 있는지, 이러한 차이에는 공무원의 어떤 특성이 영향을 미치는지를 분석하였다. 폐업지원제 상한액 설정 필요성에 영향을 미치는 요인은 농업부문 업무경력, 농축산업의 중요성에 관한 인식, FTA가 우리나라 농축산업에 미친 영향에 관한 인식, 성별과 지역 변수인 것으로 나타났다. 한편, 폐업지원제 연장 여부에 영향을 미치는 요인은 소속기관 단위, FTA 직접피해보전제도에 관한 업무 지식 수준, FTA 피해보전직불제 및 폐업지원제도의 효과에 관한 인식, 농축산업보조금 지원 방향에 관한 인식인 것으로 나타났다. 이러한 분석 결과는 정부가 폐업지원제도를 개선하고자 할 때, 제도개선 방향을 설정할 수 있는 기초자료로 활용될 수 있을 것이다.

지방공무원의 직무스트레스가 구강건강 삶의 질에 미치는 영향 (The effects of occupational stress on oral health impact profile (OHIP) in local government workers)

  • Objectives : This study looked at the relationship between occupational stress and the Oral Health Impact Profile (OHIP), to evaluate the effect of occupational stress-related factors. Methods : Data was obtained from a cross-sectional survey of 260 local officials in Gangwondo. The research comprised three questions relating to subjective oral symptoms, an occupational stress measurement tool and an oral health impact factor which was composed of questions. The data was analysed using t-test, one-way ANOVA, Pearson correlation and path analysis in Amos. Results : Occupational stress had a positive correlation to drinking frequency, Oral symptoms had a negative correlation. And drinking frequency, smoking amount and occupational stress had a positive correlation to oral symptoms. It denoted that drinking frequency, occupational stress and oral symptoms had a negative correlation to OHIP. The path model had an excellent goodness of fit (p=0.07, namely p>0.05). Five 'goodness-of-fit indices' of the model were all above 0.9: GFI=0.987, AGFI=0.952, NFI=0.902, IFI=0.939, CFI=0.934), and its RMSEA was 0.045. Occupational stress and oral symptoms had a firsthand impact on OHIP. In addition, it affected OHIP through the parameters of oral symptoms. Occupational stress exercised a firsthand influence on drinking frequency, drinking frequency exercised a firsthand influence on smoking amount. Smoking amount had a firsthand impact on oral symptoms. Conclusions: Oral health education programs for the development of an improved oral hygiene environment through reduction in drinking and smoking also need to focus on relieving stress by improving workplace culture. In addition, due to good communication is required to reduce occupational stress caused by interpersonal conflict.

"영광 법성진 숲쟁이" 의 특성 분석과 경관관리 문제점 고찰 (The Characteristics of "Wooded Fortress of Beopseongjin in Yeonggwang" and Perspectives on the Problems of Landscape Management)

  • Beopseongpo has been one of the most thriving ports of the Jeolla region since the Goryeo Dynasty (918-1392). During the time of King Seongjong (r. 1469-1494) of Choseon Dynasty, a navy garrison had been deployed and the port was named Beopseongjin, as recorded in the 1485 edition of Grand code for state administration (Gyeongguk daejeon). Dangsan forests and Bibo forests have been maintained by local residents since hundreds of years ago. Dangsan forests have been applied to the scale of government and public offices. The objectives of this study were to understand the characteristics of the "Wooded Fortress of Beopseongjin in Yeonggwang" as "Scenic Site No. 22", and to investigate the conservational problem of the wooded fortress of Beopseongjin and seashore. The "Wooded fortress of Beopseongjin in Yeonggwang" consists of a Dangsan forest and two Bibo forests. But, the presence of the Dangsan forest has not been well known to the public. Although the wooded fortress has been somewhat disturbed by cultural activities, the Dangsan rituals have been held until the present every January 15 by lunar calendar. On the other hand, the seashore in front of Beopseongpo plays an important role as a scenic view. It was one of the reason that the "Wooded fortress of Beopseongjin in Yeonggwang" had been designated as a national cultural property of "Scenic Sites". However, the sandbar was reclaimed in 2009 to build commercial buildings. An integrated plan should be prepared to conserve the landscape of "Wooded fortress of Beopseongjin in Yeonggwang", which requires close partnership among local residents, experts, and local government. At present, four new buildings have been built. Although we have lost the sandbar, it is indispensable to secure the visibility of Wooded Fortress of Beopseongjin at the entrance of the village.

건강보험청구 치면열구전색 치아수의 지역격차와 지역수준 관련요인 (Factors affecting regional disparities in the number of teeth sealed with pit and fissure sealants: information for the National Health Insurance)

  • Objectives: The purpose of this study was to interpret regional disparities in the number of teeth sealed with pit and fissure sealants, identify the factors that affect these disparities and find solutions for the same. Methods: Data were collected from the National Health Insurance Service and Korean statistical information service using metropolis-city-rural area dental health infrastructure variables, regional health behavior variables, and local finance-related variables. Results: In 2015, the number of teeth sealed with pit and fissure sealants per 100 people was higher in the metropolis or city than in the rural area. There was a positive correlation between the number of teeth sealed with pit and fissure sealants and the number of dentists, dental hygienists, dental institutions, standardization rate of subjective awareness of well-being, standardization rate of brushing after lunch, and the proportion of welfare budget in the general budget. There was a negative correlation with the annual standardization rate of health institution use, the standardization rate of unused medical services, and the local government's financial independence. According to the final model of the multiple regression analysis, while the impact of infrastructure on dentistry was not statistically significant, the statistical significance of standardization rate of brushing after lunch, the local government's financial independence, and the proportion of welfare budget in the general budget were maintained. Conclusions: To reduce regional disparities in the volume of use of pit and fissure sealants, it was concluded that it may be effective to select regions with a consideration of the level of regional economic power, implement separate and appropriate policies and projects, and improve the awareness in residents.

Analyzing the Business Model Canvas and Marketability of Heritage Sites in Central Luzon: A Public Sector Perspective

  • Purpose: This study aims to determine the marketability of the heritage sites in Region III, Philippines. More specifically, it will obtain information on the: (a) profile of the heritage sites in Central Luzon; (b) dimensional issues of their marketability along social, environmental, and economic lines; (c) quality of services in terms of tangibility, responsiveness, empathy, assurance, and reliability; and (d) its business model canvas. Research design, data, and methodology: This will utilize a descriptive survey of the heritage sites in Central Luzon, namely: Aurora, Nueva Ecija, Bulacan, Pampanga, Tarlac, Zambales, and Bataan. There will be 60 respondents, including 5 facilitators, 24 residents, and 31 tourists. The results will be statistically measured through the measures of central tendencies, dispersion, and the test of significance. Result and conclusion: This study will comprehensively examine the local tourism sector, benefiting various stakeholders. It serves as a valuable resource for tourists by providing insights into destination marketing strategies and enhancing heritage tourism experiences. Administrators benefit from coping strategy evaluations, aiding in the formulation of effective strategies aligned with industry goals. Tourism businesses align with industry objectives and the study streamlines ordinances for site protection for local government units. Additionally, the community gains empowerment through insights into employable activities and potential businesses, influencing assessments of the justification for local preservation ordinances.

지방세법상 종교단체 비과세·감면의 연구 (Study on Tax Exemption and Reduction for Religious Bodies in Korea - Proposals for improvement in the systems of tax exemption and reduction for religious bodies under the Local Tax Law -)

  • 현재 우리나라는 종교단체를 대상으로 지방세법상의 비과세 감면에 대한 세제혜택을 부여하고 있다. 그러나 다른 한편으로는 종교라는 특수성을 반영하지 않은 채 다른 기능을 수행하는 비영리법인과 동일한 세제를 적용함으로써 여러 문제를 발생시키고 있다. 또한 대부분의 조세지원이 재산과 관련한 세목에 집중적으로 이루어져 비과세 감면의 본래 기능과 취지가 많이 퇴색되고 있다. 이는 지방재정의 취약을 가져올 뿐만 아니라 필요한 분야에 대하여 최소한의 지원을 해야 하는 유인제도의 기본적인 취지에서도 벗어나는 현상이라고 할 수 있다. 특히, 종교단체의 재산과 관련한 지방세혜택을 지양하고 선진국과 같이 다양한 기부를 유도해 나갈 수 있도록 종합적인 문제해결방안이 강구되어야 할 것이다. 현재 세법에서 부여하고 있는 종교단체의 조세의무에 대해서 이제는 종교단체 스스로가 변화된 의식이 필요로 하며, 또한 정부도 종교단체의 과세관련 자료 등을 체계적으로 정리, 관리하고 필요할 시에는 이를 제시하여 마찰이 없는 범위 내에서 종교단체 스스로의 조세의무이행을 적극 유도하여야 할 것이다. 본 논문에서는 이러한 상황들을 고려하여 종교단체와 관련한 지방세 과세제도를 살펴보고 우리나라 종교단체의 지방세 과세제도에 대한 문제점과 그 개선 방안을 제시하고 있다. 이는 지방세법상 종교단체의 비과세 감면에 대한 개선방안을 제시함으로써 향후 지방자치단체의 재정에 기여하게 될 것이다.
