The Changes of Environmental Consciousness and the Formation of a Local Community through Participating in a Local Problem (지역환경문제 참여를 통한 환경의식 변화와 지역공동체 형성)

  • The purpose of this study is to understand what kind of effects a local residents’ participation on a local environmental problem has on the Environmental consciousness of the resident, and on the local community. I (researcher) employed qualitative research methods on the residents' environmental movement, which claimed to preserve the Sung Mi Mountain from the Seoul City Hall's plan of the water reservoir construction. I tried to understand the participation motivation and participating actions, and also the changes and effects the participation brought at both a personal, and community level. The data were gathered by means of in-depth interview with the local residents and unstructured questionnaire. At first, through the residents' environmental movement, the participants acquired a growth in environmental consciousness. For example, they obtained better understanding of the environment, change of attitude to environment, and participation function. Secondly, it is meaningful that a local tie intervened by the environment, enforced self-governing, and shows how community sentiment plays an important role for local community organization. Moreover, the environmental movement contributed to developing a ‘culture for participation’. In conclusion, participating in a local environmental problem can be an integration of learning and practice and also leads to reflective thinking about the relationship not only between human beings and nature, but also among human beings. In addition, it can buildup a systemic cooperation for local problem-solving and the ability to make an alternative culture in the community. These are the significances of the local environmental problem-participation on the environmental education.

  • It is a known fact that the spread of multiplexes has contributed to movie industry flourish and extending public rights for enjoying movies. However, in terms of Urban Discourse, Multiplexes centered in new downtown have given rise to Doughnut Phenomena in old downtown. It is especially regrettable that the local theaters which have been symbolic cultural spaces storing the 'memory of life' of local communities are disappearing due to a recession of business zone in old downtown. Japan has long been worked in various activities spotlighting on movie/image contents as the major means of creative urban regeneration. Among them, the 'Community Cinema' has made a contribution to regional revitalization by improving movie screening environment of the local community through renewal of local theaters and further creating related culture and industry in the local area. In this study, I focus on 'Fukaya Cinema' which started from NPO(Non-Profit Organization) and reused a closed industrial facility to a movie theater in cooperation with local TMO(Town Management Organization). Fukaya Cinema, which operates in the form of a business community, plays important roles as the core cultural facility in the local community and is regarded as a significant case showing a possibility of urban regeneration using movie/image contents. I investigate the specific founding process and activities of Fukaya Cinema and intend to derive the implications from that. Through this, I aim to provide the basic urban regeneration data utilizing movie/media contents.

A Probe for Local Community Centered Lifelong Learning Movement's Course of Action (지역사회 중심 평생학습운동의 추진방향 탐색: 외국의 평생학습운동 사례를 중심으로)

  • As we encounter the global and localized era, the development operations on a regional level are in active promotion. This manuscript has been completed with the purpose of probing for course of action in lifelong learning movement in terms of activating and developing of local communities. For this, the comparative analysis of practiced cases in America's community school movement, Japan's movement for establishing lifelong learning village and Sweden's study circle movement have been made. For the analytical frame of the comparison, the actual results on background of promotion, themes for practice, details of practice, methods for practice of local community centered lifelong learning movement have been applied. As a result of analysis, the local community centered lifelong learning movement has been promoted to break each country's social and economic crisis and to activate the local community. The promotion of each operation has been accomplished with the support of specific organization and the participants were the citizens of the local community. Also, the details of practice are composed of operating the people-centered lifelong learning program, cooperative learning by local citizens and local community realization activity. The details of education is closely related with the life of learners. Therefore, the lifelong movement for the activation of local community hereafter should be promoted based on the coherence of local community, should be able to contain the actual life of the citizens and should be practiced as a process of forming the lifelong learning group at concerned local community through a democratic learning process.

  • The study aims to explore the policy directions for young farmers within Korean agricultural context, particularly in Chung-nam Province. In order to accomplish this, young farmers were classified into three categories: successors, new farmers, potential farmers. The importance of young farmers is becoming more of a focus due to decline of population numbers in rural communities as well as the aging of agriculture population. In order to address these two problems, it is necessary to create and implement policy to support each category of young farmer. Rather than the current focus on nurturing young farmers as a labor force, the role of young farmers in maintaining local communities should be expanded in current agricultural system. The local community should provide appropriate conditions for young farmers in Chung-nam Province for the various purposes they have and the roles they fill. In conclusion, it is necessary to provide a 'space' where young farmers can meet base on the community. For this, the role of the community based intermediate support organization for the integrated support system is of great significance.

  • Nowadays a sense of community based on our community further weakens due to globalization, industrialization, the development of transportation and communication, etc and the community as cultural and psychological units is focused on. In other words, the concept that emphasizes the aspect of 'we' sharing the unique value and goal of community is used. In this current situation, school as an important community organization has been in the spotlight. In particular, college compared with other communities has a special influence on the community. Therefore it is regarded as an important community organization and its importance as part of our efforts to decrease the college students wastage rates continues to grow. The study about school as an important community organization has been conducted actively. However the people in most studies are elementary, middle, and high school students, so there are limitations to what these study findings apply to college. Therefore, this study conducted factor analysis of college sense of community for local college students, categorized it, analyzed the factors having influence on each factor and then looked for suggestions of ways to strengthen college sense of community. According to study, sense of community is categorized into three factors such as 'sense of belonging', 'sense of solidarity', and 'sense of emotional closeness'. After analyzing the factors influencing types of sense of community, factors relevant to them are grades, intimate friends, subjective well-being, community volunteer work, college service satisfaction, and so on.

The Measurement of Community Capacity Using Community-based Organizations Network and the Development of Health Promotion Plans (지역사회 기반 조직을 이용한 지역사회역량의 측정과 건강증진 기획 -서울시 S구를 중심으로-)

  • Objectives: The community network is a foundation laid by the local community which has been formed historically and geographically to develop itself. This paper as a Korean way of healthy network survey for the community capacity building is an exploratory research to grasp the character of Korean society and then to organize an resident-governing partnership for that. Methods: Research objectives are CBOs(Community-Based Organizations) in S-district of Seoul. This region is a new town, however the solidarity and volunteerism of this resident is lively. The survey tool is Cho's CBOs Evaluation Questionnaire which was originated to measure the community capacity. The period of survey is from the January 2009 to the March 2009 and the study organizations which were collected by snowball sampling were 80. Results: The result shows two main networks: one is the civil society and craft union cluster, the other is welfare organization cluster. Groups of high centrality were organizations whose members are mainly women and craft organizations which were organized before 1990's. The group of high betweenness was the Association of Women's Organizations(0.188). Bi-components were six and they could be divided by organization's aim. In terms of the determinants of the participation to the health center enterprise, only the number of link(B=-0.60, p<0.04) was statistically significant. It means that when organization variables are controlled a tendency appears: the more the voluntary associations network, the less participation in the health enterprise. Conclusion: CBHOs(Community-Based Health Organizations) enhances residents' spontaneity and cohesion to increase the capability of the local community. If the surveyed healthy network, together the community health project, are used for various community development projects, the existing CBOs including CBHOs will be reorganized and furthered newly. For this it will be needed to construct an effective partnership of healthy network by restructuring the existing networks of voluntary associations.

An Analysis of Members' Perception about Organization Activities of Traditional Communities in Rural Areas (농촌 전통 공동체 조직 활동에 대한 구성원의 인식 분석)

  • This study reinterpreted the value of traditional communities in rural areas and explored ways to revitalize sustainable communities. To do this, we surveyed the members' perceptions about the activities of the community organization as assessed through a questionnaire. The questionnaire items focused on the participation, satisfaction and contribution of the members of the community organization, with additional questions investigating the idea of the community vitalizations plan. A self-report questionnaire survey was administered to 321 members of the community, and the results were analyzed through technical data, t-test and ANOVA analysis by using the SPSS program. In the results, the perceptions of the members of the traditional village community differed significantly according to socio - demographic factors and member recognition characteristics. Especially, males were more voluntarily and positively compared to females, and the lower the age of satisfaction, the lower was the perceived individual satisfaction with community activities. In the case of perceived contributions to individuals and the community, the participants perceived positively in the emotional support for the individual's participation in the organization. On the other hand, the results confirmed that the contribution to the local community is important in realistic aspects such as regional vitalizations. It is confirmed by the decrease in the number of members in response to the difficulty of the organization. (Ed- 'the lack of the size of the membership' simply repeats 'the decrease in the number of members'; thus it's unnecessary).

A Study for Reorientation of Home Care Service at Community (일개 보건소 방문간호사업의 업무 분석)

  • The purpose of this study is to evaluate the community based home care service, and make reorientation for better service. The data was collected from the public health center, which was operated for one year, 1997. This case is evaluated and reoriented according to five elements of public health care system; system of resources for public health, organization and administration, health care delivery system of financing, management. In resources for public health, available health personnels are 15 physicians, 17 nurses, 11 nurse aides and 2 other persons. One professional health personnel take care of 609 clients, The equipments used for elderly and the disabled are 6 wheelchairs, 4 walkers, 1 hairwashers and 30 viberations. But these equipments are not enough to deal all clients. In organization and administration, planning and setting goals for community home care are made by the director, supervisor of family department and public health nurse. So there is no regular commitee for home care services in this community. The form of delivery of health care is focused on preventive health care. The important works of public health nurse are health education, preventive care for hypertension, D.M. and vaccination of communicable desease. In finaning system, funds come from central government(8.3%), local goverment(16.7%) and health center itself(3.8%), The services consist of health education, vaccination, clinical test and equipment. There are several local volunteers, which are local hospitals, a college, a christian association, a catholic association, a drivers association and a disabled association. The volunteer groups give physical and mental support to the clients. In management, this health center has three evaluation methods. One is done by local government, one is done by health center itself, and the other is done by clients with questionair. But the evaluation tools are deferent between agency. Home care services must be planned and evaluated. This public health center has to have more personnel, equipments, education for professional kowledge and meetings with community volunteer agencies.

Condition for Rural Development Led by Local Governments in the Era of Increasing Devolution (지방분권 확대에 대응한 지방자치단체의 농촌정책 추진 여건 분석 - 일반농산어촌개발사업 추진 시·군을 중심으로 -)

  • The purpose of this study is to figure out the current condition of local governments (Si or Gun) to implement rural development policy in the face of the central government's drive for increasing devolution. Since late 1990s or early 2000s when scope of rural policy began to expand quantitatively, there has been considerable increase in rural residents' participation into community projects as a whole. Nevertheless, there exists regional differentiation in local governments' efforts to systematically support rural development projects (CRDP: Comprehensive Rural Development Programme) and community activities by setting up intermediary organizations or hiring rural development professionals in a public office. According to this survey on local government officials, regions that have made such efforts to support rural policy at a local level, show more advanced level of institutional capacity than other regions in local decision making process for CRDP, role of strategic rural developmental plans, vitality of community actors, etc. In the era of increasing devolution, these differences can be expected to result in diverging performances of each area in regionalized rural policy. The central government needs to introduce EU's LEADER-type rural development programmes to support community acitivities by various local actors and at the same time promote local governance building for rural policy, adopting institutional rewarding system such as rural planning contract.
