We investigated metal concentrations and oceanic environment changes that have occurred over the past several years by studying the hard coral Porites lutea, which inhabits tropical and subtropical areas. Soft X-radiographs clearly showed distinctive annual bands within 71 mm coral sample, which reflect changes in the oceanic environment over this period. There were large fluctuations in the major and minor element concentrations. Considering the physicochemical partition coefficient, some elements accumulated in the aragonite matrix in a mechanical manner, while others were affected by environmental factors. The concentrations of some heavy metals varied over a wide range, implying local environmental effects. The variation of Sr/Ca and Mg/Ca in coral skeleton clearly showed large-scale fluctuation over the specific intervals, implying environmental changes during this period. The concentrations of heavy metals also show high fluctuations, and roughly accord with Mg/Ca variation. In addition, Cu and Zn seem to show cyclicity-like peaks, coincide with Mg/Ca variation over the specific intervals. Such variation might be related to local pollution and oceanographic changes. More detailed investigation is necessary, including the pretreatment of coral skeleton sediment.
Background: For various reasons such as agricultural and economical purposes, land-use changes are rapidly increasing not only in Korea but also in the world, leading to shifts in the characteristics of local carbon cycle. Therefore, in order to understand the large-scale ecosystem carbon cycle, it is necessary first to understand vegetation on this local scale. As a result, it is essential to comprehend change of the carbon balance attributed by the land-use changes. In this study, we attempt to understand accumulated soil carbon (ASC) and soil respiration (Rs) related to carbon cycle in two ecosystems, artificially turned forest into pastureland from forest and a native deciduous temperate forest, resulted from different land-use in the same area. Results: Rs were shown typical seasonal changes in the alpine pastureland (AP) and temperate deciduous forest (TDF). The annual average Rs was $160.5mg\;CO_2\;m^{-2}h^{-1}$ in the AP, but it was $405.1mg\;CO_2\;m^{-2}h^{-1}$ in the TDF, indicating that the Rs in the AP was lower about 54% than that in the TDF. Also, ASC in the AP was $124.49Mg\;C\;ha^{-1}$ from litter layer to 30-cm soil depth. The ASC was about $88.9Mg\;C\;ha^{-1}$, and it was 71.5% of that of the AP. The temperature factors in the AP was high about $4^{\circ}C$ on average compared to the TDF. In AP, it was observed high amount of sunlight entering near the soil surface which is related to high soil temperature is due to low canopy structure. This tendency is due to the smaller emission of organic carbon that is accumulated in the soil, which means a higher ASC in the AP compared to the TDF. Conclusions: The artificial transformation of natural ecosystems into different ecosystems is proceeding widely in the world as well as Korea. The change in land-use type is caused to make the different characteristics of carbon cycle and storage in same region. For evaluating and predicting the carbon cycle in the vegetation modified by the human activity, it is necessary to understand the carbon cycle and storage characteristics of natural ecosystems and converted ecosystems. In this study, we studied the characteristics of ecosystem carbon cycle using different forms in the same region. The land-use changes from a TDF to AP leads to changes in dominant vegetation. Removal of canopy increased light and temperature conditions and slightly decreased SMC during the growing season. Also, land-use change led to an increase of ASC and decrease of Rs in AP. In terms of ecosystem carbon sequestration, AP showed a greater amount of carbon stored in the soil due to sustained supply of above-ground liters and lower degradation rate (soil respiration) than TDF in the high mountains. This shows that TDF and AP do not have much difference in terms of storage and circulation of carbon because the amount of carbon in the forest biomass is stored in the soil in the AP.
Minimal deterioration of cerebral perfusion or microanatomical changes were undetectable on conventional Brain CT or MRI. So evaluation of focal functional changes of the brain parenchyme is essential in chronic head injury patients, who did not show focal anatomical changes on these radiological studies. However, the patients who had longstanding neurologic sequelae following head injury, there had been no available imaging modalities for evaluating these patients precisely. Therefore we tried to detect the focal functional changes on the brain parenchyme using $^{99m}Tc-HMPAO$ Brain SPECT on the patients of chronic head injuries. Twenty three patients who had suffered from headache, memory dysfunction, personality change and insomnia lasting more than six months fellowing head injury were included in our cases, which showed no anatomical abnormalities on Brain CT or MRI. At first they underwent psychological test whether the symptoms were organic or not. Also we were able to evaluate the cerebral perfusion changes with $^{99m}Tc-HMPAO$ Brain SPECT in 22 patients among the 23, which five patients were focal and 17 patients were nonfocally diffuse perfusion changes. Thus we can predict the perfusion changes such as local vascular deterioration or functional defects using $^{99m}Tc-HMPAO$ Brain SPECT in the patients who had suffered from post-traumatic sequelae, which changes were undetectable on Brain CT or MRI.

Iriai an Indigenous forest management system in Japan from the viewpoint of "common pool resources" was a success resilient institution and resulted with sustainable production system and environmental conservation. This study was conducted in Osawa of the Nagano prefecture through group discussions, field observations and an in-depth field survey. Osawa Property Ward Forest is managed under the concept very much similarly to traditional "Iriai". This study firstly examined the changes of collective forest management system in terms of awareness and interest in forest management; forest management activities; role of forest; and collection of forest products. Then it analyzed the current threats for collective forest management have been identified as: land abandonment due to loss of benefits and lack of active community participation; deterioration of forest environment particularly the micro-climate and aesthetic values; conflict with local government authorities restraining the use of money in property ward forest and conflict with outsiders on damping of the garbage. Community cantered forestry management rules; livelihood contribution; protection of environment; local initiatives for protection and economic activities are the prevailing opportunities for collective forest management. The main requirements for revitalization of collective forest management are explained as local reciprocity; imposition of community based forest rules; encouraging local innovations; and building partnerships with stakeholders. Collective forest management system addresses the limitations of conventional forestry models, which had invalidated traditional 'iriai' institutions, and key to restoring sustainable use of forest and environmental resources. Cross-institutional collaborations together with responsibilities of local communities would ensure the revitalization of forest resources.

The purpose of this study is to examine the present problems relating to the legislation and execution of adornment of buildings in the provinces, and to explore ways to improve the role and function of adornment of buildings in terms of public art. In order to do that, the related national law and enforcement decree and the local regulations and rules were analysed. In addition the catalogues on the adornments of buildings that are managed by 31 cities and counties of Gyeonggi-Province were also compared and analysed. As a result of our survey, it has been determined that the reform of the adornments of buildings must be executed on the national and local levels. On the local level, the revision of regulations must occur simultaneously with the changes of national law and enforcement decrees. In many local self-governing bodies, there are quite a lot of discrepancies between their regulations and the upper law. Therefore, people can be confused regarding the sensitive problems such as the types of buildings that are required to display adornments and the proportion of the cost to the construction cost. In addition the effects of the improvements to national laws are often delayed. For example, the updated national law requires committee members to be appointed on the basis of merit, the announcement of the deliberation results, and the establishment of provisions regarding the management of existing structures. Unfortunately, improvements to the national law are not followed through on a local level. Concerning national legislation, the following improvements are necessary to minimize these problems. First, the western concept of‘public art’must be imported to Korea and applied to future legislation regarding adornment of buildings. Second, the perception of the purpose of adornment of buildings must be changed from‘art promotion’to‘improvement of the urban environment’Third, it is impractical to require private citizens to fund public worts of In. Korea requires an organized federal funding system for the commission of public art, which is to be controlled by committee. Finally, the definition of public artwork must be enlarged to include a more broad range of art, such as landscape architecture. In addition, continuing care of existing public worts of art must be managed systematically and strengthened.
The factors of local disappearance and a plan of restoration fer Parnassius bremeri from Okchon-gun, Chungchongbukdo, Korea, were investigated. The population of this butterfly from Okchon-gun was much more abundant than the other areas of Korea in the past. But only two adults were observed in 1997 at this site and no more observation was made in 1998. So we considered that Parnassius bremeri is disappeared from this area. To know the factors of local disappearance of this species, we analyzed data of the monitoring from seven localities of Okchon-gun from 1990 to 1998 and also checked 252 specimens from this area by several collections. As a result of it, the habitat changes by recent road constructions and the frequent collecting activity around this area are shown as the factors for the local disappearance of this species. We are intending to establish the programs for restoration of Parnassius bremeri in Okchon-gun. Firstly, the breeding plan of this species was designed by investigation on life cycle. Secondly, the environmental conditions among seven localities were compared and the suitable places of the restoration were selected. The most suitable localities for restoration by this study were of two localities, Dongrakjeong and Jangwahri, which are considerd as highly successful breeding places in the view of growth condition of host plant.
Nondestructive instrumented indentation test is the method to evaluate the mechanical properties by analyzing load - displacement curve when forming indentation on the surface of the specimen within hundreds of micro-indentation depth. Resistance spot welded samples are known to difficult to measure the local mechanical properties due to the combination of microstructural changes with heat input. Particularly, more difficulties arise to evaluate local mechanical properties of resistance spot welds because of having narrow HAZ, as well as dramatic changed in microstructure and hardness properties across the welds. In this study, evaluation of the local mechanical properties of resistance spot welds was carried out using the characterization of Instrumented Indentation testing. Resistance spot welding were performed for 590MPa DP (Dual Phase) steels and 780MPa TRIP (Transformation Induced Plasticity) steels following ISO 18278-2 condition. Mechanical properties of base metal using tensile test and Instrumented Indentation test showed similar results. Also it is possible to measure local mechanical properties of the center of fusion zone, edge of fusion zone, HAZ and base metal regions by using instrumented indentation test. Therefore, measurement of local mechanical properties using instrumented indentation test is efficient, reliable and relatively simple technique to evaluate the tensile strength, yield strength and hardening exponent.
The main research question of this paper is as follows: How can broadcasting both cause the crisis in democratic participation and yet also offer the solution? The contradiction in broadcast localism has never been adequately resolved in spite of regulation at all in practice, in that localism simply cannot account for the diversity of modern life and for the external forces that incorporate local communities into much larger economic and communications network. The concept of locality in local television, however, has been multiplied and enlarged in order to adjust to "time-space compression". Recently the local television have been "interface" combining and negotiating the globalization of media market and the decentralization of political power, the economies of scale and the activation of local democracy, consequently aiming at the horizontal-cooperative network instead of old vertical-dependent one.
There is a great deal evidence concerning crustal uplift, after deglaciation, in the vicinity of Syowa Station $(69^{\circ}S,\;39^{\circ}E)$ from tide gauge data, seismic evidence, raised beaches, marine terraces, etc. The geomorphological and tide gauge data show that the crustal uplift is going on around Syowa Station. Seismic observations at Syowa Station started in 1959. Phase readings of the earthquakes have been published by National Institute of Polar Research once a year since 1968, as one of the Data Report Series. Eighteen local earthquakes were detected on short period seismograms at Syowa Station in 1990-2000. The seismicity during the period from 1990 to 2000 was lower than that from 1987 to 1989 when epicenters of local earthquakes were determined by tripartite seismic array. Local earthquake activity corroborates the crustal uplif4 which is an intermittent phenomenon. Sea level falling of 4.5 mm/y was found using data in 1975-1992. This felling rate is consistent with the geomorphological data. A route for repeat leveling survey was established in East Ongul Island. No appreciable change of sea level was observed for the last 14 years. A dynamics of the crustal uplift around Syowa Station has been discussed using geomorphological data, ocean tide, and seismic and leveling data, which is estimated to be an intermittent phenomenon. When local seismic activity is high, the crustal uplift is estimated to be going on. On the contrary, the crustal uplift is in dormancy when the local seismicity is low. Repeated leveling measurements suggest no significant changes, which further supports the idea that the crustal uplift in offshore is not a tilt trend movement but a block movement.

This paper presents a local binary pattern(LBP) for effectively classifying textures, which is based on the multidimensional intensity difference between the adjacent pixels in the block image. The intensity difference by considering the a extent of 4 directional changes(verticality, horizontality, diagonality, inverse diagonality) in brightness between the adjacent pixels is applied to reduce the computation load as a results of decreasing the levels of histogram for classifying textures of image. And the binary patterns that is represented by the relevant intensities within a block image, is also used to effectively classify the textures by accurately reflecting the local attributes. The proposed method has been applied to classify 24 block images from USC Texture Mosaic #2 of 128*128 pixels gray image. The block images are different in size and texture. The experimental results show that the proposed method has a speedy classification and makes a free size block images classify possible. In particular, the proposed method gives better results than the conventional LBP by increasing the range of histogram level reduction as the block size becomes larger.
