지역농산물 활용성 증대를 위한 간편식 개발 사업 (A Project on Development of HMR using Local Foods to Increase Local Food Consumption)

  • According to the report of the Korea Agro-Fisheries and Food Trade Corporation (2019), the size of the HMR food market in 2019 exceeded 4 trillion won. On the other hand, the consumption of agricultural products continued to decrease. As reported by Woo (2020) who analyzed consumer panel survey data, when the 2010 agricultural product purchase index was 100, the crop purchase index in 2019 was 72 and the vegetable and special crop purchase index was 69. Therefore, the Rural Development Administration promoted the research projects to develop the technologies for producing stably raw materials of HMR and for optimizing local foods as HMR ingredients. Researches on the development of HMR using local agricultural products has been being promoted in Cheonan, Chungju, and Jeju in 2020. In the case of Jeju, it has been prepared and realized the B2B commercialization of Jeju agricultural products in connection with the convenience store ingredients supplier in the province. In the case of Cheonan, development of HMR foods like as Sundae, dumpling, sausage, and Tteokgalbi using willd chive, cherry tomatoes, shiitake mushroom, fortified perilla, and licopene fortified watermelon has been being promoted. Lastly, in the case of Chungju, a diverse HMR foods have been developed using beans, centella asatica, Japanese lady bell, apples and peaches such as blended juices, frozen boiled rice, and tofu kit. In the future, in connection with the regional specialized crop cultivation project promoted by the Rural Development Administration, we intend to support the convergence commercialization of R&D technology based on regional characteristics.

자치행정PR을 위한 자치행정조직의 SNS 활용이 지역주민과의 관계 및 커뮤니케이션 증진과 행정의 관리 효과에 미치는 영향 : 자치행정조직과 지역주민간의 견해차 비교를 중심으로 (A Study on the Impacts of SNS Usage on the Relationship and Effectiveness of Local Administration PR: Local Government vs. Residents Perspectives)

  • 본 연구의 목적은 행정조직의 SNS 활용이 자치행정PR에 어떠한 영향을 미치는지 알고자 함에 있다. 오늘날 정보통신의 발달과 함께 SNS 서비스의 활성화로 자치행정PR에서도 SNS를 활용하고자 하는 행정조직이 늘고 있다. SNS의 활용은 과거 커뮤니케이션 메시지로 여론을 형성하고 조작하는 관점에서 이제는 시민과의 관계성을 관리하는 관점으로 바뀌어가고 있다. 이렇게 행정PR의 특성은 행정조직과 지역주민 사이의 관계성을 파악해야 함과 동시에 SNS가 이러한 관계성에 어떠한 영향을 미치는지 확인할 필요가 있다. 그러나 SNS의 특성을 확인하는 연구와 자치행정PR에 관한 연구는 별도로 진행되면서 SNS의 활용이 자치행정PR에 어떠한 효과를 가지고 있는지에 대한 연구는 전무하다. 이에 본 연구에서는 구청의 직원과 지역주민을 연구대상으로 하는 모델을 각각 설정하여 두 집단 간의 차이를 비교하고자 하였다. 본 연구의 결과, 행정조직의 SNS 활용은 지역주민의 피드백이 부족하였으며, 대다수 지역주민이 공감할 수 있는 주제 개발의 필요성을 제시하였다.

기록문화와 지방자치 (Records Culture and Local autonomy)

  • 이 글은 지방자치가 성숙되기 위해서는 기록문화가 발전해야 함을 밝힌 글이다. 우리나라에서 1994년에 지방자치 선거가 실시되어 자치단체 활동을 수행한 지 16년이 지났다. 지방자치는 지방의 경제적 자립, 지방민의 의식 성장 등이 이루어져야 제대로 이루어질 수 있다. 아울러 지방의 기록이 잘 관리되고 공개 활용된다면, 지방자치가 활성화될 수 있을 것이다. 그러나 해방 이후 현재까지 지방자치단체의 기록들이 제대로 관리되지 못하였다. 지방자치단체의 기록보존소가 제대로 설립되지 못하고, 조직 예산 및 전문인력 등이 제대로 배치되지 않아 지방기록관리가 원활히 수행되지 못하였다. 그 결과 의미있는 지방기록이 남아 있지 않아 지방행정시책 및 흐름을 알 수가 없다. 지방자치단체의 기록이 잘 관리된다면, 행정의 효율화, 행정의 책임화, 행정의 투명화가 이루어질 수 있다. 지방공무원의 업무경험과 사업경험이 기록으로 생산되고 관리되어 후임 공무원 및 지역민에게 참조되고 활용되어야 행정의 효율이 높아질 것이다. 아울러 업무 기록이 잘 관리되어야, 그를 바탕으로 각 단계별로 책임소재를 규명할 수 있다. 지방자치단체는 모든 행정절차와 결과를 주민에게 공개하여 행정의 투명성을 확보할 수 있다. 현재의 상황에서 지방자치단체의 기록을 관리하기 위한 전제 조건은 기록물관리기관 및 전담기구의 설치와 기록물관리 전문요원의 배치이다. "공공기록물 관리에 관한 법률"에는 2007년 12월 31일까지 시 도지사가 행정자치부장관 등과 협의하여 지방기록물관리기관의 설치 및 운영 등에 관한 계획을 수립하도록 명시하였으나, 아직까지 이루어지지 않고 있다. 기록물관리기관이 설치되고, 기록물관리 전문요원을 비롯한 기록관리팀이 신설되어 운영되어야 지방기록관리는 비로소 제대로 이루어질 수 있을 것이다. 나아가 이를 바탕으로 기록문화운동이 활발하게 전개되어 지방 공무원 및 지방민들이 지방 기록의 중요성을 인식하고, 지방기록관리를 검증하고, 지방의 기록을 공개하여 연구자와 주민들이 활용할 수 있을 때, 지방자치는 한 단계 높아질 것이다.

  • The purpose of this paper is to analyze the performance of innovation consulting program by the Ministry of Government Administration and Home Affairs(MOGAHA) for local governments. The performance of the consulting program was measured by the difference of innovation grade improvement local governments which were included in the program achieved more grade improvement than others which were not. Especial Iy municipalities at lower grades in 2005 have reached higher stage after receiving Innovation consulting.

Quantitative Analysis of Poverty Indicators: The Case of Khon Kaen Province, Thailand

  • This study examines the poverty indicators in Northeast region of Thailand by adopting the global Multidimensional Poverty Index (MPI) methodology and the national survey of Minimum Basic Needs (MBN) of Thailand. Data are collected from three different districts in Khon Kaen province namely: Khok Po Chai, Sam Sung, and Nam Pong. The sample size is 187 households. Data analysis uses Ordinary Least Square (OLS) regression approach and includes 7 dimensions of poverty (health, environment, education, economy, Thai value, asset? empowerment, and digital literacy) with a total of 41 indicators. This study has found that poverty indicators in Khon Kaen province remains centered around the aspects of health and employment dimensions. While a change of family structure in the Thai society since 1960s reduces the family size, household saving substantially increases over the years. The effects of health dimension in poverty, on the other hand, appears on the other poverty dimension of Thai value, which include (1) a bad living habit of head of household (smoke or alcohol consumption) that links with illness and disease, (2) religious practice, and (3) chronic illness. Lastly, there are income gaps of different careers in the area, which suggests the issue of income inequality.

Government Agility and Management Information Systems: Study of Regional Government Financial Reports

  • This study investigates the application of management information systems to the quality of local government financial reports, especially the principle of transparency and the law of accountability, which have been measures of financial statement performance evaluation. The study was conducted in Enrekang Regency, Indonesia, which, based on the results of the examination, the Supreme Audit Board reported the status of Disclaimer, Fair with Exceptions, and Fair without Exceptions for three years each. This study used a sample of 35 respondents, finance department employees who worked on local government financial reports. Descriptive quantitative data were collected using a questionnaire instrument, then with the assistance of the Program Solution and Product Statistics (SPSS) Program, data were processed to test hypotheses. The results showed that the use of management information systems based on information and communication technology (ICT) had a significant influence on the quality of local government financial reports. The findings of this study indicate that the application of ICT-based management information systems affects the accountability and transparency of local government financial reports. This finding is reinforced by the use of the principles of government agility in the form of government apparatuses that apply responsive dexterity, flexibility agility, and competency agility.

지역소멸수준과 지역의 총 의료이용 간의 관계 (Relationship between the Level of Local Extinction and Total Medical Service Uses)

  • Background: The purpose of this study was to explore the relationship between the local extinction index and total medical service utilization. Methods: A fixed effects model in panel analysis was performed for the 228 administrative districts in Korea. The statistical yearbook on the usage of medical services by region and Korean Statistical Information Service data were used from 2010 to 2019 for analysis. Medical service utilization was represented by the number of visits day, the number of inpatient days, and medical charges. Control variables were selected by using an Anderson model. The local extinction index was calculated using resident registration population data. Results: Descriptive statistics showed that the number of areas at risk of extinction increased from 61 to 95 for the study years. In addition, the number of visits, the number of inpatient days, and medical charges all increased during the study years. After controlling for variables affecting medical service utilization and doing a panel fixed effects model, the result suggested that a one-step increase in the local extinction index was significantly associated with a 12.29% decrease in medical charges of inpatients, a 7.33% decrease in medical charge of outpatient, a 5.21% decrease in the number of inpatient day, and a 5.54% decrease in the number of visits day. Conclusion: This study showed that the higher the region's extinction risks, the higher the region's total medical service utilization. The results of this study suggested that there was a disparity in medical service utilization between areas at risk of extinction and areas not at risk of extinction, so measures should be taken to address this disparity.

  • 경상북도는 2015년 10월 도청을 이전하고 2027년 인구 10만의 진정한 자족도시 건설을 목표로 신도시를 조성하고 있다. 그러나 신도시는 행정구역이 이원화 되어 있는 관계로 도시건설에서부터 운영에 이르기 까지 많은 문제가 제기되고 있는 실정이다. 이와 같은 문제를 해결하기 위해 본 논문에서는 행정구역개편 추진위원회에서 발표한 지방행정체제 개편 기본계획 중 2012년 중점 과제로 선정된 시 군 구 통합에 관한 내용을 중심으로 연구 범위를 설정하고, 도청신도시가 건설되고 있는 안동시와 예천군을 연구대상으로 분석하였다. 주요 연구 내용은 지방행정체제 개편의 이론적 모델, 지방행정체계개편 기본계획, 안동시와 예천군의 행정구역 개편의 필요성과 방향을 분석하여 도청신도시가 정체성을 확립하고 지속가능한 경북의 신 성장 거점도시로 성장할 수 있는 방안으로 행정 구역 통합을 제안하였다.

한국의 재난관리체제의 문제점 및 개선방안에 관한 연구 (A Study on the Problems and Improvement Plan of the Korean Disaster Adminstration System)

  • Chapter 1 is the introduction part. With the development of modem science and technology, the world has experienced serious disaster. Each occurrence of such disaster has reminded the people all over the world of the importance of coping with the disaster and therefore all the countries have set up the disaster administration system to handle their disasters in efficient way. The principal purpose of this research is to establish ways and means needed to improve the disaster management system in Korea. Chapter 2 introduces the reader to a disaster management theory Chapter 3 dealt with the problems on the disaster administration system, under which the first and second section mention the points at issue in the system of law and administration of our country, respectively, Chapter 4 dealt with the plan to improve the disaster adminstration system under which the first section describes its basic direction while the second section describes the clarification of the role share of the central government and local autonomous body, beefing up the functions of disaster administration of the central government and local autonomous body. establishment of disaster prevention system, activation of support program against disaster, raising the professional personnels, extending the disaster prevention facilities, etc. Chapter 5, the conclusion, describes the difficulties in coping with the disaster under the existing disaster administration system. Therefore, the entire fundamental of disaster administration is in need such as distinct roles of the central government and local autonomous body, improving the systems of law and administration, education and training, and guidance and superintendence, etc. In addition, the control function of the concerned authorities must be reinforced to perform the disaster administration system smoothly while establishing 24 hour emergency system. Also, the financial support from the central government and technical study on the disaster administration should be done continuously on long-term basis.
