In the present structural codes the safety verification is based on a linear analysis of the structure and the satisfaction of ultimate and serviceability limit states, using a semi-probabilistic security format through the consideration of partial safety factors, which affect the action values and the characteristic values of the material properties. In this context, if a non-linear structural analysis is wanted a difficulty arises, because the global safety coefficient, which could be obtained in a straightforward way from the non-linear analysis, is not directly relatable to the different safety coefficient values usually used for the different materials, as is the case for reinforced concrete structures. The work here presented aims to overcome this difficulty by proposing a methodology that generalises the format of safety verification based on partial safety factors, well established in structural codes within the scope of linear analysis, for cases where non-linear analysis is needed. The methodology preserves the principal assumptions made in the codes as well as a reasonable simplicity in its use, including a realistic definition of the material properties and the structural behaviour, and it is based on the evaluation of a global safety coefficient. Some examples are presented aiming to clarify and synthesise all the options that were taken in the application of the proposed methodology, namely how to transpose the force distributions obtained with a non-linear analysis into design force distributions. One of the most important features of the proposed methodology, the ability for comparing the simplified procedures for second order effects evaluation prescribed in the structural codes, is also presented in a simple and systematic way. The potential of the methodology for the development and assessment of alternative and more accurate procedures to those already established in codes of practice, where non-linear effects must be considered, is also indicated.
강도 한계상태 설계에서는 균열이 일어난 이후 철근콘크리트 부재의 인장영역에서 철근이 모든 인장력을 부담하는 것으로 가정한다. 그러나 균열 사이의 콘크리트가 실제 콘크리트 부재에서는 특히 사용하중 수준에서의 어느 정도의 인장 응력을 견디는데, 일조 하는 것으로 보고 있다. 이러한 효과를 Tension stiffening 효과라 한다. 본 연구에서는 Tension stiffening 모델과 고강도 철근 콘크리트 보의 휨 실험결과의 비교를 통해 해석모델의 유효성을 평가 하고자 한다. 이를 통해 선정 된 6가지의 Tension stiffening 모델과 실험에 의한 모멘트-곡률, 하중-처짐등을 관계를 평가하였다. 실험결과 설계기준에서는 ACI 318이 Tension stiffening 모델에서는 Owen & Damjanic이 실험 값과 가장 적은 오차율을 보이며 높은 신뢰도를 보였다.
In a tall reinforced concrete (RC) core wall system subjected to strong ground motions, inelastic behavior near the base as well as mid-height of the wall is possible. Generally, the formation of plastic hinge in a core wall system may lead to extensive damage and significant repairing cost. A new configuration of core structures consisting of buckling restrained braced frames (BRBFs) and RC walls is an interesting idea in tall building seismic design. This concept can be used in the plan configuration of tall core wall systems. In this study, tall buildings with different configurations of combined core systems were designed and analyzed. Nonlinear time history analysis at severe earthquake level was performed and the results were compared for different configurations. The results demonstrate that using enough BRBFs can reduce the large curvature ductility demand at the base and mid-height of RC core wall systems and also can reduce the maximum inter-story drift ratio. For a better investigation of the structural behavior, the probabilistic approach can lead to in-depth insight. Therefore, incremental dynamic analysis (IDA) curves were calculated to assess the performance. Fragility curves at different limit states were then extracted and compared. Mean IDA curves demonstrate better behavior for a combined system, compared with conventional RC core wall systems. Collapse margin ratio for a RC core wall only system and RC core with enough BRBFs were almost 1.05 and 1.92 respectively. Therefore, it appears that using one RC core wall combined with enough BRBF core is an effective idea to achieve more confidence against tall building collapse and the results demonstrated the potential of the proposed system.

This paper presents the development of seismic fragility curves for a precast reinforced concrete bridge instrumented with a structural health monitoring (SHM) system. The bridge is located near an active seismic fault in the Dominican Republic (DR) and provides the only access to several local communities in the aftermath of a potential damaging earthquake; moreover, the sample bridge was designed with outdated building codes and uses structural detailing not adequate for structures in seismic regions. The bridge was instrumented with an SHM system to extract information about its state of structural integrity and estimate its seismic performance. The data obtained from the SHM system is integrated with structural models to develop a set of fragility curves to be used as a quantitative measure of the expected damage; the fragility curves provide an estimate of the probability that the structure will exceed different damage limit states as a function of an earthquake intensity measure. To obtain the fragility curves a digital twin of the bridge is developed combining a computational finite element model and the information extracted from the SHM system. The digital twin is used as a response prediction tool that minimizes modeling uncertainty, significantly improving the predicting capability of the model and the accuracy of the fragility curves. The digital twin was used to perform a nonlinear incremental dynamic analysis (IDA) with selected ground motions that are consistent with the seismic fault and site characteristics. The fragility curves show that for the maximum expected acceleration (with a 2% probability of exceedance in 50 years) the structure has a 62% probability of undergoing extensive damage. This is the first study presenting fragility curves for civil infrastructure in the DR and the proposed methodology can be extended to other structures to support disaster mitigation and post-disaster decision-making strategies.
본 연구에서는 국가건설기준이 한계상태설계법으로 전환됨에 따라 현재 연구기반이 미약한 쏘일네일링의 LRFD 설계법 개발의 일환으로 인발저항에 대한 저항편향계수를 분석하였다. 쏘일네일링의 설계 및 시공 기술수준 등 지역적 특성을 반영하기 위하여 국내 비탈면과 굴착공사에서 수행된 인발시험 자료를 수집하고, 지반특성, 쏘일네일의 제원, 인발시험 결과 등으로 구성된 데이터베이스를 구축하였다. 쏘일네일링의 인발저항에 대한 저항계수를 보정하기 위하여 국내에서 가장 많이 이용되며 비교적 자료수가 충분한 중력식과 가압식 그라우팅공법의 인발저항에 대한 저항편향계수를 산정하였다. 저항편향계수는 1.144~1.325으로 실제 극한인발저항력을 비교적 보수적으로 예측하고 있으며 미국의 연구사례(NCHRP Report)보다 안전측으로 설계가 이루어지고 있으나, 인발저항력에 대한 불확실성은 $COV_R$=0.27~0.43으로 비교적 큰 것으로 나타났다. 또한 가압식 그라우팅공법은 중력식 그라우팅공법에 비해 내재된 안전여유가 많으며, 실제 발휘되는 극한인발저항력의 불확실성이 낮은 것으로 분석되었다.
삭막한 도시환경으로부터 오는 스트레스는 도시민들에게 다양한 질병을 발생시키거나 건강을 악화시키는 반면, 자연은 인간에게 긍정적인 치유효과를 준다. 자연을 통한 치유프로그램은 활동공간의 특성에 따라 숲치유와 원예치료로 구분할 수 있다. 그러나 치유프로그램에 대한 연구는 독립적으로 이루어져 다양한 프로그램의 적용과 연계에 따른 효과를 파악하는데 한계가 있다. 따라서 본 연구는 숲치유와 원예치료의 생리적 심리적 효과를 비교 분석하여 각 프로그램의 효과와 차이점을 밝혀 향후 치유프로그램 개발과 치유공간 설계의 기초자료를 제공하고자 한다. 실험은 숲치유 5명, 원예치료 5명의 피험자를 대상으로 5일간의 프로그램에 대한 사전사후검사를 실시하였다. 생리적 반응은 혈압, 맥박, 코티솔 변화량으로 측정하였고, 심리적 반응은 기분상태검사로 측정하였다. 분석방법은 통계프로그램 SPSS 18.0 for windows의 분산분석(ANOVA)과 대응표본 T-test를 실시하였다. 연구결과, 1) 숲치유와 원예치료는 생리적, 심리적으로 모두 긍정적 효과를 보이며, 2) 숲치유는 원예치료보다 생리적 이완과 스트레스 감소에 더 효과적이고, 3) 원예치료는 숲치유보다 우울감 감소에 더 효과적인 경향이 있는 것으로 나타났다. 위 결과는 각 치유프로그램의 특징을 파악함으로써, 향후 치유프로그램 개발과 치유공간 설계를 위한 기초자료와 지침 설정에 도움이 될 것으로 기대한다.
최근 건설되는 특수교량에는 상시적인 유지관리 체계로서 계측시스템이 활발히 도입되고 있는 상황이다. 일반적으로 계측시스템을 이용한 교량 유지관리 시에는 관리기준치를 설정하여 교량의 상태를 평가하게 되지만, 관리기준치 설정 기준과 방법이 없어 설계허용값에 근거하여 단순하게 설정되고 있는 실정이다. 기존의 방법으로 설정된 관리기준치를 적용할 경우 관리기준치 범위 내에서 발생된 이벤트, 이상거동 및 점진적으로 발생하는 손상 등과 같은 교량의 상태변화를 파악하기에는 한계가 있다. 따라서, 본 연구에서는 기존의 절대치 관리에 있어 관리기준치 설정의 문제점을 고찰하여 실무에 효과적으로 적용가능한 개선된 관리기준치 설정 및 운영방법을 도출하였다. 개선된 관리기준치 설정을 위해 검벨분포를 사용한 확률론적 접근방법을 도입하여 재현빈도 50년, 100년의 기댓값에 대한 교량의 주의, 경고치를 산정하였다. 본 연구에서의 관리기준치는 설계허용치 범위 내에서 발생하는 이상거동을 감지할 수 있도록 계측데이터와 계측데이터의 구간변화량에 대한 관리기준치를 각각 설정되었으며, 제안된 방법으로 산정된 관리기준치는 실측 데이터에 대입하여 비정상적인 데이터의 발생여부를 적절하게 파악할 수 있다는 것을 확인하였다.
유엔 안전보장이사회(UNSC, United Nations Security Council) 주도의 경제제재는 초창기 '포괄적 경제제재(comprehensive sanctions)' 모델에서 '스마트 경제제재(smart sanctions)' 모델로 발전하고 있다. 유엔 안보리는 직접적인 무력개입(military intervention)보다 규범적 비용(normative costs)과 부담이 덜한 경제제재를 통해 대상 국가의 손익계산법(cost-benefit calculation)을 바꿔 행동변화를 이끌어내려고 했으나, '포괄적 경제제재'에 따른 비용 대부분이 일반 대중에게 전가되면서, 인도적 위기(humanitarian crisis) 사태를 초래하고, 대상 국가의 내부 결속력을 강화하는 역설적인 상황을 만들었다. 이에 따라 정책 결정 과정에 직접적으로 관여하는 지도자와 정치 엘리트를 대상으로 자산을 동결(asset freeze)하거나 여행금지(travel ban) 조치 등을 집중적으로 하는 '스마트 제재'가 탄생하였다. 대북한 경제제재 또한 '스마트 경제제재' 모델로 점차 발전하여 그 효과성을 나타내고 있다. 특히 최근의 결의안(resolutions)을 통해 석탄 수출을 전면 금지하고, 원유 수입을 제한함에 따라 지표상 가시적인 성과가 나타나고 있고, 2018년부터 한국, 미국과 평화협상에 나서면서 제재완화를 촉구하는 등, 위와 같은 '스마트' 대북제재가 북한의 행동변화를 이끌어내고 있음을 알 수 있다. 대북제재의 효과성은 북한의 대외무역규모(total trade volume) 변화량을 통해 측정할 수 있는데, '포괄적 경제제재'의 성격에 가까운 초기의 대북제재 결의안 채택 이후에는 북한 대외무역규모가 감소한 경우도 있지만 도리어 증대된 경우도 있었다. 그러나 석탄 수출 금지 및 원유 수입 제한 조치를 담은 2016, 2017년의 결의안 이후에는 북한 대외무역규모가 2016년 약 65억 달러에서 2017년 약 55억 달러로, 2018년에는 약 28억 달러로 대폭 감소한 사실을 발견할 수 있다. 북한의 대외무역은 정권의 자금줄과 같기 때문에 대외무역규모의 감소는 곧 '스마트 제재'의 효과와 같다. 대북경제제재의 효과성에 영향을 미치는 두 번째 조건은 중국의 대북제재 레짐(sanctions regime)에의 참여 여부다. 북한은 경제적으로 중국에 상당히 의존하고 있고, 이는 지표상으로도 명백히 나타나고 있다. 중국은 그 동안 북한의 지정학적인 가치 및 급변 사태 시 북-중 국경에서의 대규모 난민 발생 우려 등에 따라 직간접적으로 북한을 지지해왔지만, 북한 핵능력의 고도화에 따른 동북아시아 지역에서의 핵확산(nuclear proliferation) 우려, 미-중 무역분쟁에 따른 여파 등으로 대북제재 레짐에 성실히 참여할 것을 밝혔다. 실제로 중국의 대북한 석유 수출량이 감소하고, 북-중간 대외무역 총량 또한 2016년부터 지속적으로 감소하며, 대북경제제재에 중국의 참여가 제재 성공의 중요한 변수임을 증명했다. 효과적인 대북제재를 위한 마지막 요건은 북한의 경제제재 회피 노력 방지(prevention of North Korea's economic sanctions evasion efforts)다. 앞서 밝힌 바와 같이 석탄 수출과 원유 수입은 북한 정권의 자금줄이자 핵무력 고도화를 위한 필수 에너지원이다. 중국이 대북제재 레짐에의 참여를 선언한 상태에서 중국으로부터의 원유 수입량이 급감함에 따라 중동지역 등지로부터 바닷길을 통해 원유를 수입해야 하는데, 원유 수입량 제한에 따라 동중국해(East China Sea) 및 공해(high seas)상에서 선박 대 선박간 불법 환적(ship-to-ship illegal transshipment)을 실시하면서 대북제재를 무력화하고 있다. 유엔 대북제재위 산하 전문가 패널(Panel of Experts), 미 국무부(U.S. Department of State), 미 재무부 외부자산통제국(U.S. Department of the Treasury's Office of Foreign Assets Control, OFAC) 등은 보고서를 통해 북한의 해상 불법 환적 실태를 상세히 밝히고 있는데, 자동 선박 식별 장치(AIS, Automatic Identification System)의 허위 신호 송출(false signaling), 선박 등록 문서 위조(false certificate of registry)와 같은 방식으로 감시 및 단속을 회피하고 있는 실정이다. '스마트'한 대북제재 설계 및 중국의 참여로 대북제재가 북한의 행동 변화를 이끌어낼 수 있음이 확인되었지만, 국제사회의 눈을 피해 해상에서 만연하고 있는 불법 환적과 같은 행위는 효과적인 대북제재 실행의 마지막 퍼즐이라고 할 수 있다. 앞으로 해상에서의 불법 환적 행위를 막기 위해 다음 세 가지 정책적 함의를 도출해낼 수 있다. 첫 번째는 가장 강력한 조치라고 할 수 있는 해상봉쇄(maritime blockade)에 대한 고려다. 전세계 물동량의 40%가 지나가는 말라카 해협(Malacca Strait)은 북한에게도 중요한 해상 교통로이다. 북한이 계속해서 결의안을 위반하고 공해상에서 불법 환적 행위를 자행할 경우, 말라카 해협에서 북한과 연계된 의심 선박을 검문 검색하고 차단(interdiction)하여 강제적인 방식으로 북한의 제재 회피 노력을 근절할 수 있다. 남중국해(South China Sea)에서 중국과 미국 간, 중국과 주변국 간 갈등이 격화됨에 따라 다국적군의 말라카 해협 봉쇄는 중국에게 달갑지 않겠지만, 유엔 대북제재 결의안에 명시되어 있는 의심 선박에 대한 검문 검색 행위임을 명백히 함과 동시에 다자간의 협조를 바탕으로 하여 규범적 정당성(normative justification)을 높인다면 충분히 실현 가능한 방안이다. 두 번째는 공해상에서의 불법 해상 환적에 대한 감시 강화와 증거 수집이다. 마지막 세번째는 대한민국의 다국적 해상 감시 활동에의 참여다. 북한의 대북제재 이행 여부는 한국의 안보와 직결되는 사안이다. 대북제재의 최종 목표는 북한 비핵화에 있고, 협상 테이블에 북한을 이끌어내는 데 제재가 효과적이라는 것이 드러났기 때문에 핵 위협의 당사자인 대한민국 또한 효과적인 제재 이행 여부 감시에 책임감을 가져야 한다.

제 6 장 손해배상 및 기타사항
제 18 조 (손해배상)
당 사이트는 무료로 제공되는 서비스와 관련하여 회원에게 어떠한 손해가 발생하더라도 당 사이트가 고의 또는 과실로 인한 손해발생을 제외하고는 이에 대하여 책임을 부담하지 아니합니다.
제 19 조 (관할 법원)
서비스 이용으로 발생한 분쟁에 대해 소송이 제기되는 경우 민사 소송법상의 관할 법원에 제기합니다.

1. (시행일) 이 약관은 2016년 9월 5일부터 적용되며, 종전 약관은 본 약관으로 대체되며, 개정된 약관의 적용일 이전 가입자도 개정된 약관의 적용을 받습니다.
