Study on the Development of Social Evaluation Model for Aids to Navigation Accident (항로표지사고의 사회적비용 평가모델 개발에 관한 연구(I))

  • Aids to Navigation (AtoN) is a marine traffic safety facility used to facilitate the safe and efficient movement of shipping and enhance the protection of the marine environment by the regulations or guidelines of The International Association of Marine Aids to Navigation and Lighthouse Authorities (IALA). Our country is managing AtoN to provide consistent services for AtoN users, although an average of 141 AtoN accidents occur annually. An AtoN accident forces non-planned work on the managers to resort the function, and causes psychological anxiety for its users, ultimately resulting in economic losses. This study developed the Social Cost evaluation model of AtoN accidents. The model can be used to quantify the manager's economic activities related to the shutdown and recovery, as well as the cost associated with the inconvenience to AtoN users. The Social Cost evaluation model of AtoN accidents is proposed as the sum of the encounter cost, administration cost and risk cost.

  • In this study, a Vessel Shore Report Management System (VSRMS) is developed for the International Maritime Organization (IMO), Maritime Service Portfolio (MSP) Number 8, which comprises vessel shore reporting. Several documents have to be completed before the arrival/departure of a vessel at a port, as each national port has its own reporting format and data. The present vessel reporting system is inefficient, time-consuming, and involves excessive paperwork, which results in duplications and errors. To solve this problem, in this study, the vessel reporting formats and data contents of various national ports are investigated, as at present, the reporting documents required by the current IMO standard includes insufficient information which is requested by national ports. Initially, the vessel reporting information of various national ports are collected and analyzed. Subsequently, a database structure for managing vessel reporting data for ports worldwide is devised. To make the transfer of data and the exchange of information of vessel reports much more reliable, efficient, and paper-free, VSRMS, which is a software application for the simplification and facilitation of vessel report formalities, is developed. This application is developed using the latest Microsoft C#.Net Programming Language in the Microsoft Visual Studio framework 4.5. It provides a user interface and a backend MySQL server used for database management. SAP Crystal Reports 2013 is used for designing and generating vessel reports in the original report formats. The VSRMS can facilitate vessel reporting and improve data accuracy through the reduction of input data, efficient data exchange, and reduction of the cost of communication. Adoption of the VSRMS will allow the vessel shore reporting system to be automated, resulting in enhanced work efficiency for shipping companies. Based on this information system and architecture, the consensus of various international organizations, such as the IMO, the International Association of Marine Aids to Navigation and Lighthouse Authorities (IALA), the Federation of National Associations of Ship Brokers and Agents (FONASBA), and the Baltic and International Maritime Council (BIMCO), is required so that vessel reporting is standardized internationally.

A Study on the Distribution and Composition of Floating Debris in the Coast of Korea I. Southeastern Sea (연안어장의 부유성 폐기물 분포와 조성에 관한 연구 I . 남해 동부해역)

  • Floating debris was recorded from a training ship, #1 Kwarnksan, of Pukyong National University with about 10 knots speed during March, May and July of 1997. The area sampled is the Southeastern Coast of Korea, divided into 40 unit segments on survey routes. Debris fabrication materials were categorized using the following ; man-made or natural wood items, paper, cardboard, nylon rope, netting, styrofoam and plastics, floating metal and glass containers. All identified items within a $100\;{\pm}\;2\;m$ wide band were recorded but ignored if beyond this boundary.The results of distribution and composition of floating debris in the area as follows:1. The quantities of debris during the duration of survey were distributed from 2~605 items per km2. The most obvious trend is the widespread distribution of all debris. 2. The highest densities of all debris were discovered in the coastal waters of Seoimal lighthouse, the southeastern part of Koje island, next near Nakdong estuaries. Especially styrofoam & plastics were observed in 77.4~87.2% of sampled area, next is wood items, 9.1~ 13.5%. And nylon netting & rope, 3.6%, was the third item of pollutant. Others are very small. 3. Compared with the East Coat of Korea, the quantities of all debus in theSoutheastern Sea are 6 times as large as the East Coast. The survey provides a basis for more detailed survey work in the South Sea. Further surveys are being investigated, and from this it is hoped that a much wider coverage can be achieved, perhaps on all sites of the Coast of Korea and contributed to the removal method, finding of sources, stationary area of debris.

Shore-to-sea Maritime Visible Light Communication using Color Clustered MIMO (컬러 클러스터 MIMO 기술을 적용한 해상 가시광 통신 시스템)

  • Shore-to-sea visible light communication using color clustered multiple-input and multiple-output (MIMO) is presented. The proposed maritime visible light communication (MVLC) offers a low-cost, high-speed wireless link for shore-to-sea maritime communications. Each color cluster is comprised of 50 red, green and blue (RGB) light emitting diodes (LEDs) and is modulated using on-off-keying (OOK). Selection combining is performed at the receiver, producing diversity effect within that color cluster. In this paper, we employ sea states (wave height, wind speed, etc.) data from both Pierson-Moskowitz and JONSWAP spectrum models under atmospheric turbulence conditions. Based on the simulation model, the maritime link quality is analysed in terms of coverage distance and bit error rate performance. The results show that the proposed system provides an efficient MVLC, while satisfying International Association of Lighthouse Authorities (IALA) requirements for maritime buoyage system and also offering sufficient illumination from high power LEDs.

  • In many cases of underwater blasting in South Korea, the special blasting is mainly used for deepening harbor, installing gas pipes, or well blasting to build a bridge. The procedure of well blasting is almost same with shaft blasting, but the difference is that water is filled in before blasting. In case of deepening blasting under water, the first step like drilling, arranging explosives, and wire connection is done on a barge, then the next step such as charging and tamping is accomplished under water by expert divers. Therefore, underwater blasting needs precise and exact plan before blasting. In this paper, authors would like to introduce a case of underwater blasting for deepening the Busan new port with emulsion explosives and non-electric detonators in order to get some of 8,500TEU out sized container vessels entered into the port and to make safe. Considering environment and vibration, the blasting was controlled to minimized the damage to the lighthouse nearby. It will be great help to many other blasting sites where emulsion explosives and non-electric detonators are used for underwater blasting through this case.

Design of Network-based AIS Reference Station System (네트워크 기반 AIS 기준국 시스템 설계)

  • In order to prepare for increasing performance requirement for Differential Global Navigation Satellite System (DGNSS) services of International Maritime Organization (IMO) and International Association of Lighthouse Authorities (IALA), this paper focuses on design of network-based Automatic Identification System (AIS) reference station system that can perform the functionality of Differential Global Positioning System (DGPS) reference station in an AIS base station system. AIS base station receives the differential corrections from the DGPS reference station, and it is not a method for transmitting the received differential corrections to onboard AIS units, but it is a method for generating the optimized differential corrections for onboard AIS units in AIS coverage. Therefore this paper proposes an algorithm for generating the differential corrections at AIS reference station, and performs the performance assessment of the proposed algorithm based on DGPS correction data measured from a DGPS reference station. Finally this paper discusses the test results and efficiency of the proposed system.

Design and Implementation of Mobile VTS Middleware for Efficient IVEF Service (효율적인 IVEF 서비스를 위한 모바일 VTS 미들웨어 설계 및 구현)

  • The IVEF service is the draft standard designed for exchange of information on sea traffic between the vessel traffic systems and between the vessels. Standardization of this service is under way as a part of the next-generation navigation system, called e-Navigation. The International Association of Lighthouse Authorities (IALA) suggests, on its recommendation V-145, the IVEF service model and the protocol for provisioning of this service. But the detailed configuration of this service must be designed by the users. This study suggests, based on the basic service model and protocol provided in the recommendation V-145, the implementation of the J-VTS middleware which will facilitate exchange of information on sea traffic. The J-VTS middleware consists of various components for providing the IVEF service and for processing the IVEF message protocols. The vessel traffic systems and the vessels corresponding to upper-layer applications may use the IVEF service with the functions provided by the J-VTS middleware, and the services are designed to be accessed according to the security level of users.

  • In order to improve the existing S-57 standard, International Hydrographic Organization(IHO) has developed S-100 standard, a Universal Hydrographic Data Model(UHDM) expanded from ISO 19100 series standard to hydrographic area, and is in the process of its implementation. International Maritime Organization(IMO) has established CMDS based on e-Navigation strategy data standard as International Association of Lighthouse Authorities(IALA) established IHDM based on aids to navigation data standard and each data standard is linked with the S-100 standard. Fundamental concept and core principles of S-100 standard is suitable not only for the development of a wide range of hydrographic data and service production standard, including the next generation ENC, but also the development of product specification of non-hydrographic area. This study has examined the operation principle of S-100 standard and analyzed its implementation process as e-Navigation data in relation with ENC. It also noted the utilization of S-100 standard based e-Navigation and its potential effect via examining the development cases of S-100 standard-based product specification, such as nautical publication, ship reporting and pilot request, digital routing guide, tide and water level transmission and other important data cases of e-Navigation field.

  • Current is change to concept that management traffic of ship os magnified gradually to near shore waters from harbor. Therefore, introducing the technology of AIS in the ground station, lighthouse, bouy, sea facilities etc.. that is support equipment for safety sailing of ship and safety security of harbor and ship administration. The operation and maintenance of AIS for aids to navigation are required to efficient method. With this actuality, sea advanced nation of EU, USA, Japan that has been apply for developing AtoN AIS equipment that is connected equipment of technology standard in IALA. Because of it is expected to depend equipment in income, that is required to domestic technology of the AtoN AIS. This paper is targeted to development that is suitable automation AtoN AIS equipment in environmental peculiarity for constructor AtoN operating administration center. It has been realization send protocol for information interchange.

  • This study is the visually identification lighting for easy to distinguish using colors LED on AtoN facility in harbor gate, which have realized a controller for certainly express the gate of harbor by red light and green light of both sides a harbor and for synchronization at a time of right and left or sequential the harbor guidance light through synchronizer or timer by GPS. There is expectation effect that is prevent a confusion about distinguish of facility by ship's operator and to beautify a night scene of harbor, which is expressed to identification lighting differ from great many lighting of harbor with variable color lighting the lighthouse body and vertical layer color lighting using LED. Especially the function of AtoN is displayed for harbor safety message by CW lighting, and this system is the power consumption greatly reduce by candle alternated high light LED.
