This study aims to understand human resource management in the Library of the House of Representatives of the Republic of Indonesia (DPR RI) during the COVID-19 pandemic. This institution had to change its work procedures, including its management of human resources. The research uses a qualitative approach with a case study method. Data was collected through interviews, observations, and document analysis, carried out from October to December 2020. The findings show that working from home practices had the following impacts: reduced ability to concentrate while working; many forced changes to the work programme; and problems of miscommunication due to work instructions being conveyed through a WhatsApp group. In response to the situation, the planning function of management was used to suspend the recruitment of interns; the organizing function was divided up tasks into two or three working days a week; the actuating function was seen in the willingness of leadership to motivate staff and to optimize resources by providing training; and the controlling function was realized in an online presence and online reporting mechanisms. It was concluded that the implementation of human resource management in the library was achieved through flexibility and staff empowerment. This involved carrying out initiatives and controlling their effectiveness in response to whatever changes were required by the latest pronouncements from government. Obstacles were still encountered in the implementation of these changes, especially in relation to the organizing function of management, where some conflict was seen between the DPR RI librarians.

Open education is a worldwide movement to overcome educational barriers based on digital technology. It is necessary to discuss how to carry out the educational function of the library in the increasingly widespread open education environment. This study examines the concept and components of open education, and proposes an approach to how the library performs educational functions in an open education environment. The results of this study will serve as a guide in setting the role and direction for the library to become the subject of the implementation and spread of open education from the perspective of the library's educational function.

The purpose of this study Is to recommand all kinds of library in Korea to develop a disaster plan. The materials in the library are apt to get damaged at once by such disasters as fire or flood etc. It is fortunate that we Have not found any big disaster at libraries in Korean. considering many cases of big disaster which distroy materials at library in foreign countries. In spite of the posibility of disaster any time, that will make librry loss of function, there are no library that have a disaster plan in Korea. Disaster plan is a guidance by which materials are conserved at ordinary times, protected and recoverd in contingency. It consists by four elements: prevention, preparedness, reaction and recovery. As libraries function by biblogrophic data and user data in automation system, it is also recommended to prepare system protection in the disaster plan.

The lack of human resource, budget and understanding in organization didn't allow the library in museum to accomplish its function fully. I tried to find the development strategies toward special library in abroad cases. As a result, I suggested the librarian's role change from manager to collector, the expansion of the specialized collection, the function as institutional archives, the construction of networking between libraries.

Academic libraries need to support effectively cyber education which should be managed successfully. When the information materials and library services for distance learners are supported efficiently, they can maximize learning effects. This study explored the role and function of academic libraries that seek to support cyber education successfully through previous foreign studies and presented the elements of the librarian, library service, digital library, library administration and policy that academic libraries must consider to support cyber education successfully.

There are very few studies on the guidance service which is one of the important reference and information service function in the library. During the last decades, Readers' Advisory Service has become one of the most interesting and demanding function in many Public libraries of the western world. This paper Introduces the background theory of Readers' Advisory Service and the basic skills for readers' advisors. Library managers and library schools can get ideas from this paper in planning reading programs for adult library users and training programs for library staff and LIS students.

With the development of industrial technology an amount of information has sharply increased and an information-oriented society had come. This information environment changed the function of library. Today's public library not only save and record the information but also encourages residents to use information and culture activities such as lifelong education. As the library plays a variety role, it has become an multiplex space. Added new function, various space has formed and each space requires their own interior images that fits it's character. Here this study is to research new changed library's characteristic in interior image through five library's on-the-spot survey.

For the public library reading revitalization in this study it is to review program development examples which is differentiated by own library from the existing reading education and reading program. Based on the specialized program examples it intended suggesting a method of reading revitalization, after reviewing enlarged specialized function in the existing public library function, and analyzing related the reading activity status concerning with Seoul city public library, 'One Library One Book Reading' activity and U. S. A public library. Also, this study suggested future public library reading revitalization through the specialized quality service program development and construction related reading.

As functions of public library has become diversified, proper environment color plan enhancing a supporting environment of user based on a function of public library should be achieved by utilizing space chromatics which is a psychological environmental factor. Therefore, public library's color environment of each space functions should be understood and the foundation of color plan enhancing supporting environment of user should also be established under the premise that public library color environment which supports integrated functions to every local residents by meeting functional roles of library. As functions of public library expands, this study has its purpose to analyze color environment characteristics by mainly focusing on library of Busan region to study color environment supporting function of each space. Through a literature research, function and role of color, environment color have considered, and through a preceding research analysis on public library's present condition analysis and tendency of library color preference, theoretical background on library color environment has deducted. By researching present condition of environment color application at 9 public libraries located at Busan, the environment color characteristics of library has deducted through an image adjective analysis using color system, coloration analysis, IRI(Image Research Institute) color image scale. This study can be provided as a reference data for environment color plan based on spatial function to enhance supporting environment of public library user, and it is expected to utilize in the library facility plan which has been diversified.

The purpose of this article is to take a look into the past twenty years and to evaluate the changes in the organization of the library and the information function during this time period. Academic and special libraries are the ones that have made an impressive progress and innovations to keep pace with a changing environment. New technologies and ideas have brought strong supporters of offering various specialized information services to the library users. The different approaches and experiments to better perform this professional role in the library and in turn, the efforts in the educational institutions to meet the challenges were reviewed through the literature. Much of the literature available regarding the reference and information function deals mainly with the trends in the u. s. libraries. The implications of these trends to Korean libraries and library education are sought in view of our social, economic, and educational circumstances as well as our user behavior.
