A Review and Implication of Act on the Promotion of Korean Medicine and Pharmaceuticals (한의약육성법의 함의 및 발전방향)

  • Objective : This study was aimed to review the Act on the Promotion of Korean Medicine and Pharmaceuticals. Method : We searched document about the Act on the Promotion of Korean Medicine and Pharmaceuticals. We used Korean Law Information Center(https://www.law.gov.kr) to find the revision of the act. Results : We looked at the current status of the revision of the Act on the Promotion of Korean Medicine and Pharmaceuticals, and the law was revised four times in total. Through the revision of the law, the definition of Korean medical practice was not only expanded, but also the establishment and role of National Institute of Korean Medicine Development were extended. Specific descriptions of Korean medicine technology will be needed in the future, and laws that are less effective should be revised and the role of National Institute of Korean Medicine Development should be further strengthened. Conclusion : For the future of Korean medicine, in-depth consideration is needed on how to foster oriental medicine.

Creep Behavior Analysis of 25Cr-20Ni Stainless Steels by Omega Method (오스테나이트계 25Cr-20Ni 스테인리스강의 Ω법을 이용한 고온 크리프 거동 해석)

  • For two kinds of 25Cr-20Ni stainless steels, STS310J1TB and STS310S with and without a small amount of Nb and N, creep behavior has been studied in a stress and temperature range from 147 to 392 MPa and from 923 to 773 K with a special reference to tertiary creep. The average creep life of STS310J1TB was about 100 times longer than that of the STS310S. The apparent activation energy for the initial creep rate was 330 kJ/mol in STS310J1TB, while that of the STS310S was 274kJ/mol in a power law creep region and 478 kJ/mol in a region of power law breakdown (PLB). The activation energy for STS310S below PLB is close to the for self-diffusion. When compensating for the temperature dependence of the Young's modulus and the omega value, it was found that the apparent activation energy for STS310J1TB was reduced to the activation energy for diffusion of chromium atom in gamma steel. The stress exponent of STS310S was about 12.3 above PLB and 5.1 in a power law creep region. Notwithstanding that the creep condition for STS310J1TB was in a power law creep region, its stress exponent was 7.9 larger than that of STS310S corresponding to the same creep conditions. This was ascribed to the presence of fine precipitates in STS310J1TB.

Design of CPW-Fed Broadband Antenna Using the CSRR for WLAN Band Notched Characteristic (CSRR을 이용한 WLAN 대역 저지 특성 CPW 급전 광대역 안테나 설계)

  • In this paper, a broadband antenna of the CPW structure with a band-notched characteristic is presented. To obtain this characteristic, the complementary split ring resonator(CSRR) is inserted in the ground plane. In addition, the IEEE 802.11a WLAN band(5.15~5.825 GHz) appears in the band-notched characteristic. The proposed antenna dimension is $36{\times}60{\times}1.6\;mm^3$, and it is designed on the FR-4 substrate having a relative dielectric constant of 4.4. The designed antenna shows that the resonant frequency is 2.03~10.78 GHz below the return loss of -10 dB and a VSWR less than 2 was satisfied. As a result, the proposed CSRR has a band-notched characteristic in the range of 4.917~6.017 GHz which the center frequency is about 5.4 GHz band.

  • It is the developing policy of fishing village of korea that the fishermen are not to leave their fishing village by the construction of abandant and rich fishing village in the social, cultural and economic side of view. The government has promoted the project to improve the fishing and agrarian village from 1992 year, but it is not so helpful to solve the problem of the island and fishing village. Therefore, it has to improve the structure of fishing village and to develope the vital and lively fishing village, Japan had enacted the special law for the promotion of out-island which was called the law for the promotion of Ri-do isalnd, and commenced to develop the Ri-do island. The law for the promotion of Ri-do island is limited to 10 years, but it was amended 10 times and Japanese government has invested as many as budget to Ri-do isalnd during 30 years. Korean government also had enacted and enforced the special law for the promotion of out-isalnd developement referring to Japanese system. However, it is neccessary at first to improve the system that the fishing village is able to develope the fishing port in order to make higher the efficiency of investment. Moverover, the earning differentials bewteen the city and the fishing village has to decrease by the developement of transport convenience and pavement of the road of the out-isalnd and remote fishing village. Otherwise, it is requested rapidily to set up the welfare policy for the aged people because the inhabitants of fishing village become to great age, and inhabitants could be at least diagnose one time every week in the good medical facilities. The ministry of marine and fisheries has to permit the sports fishing business by the small fishing vessel in order to increase the income of inhabitants of fishing village and put a lot of the fishing reefs which are constructed to 2-3 story into the sea. And then the sports fishing business will be flourish by the small fishing vessel.

Flow Signal Characteristics of Small Scale Electromagnetic Flowmeter in Low Conductivity Fluid Measurement (저전도율 유체 측정에서 소형 전자기유량계의 신호 특성)

  • In order to scrutinize the fluid conductivity effects on the electromagnetic flowmeter(EMF) characteristics, a small scale EMF was designed and fabricated. The measuring tube has a $3mm{\times}4mm$ rectangular cross-section, 9 mm length, and a $2mm{\times}3mm$ plate electrode and a ${\Phi}1.5mm$ point electrode. The design parameters, such as the magnetizing frequency and the number of coil turns, and the diameter were optimized. The EMF was tested with a gravimetric calibrator and showed good linearity in the range of 0 to $1.17{\times}10^{-5}m^3/s$. The fluid conductivity was varied between 3 and $11{\mu}S/cm$, and the magnitude of the flow signal was proportional to the fluid conductivity and the wetted area of the electrode. The design information and the test results provide flow measurement techniques for very low flowrate.

  • Corrosion characterization of Fe-XAl-0.3Y(X=5, 10, 14 wt%) alloys in $0.1{\sim}1N$ sulphuric acid at room temperature was studied using potentiodynamic techniques. The morphology and components of corrosion products on surface of Fe-aluminide alloys were investigated using SEM/EDX, XRD. The potentiodynamic polarization curve of alloys exhibited typical active, passive, transpassive behaviour. Corrosion potential($E_{corr}$) and corrosion current density($I_{corr}$) values of Fe-XAl-0.3Y alloys followed linear rate law. $E_{corr}$ of 10Al alloy and 14Al alloy was ten times lower than 5Al alloy. Icorr of 14Al alloy was five times lower than 5Al alloy. The passive film on the surface of Fe-5Al-0.3Y alloy was formed iron oxide. Fe-10Al-0.3Y and Fe-14Al-0.3Y alloys passive films were aluminium oxide. especially, Fe-14Al-0.3Y alloy showed good corrosion resistance in $0.1{\sim}1N$ sulphuric acid. This is attributed to the forming of protective $Al_2O_3$ oxide on the surface of Fe-14Al-0.3Y alloy.

Effect of Ozone Injection on Dewaterability and Thickening of Sewage Sludge (하수 슬러지 농축 및 탈수성에 미치는 오존의 영향)

  • It is required to propose an alternatives for appropriate sludge treatment owing to persistent construction of sewage treatment plant and increase of sewage sludge quantity. In order to treat sludge more efficiently, the methods which reduce the cost of sludge treatment have been studied such as sludge reduction and conditioning. Especially ozone treatment reduces solid quantity and improves separation of solid-liquid at the same time. Therefore ozone treatment have a positive effect on reduction and stabilization of sludge. So, this study applied ozone to sewage sludge and induced cell destruction of sludge. By comparing with the correlation between thickening and dewatering, and evaluating moisture content and solubilization of cake, this study verificates the effect of process improvement for ozone pre-treatment. In J-STP case, according to ozone dose solid flux increased about 12 times from $1kg/m^2{\cdot}h$ to $12kg/m^2{\cdot}h$. Also this plant were capable to shorten thickening time from 40 minutes to 6~7 minutes. Thus it is expected to reduce volume and retention time of thickener. On pH effect factor, dewatering at pH4 was more than at pH11, $3.05{\times}10^{11}$ and $3.82{\times}10^{11}(m/kg)$. But effect of pH was analogous to ozone, $2.81{\times}10^{11}(m/kg)$. The effect of pH on thickening was similar to law sludge, $0.68(kg/m^2{\cdot}h)$, and the effect of ozone injection on thickening was the biggest, $3.45(kg/m^2{\cdot}h)$. The COD solubilization rate improved from about 5 to 30%. So it is judged that we are able to utilize most solubilized sludge to another sewage treatment plants.

Spectrophotometric Determination of Nickel in Steel with Di-2-pyridylmethanone 2-Thiophenecarboxylic Hydrazone

  • Di-2-pyridylmethanon 2-thiophenecarboxylie hydrazone(DPMTCH) was synthesized and used as a chromogenic reagent in the spectrophotometric determination of nickel in steel. The proton disc spectrophotometrically, were $pK_{a1}= 2.66$ and $pK_{a2}= 10.98$ ${\mu}=0.5(NaCl)$. Nickel(II) reacts with DPMTCH to form a 1:2 metal-2-ligand ratio complex, the xylene solution of which has an absorption maximum at 417 nm. Beer's law is obeyed over the range $0-1.17\;mg\;ml^{-1}$ of nickel(II). The molar absorptivity of the nickel(II) complex is $4.17{\times}10^4l\;mol^{-1}\;cm^{-1}$. The precision of the method was estimated for 4.7 mg of nickel(II), the coefficient of variation for 15 replicate determinations being 0.34%.

A Study on the Revisions of the School Facility and Equipment Standards with the Changes in Education Curriculum and Legislations of School Facilities and Equipment (교육과정과 학교 시설.설비 법령의 변천 비교에 따른 향후 개정 방향 연구)

  • To ensure the effective operation of a curriculum, facilities and equipments should be properly supported. Therefore, changes are required for educational facilities in accordance with the curriculum, revised 10 times in total from 1945 to 2011, but it's true that the facility and equipment laws, which are the standards of facility and equipment changes, did not adapt to the changes. After 'the Act on Standards of School Facilities' was repealed, 'the Act on Establishment and Operation of the Schools,' the corresponding law for the purpose of spatial configuration for teaching and learning methods, was enacted in Sept. 1997. This law has been active for 14 years and revised 11 times thereafter. It has also been decided to often revise the curriculum, so the 7th National curriculum has undergone 6 times of minor revisions. Among them, the most recently revised 2009 curriculum is to be applied for elementary school 1st and 2nd grade, middle school 1st grade, and high school 1st grade from the beginning of this year of 2011. Hereupon, the purpose of this study is to research on the revisions of the school facility and equipment standards which can support the curriculum revised in 2009 and thereafter by examining classrooms and facilities as the learning space that can respond to the changes of school functions and systems with curriculum transition, of teaching and learning systems, and of subjects.

EFFECTS OF IRRADIATION ON THERMAL CONDUCTIVITY OF ALLOY 690 AT LOW NEUTRON FLUENCE

  • Alloy 690 has been selected as a steam generator tubing material for SMART owing to a near immunity to primary water stress corrosion cracking. The steam generators of SMART are faced with a neutron flux due to the integrated arrangement inside a reactor vessel, and thus it is important to know the irradiation effects of the thermal conductivity of Alloy 690. Alloy 690 was irradiated at HANARO to fluences of (0.7-28) ${\times}10^{19}n/cm^2$ (E>0.1MeV) at $250^{\circ}C$, and its thermal conductivity was measured using the laser-flash equipment in the IMEF. The thermal conductivity of Alloy 690 was dependent on temperature, and it was a good fit to the Smith-Palmer equation, which modified the Wiedemann-Franz law. The irradiation at $250^{\circ}C$ did not degrade the thermal conductivity of Alloy 690, and even showed a small increase (1%) at fluences of (0.7~28) ${\times}10^{19}n/cm^2$ (E>0.1MeV).
