국민건강보험 지역보험료 체납 결정요인 및 체납확률 예측모형 (A Study on the Late Payment Behavior of the National Health Insurance Contribution)

  • The purpose of this study is to (1) identify socio-demographic, economic, village-effect variables that influence the late payment of the National Health Insurance contribution, (2) to develop the model to predict the probability of a household to make late payment of the contribution. Data is composed of information on 78,858 households, Gangnam branch, National Health Insurance Corporation, as of September 30, 2001. We analyzed the data by using multivariate logistic regressions. The major findings are as follows; (1) an older or female householder whose family consists of smaller number of members is more likely to pay the contribution late than others, (2) as for income, one who belongs to a lower income group or nm a private business tend to pay it late, (3) more attention should be paid to a householders who does not have his/her own house or automobile so as to prevent late payment, (4) lastly, those who live in villages such as Nonhyun-l-dong are less likely to pay the contribution prior to due date.

소비자 신용 연체행동에 대한 관련요인 (A study on the late payment behavior of the Consumer Credit)

  • The purpose of this study was to (1) identify sociodemograghic, economic, psychological and use of credit variables that influence the late payment behavior of three types of consumer credit which are service credit, credit card, installment purchasing credit, (2) compare the levels of the credit counselling between the normal payment behavior group and the late payment behavior group about both of the counselling experiences and needs. Data were collected from questionnaires with 337 adults who were residents of Seoul. The major findings are as follows ; (1) There are independently significant probability differences for measure of the sociodemographic, economic, psychological and use of credit variables on dichotomous Logit analysis (2) Both the experience and need levels of credit counselling were concentrated on the family.

  • The purpose of this article is to examine the Delays of Performance under UN Convention on Contracts for the International Sale of Goods. In theory, there exist three clearly distinguishable categories of breach of contract, namely non-performance, non-conforming performance and late performance. In particular, delays of performance are the most common breach of sales contract including late delivery, late payment or late performance of any other obligation. In this regard, this article examines how parties can, through careful drafting, avoid or minimize legal problems in case of delay in performance. Especially, the export perspective focuses on the seller's interests, which require that sanctions be as lenient as possible if the seller has breached the contract but that there are prompt and adequate sanctions if the buyer has breached the contract. Furthermore, the seller should ensure that a short or medium delay in delivery will not entitle the buyer to declare the contract immediately avoided and take precautions against late payment, including delayed opening of a letter of credit.

  • Contracting is said to be a high-risk business, and a common cause of business failure is related to cash management. A contractor's financial viability depends heavily on how actual payments from an owner deviate from those defined in the contract. The paper presents a method for contractors to evaluate the punctuality and fullness of owner payments based on historical behaviour. It does this by classifying owners according to their late and incomplete payment practices. A payment profile of an owner, in the form of aging claims submitted by the contractor, is used as a basis for the method's development. Regression trees are constructed based on three predictor variables, namely, the average time to payment following a claim, the total amount ending up being paid within a certain period and the level of variability in claim response times. The Tree package in the publicly available R program is used for building the trees. The analysis is particularly useful for contractors at the pre-tendering stage, when contractors predict the likely payment scenario in an upcoming project. Based on the method, the contractor can decide whether to tender or not tender, or adjust its financial preparations accordingly. The paper is a contribution in risk management applied to claim and dispute resolution practice. It is argued that by contractors having a better understanding of owner payment behaviour, fewer disputes and contractor business failures will occur.

신용카드 이용대금 연체집단의 특성에 관한 연구 (A Study on the Characteristics of Credit Card Delinquents)

  • The purpose of this study was to identify the characteristics of late credit card bill payers. Data were collected through a questionnaire survey of 621 credit card users residing in five metropolitan cities including Seoul and Gyeonggi Province. The results indicated that credit card delinquents showed irrational behavior in managing the use of credit cards. That is, they unnecessarily subscribed for credit cards, used their credit cards without signature, or excessively used the credit cards regardless of their payment capability. From these study results, two recommendations were made : 1) consumer education on credit card use and credit management and 2) law revision on regulating credit card use.

  • The purpose of this study was to categorize the contribution evasion and develop the expected models for contribution arrears in National Health Care System. The modified logistic regression model in non-payments was used as logistic regression model based on the statistical method. By using this model, we arranged non-payment types and typical branches those are appeared by statistical technique. First fact, sex and age branches those are able to take a part in economy had effect mostly. Also they had difference in non-payment probability by existence of their incomes and property. Especially people who didn't have their own house and car were appeared in high non-payment probability, disease and reduction characteristic(rare diseases, reduction of seniors, handicaps, numbers of medical treatments) didn't effect much in probability. The reason for some characteristic of non-payment which is higher than the correct threshold value of Logistic Regression Model (a suggested model for predicting non-payment)'s distribution of probability was mostly moral hazard. Living difficulty was the bigger reason for non-payment, but moral slackening was the bigger reason for non-payment. But it is careless to decide that moral hazard is just the reason, there is a necessity to examine on the side of sociology based in family. By the reason, the member's non-payment reason can be classified by economy, population, and psychology, but there was a comprehension that losing of work desire could be one reason. So we analyzed informations for composition of family of members. In conclusion, we grasped that family conflict makes non-payment and conversion of member in the National Basic Livelihood Protection System difficult.

유럽공통매매법(CESL)상 계약의 종료단계에서의 법적 기준 - CISG와의 비교를 중심으로 - (Legal Bases for the Termination of a Contract under Common European Contract Law)

  • European Commission drafted and proposed the Common European Sales Law(CESL) to the European Parliament for the realization of a uniform set of international private law rules within the EU internal market. Since its purpose is for free international commercial activities for the sale of goods, for the supply of digital content and for related services, it was proposed to enable EU Member States to adopt or supplement as their substantive law according to their options. This study is relate to the legal bases on termination of a contract under CESL, they are composed of three parts: damages and interest, restitution and prescription. Damages and interest are divided into damages, general provisions on interest on late payments, and late payment by traders. Damages are explained by dividing into right to damages, general measure of damages, foreseeability of loss, loss attributable to creditor, reduction of loss, substitute transaction, and current price. Restitution is described by dividing into restitution on revocation, payment for monetary value, payment for use and interest on money received, compensation for expenditure and equitable modification. Prescription is explained by dividing into general provisions, periods of prescription and their commencement and extension of periods of prescription. General provisions explain right subject to prescription into a right to enforce performance of an obligation and any right ancillary to such a right. Regarding period of prescription, the short one is two years and the long one is ten years. However, in the case of a right to damages for personal injuries, period of prescription for such right is thirty years. Regarding commencement, the short one begins to run from the time when the creditor has become, or could be expected to have become, aware of the facts as a result of which the right can be exercised, while the long one begins to run from the time when the debtor has to perform. However, in the case of a right to damages, the CESL clarifies that it begins to run from the time of the act which gives rise the right.

패션제품 TV 홈쇼핑 중독에 관한 연구: 물질주의, 쇼호스트, 신용카드를 중심으로 (A study Addictive Buying on Fashion item in TV Home-Shopping; Focused on Materialism, Show host, Credit card)

  • The purpose sof this study was to examine consumer's addictive buying through the TV home shopping, focused on materialism, show host and credit card use consumer. Two hundred four female consumers who had purchased fashion items in TV home shopping had participated for this study. For data analysis, descriptive statistics, factor analysis, t-test, and multiple regression were used for the study with SPSS 12.0 program. The result were as follows. First, the addictive buying group was 13.2% among respondents while non-addictive buying group was 86.8%. Second, materialism was classified into 3 factors: happiness, success and possessiveness. Show host was classified into 3 factors such as visual presentation, image and communication skill. Credit card was classified into 3 factors: sales promotion, late payment and method payment. Results of multiple regression revealed that happiness and possessiveness from materialism, credit card late payment, and show host communication skill were significantly related to addictive buying. Based on these results, this study would provide fashion marketing strategies for reasonable and reasonable consuming culture, since addictive buying has been not only individual problem but also social problem. 건강보험료 체납자에 대한 급여제한 사전통지제도의 효과성 분석 (A Study on the Effect of Benefit Limit Measure on the likelihood of the late payers of paying missed health insurance premium: The Case of Korea)

  • 본 연구의 목적은 급여제한 사전통지제도가 건강보험료 체납자의 체납보험료 자진납부에 미치는 영향을 실증적으로 파악하는 것이다. 본 연구에서는 건강보험공단의 전산자료부터 2010년 1월 21일에 실시된 제 8차 급여제한 사전통지 대상자 155만 명에 관한 자료를 표본으로 추출한 다음 표본을 체납자집단(사전통지 도달, 사전통지 미도달)과 비체납자집단(비대상 체납자, 차상위)로 분류하고 각 집단으로부터 체납자 규모의 10%에 해당하는 15만 명씩을 최종표본으로 추출하여 분석자료로 사용하였다. 다양한 로지스틱회귀분석모형을 추정한 결과, 급여제한 사전통지제도가 통계적으로 유의한 수준인 체납보험료 납부독려 효과를 가진 것으로 나타났다. 그러나 분석결과의 통계적 유의성과는 별개로 급여제한 사전통지제도의 효과는 매우 제한적인 것으로 나타났다. 연구대상 체납자 중 급여제한 사전통지를 받은 이후 체납보험료의 일부 또는 전부를 납부한 체납자는 직역 차이를 고려하더라도 25% 미만 수준에 불과한 것으로 밝혀졌다. 이처럼 체납보험료 납부율이 저조한 이유는 보험료 체납자 중 상당수가 빈곤으로 인해 보험료 납부능력이 없는 생계형체납자이기 때문이라 판단된다. 이러한 현실을 고려할 때, 건강보험공단이 실시하고 있는 급여제한 사전통지제도나 자진납부기간 운영 등은 일부 체납자에게는 보험료 납부독려 효과가 있으나 대다수의 보험료 체납자들에게는 효과가 없으며 오히려 보험료 체납자의 비용부담을 가중시켜 체납 상황에서 벗어나기 어렵게 만드는 결과를 가져올 수 있다. 본 연구에서는 이러한 연구결과를 바탕으로 급여제한 사전통지제도의 개선을 위한 일련의 정책방안을 제시하였다.

  • 코로나19로 인한 이커머스 거래의 급증으로 해외에서는 Buy Now Pay Later(선구매 후결제, 이하 BNPL)가 밀레니얼 세대 사이에서 차세대 결제 수단으로 부상했다. 국내에서는 네이버 쇼핑과 쿠팡이 후불결제를 제공해 고객 락인(lock-in) 효과, 카드사 수수료 절감, 소매금융사업 진출 등을 도모한다. 그러나 소비자 관점에서 후불결제의 수용에 영향을 미치는 요인에 관한 국내 연구는 부족하다. 이에 20~30대 대상으로 실증연구를 진행한 결과, 후불결제 수용에 영향을 미치는 요인은 네이버쇼핑은 호환성>혁신저항>충동구매 성향, 쿠팡은 호환성> 상대적 이점>혁신저항>추가가치 순으로 나타났다. 한편 네이버쇼핑은 충동구매 성향이 수용의도에 정(+)의 영향을 미치므로 연체율 관리가 관건이며, 쿠팡은 충동구매 성향이 지각된 위험에 정(+)의 영향을 미치므로 연체료, 신용등급 하락 등 위험 요소를 충분히 전달하고 후불결제로 유도한다는 느낌을 소비자가 받지 않도록 해야 한다. 후불결제 수용을 높이려면 타깃 고객을 세분화하고 버티컬 커머스와 제휴하는 방안을 추천한다.
