Gwangtan-myeon, Paju-si, Gyeonggi-do was classified as a 4 grade age-class deciduous tree forest, however as a result of vegetation survey, this site was found to consist of natural forest with deciduous trees, thus causing difficulty in judging which age class it belongs to. Subsequently, the necessity of drawing up a detailed stock map plan was raised. For this reason, this research was designed to propose a mapping method for a detailed stock map plan based on a detailed survey on actual vegetation, vegetation structure, and analysis data on tree rings. The detailed analysis of actual vegetation pattern showed that there exist 22 patterns of vegetation, in which the natural forest has 11 patterns, such as Quercus mongolica forest and Q. variabilis forest, etc. while the artificial forest was found to have 6 patterns including Castanea crenata, etc. In order to verify their age-class, this research measured a tree age by collecting 42 quadrats and 89 specimen tree cores on the basis of a detailed actual vegetation map; as a result, an artificial forest and oak trees with small diameters located at low-lying areas, was categorized as 2-grade age class(covering 29.8%), and other areas were judged to be available for land use as 3-grade age-class(covering 57.6%) while the areas judged to be 4-or-more grade age-class (covering 8.8%) was impossible for land use because they are located on a steep slope ridge line on a boundary. In case a proposed site for a small-scale development is judged as a natural forest with deciduous trees as mentioned above, it is necessary that a detailed stock map plan should be drawn up through a detailed investigation into actual vegetation and analysis of plant gathering structure & specimen trees. A detailed stock map plan includes the data that makes it possible to comprehensively judge natural property, scarcity, and diversity of vegetation; thus, it is considered that a detailed stock map plan will be useful in judging the development propriety of a small-scale site.

Land use and land cover change (LULCC) due to human activities directly affects natural systems and contributes to changes in carbon exchange and climate through a range of feedbacks. How land use and land cover changes affect carbon exchanges can be assessed using multiyear measurement data from micrometeorological flux towers. The objective of the research is to assess the impact of land use and land cover change on carbon exchange in a heterogeneous cropland area. The heterogeneous cropland area in Haenam, South Korea is also subjected to a land conversion due to rural development. Therefore, the impact of the change in land utilization in this area on carbon exchange should be assessed to monitor the cycle of energy, water, and carbon dioxide between this key agricultural ecosystem and the atmosphere. We are currently conducting the research based on 10 years flux measurement data from Haenam Koflux site and examining the LULCC patterns in the same temporal scale to evaluate whether the LULCC in the surrounding site and the resulting heterogeneity (or diversity) have a significant impact on carbon exchange. Haenam cropland is located near the southwestern coast of the Korean Peninsula with land cover types consisting of scattered rice paddies and various croplands (seasonally cultivated crops). The LULCC will be identified and quantified using remote sensing satellite data and then analyzing the relationships between LULCC and flux footprint of $CO_2$ from tower flux measurement. We plan to calculate annual flux footprint climatology map from 2003 to 2012 from the 10 years flux observation database. Eventually, these results will be used to quantify how the system's effective performance and reserve capacity contribute to moving the system towards more sustainable configuration. Broader significance of this research is to understand the co-evolution of the Haenam agricultural ecosystem and its societal counterpart which are assumed to be self-organizing hierarchical open systems.

This study aims to suggest an improved groundwater management plan for future policy decisions in Korea by examining representative groundwater management cases abroad. In the United States, the Ground Water Resources Program is operated both locally and regionally. In order to manage appropriate levels of groundwater in Japan, groundwater resource management programs are conducted according to small, medium, and large watersheds. In Europe, the watershed unit manages groundwater and surface water by way of an integrated approach. In Korea, groundwater development at the national level is designated and managed in a top-down manner, whereas in the United States and Japan, groundwater is managed from small-scale regional units to large-scale watersheds. In order to evaluate the sustainability of groundwater resources, groundwater must be evaluated through a dynamic process including continuous monitoring, groundwater flow analysis, and management priorities.

Purpose: According to the characteristic of hanok public building, Planning criterion of structure, technology, efficiency, design is needed which can includes various type of new-hanok type public buildings. In this paper, we collect expert opinions to be used as a basis for developing models of New-hanok type Public Buildings. Method: This study was conducted in Research Study and expert surveys. The Part of reviewing Study looked at conception of new-hanok type public buildings model development and overview planning criterion set briefly. Expert surveys were targeted to professors and architects who are related in new-hanok type public buildings model development research. Result: In this study, we suggest improvement direction about planning criterion of new-hanok type public buildings model development based on opinions collected by expert surveys. In conclusion, first, In concept and legal status, it is necessary to adjust clearly than the term and legal status of new-hanok type. Second, various applicability is needed by using new materials and new construction method at the part of planning elements. Third, 'composed structure-convergence type' and 'composed structure-juxtaposed type' should be clearly classified or combined at the part of Setting of type. Forth, improvement on heat insulation, soundproof, waterproof efficiency is demanded to roof, wall, window systems. Fifth, arranging revitalization plan is important.

After UNECD(United Nations Conference of Environment and Development) in 1992, ESSD (Environmental Sound and Sustainable Development) is an important concept of urban planning in Korea. The introducing environmental assessment system of urban planning and the district unit planning system were representative cases. In this process, Landchaftplanung(ecological landscape planning) was introduced from Germany. This study was executed for applying ecological landscape planning to Eunpyung New Town in Seoul city, and analyzing the problem to apply this system. The process of ecological landscape planning was followed to (1) the site survey, (2) the analysis and assessment of survey data, (3) the establishing ecological landscape planning. Three master architects participated in all investigations. The major fields of them were landscape architecture, architecture, and urban planning. Master Architects helped many aspects. In conclusion, ecological landscape planning was feasible to be applied to develop other New Town in Korea. However the mediation system is very weak, if different situations are confronted with ecological landscape plan and land use plan in the operative legal framework of Korea. Thus, the legislation of mediation system is necessary for an establishment of ecological landscape planning.
Accumulated deficits resulting from managing the Korean Railroad and debts from the construction of the KTX (Korea Train Express which is a high-speed rail system) have left the Korean Railroad faced with great troubles. Since it changed into a public corporation Korail on January 1st, 2005, the Korea Railroad has been making unceasing efforts to overcome the troubles and improve its management. However, even these efforts haven't worked in the face of the improved conditions of other transportation methods such as better networks of land roads and air ways. The Korea Railroad had its revenue from its railway transportation limited, and has tried to expand its business to non-transportational areas. In some metropolitan cities, the Korea Railroad made investments in real estate by constructing station buildings based on private money. Yet, in small and medium size cities, the Korea Railroad has little particular strategic projects for business development. Recently certain small and medium size regional cities began to plan on business developments for the ex-railway land, and some small towns have developed real estate on the ex-railway land. Nevertheless, there have been no systematic case studies to classify these real estate developments.

The district unit planning (DUP) in Korea is a planning instrument. One of the key methods is the incentive system focused on the mitigation of the financial charge of business proprietors with use of various planning deregulation. Here in this paper, it is examined whether the incentive system is indiscriminately applied not only in the metropolitan cities but also in the rural cities. The analysis is carried out with six indicators in relation to the effect on the incentive system on the market of Apartment Housing Development. The indicators are a. the building-to-land ratio(BLR), b. the floor area ratio(FAR) c. the publicly assessed value of land(PAVL), d. the sale price of land(SPL), e. the sale/lease price of apartment house(SLPH) and f. the ratio of housing subscription(RHS). The final result is that the incentive system has different effects between metropolitan cities and rural cities. One of reasons lies on the too high FAR in rural cities to be given basically. Another reason lies on the difference between the cost for purchasing public installation and the profit of the sale & lease price of apartment house. In rural cities their difference becomes much narrow. Finally, the low ratio of housing subscription(RHS) in rural cities makes the effect of the incentive system nearby meaningless.

Areas developed through land reclamation projects have huge economic advantages in terms of supplying lands that can be used for farmlands, urban areas and etc., however have relatively small areas of grasslands and densely located buildings compared to inland cities. Hence, an urban heat island is occurring in these areas due to this characteristic, and in particular, the urban heat island in Cheongna International City is getting serious. In this study, the urban heat island in Cheongna International City was evaluated and analyzed by classified into the three periods after the reclamation project: farmland(2001-2008), development(2009-2013) and artificial grassland(2014-2020). The land cover map and Landsat time-series imagery were utilized for measuring the differences of the land surface temperatures between the urbanized areas and the grassland/forest areas in Cheongna International City. The statistical results showed that the differences in the land surface temperature between these areas were calculated to be at most 0℃ during the period of farmland, at most 3.60℃ during the period of development, and at most 2.51℃ during the period of grassland. This study proved that the urban heat island phenomenon increased when the urbanized areas increased, and the urban heat island phenomenon decreased when the artificial grassland areas increased in Cheongna International City where the reclamation project was carried out. The statistical results derived through this research can be used as the reference data for identifying the urban heat island problem in urban planning and establishing the reduction plan.

In this paper, the problems and betterment plan in operating district units plan are studied by selecting typal case locations based on the types of district units plan of the city of Busan. According to the types, 4 locations of 'type of maintaining preexisting district' and 3 of 'type of managing preexisting district' are selected as case locations, based on a scale and characteristics of each location.In systematical aspects of the case locations, indiscreet upward adjustment of the locations, insignificant participation of the citizens and patternization were recognized as problems. And setting accurate standards for target and range of alteration in line with usage plan of the locations would be necessarily urgent. So through the analysing process of the problems arisen from the case locations I would suggests necessary solutions to improve the effectiveness of the district units plan. And In planning aspects, the similarity between the basic directions and the object, batch-application of the density plan, inadequacy of the usage plan, allocations and patterns of structures, and color planning were recognized to have problematic points. Consequently distinguished specific operating-guidelines would be necessary to achieve the basic directions and the object of district units plan. Furthermore, the building-to-land ratio and floor space index are needed to be exactly calculated through providing accurate and logical standards for appropriate development density of structures.

This report designs a landscape plan of six reservoirs in Sihung city which has possibilities both in development and in destruction. The report suggests how to create a leisure space in harmony with the surroundings in Sihung city. Building a leisure town will create the local residents' demand in recreational activities and improve the amenities. Therefore this study analyzes eco-friendliness of the land, conditions of fauna and flora, the quality of water and the usage figures of the six reservoirs so as to develop those six reservoirs more eco-friendly. Based on environmentalism, the leisure spot development plan attribute the ultimate importance to local residents' pleasant leisure time and recreations. With this master plan, the report suggests expanding the city's green space, since the city has under 50% out of the optimal percentage of green space per person. In addition, the report intends to plan each six reservoirs developed separately but organically connected at the same time that those six can put together and become a Sihung Green Way which makes the city's leisure space a belt. Apportioning the six reservoirs development levels in order to balance the development, accumulating and arranging buildings and facilities in available spaces according to the governing law, and creating resting area, promenade and parking lot to make an eco-city. Also the report suggests conserving environment and regulating contamination such as ban on fishing to move forward sustainable development. Since the adventives predominate the site, introducing indigenous plants should be necessary soon.
