방산원가 노무비 산정시 생산중단에 의한 학습손실 적용방안 연구 (A Study on Application of Learning Loss at Labor Cost Calculation in Case of Production Break Occurrence)

  • Learning rate is generally applied to estimate an appropriate production labor cost. Learning effect is obtained from repetitive work during the production period under 3 assumptions ; homogeneous production, same producer, quantity measure in continuous unit. However, production breaks occur frequently in Korean defense industry environment because of budget constraint and annual requirements. In this case previous learning effect can not be applied due to learning loss. This paper proposed the application of learning rate when a production break occurs in Korea defense industry. To obtain a learning loss, we surveyed various learning loss factors for different production breaks(6, 12, 18 months) from 4 defense industry companies. Then, we estimate the first unit labor hours in re-production phase after production break using Anderlohr method and Retrograde method with the result of the survey. This work is the first attempt to show a method which defines and evaluates the learning loss factors in Korean defense industry environment.

지속가능성을 위한 패션 액티비즘 - 소셜 미디어를 중심으로 - (Fashion activism for sustainability on social media)

  • The aim of this study is to investigate fashion activism that supports sustainability by pursuing social transformation through social media. This is achieved by publicizing the environmental and labor problems of the fashion industry. For this study, a literary survey and netnography were conducted from January 2017 to November 2020. We classified and analyzed environmental and labor issues that could be considered fashion activism on social media. The results are as follows. First, movements for conscious consumption appeared as #haulternative, #fashionourfuture, #SecondHandSeptember, and #wornwear projects. These movements are concerned with buying used goods, re-dressing clothes owned by individuals, and transforming and wearing them with new methods. Second, activism for environmental protection includes #fashionOnclimate by Global Fashion Agenda and Sustainable Fashion Matterz' #Watermatterz. These movements are directly involved in learning about the seriousness of environmental destruction caused by the fashion industry and participating in environmental protection with critical awareness. Third, the #whomademyclothes and the Clean Clothes Campaign are activism for improving the working environment, and are playing a role in publicizing labor issues by informing the general public about inadequate working conditions linked to the fashion industry. Thus, fashion activism on social media examined in this study can contribute to visualizing chronic problems that hinder sustainable development within the fashion industry.

Evaluating Employee Fringe Benefits Provided by the Entrepreneurs in BSCIC Industrial Estates

  • Purpose: The objective of this study is to evaluate the fringe benefits provided by the entrepreneurs in BSCIC (Bangladesh Small and Cottage Industries Corporation) industrial estates in light of the relevant labor laws of Bangladesh. Research question: Fringe benefits are one of the major factors in compensation that play a vital role in employee satisfaction. However, the issue has yet to be taken into consideration in the industrial units. So, the question arises: what is the present condition of employee fringe benefits in industrial estates? Research design, data, and methods: To conduct this mixed-methods research, a total of 222 respondents were selected randomly from employees and entrepreneurs. Two sets of self-administered questionnaires and KIIs were used to collect primary data, while SPSS was used to analyze the data. Major findings and conclusions: The study shows that the conditions of leave and holidays do not comply with labor laws. Further, aspects of maternity leaves, disability/death benefits, retirement benefits, and other financial and non-financial benefits are found not to be at a satisfactory level and do not comply with the existing labor laws. However, the benefits relating to environmental issues are found to be satisfactory. It is expected that the study findings will contribute to the existing literature related to fringe benefits and will help stakeholders and policymakers in formulating and monitoring compensation packages.

  • Recently, on account of the lack of skilled labor and the increase of labor costs, it has been more difficult the construction environment. Now new methods were developed and used many places. This study is concerning the structural performance of Composite Form Panel Method-one of the new methods-of the wall type. It is available to make monolithic system of bearing wall and half slab. This paper presented design and product data by experiments.

다능화와 노동생산성 성장 (Multiskilling and Labor Productivity Growth)

  • 본고는 생산현장에서의 인적자본 축적, 즉 근로자의 숙련형성에 영향을 주는 요인들을 실증적으로 찾아보고, 형성된 숙련이 생산성 향상에 기여하고 있는 것을 확인한다. 먼저 숙련형성의 유형은 '단순/견습근로자 < 단능근로자 < 다능근로자'의 직렬적 순서이다. 제품수요의 급변성과 비정상적인 상황 발생이라는 외부적 내부적 불확실성이 클수록 다능화가 활발하게 이루어지고 있으며, 선배 동료 근로자와의 상호학습, 근로자의 의사결정 참여, 직무 순환 등의 인적자원관리 관행들도 다능화를 촉진한다. 이러한 발견들로부터 생산 현장에서의 숙련형성은 다능화로 대표될 수 있다고 판단된다. 기업의 노동생산성 성장률을 기업의 성장률이라고 하면, 불확실성과 인적자원관리 관행들은 다능화를 통해서 기업의 성장에 영향을 준다. 구체적으로 기업의 다능화 비율이 0.1만큼 올라감에 따라 노동생산성 성장률이 0.019만큼 증가한다. 이것은 또한 다능화가 인적자원관리 관행들에 영향을 받아 형성되는 인적자본 축적의 한 결과라는 주장에 대한 근거가 될 수 있다.

치과상담업무 종사자의 감정노동과 직무스트레스의 관계 (Relationship between emotional labor and occupational stress of dental counselor)

  • Objectives : This study aimed to investigate the levels of emotional labor and occupational stress and their relationships in dental counselors to improve psychological health related with dental counseling. Methods : The questionnaire survey was conducted to 167 dental counselors working at dental clinics in Busan and Gyeongsangnam-do from June to August, 2012. The study used emotional labor questionnaires and Korean Occupational Job Stress Scale (Basic Version, KOSS-43) as an assessment scale. All respondents were asked to complete a self-administered questionnaire. Data analysis was performed with descriptive analysis, t-test, ANOVA, and multiple regression analysis using SAS(ver 9.2). Results : The levels of occupational stress and emotional labor in dental counselors were $47.26{\pm}8.36$ and $3.45{\pm}0.47$. Three subscales of emotional labor as frequency of emotional expression, attention of emotional expression norms and disharmony of emotion were related with occupational stress in dental counselors. The level of job stress was increased by the lower level of emotional expression and increased by the higher levels of emotional expression and disharmony of emotion. Conclusions : In addition to increasing the number of counselors, nurturing counseling workforce is essential to manage the job stress of dental counselors. Sufficient counseling with a patient in a comfortable counseling environment is important to reduce the job stress by emotional labor. Continuous service improvement through positive emotional service education is necessary to be implemented for counselors.

프랜차이즈 가맹점의 노동조건 개선 및 상생지원 방안 (A Study on the Improvement of Working Conditions and Win-Win Support for Franchisees)

  • Purpose: The Korean franchise market has undergone drastic growth in recent years. Followed by expansion of franchise business types, relevant legal matters have diversified. Compared to conventional economic laws that focused on resolving problems related to unfair transactions between franchisors and franchisees, more diverse labor laws have emerged recently due to governance and economic dependencies of franchise structure. However, it was found that the business environment of franchisees and working conditions of franchisee employees have not changed accordingly due to the unique structure of franchise business. Though franchisees are entrepreneurs independent from franchisors, they are still under franchising contract with the franchisors. For instance, employees of franchisees have been exposed to malpractices in regard to pay, time, and other working conditions. These malpractices may show the ineffectiveness of current labor laws. Labor management is an important issue for sustainability of franchise businesses. Negative publicity of franchises generated from violating relevant labor laws may have significant negative impact on overall image of franchised brands. However, franchisors should not hold franchisees fully responsible for legal violations in terms of labor management but strive to prevent relevant risks. Thus, the recent amendment in labor law related to increased minimum wage and reduced worktime have called for more attention to effectively implementing the law. Research design, data, and methodology: This study was conducted through a review of franchise-related laws and various institutions and policies. Results: It is further needed for all parties, including franchisors, franchisees, and franchisee employees, to take collaborative actions to improve working conditions of franchisees. Therefore, this study aims to propose appropriate and effective response plans toward recent changes in the Minimum Wage Act, while strengthening sustainability of franchisors, franchisees, and their employees. Conclusions: The proposal mainly contains plans regarding profit-related aids and profit sharing/cost reduction strategies for franchisees, as well as collective bargaining in the franchisor-franchisee relation. More detailed suggestions are included. Conclusions: This proposal may help franchisors and policymakers develop business plans and policies in improving business conditions of franchisees and working conditions of franchisee employees.

국소배기장치의 규제개선에 관한 연구 (A Study on Regulation Improvement of Local Ventilation System)

  • 국소배기장치를 설치하려는 경우 환경부 허가를 받더라도 고용노동부 허가를 새로 받아야 한다. 이는 대기환경보전법 뿐만 아니라 산업안전보건법 제48조2에 따른 제조업 유해위험방지계획서를 착공 15일 전까지 제출하도록 되어 있기 때문이다. 현행 환경부 대기환경보전법에서는 국소배기장치의 오염원을 대기 중으로 배출되는 부분만 규제하고 산업현장 내에서의 근로자 안전보건에 관한 내용은 산업안전보건법 등 고용노동부 소관 법률로 관리된다. 환경부의 승인을 받은 것임에도 고용노동부의 불승인 사례가 증가하여 생산지연 및 추가 개선비용에 따른 사업장의 불만이 커지고 있다. 또한, 화재 폭발의 위험성이 큰 국소배기장치의 경우 화재 폭발에 의한 중대산업사고 위험성이 증가하고 있다. 원인은 배풍량, 제어속도, 반송속도, 덕트구경, 화재폭발 위험성 등의 설계가 미흡했기 때문이다. 이는 국소배기장치 승인기준 및 절차는 대동소이 하나 산업안전보건법에서 근로자의 안전보건 및 화재 폭발에 대한 심사항목이 추가되어 있기 때문이다. 본 연구에서는 환경부와 고용노동부에서 이원화 되어 있는 국소배기장치 설치 승인기준을 비교 분석하여 합리적인 제도운영 방안을 모색하고자 한다.

치과위생사의 근무특성과 환자유형에 따른 감정노동이 직무만족도에 미치는 영향 (Influence on Job Satisfaction of Emotional Labor Accordance to Working Properties and Patients Type of Dental Hygienist)

  • 본 연구는 치과위생사 269명의 근무특징과 환자유형에 따른 감정노동이 직무만족도에 미치는 영향을 조사하였다. 일반적인 특징에 따른 감정노동 전체평균은 2.85이며, 성별은 남성, 음주는 하는 경우 높았다. 일반적인 특징에 따른 직무만족도 전체평균 3.02이며 성별은 여성, 연령은 많은 경우, 결혼은 기혼이 높았다. 근무특성에 따른 감정노동은 치과위생사가 다른 직위보다 높았으며, 근무특성에 따른 직무만족도는 경력이 높을수록, 직위는 치과위생사, 수입은 많을수록 높았다. 환자유형별 감정노동은 남성환자, 연령은 20-64세, 진료시간대는 오후 7시 이후가 가장 높게 나타났다. 환자유형별 직무만족도는 환자연령은 65세 이상, 치료 종류는 치아우식 및 치주질환치료, 진료시간대는 오후 7시 이상, 경제수준은 '상'인 경우 높았다. 감정노동 정도에 따른 직무만족도는 감정노동이 '보통'일 때 상승하였으나 '높은군'에서는 가장 낮게 분석되었다. 근무특성, 환자유형, 감정노동이 직무만족도에 미치는 영향을 알아보기 위한 위계적 회귀분석결과 월 수입이 많은집단(t=1.994, p=.047), 환자나이가 많은집단(t=3.027, p=.003), 감정노동이 낮을수록(t=13.858, p=.000) 직무만족도가 높은 것으로 나타났다. 즉 치과위생사들의 직무만족도를 높이기 위해선 감정노동이나 환자의 특성을 고려하여 쾌적한 근무환경을 위한 노력이 이루어져야 할 것이다.

  • 본고는 노동·고용정책비서관실을 대상으로 참여정부 대통령기록 분석작업을 시도하였다. 이러한 시도는 대통령기록 평가, 대통령기록의 이용활성화를 위한 기초자료를 제공한다는 점에서 의의가 있다. 나아가 참여정부 노동정책에 대한 평가가 기록을 바탕으로 이루어지는 연구 환경 조성에도 도움을 줄 수 있을 것이다. 또한 본고는 의사결정 전 과정을 확인할 수 있는 문서관리카드의 증거적 가치에 주목하였다. 이는 곧 참여정부 대통령기록이 갖는 질적 측면의 우수성을 웅변하는 것이라 할 수 있다.
