Towards a Dynamic National System of Innovation in Malaysia : Enhancing the Management of R&D in Public Research Institutions and Universities

  • This article examines the issue of utilization of research findings from public funded research institutions (PRIs) and universities in Malaysia from the perspective of knowledge flows. Such a perspective is adapted from the literature on innovation and knowledge systems. This representation of innovation in terms of knowledge flows helps us to focus on the managerial dimensions involved in the organization of activities such as research and development (R&D). The paper reveals that there is a dismal rate of adoption of research findings generated from PRIs and universities in Malaysia. It is argued that this poor performance is a consequence of weak research management practices. A framework on the key elements of sound research management is described. The article concludes with a discussion on managerial and policy issues arising from these deficiencies and some suggestions for addressing them.

  • Recently, the notion of National Innovation System (NIS) has attracted considerable attention as a key driver of the economic success. Amongst others, the Northeast Asian countries deserve highlight as central cases of NIS. This research attempts to examine inter-industrial knowledge flows and structure among Northeast Asian countries. To this end, Korea, Japan and Taiwan are selected and the patent citation data, a proxy of disembodied knowledge flows, from United Stated Patents and Trademark Office (USPTO) are employed for cluster analysis and network analysis. Some meaningful findings are presented and distinctive characteristics of respective countries are contrasted.

  • Existing models of knowledge processing do not feature a systemic meaning of knowledge management and ignore the role of leadership and social energy in the knowledge processing system (KPS). This conceptual paper introduces the Leadership Invigorating Flows of Energies, (LIFE) Model as an attempt to remedy that situation and provide a more useful description of the KPS. The LIFE Model highlights the role of emergent leadership and flows of social energies as forces encouraging knowledge creation and dynamic diffusion within an organization through the Knowledge Processing Cycle in eight activities interacting with its social knowledge base in a self-organizing system.

  • This paper is an empirical study to analyze the flow of knowledge in science and technology in order to predict technology innovation. Here, we use the information of scientific papers and patents to look into the characteristics of how knowledge is created in science, technology and industry. Based on the characteristics we find, we are able to understand the relationships between science and technology, and technology and industry. In this paper, we adopt multivariate analysis of variance (MANOVA) using scientific papers in SCI database and US patents filed by Korean inventors in order to analyze the patterns of knowledge flows of science and technology. Finally, we present the direction for future study by using the research results.

The Characteristics of Structural Change in Knowledge Network of Korean Manufacturing Industries (한국 제조업 지식네트워크 구조변화의 특성)

  • This paper analyzes the characteristics of technological knowledge flow-structure of Korean manufacturing in dynamic perspective. In doing that, the concept of the knowledge network is introduced which is defined as a set of industries and their interaction(knowledge flow) or linkage. The analysis of the inter-industrial knowledge flows is based on the technological similarity by using R&D researchers' academic background in the year of 1984, 1987, 1990. The analysis is carried out by such methodology as network analysis, indicator analysis and simple statistical analysis. And the final results are drawn both in absolute terms(dimension effect) and in relative terms(proportion effect) respectively. The main findings are as follow. First, the Korean manufacturing knowledge network appears to strengthen existing inter-industrial knowledge linkages rather than to construct new linkages. Second, the network seems to form a dualistic structure in that some high-technology sectors(knowledge production sectors) emerge along with traditional sectors(knowledge absorbing sectors). Third, since the mid-1980s, an inter-industrial fusion is witnessed among technologically intensive sectors, indicating that some sophisticated innovation modes are emerging in Korean manufacturing system. And fourth, by using the relations of the inter-industrial knowledge-flows, we classified manufacturing industries into 3 type ; knowledge-outflow sector, knowledge-inflow sector and knowledge intermediary sector.

A SIMPLE GRANULE MODEL AND ITS EFFECT ON SPECTRAL LINE ASYMMETRY

  • The accumulated knowledge of the influence of solar granulation on spectral lines, i.e. their asymmetry, provides a key to analyze stellar spectral line asymmetries. In this paper, a simple line synthesis using a simple 'model' of granulation was calculated. By adjusting the properties of the granule model, the observed imprints of convection on spectral lines can be reproduced. Since we depict convective flows using a continuous function rather than using a few components of flows (cf. Gray and Toner 1985, 1986; dravins 1990), we were able to identify which components of convection are important in line bisector shapes. The results of this study can be summarized as follows: Firstly, the intensity contrast (i.e. temperature fluctuation), and the area coverage of up- and down-flows are the two important factors which determine the line bisector shapes. Secondly, on the contrary to the assumption of other studies, the effect of horizontal flows is non-negligible. This exercise provides a qualitative understanding of the effect of convection on spectral lines. This knowledge serves as a guideline for understanding the characteristic difference in convection for stars on either side of the 'Granulation Boundary' (Gray 1982; Gray and Nagel 1989).

What Explains Firm's Innovativeness in Korean Manufacturing?: Global Activity and Knowledge Sources (한국 제조업의 글로벌 활동과 기술혁신 간의 관계에 대한 실증분석: 기업 유형과 지식원천을 중심으로)

  • In this paper, we analyzed whether there exists positive relation between firm's global activity and various innovation output and, if it exists, what are the major factors by which innovation outputs can be generated, focusing on the different degree of global activity. We found that for foreign MNC affiliates, their superior information access to existing knowledge is much more important and for non-MNC exporters and domestic MNC parents not only access to existing knowledge but also active investment in new knowledge is important. When we analyze the product and the process innovation separately, we found that for the process innovation information flows from existing knowledge is relatively more important while for product innovation investment in new knowledge and information flows from existing knowledge are almost equally important. Thus in Korea policies that promote both direct R&D activities and information flows should be pursued at the same time to enhance firms' innovativeness.

  • The purpose of this study is to find the diversification of the methodology of KM (knowledge management) Benchmarking which has been developed rapidly as a new managing paradigm all over the world for the 21th century. In particular, at the point of that it has been going to be inevitable for domestic companies to adopt and utilize a knowledge management system as the pending assignment for surviving in the 21th century, this study thus can enable them to support an adoption of KM and suggest directions for companies. Therefore, the successful cases of KM adoption all through the world have been analyzed by this study with the classifications of the industrial fields, work-flows from the view point of learning organizations and information technologies. As a result, the KM type bearing the specific of the respective industry has not been unrolled, and the common element in the analysis of work-flows has been found. Based on the result, it is desirable for the companies to adapt KM, extracting necessary work field for KM. Consequently speaking, they need to benchmark and adopt the KM methodology based on the extracted results.

Exploring Knowledge Processing in a Social Complex Adaptive Organization : Wikipedia through the Lens of the LIFE Model

  • A deeper understanding of how organizations behave as social complex adaptive systems is needed. In this paper we demonstrate how the Leadership Invigorating Flows of Energies model can help with this understanding. The model highlights the role of emergent leadership as a force encouraging the creation, diffusion, and utilization of knowledge through self-organizing mechanisms. We illustrate our approach by examining Wikipedia and show how it can be described as a social CAS. Our analysis of Wikipedia describes how emerging intrapreneurship behaviors result in dynamic flows of knowledge and self-organizing feedback mechanisms across the organization. We provide implications for organization studies and present evidence to support claims made by advocates of complexity theory. We conclude by proposing that Wikipedia can be seen as a new form of organization, and finish with a brief note highlighting a possible way forward.

On knowledge-based modeler for network analysis (네트워크 분석을 위한 지식기반형 모형기 개발)

  • This paper is concerned with a conceptual design of a knowledge-based modeler for network analysis. The "knowledge-based modeler" approach is suggested as a method for incorporating the user's qualitative knowledge and subjective decison in the course of the mathematical modeling and the subsequent solution procedure. The submodules of the proposed modeler such as database, model/algorithm base and functional knowledge bases are identified and the flows of information between the submodules are sequentially defined. A prototype system is implemented for experimental purpose by using the application software GURU.ware GURU.
