A combination of information technology and medical care has given rise to a new type of medicine, i.e., telemedicine. Broadly defined, telemedicine is the transfer of electronic medical data from one location to another. Both at home and abroad, telemedicine has come to success in establishing appropriate equipment and solutions for such non-conventional medicine. Sooner or later, telemedicine is believed to find itself as one of the universal treatments. In order to facilitate the full-fledged development of telemedicine, a number of legal and institutional problems have to be settled. In Korea, the Medical Act was amended to include such provisions as telemedicine, electronic medical records, electronic prescriptions, etc. and the Act came into force on March 31, 2002. Telemedicine is in common with the conventional medicine in that a physician treats a patient. However, telemedicine is basically differentiated in the followings: - The offer and acceptance of treatment and medication are usually made on-line; - Telemedicine is inherently dangerous because a physician cannot meet face-to-face with a patient; and - Joint and several liability is borne by all the physicians involved in a telemedical consultation. As a result, telemedicine is vulnerable in nature to medical malpractice. Accordingly, there must be some new theories and arguments in the formation of contract and torts. The discussion on the civil liability covers the above-mentioned issues, and would give an insight or guidelines in the concerted operation of provisions with respect to telemedicine. This study delves into the civil liability of physicians involved in telemedical consultations and treatments based upon the conventional malpractice theory.
Selection for increased milk production in dairy cows has often resulted in a higher incidence of disease and thus incurred a greater health costs. Considerable interests have been shown in breeding dairy cattle for disease resistance in recent years. This paper discusses the limitations of breeding dairy cattle for genetic resistance in six parts: 1) complexity of disease resistance, 2) difficulty in estimating genetic parameters for planning breeding programs against disease, 3) undesirable relationship between production traits and disease, 4) disease as affected by recessive genes, 5) new mutation of the pathogens, and 6) variable environmental factors. The hidden problems of estimating genetic and phenotypic parameters involving disease incidence were examined in terms of categorical nature, non-independence, heterogeneity of error variance, non-randomness, and automatic relationship between disease and production traits. In light of these limitations, the prospect for increasing genetic resistance by conventional breeding methods would not be so bright as we like. Since the phenomenon of disease is the result of a joint interaction among host genotype, pathogen genotype and environment, it becomes essential to adopt an integrated approach of increasing genetic resistance of the host animals, manipulating the pathogen genotypes, developing effective vaccines and drugs, and improving the environmental conditions. The advances in DNA-based technology show considerable promise in directly manipulating host and pathogen genomes for genetic resistance and producing vaccines and drugs for prevention and medication to promote the wellbeing of the animals.
Exploitation of transboundary oil and gas on continental shelves may cause conflicts between or among States concerned due to the physical character of these resources. As oil and gas are fluid, exploitation of such a transboundary oil field by one side may affect other parties in other jurisdictions. However, there is no universal international legal regime on the issue. This article tries to find the international legal regime governing such resources through analysing UN Assembly's resolutions, UNCLOS, international judicial opinions, bilateral agreements and ILC activities relating to transboundary natural resources. As a result of this study, it seems that each coastal State has an inherent sovereign right on its part of the transboundary oil and gas deposit, but this right is not unlimited. Each state involved with the deposit has a duty to cooperate with other states-through information exchange, consultation, and negotiation. Furthermore, the state has an obligation to refrain from unilateral action when there is a possibility of causing irrevocable damage to the interests of the other states.
Using the 'New material' concept has recently been introduced into the natural characteristics. In the course of such a, Janine M. Benyus has proposed to mimic the characteristics of natural ecosystems to mention the concept of Biomimicry. The results were as follows : 1) Processing methods of new materials resulted as 'Forming', 'Surface treatment', 'Bonding', 'Inserting'. These four were divided and analyzed into 'Form', 'System', 'Adaptation'. As a result of this analysis, such significances were shown as 'Forming/Surface treatment/Bonding' in 'Form', 'Bonding' in 'System' and 'Adaptation'. 2) 'Bonding' applied to 'System' of new material can be recycled to be combined with other materials through the existing adhesive material, and present as a solution of 'Sustainable development'. 3) 'Bonding' applied to 'Adaptation' of new material is to impart the ability to react to the environment through the joint, but is characteristic, at this time, using digital and other field technology. It appeared primarily that it can be known to meet the social trends and convergence between fields. Thus, as the finish that are friendly to the environment from the interior design, the results of the study are expected to be utilized in the study of new materials guidelines.

This paper presents the replication of a desired vibration response by iterative learning control (ILC) system for a vibration motion replication actuator. The vibration motion replication actuator has parameter uncertainties including system nonlinearity and joint nonlinearity. Vehicle manufacturers worldwide are increasingly relying on road simulation facilities that put simulated loads and stresses on vehicles and subassemblies in order to reduce development time. Road simulation algorithm is the key point of developing road simulation system. With the rapid progress of digital signal processing technology, more complex control algorithms including iterative learning control can be utilized. In this paper, ILC algorithm was utilized to produce simultaneously the six channels of desired responses using the Stewart platform composed of six linear electro-magnetic actuators with Halbach magnet array. The convergence rate and accuracy showed reasonable results to meet the requirement. It shows that the algorithm is acceptable to replicate multi-channel vibration responses.
This study was conducted to investigate the microstructure and mechanical properties of friction stir lap joints. Invar 42 and SS 400 were selected as the experimental materials, and friction stir welding was carried out at a tool rotation speed of 200 rpm and welding speed of 100 mm/min. The application of friction stir welding to Invar 42 effectively reduced the grain size in the stir zone; the average grain size of Invar 42 was reduced from $11.5{\mu}m$ in the base material to $6.4{\mu}m$ in the stir zone, which resulted in an improvement in the mechanical properties of the stir zone. The joint interface between Invar 42 and SS 400 showed a relatively sound weld without voids and cracks, and the intermetallic compounds with $L1_2$ type in lap jointed interface were partially formed with size of 100 nm. Moreover, the hook in the advancing side of Invar 42 was formed from SS 400, which contributed to maintenance of the tensile strength. The evolution of microstructures and mechanical properties of friction stir lap jointed Invar 42 and SS 400 are also discussed herein.

PFFEM software, PFADS has been developed for the vibration predictions and analysis of coupled system structures in medium-to-high frequency ranges. PFFEM is numerical method which solves energy governing equation using finite element technique for complicated structures where the exact solutions are not available. Through the upgrades, present PFADS R3 could cover the general beam and plate structures including various kinds of beam-plate rigid joints and other joint systems such as spring-damper junction and rigid bar connection. This software is composed of 3 parts; translator, model converter and solver. The translator makes its own FE-model from bulk data of commercial FE software, and the model converter is used to convert FE-model to PFFE-model automatically. The solver calculates vibrational energy density and intensity for PFFE-model by solving global matrix equations of PFFEM. For the applications of real transportation systems, a container ship model has been examined with respect to major parameters, and reliable results have been obtained.

Traditional base isolation systems focus on isolating the seismic response of a structure in the horizontal direction. However, in regions where the vertical earthquake excitation is significant (such as near-fault region), a traditional base-isolated building exhibits a significant vertical vibration. To eliminate this shortcoming, a rocking-isolated system named Telescopic Column (TC) is proposed in this paper. Detailed rocking and isolation mechanism of the TC system is presented. The seismic performance of the TC is compared with the traditional elastomeric bearing (EB) and friction pendulum (FP) base-isolated systems. A 4-storey reinforced concrete moment-resisting frame (RC-MRF) is selected as the reference superstructure. The seismic response of the reference superstructure in terms of column axial forces, base shears, floor accelerations, inter-storey drift ratios (IDR) and collapse margin ratios (CMRs) are evaluated using OpenSees. The results of the nonlinear dynamic analysis subjected to multi-directional earthquake excitations show that the superstructure equipped with the newly proposed TC is more resilient and exhibits a superior response with higher margin of safety against collapse when compared with the same superstructure with the traditional base-isolation (BI) system.
The purpose of this study was to research the perception on patient private information protection of 126 nursing students before clinical practice. The mean score of perception on patient private information protection was 4.52 points of full 5. The perception of protecting patient privacy was no significantly differentiated with general characteristics of nursing students. Development and application of patient private information education program for inexperienced nursing students is necessary. Also it is necessary to seek joint plans between medical institutions and universities to improve the awareness of patient privacy.
