정보조직 사서직 역량 및 직무 유형 분석 (An Analysis on Librarian Competencies and Job Type in the Organization of Information)

  • 본 연구는 도서관 현장에서의 요구하는 인력 현황을 살펴보고, 정보조직학 교육의 개선 방안을 모색하기 위하여 정보조직 사서직에서 필요로 하는 역량과 직무 유형을 분석하였다. 미국 도서관의 채용공고 298건을 대상으로 조사 분석한 결과 기존의 자격요건들의 수요가 지속되고 있으며, 새로운 환경 변화를 반영한 표준 및 전자자원 관련 요구가 추가되었음을 확인하였다. 정보조직 직무 유형은 크게 전통적인 정보조직의 특성이 반영된 것과 전자자원, 정보기술의 특성이 반영된 것으로 나눌 수 있었다. 또한 정보조직 교육의 개선을 위하여 전자자원 교육의 확대, 이론과 실습의 조화, 정보기술 활용의 강화, 새로운 교수 방법의 적용을 제안하였다.

아동학대 공익광고와 아동학대 신고의무자의 신고인식의 관계 연구 (A Study on the Relationship between Public Service Announcement on Child Abuse and the Perception of Reporting by People Obliged to Report Child Abuse)

  • Purpose : The act of reporting child abuse by people obliged to report child abuse is a way to detect long-term incidents of child abuse in early stages and to prevent a vicious cycle of social crimes. Thus, this study intends to enhance the reporting of child abuse through a study on the perception of people obliged to report child abuse through the public service announcement on child abuse. Methods : First, in order to identify the demographic characteristics of the subjects, the frequency and percentage were calculated. Second, in order to verify the reliability of the variables, Cronbach ${\alpha}$ was calculated. Third, in order to examine the perception of people obliged to report child abuse and the perception of reporting, a t-test (verification) and One-way ANOVA were conducted. Fourth, in order to identify the relationship between variables, a Correlation analysis was conducted. Result : The results show that people obliged to report child abuse did not perceive the public service announcement on child abuse positively and it varied depending on their jobs. The correlation between the public service announcement on child abuse and sub-factor of perceptions of reporting showed that a positive correlation was found in reliability, interest, understanding, perceiving the public service announcement on child abuse, perceiving severity and effectiveness, whereas a negative correlation was found in perceiving hazards. Conclusion : The education for preventing child abuse is required by the job type of people obliged to report. It is necessary to convey the message of effective public service announcement. The public service announcements on child abuse must be nationwide and long-term projects.

개인화된 구직정보서비스 제공에 관한 사례연구 : 월드잡플러스의 스플렁크 활용을 중심으로 (A Case Study on the Personalized Online Recruitment Services : Focusing on Worldjob+'s Use of Splunk)

  • 온라인구직서비스는 가장 인기 있는 인터넷서비스 중의 하나이다. 구직자들에게 신규채용기업에 대한 정보와 함께 필요한 자료를 찾을 수 있는 검색엔진도 제공하기 때문이다. 그러나 대부분의 온라인구직사이트는 전통적인 수요자 풀 유형의 접근방식을 채택하고 있어 많은 경우 엉뚱한 검색결과를 도출하기도 한다. 한국산업진흥공단이 운영하는 월드잡플러스는 이러 문제를 해소하기 위해 머신 데이터 분석플렛폼인 스플렁크를 활용하여 보다 능동적이고 개인화된 서비스를 제공하고자 시도하고 있다. 월드잡플러스는 개인화된 매칭 기법을 이용하여 각각의 구직공고에 최적인 구직자 프로필이나 스펙정보를 제공하며, 구직자 선호도를 반영한 최적 맞춤형 구인공고 제공서비스 등을 제공하고 있다. 이런 분석기법은 기존의 구직에 성공한 유사 구직자 정보와 구인기업 자료 간의 유사성 등을 토대로 하는 추천방식이다. 결론으로 본 연구의 시사점과 제공서비스의 정책적 효과에 대해 논의하였다.

온톨로지를 이용한 일자리 데이터의 추론 해석 (Inference Interpretation of Job Data using Ontology)

  • 채용 플랫폼의 일자리 정보는 IT 기술의 발전과 함께 많은 산업 분야에서 대량의 데이터를 발생시키고 있으며 실시간 발생하는 비정형도가 높은 특징이 있다. 또한 일자리와 관련한 채용공고와 훈련정보 등은 4차 산업혁명 등 산업기술의 변화와 밀접한 관계가 있어 기술변화 및 발전을 이해하는데 높은 데이터 가치를 지니고 있다. 본 논문은 구인-구직과 관련된 정보들을 직관적으로 이해하고 활용하기 위해 관련된 데이터를 정의해 직무데이터 사전을 만들고, 공고-직무-훈련 등 데이터 간 연계와 추론을 할 수 있도록 온톨로지 모델링에 기반한 데이터맵을 설계·구축 및 평가를 수행하였다. 이를 통해 업무능력 중심의 추론 기능은 수요자 간 미스매치를 최소화하고 데이터사전 최적화로 사용자가 만족할 수 있는 QoS 지원이 가능함과 검색엔진 기반 구인-구직 시스템보다 성능이 우수함을 확인하였다.

문헌정보학 전공자의 선호 직업 및 준비성 실태 분석 연구 (An Analysis on Preferred Occupation and its Readiness to Students in Dept. of Library & Information Science)

  • 본 연구는 문헌정보학 전공학생들의 취업가능 및 취업 희망직업에 대한 인식과 취업 요건 및 준비성 실태 등을 분석하고 문제점을 파악하여 개선방안을 제언하기 위해 수행되었다. 이를 위해 4년제 대학교의 문헌정보학과들에서 조사, 발표한직업분야와 취업률을 살펴보고, 이를 토대로 K대학교 문헌정보학과 재학생 107명을 대상으로 문헌정보학 학부 학생들의 선호 직업군과 직업준비성 실태를 분석하였다. 연구결과, 문헌정보학과 학부 학생들이 진출가능하다고 한 직업은 49개 직업으로 나타났으며, 전체의 82.1%를 차지하는 (1)-(20) 순위 직업에서 사서직군은 29.2%로 낮은 반면, 여타의 직업은 52.9%로 높았다. 그러나 자신의 진출희망 직업에서는 전체의 96%를 차지하는 (1)-(20)순위 직업에서 사서직군 45.8%, 여타의 직업이 50.6%로 나타나 실제 진출희망 직업에서는 사서직군에 대한 선호가 다소 높아지는 것을 알 수 있었다. 그리고 취업 요건을 종교, 어학, 학업성적, 자격증, 경력으로 구분, 취업공고에 나타난 지원요건과 준비성을 조사한 결과, 전체의 92%가 보통 또는 미흡한 것으로 파악되었다. 이를 토대로, 전공자의 사회적 역량확대와 취업률 향상을 위해 전공 관련 다양한 직업을 학생들에게 소개하고 지도할 것과 케이스 바이 케이스(case-by-case) 개념의 취업지도를 시행할 것 등을 제언하였다.

사회복지조직의 직원 채용과정에 대한 질적 사례연구 (A Qualitative Case Study on Staff Recruitment Process of Social Welfare Organization)

  • 본 연구의 목적은 사회복지조직의 직원 채용과정을 심층적으로 이해하고자 하는 것이다. 이러한 목적을 달성하기 위해 공개모집과 다차원적인 선발방법을 통해 직원을 채용하기로 한 사회복지관과 접촉하여 심층면접과 관찰, 기록물 등을 통해 다양한 자료를 수집하고 사례연구 접근으로 분석하였다. 채용과정 분석결과는 결원에서 채용 공고까지, 서류심사, 면접심사, 최종 선발과 발표, 임명의 5단계로 구분하여 각 단계에서 나타난 특성들을 제시하고 기관과 면접관, 지원자들의 관점을 반영하여 해석하였다. 또한 주제 분석을 통해 '역지사지', '경험을 통해 성장하기', '동상이몽', '사회복지에 특화된 채용방법의 부재'라는 주제들이 도출되었고, 이에 대해 논의하였다. 결론에서는 직원 채용과정에서 사회복지조직들이 고려해야 할 실천적 지침들을 제시하였으며, 이 연구의 결과를 더욱 발전시킬 수 있는 후속연구에 대해서도 제안하였다.

군 인적자원 채용제도 개선에 관한 연구 : 수정형 블라인드 채용의 도입 검토 (A study on the improvement of hiring system in the military human resources: introduction of modified blind hiring)

  • 최근 금융감독원과 강원랜드등 공공기관의 채용비리 사건이 국가적인 관심의 대상이 되면서 국민들은 채용에서 평등하게 기회가 보장되고 공정한 과정에서 누구나 당당하게 실력으로 경쟁할 기회를 보장 받아야 함에도 불구하고 그러하지 못하는 현실에 공분을 하였다. 이에 정부는 2017년 하반기부터 공공기관을 대상으로 입사지원서에 출신 학교(학력), 학점, 영어점수 기입을 없애고 직무능력만 보고 뽑도록 하는 블라인드 채용을 의무화하였고, 2018년에는 5개년 반부패 종합계획을 발표하면서 채용비리를 엄단한다는 의지를 내비치고 검찰 역시 채용비리 수사에 박차를 가하고 있는 실정이다. 이러한 논란의 가운데 본 논문에서는 우리 군 인적자원 채용에 있어서 블라인드 채용제도의 도입에 대한 필요성과 공공기관 블라인드 채용 의무화에 따른 정부의 가이드라인과 우리 군의 블라인드 채용 적용 현황을 검토하여 우리 군이 군 인적자원을 채용하는데 있어서 군에 적합한 수정형 블라인드 채용 제도의 도입을 통해 나아가야 할 방향을 제시하고자 한다.

미용업종사자의 미용기기 사용에 대한 분쟁해결과 정책적 과제 (Conflict resolution and political tasks on the usage of beauty care devices by beauty artists)

  • In contemporary society interest in and consumption of beauty treatment are increasing, raising interest in health and beauty. However, beauty-related laws are becoming factors of hindrance of beauty development. Currently the Public Health Control Act plays a basic role in the beauty art business in Korea, However the contents are in discord with international laws and its definition is not clear. Therefore it is causing conflicts of different occupations and job associations which are similar to art business. Especially, because neither definitions nor policies on beauty care devices exist in the Public Health Control Act, beauty care devices using in foreign countries cannot be used in Korea due to classification as medical devices. Under this circumstance, therefore, beauty care device uses by beauty artists violate the law. The government has tried to solve these irrational regulations. Recently, the Small and Medium Business Administration announced 'the improvement plan of small business and young founders site regulation for public economy recovery' in a ministerial meeting on December 28, 2016. Regulations on policy preparation for skincare devices were inclusive in this announcement. It is the question whether the regulations will be executed or not. Even though beauty industrial competitiveness was presented in the 18th Presidential Council on National Competitiveness in 2009, it was not practiced. The proposal bills for beauty law improvement have been put forth several times since 2000 including an improvement plan for regulating beauty care devices. However, so far there have been no improvements. The damage on the regulation classifying beauty devices as medical devices is not only restricted to skincare. This develops beauty devices and the beauty industry which imports and exports beauty devices. When beauty devices are exported, complicated procedures are unavoidable and when beauty devices are imported, irrational problems like reregistration procedures and costs occur. The reason why an improvement plan has not gone into practice is the resistance of the dermatologists' association. Dermatologists tend to stand positively against harming public health by saying that beauty devices used by beauty artists cause people to suffer side effects. In contrast, anyone who has a licence to use beauty devices is able to use them in foreign countries. It is not only infringement of one's right as a beauty artist but also people's right to receive beauty care services. With this reason, Korean's current law under which beauty devices are ruled as medical devices should be revised with accordance to domestic surroundings. Therefore in order to advance and globalize the beauty industry, the support and cooperation of the Korean government and relevant associations is needed to legislate and revise the beauty devices laws. The relevant associations abandon regional self-centeredness and cooperate to define ranges, size and management of beauty devices for safe use. If no collaboration exists, an arbitration agency should be established to solve the problem.

호스피스의료와 간호윤리 (Hospice Medicine and Nursing Ethics)

  • The goal of medicine is to contribute to promoting national health by preventing diseases and providing treatment. The scope of modern medicine isn't merely confined to disease testing, treatment and prevention in accordance to that, and making experiments by using the human body is widespread. The advance in modern medicine has made a great contribution to valuing human dignity and actualizing a manly life, but there is a problem that has still nagged modern medicine: treatment and healing for terminal patients including cancer patients. In advanced countries, pain care and hospice medicine are already universal. Offering a helping hand for terminal patients to lead a less painful and more manly life from diverse angles instead of merely focusing on treatment is called the very hospice medicine. That is a comprehensive package of medical services to take care of death-facing terminal patients and their families with affection. That is providing physical, mental and social support for the patients to pass away in peace after living a dignified and decent life, and that is comforting their bereaved families. The National Hospice Organization of the United States provides terminal patients and their families with sustained hospital care and home care in a move to lend assistance to them. In our country, however, tertiary medical institutions simply provide medical care for terminal patients to extend their lives, and there are few institutional efforts to help them. Hospice medicine is offered mostly in our country by non- professionals including doctors, nurses, social workers, pastors or physical therapists. Terminal patients' needs cannot be satisfied in the same manner as those of other patients, and it's needed to take a different approach to their treatment as well. Nevertheless, the focus of medical care is still placed on treatment only, which should be taken seriously. Ministry for Health, Welfare & Family Affairs and Health Insurance Review & Assessment Service held a public hearing on May 21, 2008, on the cost of hospice care, quality control and demonstration project to gather extensive opinions from the academic community, experts and consumer groups to draw up plans about manpower supply, facilities and demonstration project, but the institutions are not going to work on hospice education, securement of facilities and relevant legislation. In 2002, Ministry for Health, Welfare & Family Affairs made an official announcement to introduce a hospice nurse system to nurture nurse specialists in this area. That ministry legislated for the qualifications of advanced nurse practitioner and a hospice nurse system(Article 24 and 2 in Enforcement Regulations for the Medical Law), but few specific plans are under way to carry out the regulations. It's well known that the medical law defines a nurse as a professional health care worker, and there is a move to draw a line between the responsibilities of doctors and those of nurses in association with medical errors. Specifically, the roles of professional hospice are increasingly expected to be accentuated in conjunction with treatment for terminal patients, and it seems that delving into possible problems with the job performance of nurses and coming up with workable countermeasures are what scholars of conscience should do in an effort to contribute to the development of medicine and the realization of a dignified and manly life.

현행 환경영향평가 제도의 문제점과 개선방안 - 실무자적 관점에서 검토 - (A Study on the Issues and Improvement of the Existing Environmental Impact Assessment System - Evaluation in an operator Viewpoint -)

  • The Korean environmental impact assessment(EIA) system, and explored ways to improve it as a more efficient and viable institution relevant to the demand of our time and conditions in study. The first problem this study identified is found in the fact that the party to write up the assessment report is itself the business operator or the one who is planning to work out the business plan. This structure translates into placing an order with an agent for EIA report. The reporting job may br subcontracted to the agent at a cost far below the rate specified in the 'Standard for Estimate of Agency Fee for Environmental Impact Assessment.' This practice also causes the vicious circle of producing a report that is written to justify the project or business in question or it leads to rough-and ready and poor documentation to minimize the time required. Second, in order to achieve the goal of the plan or business, which is the target of EIA, the local residents tend to ve regarded as an obstacle. This means elimination of the local people from participating in the EIA or their opinion being frequently ignored. This is the seed of distrust and hostility that sometimes provoke disagreements or fierce conflicts. The first proposal to improve these problem is to improve the factors that cause poor documentation of the assessment report as well as improve the understanding of the EIA system. This study proposes the following measures for improvement. The agency cost for EIA should be paid by the business operator or a third party that can ensure faithful implementation of the payment. A system should be established to verify transparent estimation of the agency cost. In order to enhance the professional quality of EIA agents, there should be implementation of qualification test for industrial engineer of related engineers in addition to the current EIA Qualification Test. The second proposal for improvement is to improve the citizen participation process by instituting a legal framework to make clear the purpose of the briefing session for local residents, which is held as a procedure of EIA, and to ensure more positive publicity during the stage of listening to the opinion of the local community. For a smooth and rational communication process, a moderator and a communicator of opinion, as is the case in a public hearing, could be instituted to clearly get the purpose of the briefing session across to the residents and to help to carry out the explanation and Q & A sessions according to the categories of the opinion of the residents. At present, the notification of the public inspection of the draft of the assessment report and briefing session for the residents is made on the newspaper and internet network. But some people have difficulty with access to this method of announcement. A higher participation rate could be secured if a legal provision is added to specify putting up placards in specific places such as the entrance to the place for the briefing session for residents or the building of administrative agencies of the area concerned.
