There are two major operation and management (O & M) systems in Korea, one by the Korea Agricultural and Rural Infrastructure Corporation (KARICO), a government corporation, and the other by non-KARICO, which includes Irrigation associations (IAs) and individual farmers under the supervision of city or county authorities. Main issues and constraints in the irrigation facility management are: (1) The dual system of the irrigation water management system; management by KARICO and that by IAs, and (2) From the commencement of KAICO in 2000, farmers were exempted from water charge. This is opposite to the international trend, which follows' user pay principle: Main specific strategies to improve irrigation management system are: (1) Introduction of water metering for water charge as well as water conservation, (2) Adoption of demand-oriented irrigation rather than supply-oriented to reduce waste of water, (3) To augment farmer's participation by forming water user associations, (4) To maintain consistency of government policy, (5) To promote roles of local governments, and (6) To reestablish the role of KARICO.
There was a transition from participatory irrigation management (PIM) to public irrigation management (PubIM) in Korea when Korea Rural corporation and Community (KRC) merged with Farm Land Improvement Associations (FLIAs), which had managed 60 % of irrigation areas. While making a number of achievements, some problems occurred in the public irrigation management, such as lack of farmers' participation, increased amount of water usage, and elevating operating costs. Accordingly, this paper suggested ways to increase efficiency in water usage and reduce operating costs under the public management through the motive power of farmers participation. First, WUGs replaced the discarded water management committee should be reorganized to revive the concept of PIM in the form of autonomously reinforced one and the roles and functions of WUGs and the board of representatives should be strengthened. The member of new type of WUGs should participate in the national and regional water management committees as a stakeholder of irrigation water user. And also new type of WUGs initiates not only the management of irrigation water but also the management of irrigation water quality and non-point source pollution in the watersheds. Those additional activities of WUGs should be properly compensated. Second, subsidies (direct payments) should be provided to faithful farmers as an incentive for their labor supply. Third, water fees could be charged to large scale agriculture companies. Fourth, professional managers could be hired, management targets would be adjusted, and incentives should be offered. These efforts are expected to improve the irrigation management by encouraging farmers' participation under public system.
Efficient water operation and management of an irrigation system plays an important element in the sustainability of irrigated agriculture. An agricultural water is delivered in many open canals of irrigation delivery system by reservoirs. The poor water distribution and management in an irrigation system is a major factor leading to low water efficiency. It is necessary to compare the estimated irrigation demands with the actual water supplies for decision making to maintain the water supply according to demand strategy. Smarter water management, new technologies and improvement of water management system, is essential to solve the problem of water efficiency and availability. In this paper, the irrigation efficiencies according to water delivery performance indicator were measured with automatic water gauge at irrigation canals, and calculated from spatial and temporal distribution of water supply for the lack of planning in water delivery. The analysis of results are obtain an insight into possible improvement methods to develop canal water management policies that enable irrigation planners to optimally manage scarce available water resources.
For optimal irrigation reservoir operation during flood and normal period, a general and systematic policy is suggested to make balance of the conflicting purposes between water conservation and flood control. We developed Open Water Management Program (OWMP) with an open architecture to deal with newly arising upgrade problems for optimal management of irrigation reservoir. And we evaluated the applicability of OWMP to estimate daily runoff from an agricultural watershed including irrigation reservoirs, and analyzed behaviour of irrigation reservoirs as irrigation water requirements considering frequency analysis of reservoir storage and frequency analysis water requirements for effective management of reservoir. When we executed OWMP with data produced from an experimental field, IHP basins, the mean relative errors of application of daily runoff and irrigation water requirement were less than 5%. We also applied OWMP to a Seongju irrigation reservoir to simulate daily runoff, storage and water requirement from 1998 to 2002, and the mean model efficiency between measured and simulated value was 0.76. Our results based on the magnitude of relative errors and model efficiency of the model simulation indicate that the OWMP can be a tool nicely adapted to the effective water management of irrigation reservoir for beneficial water use and flood disaster management.
This study aims to assess the mobile information technology as an alternative means for managing information of irrigation facilities. Traditional irrigation facility management which is operated manually has faced to critical limitations, such as delayed and loss in data handling and facilities misidentification. Real time download, collection, and update the information about the irrigation structure conditions in terms of operation and maintenance can provide a better support of the management efforts. Thus this study suggested mobile information technology using RFID (Radio Frequency IDentification) and QR (Quick Response) code for real time information management of irrigation facilities. This paper describes the applications and implementation results of real-time mobile technology for the field information communication of the irrigation facilities. The system was tested in I-dong irrigation districts in Gyounggi-province, Korea and the assessment of operability demonstrated beneficial usability for inspection of agricultural irrigation facilities in the irrigation district. The tests showed that RFID was preferred method expected to improve operability although these had some limitation. The mobile technologies are expected to increase efficiency and effectiveness of irrigation facilities management.
This study is to try grading size and economic values in irrigation reservoirs for the purpose to maintenance management valuation technique. This use main irrigation reservoirs which are managed by Farmland Improvement Associations(FIA) to estimate grading of irrigation reservoirs for maintenance and management. In order to make efficient management on irrigation reservoirs, this study will be a basic data at a decision ranking of investment which are followed by conservation and maintenance management.

Rice has always been the anchor of food security in the Philippines and the government is adamant about sustaining rice production by ensuring reliable irrigation water availability. Among the numerous irrigation schemes, the importance of the Pulangui River Irrigation System (PRIS) is undeniable, as it is the largest and primary irrigation source for rice production areas which are considered the food basket in Northern Mindanao. However, the ageing irrigation structures, unlined canals, long-standing water delivery systems, and climate change are compromising the performance of PRIS; and every year, during the dry and wet season, the maximum rice irrigable area is not achieved. From the field-scale water management perspective, untimely irrigation application, an unregulated roster of turn for irrigation among farmers, and the traditional practice of flooding the rice fields are the main causes of substantial water losses in conveyance, distribution, and farm application of irrigation water. Hence, proper irrigation scheduling is crucial to cultivate the maximum irrigable area by ensuring equity among the farmers and to increase the water use efficiency and yield. In this study, the FAO single crop coefficient approach was adopted to estimate rice water requirements, which were subsequently used to suggest appropriate irrigation schedules based on the recommended field-scale rice cultivation practices. The study results would improve the irrigation system management in the study area by facilitating in regulating the canal water flows and releases according to suggested irrigation schedules that could lead to increased benefited area, yield, and water efficiency without straining the available water resources.
In Korea, upland irrigation generally depends on the ground water or natural rainfall since irrigation water supplied from dams is mainly used for paddy irrigation, and only limited amount of irrigation water is supplied to the upland area. For the stable security of upland irrigation water, storage level of irrigation dams was simulated by the periods. A year was divided into 4 periods considering the irrigation characteristics. Through the periodical management of storage level, water utilization efficiency in irrigation dams could be enhanced and it makes available to secure extra available water from existing dams without new development of water resources. Two study areas, Seongju and Donghwa dam, were selected for this study. Runoff from the watersheds was simulated by the modified tank model and the irrigation water to upland crops was calculated by the Penman-Monteith method. The analyzed results showed that relatively sufficient extra available water could be secured for the main upland crops in Seongju area. In case of Donghwa area, water supply to non-irrigated upland was possible in normal years but extra water was necessary in drought years such as 1998 and 2001.
The purpose of this study is to evaluate the paddy irrigation efficiency using real-time water level monitoring data and intermittent irrigation model in Gimjae, Dong-Jin irrigation district. For this study, the real-time water level data in Gimjae main canal and other secondary canals were collected from 2012 to 2014 and converted to daily discharge using rating curve in each canal. From intermittent irrigation model in paddy, irrigation water requirement was estimated and irrigation efficiency was calculated. The average amount of irrigation water supply per unit irrigation area was 1,011 mm in Gimjae main canal for 12,749 ha irrigation area, 1,011 mm in the secondary canal of upper region and 1,470 mm in the secondary canal of lower region. The median irrigation loss was 43 % in Gimjae main canal, 25 % in secondary canal of upper region and 35 % in the secondary canal of lower region. The larger irrigation area is, the irrigation loss rates tend to decrease in secondary canals. Monthly median irrigation losses in upper region were 10 (June) - 40 % (September) and those in lower region were 25 (May) to 40 % (April, June, August, and September). The results of canal management loss can be available as the basic data for irrigation water management and estimating guideline of optimal irrigation water supply to improve agricultural water use efficiencies.
Agricultural water demand is considered as the major sector of water withdrawal due to irrigation. The majority part of the global agricultural field depends on various irrigation techniques. Therefore, a timely and sufficient supply of water is the most important requirement for agriculture. Irrigation is implemented in different ways in various land surface models, it can be modeled empirically based on observed irrigation rates or by calculating water supply and demand. Certain models can also calculate the irrigation demand as per the soil water deficit. In these implementations, irrigation is typically applied uniformly over the irrigated land regardless of crop types or irrigation techniques. Whereas, the latest version of Community Land Model (CLM) in the Community Terrestrial Systems Model (CTSM) uses a global distribution map of irrigation with 64 crop functional types (CFTs) to simulate the irrigation water demand. It can estimate irrigation water withdrawal from different sources and the amount or the areas irrigated with different irrigation techniques. Hence, we set up the model for the simulation period of 16 years from 2000 to 2015 to analyze the global irrigation demand at a spatial resolution of 1.9° × 2.5°. The simulated irrigation water demand is evaluated with the available observation data from FAO AQUASTAT database at the country scale. With the evaluated model, this study aims to suggest new sustainable scenarios for the ratios of irrigation water withdrawal, high depending on the withdrawal sources e.g. surface water and groundwater. With such scenarios, the CFT maps are considered as the determining factor for selecting the areas where the crop pattern can be altered for a sustainable irrigation water management depending on the available withdrawal sources. Overall, our study demonstrate that the scenarios for the future sustainable water resources management in terms of irrigation water withdrawal from the both the surface water and groundwater sources may overcome the excessive stress on exploiting the groundwater in major river basins globally.
