배전계통 신뢰도를 고려한 전기설비투자 우선순위 결정 기법 (An Improved Investment Priority Decision Mettled for the Electrical Facilities Considering the Reliability of Distribution Networks)

  • This paper proposes a improved investment priority decision method of the facilities considering the reliability of distribution networks. The proposed method decides a investment order of the facilities combining, by fuzzy rules, the investment priority decision of KEPCO and the priority decision considering reliability evaluation indices. Where reliability evaluation indices are SAIFI(System Average Interruption Frequency Index) and SAIDI(System Average Interruption Duration Index), as referred to evaluation index for sustained interruption. The reliability analysis method of distribution networks applied in this paper utilizes analytic method, where the used reliability data is historical data of KEPCO. Particularly, we assumed that the failure rate increased as the equipment ages. To verify the performance of the proposed method, we applied it with the planned projects to reinforce the weak facility electrical facilities in KEPCO in 2004. The evaluation result showed that, under a limited budget, the reliability of the KEPCO in the Busan region using the proposed method can be enhanced than using the conventional KEPCO's method. Therefore, the results verify the proposed method can be efficiently used in the actual priorities method for investing the electrical facilities.

  • 유망한 벤처기업이 경제혁신에 주요 역할을 담당한다는 것은 잘 알려져 있다. 그러므로 창업기업의 성장에 있어 벤처기업은 필수적인 역할을 담당하고 있다. 벤처캐피탈의 투자성과에 관한 문헌들은 벤처 캐피탈 투자전략이 벤처캐피탈의 특성과 역량에 크게 의존하는 것으로 나타났다. 따라서 벤처캐피탈의 투자역량은 중요하다. 즉, 벤처기업은 투자대상의 결정, 투자방법, 투자 후 사후관리 방법 등 벤처캐피탈은 다양한 투자역할을 담당하고 있다. 본 연구는 벤처캐피털의 투자역량이 투자성과에 미치는 영향을 이해하기 위해 수행되었다. 이를 위해 서울과 경기도 지역의 70개 벤처기업을 대상으로 실증분석을 실시하였다. 본 논문의 경험적 증거는 다음과 같이 요약된다. 첫째, 벤처 기업의 재무성과는 벤처캐피탈의 재무역량과 벤처캐피탈의 투자평가에 영향을 받는 것으로 나타났다. 둘째, 벤처기업의 경영성과는 벤처캐피탈의 마케팅지원 컨설팅과 벤처캐피탈의 투자평가에 영향을 받는 것으로 나타났다.

한국영화 제작자본에 대한 영상전문투자조합 정책의 기여도 평가 (An Evaluation on the Audio-visual Investment Fund's Contribution to Korean Film Production Capital)

  • 본 연구는 정부의 금융지원 정책인 영상전문투자조합이 한국영화 제작자본 조달에 기여한 정도를 평가하였다. 영상전문투자조합 정책은 1999년 중소기업청과 2000년 영화진흥위원회의 출자로 시작되었고, 이후 한국영화 제작비뿐만 아니라 문화산업 분야의 창업 초기기업과 프로젝트의 중요한 자본조달 구조로 발전하였다. 하지만 한국 영화산업의 관점에서 영상전문투자조합의 정책성과를 평가할 수 있는 기초자료가 기관별, 시기별로 산개해 있어서 일관적인 지표를 산출하기 어려웠다. 이에 본 연구는 해당 기관들의 자료를 재구성하여 1999~2017년까지 공적 출자를 통해 결성된 영상전문투자조합의 신규 결성규모, 공공 출자비율, 한국영화 투자편수 및 투자금액, 공공 출자금 및 결성액 대비 투자승수, 청산조합 수익률 등의 지표를 산출하였다. 이를 통해 영상전문투자조합 정책이 한국 영화산업의 성장에 기여한 성과를 평가할 수 있는 기초적인 토대를 제공하고자 한다.

IT 투자 평가를 위한 시스템 다이나믹스를 활용한 밸런스스코어카드 (Balanced Scorecard using System Dynamics for Evaluating IT Investment)

  • IT는 도입 비용이 상당히 높고, 단기간에 그 성과가 나타나지 않는다. 하지만 대부분의 IT 도입 성과 평가 모델은 단기간의 성과만을 측정하기 때문에 신뢰성 있는 예측을 하기 힘들다. 또한 성과 측정을 위해 ROI와 같은 재무적인 요소만을 고려하는 경우가 대부분이다. 보다 정확한 성과 측정을 위해서는 재무적 요소뿐 아니라 시스템 활용성, 고객만족, 기업 이미지 등 비재무적인 요소도 고려하여야 한다. 본 연구에서는 장기적인 관점에서 재무적인 요소와 비재무적인 요소 모두를 성과 측정에 반영할 수 있는 방법을 제안한다. 이를 위하여 본 연구에서는 시스템 다이나믹스와 균형성과표(Balanced scorecard)의 연구 성과를 활용하였다. 시스템 다이나믹스는 장기적인 관점에서 대상 시스템의 행태를 분석하는데 유용하며, BSC는 재무적 비재무적 측면에 관한 평가를 가능하게 해 준다. 또한 본 연구의 유용성을 입증하기 위하여, 본 연구 결과를 유통 산업에 있어서 RFID 도입 성과를 측정하는데 적용해 보았다. 적용해 본 결과 RFID는 도입 비용이 많이 들기에 단기적인 관점에서는 부정적인 결과를 가져오나, 장기적인 관점에서는 기업에 이익을 주는 것을 확인할 수 있었다.

수소.연료전지 연구개발 투자현황 분석 (Analysis of R&D Investment for Hydrogen and Fuel Cell)

  • Research and Development (R&D) investment of hydrogen and fuel cell, funded by government from 2007 to 2008 in Korea, has been analyzed. R&D investment of hydrogen and fuel cell in 2008 would see 9% and 29% of total budget in the field of renewable energy, respectively. It was found that R&D investment is mainly dependent on mission of Ministry in Korea. Basic and apply research would be mainly invested by Ministry of Education, Science and Technology (MEST), while development research would be conducted by Ministry of Knowledge Economy (MKE). In R&D investment by performer, hydrogen technology would be conducted by government-funded institute and university. It was also shown that funds for hydrogen production have been much supported than hydrogen storage. Meanwhile, fuel cell would be mainly conducted by major companies. It was also shown that funds for proton exchange membrane fuel cell (PEMFC) have been much invested than other technology in fuel cell.

  • This study provides a thorough methodology for IT Investment evaluation. A software tool to support the evaluation process was introduced along with a case study. The software supports the methodology that consists of 7 phases : Target analysis, ldentifying IT measures, Measuring IT impact, Assessing business value, Analyzing the decree of realization, Cost-benefit analysis, and Reporting. The case study showed that the software (CAFA) was a very useful tool supporting both decision-making and post-implementation reviews of IT investment.

블랙리터만 모형을 이용한 섹터지수 투자 전략 (Sector Investment Strategy with the Black-Litterman Model)

  • In this paper, we deal with a sector investment strategy by implementing the black-litterman model that incorporates expert evaluation and sector rotation momentum. Expert evaluation analyzes the relative performance of the industry sector compared with the market, while sector rotation momentum reflects the price impact of significant sector anomaly. In addition, we consider the portfolio impact of sector cardinality and weight constraints within the context of mean-variance portfolio optimization. Finally, we demonstrate the empirical viability of the proposed sector investment strategy with KOSPI 200 data.

Decision on Quality Investment Level Under Moral Hazard Environment

  • Moral hazard and adverse selection often exist in asymmetric information environment. In this paper, quality investment decision problem is studied under moral hazard. A basic model for quality investment level decision is developed with the supplier as a principal and the buyer as an agent. And then we regard the supplier and the buyer's rational limitations to set up a model when the buyer's quality evaluation and processing activities are hidden. The model is optimized and the results under different backgrounds are discussed and compared. Results show that the buyer's quality evaluation level and processing level are mostly influenced by the supplier's quality assurance payment. Both the supplier and the buyer choose different quality investment levels under moral hazard because of the supplier's payment to the buyer in case of internal failure and external failure.

A Study on the Government's Investment Priorities for Building a Supercomputer Joint Utilization System

  • The purpose of this paper is to analyze the Korean government's investment priorities for the establishment of a supercomputer joint utilization system using AHP. The AHP model was designed as a two-layered structure consisting of two areas of specialized infrastructure, a one-stop joint utilization system service, and four evaluation items for detailed tasks. For the weight of each evaluation item, a cost efficiency index considering the annual budget was developed for the first time and applied to the weight calculation process. AHP analysis conducted a survey targeting supercomputer experts and derived priorities with 22 data that had completed reliability verification. As a result of the analysis, the government's investment priority was high in the order of dividing infrastructure for each Specialized Center and building resources in stages. In the future, the analysis results will be used to select economic promotion plans and prepare strategies for the establishment of the government's supercomputer joint utilization system.

최적제어기법의 지역정책에의 적용에 관한 연구 : 지역경제정책의 평가를 중심으로 (The Use of Optimal Control Techniques to Design Regional Policies: With Special Reference to the Evaluation of Regional Economic Polices)

  • It is widely known that optimal control techniques are useful to measure the performance of macroeconomic policy. This paper examines how the method could be applies them to the evaluation of the public investment expenditures conducted by the local government of Choongbook Province in Korea. The numerical example illustrates the usefulness of the methods for the evaluation of the regional economic policies suggesting the main findings as follows: (1) If the local government of Choongbook Province had increased the public investment expenditures allowing the budget deficits for the first three to four years during the period between 1985 and 1990, its GRDP would have early risen to the ratio of more than three percent of Korea's total GDP. (2) The additonal welfare losses incurred by not following the optimal policy were 0.191 in 1986, 0.607 in 1987, 1.585 in 1988, and 0.132 in 1989, indicating that the public investment policy proves to be the best in 1989 and the worst in 1988.
