Identifying which international maritime legal instruments are mandatory or recommendatory is complicated task even for maritime regulatory bodies. Although International Maritime Organization (IMO) had tried to ease the complexity by adopting guidelines on uniform wordings for making reference to other instruments in IMO parent conventions, there has still been some confusion identifying the mandatory status of IMO instruments. The aim of this study was to map out a step-based guideline to resolve the complexity of the mandatory status of IMO instruments to the maximum extent possible. This study reviewed the history of IMO rule-making process to find the root cause of the problem, then analyzed the approaches of regulatory enforcement bodies to check the practices. In conclusion, readers are directed to find such information as to legal status of IMO instruments and an improvement is proposed to enhance the transparency of information sharing for maritime industry to make better informed decisions.
The purpose of this study is to analyze the area table of twenty editions of the DDC in order to identify what major changes have been made chronologically. The summaries about which were discussed according to the edition order about the change processes of the most extensive area table of the DDC auxiliary table are as follows. 1. It is from the 17th edition that area table appeared as a special auxiliary table in DDC for the first time and the method of classifying areas like from 930 to 999 which is regional history in history class was taken before the introduction of independent area table. 2. The entry numbers in which the area table was applied increased continuously until the 18th edition but the applied entry number was rather decreased in the 20th edition especially the number was mainly decreased in history class, this is the result of the fact that the entry was classified by area table without enumerating each regional history in history class except for the basic area since the 17th edition but recently at least the area of over national unit according to the necessity of enumerating the entry in regional history within history class. 3. The relocation or revision of area table was made according to the literary warrant of the relevant area by period political and administrative conditions and the request of related organization or classifiers of the area rather than by the topographical features therefore the revision was made chiefly about the highly interested Europe Northern America especially the United States. 4. The entry numbers which were expanded according to area indicate that gradual improvement for the international feature as the revision of edition is repeated is made but because of the expansion of Northern America, especially the United States, regional disproportion is represented by the occupation of 56% in the entire entry numbers of the United States in case of the 20th edition. Lastly, the reasonable reform plans of area table will have to be groped on the basis of the results of analysis above and the consideration about the problems in the development of area table of DDC and the other main classification systems.
Ford Madox Ford, the early twentieth-century writer most famous for his novel The Good Soldier, perceived his "business in life [as an] ... attempt to discover and to try to let you see where you stand." With this grand purpose in mind, Ford disregarded distinctions of genre in his prolific output of what we would consider novels, memoirs, literary criticism, travel writing, and history. Claiming that "the Novelist ... [is a] historian of his own time," Ford sought his own version of the "truth," a truth that was more faithful to his own subjective impressions than to verifiable "fact." Among these works that depict his age are a series of "memoirs" or "reminiscences," works published from the 1910s to the 1930s which carry out his Impressionistic purpose. What lies behind these memoirs is Ford′s view that his own individual history can be understood as his contemporary society′s collective history. This article explores Ford′s experimentation with boundaries of fact and fiction, and history and narrative, as he employs and expands the memoir form. In particular, 1 focus on two works, Memories and Impressions (1911) and It Was the Nightingale (1933), and Ford′s techniques in these memoirs, such as 1) the adoption of fictional personae from which to comment on his society at large and 2) the use of emblematic "parables" to encapsulate larger lessons of life within the minutiae of existence. Current theorists on the memoir form share interests in these questions of genre and of the social role of the memoir Nancy Miller, for instance, terms the memoir "the record of an experience in search of a community." This article engages these current discussions of the memoir genre by examining Ford′s early twentieth-century examples as innovative experiments that play with the boundaries between fiction and history, and personal impressions and collective truth.
본 연구의 목적은 구술기록 메타데이터의 내용 영역에 대한 요소를 개발하는 것이다. 이를 위해 첫째, 녹취록과 상세목록의 내용적 가치와 구술기록 메타데이터의 특징을 살펴보았다. 둘째, 국내외 구술기록 메타데이터의 내용 요소를 비교하여 18개 요소를 파악한 후, 중복 요소를 제거하여 12개 요소로 정리하였다. 셋째, 해방촌 니트 사업 구술 면담을 진행한 구술자 6명의 녹취록에 대한 상세목록을 12개의 요소와 대응시켜 검토하였다. 넷째, 전체적인 검토를 바탕으로 추가 요소 1개를 도출하여 총 13개의 요소를 '기본'으로 설정하고 이를 15개의 '상세' 요소로 구분하여 최종안을 제시하였다. 본 연구에서 제시한 구술기록 메타데이터의 내용 영역 요소는 구술 내용의 구조와 표현을 지원함으로써 구술기록에 대한 활용 범위를 확대하는데 기여할 수 있을 것이다.

In recent years, the intellectual property rights (IPR) are increasingly becoming trade goods and the subject of international trade negotiations. During the past decades, intellectual properties earned critical importance for economic development in both developed and developing countries. Developed countries, headed by the United States, that recognize the economic value of the IPR in the world market are aggressively seeking for universal protection of IPR throughout the world. Intellectual properties have unique qualities that distinguish them from other tangible goods. Most importantly, they are public goods created on the basis of knowledge and information accumulated throughout human history and shared by different cultures. However, there is a growing tendency that the quality of public goods are being etched away as the property concept in IPR expands. In this paper, I discuss how copyright and patent laws incorporated the concept of property right as natural right to one's intellectual creations in early formation of the laws in Europe. I argue that copyright law and patent law are the historical products resulting from political, economic, and ideological factors interacting in a certain society. A history of copyright and patent points to that the intellectual property rights as natural lights of authors and inventors as argued by developed countries in international disputes, are not universal, but unique historical products. Copyright and patent laws have been shaped and developed as regulatory measures by governments to promote and control industries by providing authors and inventors with monopoly incentives. Since property right was used as a regulatory device it was restricted. This is to enhance the distribution of knowledge and information rather than to ensure the property right as an absolute right.
The term "GMP" firstly came on the 1962 amendment of the Federal Food, Drug and Cosmetic (FD&C) Act and the US FDA established and officially announced the Good Manufacturing Practice Regulation for the first time in the world in 1963. In 1969, the World Health Organization published the GMP regulation and recommended that member states adopt the GMP regulation and implement the "GMP Certification Scheme" for international commerce of finished pharmaceutical products. As a result, GMP requirements have become important ones that have to be complied with in the manufacture of pharmaceutical products. The Korean GMP regulation was announced as the official notification by the Ministry of Health and Social Affairs in 1977. The KGMP regulation was voluntarily adopted by pharmaceutical companies at the early stage, but it had become mandatory. In addition, various kinds of GMP regulations have been established to cover active pharmaceutical ingredients, biological products and others, in addition to finished pharmaceutical products. Taking account of technological development and changes in the pharmaceutical environments, the KGMP regulation was fully amended and harmonized with GMP requirements of developed countries. In this way, the KGMP has developed to keep up with international trends and standards, leading to accession to the Pharmaceutical Inspection Cooperation Scheme (PIC/S).
The archipelago in the southwest sea, Korea, was registered as Shinan Dadohae Biosphere Reserve by United Nations Educational, Scientific and Cultural Organization Man and the Biosphere (UNESCO MAB) on May 26, 2009. This study was conducted to determine a method of reconciling natural and anthropogenic processes and to enable sustainable development in the vicinity of the Shinan Dadohae Biosphere Reserve (SDBR). To accomplish this, the characteristics of SDBR with respect to biodiversity and cultural diversity were evaluated. In addition, a management plan regarding the wise use of the SDBR was developed while focusing on four parts: cultural support to induce motivation for native conservation and development; development and specification of fisheries and cultivation based on local community systems; restructuring of marine food products and resource transporting systems; activation and discovery of indigenous knowledge to enable networking between local residents, academia and the UNESCO-international society.
