Optimal Road Congestion Pricing under Inter-dependent Market Conditions (Theoretical Review) (상호의존적 교통시장하의 최적 도로혼잡통행료 연구(이론적 고찰))

  • In order to incorporate substitution effects between different transport modes in optimal road Pricing, relating economic theories and models have been reviewed. It includes unconstrained optimization problem of maximizing separable and non-separable social net benefit functions of different substitutable urban transport modes. In doing that, the problem and limitations such as path-independent conditions with the asymmetric Jacobian of the objective function have been reviewed. Consequently, a plausible way of deriving optimal road price under interdependent market conditions has been suggested so that the idea can help identifying desirable and acceptable urban transport policy alternatives in a more comprehensive way.

A Study on the Characteristics of Population Movement in South West Area of Kyonggi-do (경기 남서부지역의 인구특성 연구)

  • This paper investigated the characteristics of population structure and the determinants of population movement in the south west area of Kyonggi-do by grouping 9 cities in 3 categories and using Panel data of $1995{\sim}2001$. The major findings of this paper were identified as follows : 1) The population structure of regions was different to the stages of urbanization. The ratio of child and elder dependency was high in the rural regions and low in the urbanized regions. It was due to the movement of economically active population of $20{\sim}40$ aged groups, from rural regions to urban regions. This means that more productive segments of the rural population leave the country to the city. In addition. The ratio of male to female was higher in $20{\sim}40$ aged groups for rural regions. This suggested that young females moved from rural regions to urban regions more than young males in the process of industrialization. 2) Based in pooling regression, income was the most significant determinant that could explain the inter-regional and intra-regional movement of population for south west area studied, The next one was educational opportunity variable. The coefficients of income and education were 0.5, 0,7 for intra-regional migration and 0.01, 0.02 for interregional migration indicating that Todaro's hypothesis could be tested well rather than Tiebout' model for this area.

An Analysis of Urban Residential Crimes using Eigenvector Spatial Filtering (아이겐벡터 공간필터링을 이용한 도시주거범죄의 분석)

  • The spatial distribution of crime incidences in urban neighborhoods is a reflection of their socio-economic environment and spatial inter-relations. Spatial interactions between offenders and victims lead to spatial autocorrelation of the crime incidences. The spatial autocorrelation among the incidences biases the interpretation of the ecological model in OLS framework. This research investigates residential crimes using residential burglaries and robberies occurred in the city of Columbus, Ohio, for 2000. In particular, the spatial distribution of incidence rates of residential crimes are accounted in OLS framework using eigenvectors, which reflect spatial dependence in crime patterns. Result presents that handling spatial autocorrelation enhanced model estimation, and both economic deprivation and crime opportunity are turned out significant in estimating residential crime rates.

Adopting flexibility of the end-plate connections in steel moment frames

  • The majority of connections in moment resisting frames are considered as being fully-rigid. Consequently, the real behavior of the connection, which has some level of flexibility, is ignored. This may result in inaccurate predictions of structural response. This study investigates the influence of flexibility of the extended end-plate connections in the steel moment frames. This is done at two levels. First, the actual micro-behavior of extended end-plate moment connections is explored with respect to joint flexibility. Then, the macro-behavior of frames with end-plate moment connections is investigated using modal, nonlinear static pushover and incremental dynamic analyses. In all models, the P-Delta effects along with material and geometrical nonlinearities were included in the analyses. Results revealed considerable differences between the behavior of the structural frame with connections modeled as fully-rigid versus those when flexibility was incorporated, specifically difference occurred in the natural periods, strength, and maximum inter-story drift angle.

  • Accessibility is a field of study that has primarily been applied to urban or transportation problems two dimensionally. However, in large complex buildings as shopping centers or hospitals, inter-spatial accessibility among compartments has to be taken into account such as in building layouts or evacuation planning. This study expands space syntax theory, one of accessibility-related methodologies used for computing connectivity in urban or architectural spaces, into 3D indoor spaces. Although space syntax is basically a topology-based theory that does not consider general costs such as distance or time, this study suggests modification that incorporates different types of impedances in moving between places including distances, turns and transfers between floors. The proposed method is applied to a 3D campus building model in computing and displaying the accessibility to exit doors or cohesive accessibility among similar functions.

A Study on Land Surface Temperature Changes in Redevelopment Area Using Landsat Satellite Images : Focusing on Godeok-dong and Dunchon-dong in Gangdong-gu, Seoul (Landsat 위성영상을 활용한 재건축 지역의 지표 온도 변화에 관한 연구 : 서울특별시 강동구의 고덕동과 둔촌동을 중심으로)

  • The population is concentrated in the metropolitan areas in Korea, and low-density residential areas are transforming into high density residential areas through redevelopment to meet this demand. However, large-scale redevelopment in a short period of time has a negative impact on the urban climate, such as generating a heat island effect due to the reduction of urban green areas. In this study, the change in surface temperature from 2013 to 2022 in the redevelpment areas of Godeok-dong and Dunchon-dong, Gangdong-gu, Seoul, was analyzed using Landsat 8 satellite images. In the Godeok-dong area, the difference in surface temperature was analyzed for the target redevelopment area, forest area, mixed forest and urban area, and low density residential area. In the Dunchon-dong area, the difference in surface temperature was analyzed for the target redevelopment area, forest area, and low density residential area. The difference in surface temperature was analyzed through multiple regression analysis conducted yearly over the three different stages in redevelopment period. The results from the multiple regression analysis show that in both areas, the land surface temperature of target redevelopment area was higher than that of the forest area and lower than low density residential area. It can be seen that these results occurred because the low-density residential area in Godeok-dong and Dunchon-dong had a lower green area ratio and a higher building-to-land ratio than the target redevelopment area. The results of this study suggest that even if low-density residential areas are transforming into high-density areas, adjusting the management of green areas and building-to-land ratio can contribute to lessen urban heat island effect.

The System of City Planning and Development in North Korea: Focused on Development of Kaesong Industrial Complex (KIC)

  • South and North Korea, the divided nations on the Korean peninsula, began with the same modern city planning system, but following the adoption of different national ideologies-capitalism and socialism-, they established their own city planning system and developed their cities accordingly. However, the process of planning and developing a joint city of Kaesong Industrial Complex (KIC) led to the recognition about the need to bridge the differences and prepare for future joint development. This study examines North Korea's city planning system by comparing the two Koreas' systems, and identify the characteristics of North Korea's city planning system through a case analysis of the KIC. By comparing two cases, we found two distinct characteristics of North Korea's. The one is a tool for realizing ideologies and maintaining national system. The other one is that it is ideology-oriented system for the supreme leader and party while South Korea has control-oriented system for the public. We analyze the KIC case based on four pillars: planning system, development system and procedure, master plan, and use behaviors. Result of analysis shows that in KIC there are many socialistic features as we mentioned above in terms of planning system, urban design & structure, and use behavior even though a private enterprise-Hyundai Asan, in South Korea led the whole process. This study is meaningful in that it identifies the specific characteristics of North Korea's city planning focusing on the KIC and is expected to serve as a baseline material to set the future direction for North Korea's development.

A Study of Optimal-CSOs by Continuous Rainfall/Runoff Simulation Techniques (연속 강우-유출 모의기법을 이용한 최적 CSOs 산정에 관한 연구)

  • For receiving water quality protection a control systems of urban drainage for CSOs reduction is needed. Examples in combined sewer systems include downstream storage facilities that detain runoff during periods of high flow and allow the detained water to be conveyed by an interceptor sewer to a centralized treatment plant during periods of low flow. The design of such facilities as storm-water detention storage is highly dependant on the temporal variability of storage capacity available as well as the infiltration capacity of soil and recovery of depression storage. For the continuous long-term analysis of urban drainage system this study used analytical probabilistic model based on derived probability distribution theory. As an alternative to the modeling of urban drainage system for planning or screening level analysis of runoff control alternatives, this model has evolved that offers much ease and flexibility in terms of computation while considering long-term meteorology. This study presented rainfall and runoff characteristics of the subject area using analytical probabilistic model. Runoff characteristics manifested the unique characteristics of the subject area with the infiltration capacity of soil and recovery of depression storage and was examined appropriately by sensitivity analysis. This study presented the average annual CSOs, number of CSOs and event mean CSOs for the decision of storage volume.

Implications of the US Metropolitan Economic Zone on the Association of Rural Living Area and Metropolitan Economic Zone in Korea (미국의 광역경제권과 생활권 -한국의 광역경제권 및 농촌지역 생활권 구축에 대한 함의-)

  • The purpose of the present study is to provide policy implications for successful development of the metropolitan economic zone in Korea followed by in-depth case studies on the US Metropolitan Economic Region. This study looked into diverse experiences of the US mega regions investigating their key strategies, requirements and standards, etc. Urban areas in the US are designated based on CBSA, a standard for statistical area since 1950. The US has a clear standard to define rural and suburban area and is trying to reflect urban structural changes including suburbanization. The US annexation system is relatively simple to operate. Furthermore, the system helps the growth of rural areas by gradually incorporating rural areas into urban areas. We found that action plans of the US mega regions facilitate strategic growth and development for balanced territorial development, incorporating multi-dimensional and comprehensive approaches. We also found that the US mega regions are designated with regard to the local natures. Couple of policy implications were extracted from the US experiences. First, since the construction of mega regions in Korea concerns less on the inter-regional connections with other regions, we need to incorporate diverse standards to divide the regions with respect to the spatial and local characteristics. Second, local governments should collaborate with each other for successful economic development of the metropolitan economic zones. Administrative districts renovation can be a immediate and effective solution to facilitate the collaboration. We recommended to consider consolidating administrative areas to construct successful metropolitan economic zones.

Measurement of Atmospheric BTX in Seoul Using Differential Optical Absorption Spectroscopy (차등흡수 분광법을 이용한 서울 대기 중 BTX 측정)

  • In this study, a Long Path Differential Optical Absorption Spectroscopy system (K-JIST LP-DOAS) has been used to simultaneously measure atmospheric monoaromatic hydrocarbons and other trace compounds. The validity of the K-JIST LP-DOAS for measuring atmospheric monoaromatic hydrocarbons was tested during a field campaign between 12 February and 14 March 2003 at an urban site in Seoul, Korea through inter-comparative measurements against a collocated on-line Gas Chromatography (GC) system. The concentrations of benzene, toluene, p-xylene, and m-xylene were measured with the K-JIST LP-DOAS system in the UV region (239~302 nm) over a 740 m beam path. For the other trace compounds, a longer spectral range (299~362 nm) was used. In order to remove the interference of atmospheric abundant species (such as oxygen, sulfur dioxide and ozone), two oxygen optical density spectra obtained at two pathlengths, 697 and 1133m, and reference spectra of sulfur dioxide and ozone were incorporated in the fitting procedure. The mean concentrations measured by our LP-DOAS during the measurement period were 0.77 ($\pm$0.38) ppbv for benzene, 3.68 ($\pm$1.90) ppbv for toluene, 0.41 ($\pm$0.19) ppbv for p-xylene, 0.54 ($\pm$0.24) ppbv for m-xylene. The concentration data of benzene, toluene, p-xylene and m-xylene obtained by our LP-DOAS were found to be in relatively good correlations with those of the online GC system. Pearson's coefficients in the observed concentrations between LP-DOAS and on-line GC were 0.84 for benzene, 0.83 for toluene and 0.65 for m,p-xylene. This study suggests that the LP-DOAS system can be used to provide reliable information on both the mixing ratios and temporal distribution characteristics of monoaromatic hydrocarbons in the urban air.
