댐상류하수도시설의 통합운영관리방안에 관한 연구(II) - 통합운영관리 조직구성, 인력절감효과 및 경제성 검토를 중심으로 - (Integrated Management of Sewage Facilities in Upstream Watershed of Dam(II) - Focusing on Organization, Human Resources Saving Effect and Economic Feasibility -)

  • A project constructing sewerage facilities in 9 upstream areas of 7 multi-purpose dams will have been completed by 2011. After all constructing and retrofitting of the new and the existing sewerage facilities, integrated management system with operation and control functions for the each levels of facilities will also be utilized. In this study, we studied how to compose the organization taking responsibility of the integrated management system and analysed human resources saving effect against conventional method of individual management of each sewerage facility. As a result, a method estimating the human resources in employing the integrated management among several sewerage facilities at upstream areas of dams were presented and some 23% of human resources could be saved by integrated management. Commissioning to a specialized public institute showed the highest B/C ratio of 4.5 among commissioning to local public corporations, commissioning to private corporations, and role-sharing partnership, etc.

  • Integrated management system (IMS) for sewerage facilities has been installed at 7 dams and 9 watersheds since 2006. However, there has been no decisive plan on how and who to manage efficiently IMS after finishing the construction. Therefore, in this study, it was suggested that a new organization, so to speak, a technical support team for integrated management that may operate and manage IMS efficiently, could need to be set up. Three scenarios were evaluated depending on the type of allocating human resources to new organization considering each levels of sewerage facilities. Economic analyses on each scenarios of human resources allocation were also carried out. As a result, establishing the technical support team for integrated management was estimated to give the net benefit from 1.3 billion to 20.6 billion won for 15 years.

  • Integrated management systems (IMS) that control entire sewerage facilities in the upper reaches of multi-purpose dams are being constructed for their efficient operation and management. However, because the IMS installed in a watershed belong to several local government bodies, significant conflict would be expected between stakeholders in the process of deciding who should control the IMS after completion of the construction that was initially implemented under the support of central government. The objective of this study was to suggest a decision making to determine who should control the IMS for sewerage facilities in the upper reaches of multipurpose dams in Korea, using the analytic hierarchy process (AHP). Three alternatives were selected to determine who should control the IMS for sewerage facilities: commissioning to public corporations, commissioning to private corporations, and a role-sharing partnership. In using the AHP technique, the emphasis was on comparing public interests, economics, efficiency, sustainability, specialty, grievance mediation and receptiveness. As a result, building a role-sharing partnership received the highest score. Commissioning to a special institute was also suggested as an alternative as this showed a score similar to that of building a role-sharing partnership.

  • Water supply and sewerage systems are the large-scale urban infrastructure ejecting large amount of environmental load over the life-cycle. Therefore, it is important not only to optimize in the aspect of economical superiority and process efficiency but also to consider earth scale environmental impact. This study aimed to suggest the establishment of life cycle management(LCM) system as an integrated management solution in urban water supply and sewerage systems. As a result, the methodology for LCM system consisting of life cycle assessment(LCA), life cycle cost(LCC), life cycle $CO_{2}(LCCO_{2})$ and life cycle energy(LCE) was developed. Also, several case studies using the latest statistics data of water supply and sewerage systems were carried out to investigate the field applicability of LCM.

충주댐 상류지역 하수도시설 확충사업에 관한 주민의 지불의사액 추정을 위한 CVM의 적용에 관한 연구 (Application of contingent valuation method for estimating willingness-to-pay in planning the integrated sewerage system in the catchment of Dam Chung-Ju)

  • The objective of this research was to estimate residents' willingness-to-pay using contingent valuation method and to investigate their environmental sensibilities prior to conduct the costbenefit analysis on the watershed management program of integrated sewerage construction and operation in the catchment of Dam Chung-Ju. A set of questionnaire was prepared and asked to 1,200 residents at downstream area as well as upstream area of Dam Chung-Ju. As a result, environmental sensibility of the residents living in the catchment of upstream of Lake Chung-Ju seemed very high. However, the substantial practice in their own life for conserving their environment was inactive, although residents' efforts trying to collect and dispose garbages in separate containers and to minimize the waste discharge load were actually made. The willingness-to-pay on each month for 20 years was estimated as 4,841 wons for the openended question and 3,411 wons for the close-ended question. Factorial analysis was also performed to obtain correlation among the questions asked. Seven groups of the correlated questions were identified and their contribution to the estimated willingness-to-pay was analyzed.

  • Tan-Sui River Basin covers Taipei metropolitan area of 2,726 square kilometers with more than six million residents. Since 1988, Taiwan government started to plan and construct an integrated sewerage system, consisted by both separated and concentrated trunk sewers, wastewater treatment plants and ocean outfalls. This presentation will introduce the master plan and major facilities of Tan-Sui River Basin sewerage system. Other measures to protect general water quality and the environment of adjacent river basin area of Tan-Sui River and her tributaries by Taiwan EPA will be presented as well.

1D-2D 통합 도시 침수 해석 모형을 이용한 침수 원인 분석에 관한 연구 (Simulation and analysis of urban inundation using the integrated 1D-2D urban flood model)

  • 고정확도의 도시침수 모의를 위해서는 물리적 개념에 기반한 통합적 수치해석이 필요하다. 본 연구에서는 Lee et al. (2015)이 개발한 1차원 하수관망, 2차원 범람 모형의 국내 적용성을 검토하고, 과거 도시 홍수 사상의 침수 원인 분석을 수행하였다. 본 모형은 이중배수 개념에 기반하여 멘홀 대신 집수구를 지표면과 하수관망 사이의 교환유량 산정 지점으로 이용하므로 보다 실제와 유사하게 침수 과정을 모의할 수 있을 뿐 아니라 지표면 범람 해석시 건물에 의한 차단 효과를 고려할 수 있다. 개발된 모형의 적용성은 서울 사당 유역에서 발생한 침수 사상에 대해서 재현 모의를 통해 검증하였다. 적용 결과, 본 연구에서 개발된 모형은 실제 침수 피해 영역을 실제와 유사하게 모의 하였을 뿐만 아니라 침수 원인을 보다 자세히 분석할 수 있는 장점을 보여주었다.

  • 편익전환기법은 다른 지역에서 이미 수행하였던 비시장성 재화의 가치 평가 사례를 분석하여 주어진 지역(정책집행 대상지역)에서의 유사한 재화의 경제적 가치 추정치를 구하는 방법이다. 본 연구의 목적은 우리나라 댐상류지역의 수계에서 하수도시설 확충사업에 대한 편익전환 가치를 추정하는 것이다. 본 연구에서 종합자료분석을 위해 5개 모형을 가정하였다. 5개 모형 중에서 모형 2의 경우 남강 합천 대청댐을 연구지역으로 하여 조건부가치측정법을 사용하여 추정한 지불의사액과 소양댐을 정책집행 대상지역으로 예측한 지불의사액 추정치를 비교한 절대오차는 $6{\sim}7%$로 좋은 결과가 나타났다. 그러나, 모형 1의 경우 안동 임하댐의 조건부가치측정법을 사용하여 추정한 지불의사액과 비교하였을 때 예측된 지불의사액 추정치의 절대오차는 $42{\sim}47%$로 나타났다. 안동 임하댐의 주민들은 인근 지역에 2개의 댐이 만들어졌고, 이들 댐상류지역이 상수원 보호구역으로 지정되어 경제적 활동에서 피해를 받고 있다고 생각하기 때문이다.

Data complement algorithm of a complex sewerage pipe system for urban inundation modeling

  • Geographic information system (GIS) sewer network data are a fundamental input material for urban inundation modeling, which is important to reduce the increasing damages from urban inundation due to climate change. However, the essential attributes of the data built by a local government are often missing because the purpose of building the data is the maintenance of the sewer system. Inconsistent simplification and supplementation of the sewer network data made by individual researchers may increase the uncertainty of flood simulations and influence the inundation analysis results. Therefore, it is necessary to develop a basic algorithm to convert the GIS-based sewage network data into input data that can be used for inundation simulations in consistent way. In this study, the format of GIS-based sewer network data for a watershed near the Sadang Station in Seoul and the Oncheon River Basin in Busan was investigated, and a missing data supplementing algorithm was developed. The missing data such as diameter, location, elevation of pipes and manholes were assumed following a consistent rule, which was developed referring to government documents, previous studies, and average data. The developed algorithm will contribute to minimizing the uncertainty of sewer network data in an urban inundation analysis by excluding the subjective judgment of individual researchers.

우리나라 공공하수처리시설의 방류수 수질 관리체계 개선방안 고찰 - 미국, 일본, 유럽의 공공하수처리시설 방류수 수질 관리제도를 중심으로 - (A Study on the Management System Improvement of Effluent Water Qualities for Public Sewage Treatment Facilities in Korea)

  • 우리나라의 공공하수처리시설 방류수 수질기준을 마련하는데 있어 기준설정 근거를 명확히 하는 것과 하수처리시설의 운영조사를 근거로 적정성 여부를 검토할 수 있는 종합적인 기준설정 체계를 마련할 필요가 있다. 미국은 연방정부가 POTW에 대한 최소한의 항목과 기준의 가이드라인을 제시하며, 지방정부는 국가 가이드라인과 동일하거나 주별 특성을 반영하여 보다 엄격한 가이드라인을 제시하도록 하고 있다. 일본의 경우 하수도법상 방류수 수질기준에서 하수처리시설 구조 기술상의 기준을 만족하여야 하고 방류수 수질기준과 공공수역으로의 배수기준을 동시에 적용하도록 하고 있으며 이에 대한 세부항목 및 기준은 지자체 조례로 규정하고 있다. 유럽의 경우 하수처리시설 방류수 수질기준은 공공수역에 대한 부영양화의 민감성에 따라 수질기준 항목을 차등하여 적용하고, 수계로 배출되는 오염물질 부하량에 따라 수질기준을 차등하여 적용하고 있다. 우리나라도 공공하수처리시설 방류수 수질기준 설정 시 미국 국가오염물질배출삭감제도 또는 유럽 통합환경관리제도에서와 같이 통계적 평균값 및 처리효율 또는 최적처리기술을 적용한 방류수 수질기준을 설정하는 체계를 도입하는 것이 필요하다.
