Finns are central economic agents that play an important role in systems of innovation as they take responsibility for generating and diffusing knowledge in both organizational and societal context. They must be considered as learning organizations which interact with other finns and institutions that share their environment. The systems of innovation literature accentuates institutional conditions that influence innovation in sectoral, regional or national levels. Meanwhile, it tends to ignore the complex dimensions of finn practices in relation to learning and innovation activities. In this context, this paper attempts to examine what finns do for sustaining innovation and how they learn to innovate. This is not just critical to know individual finns innovativeness which depends on interactions with environments within and outside the organizational boundary but also to evaluate the regional innovation system potential. In short, it is important to see that finns would attempt to take advantage of distributed knowledge within and across the boundaries of the finn without sticking to particular regional innovation systems. I argue that the more finns of a cluster attempt not only to combine localized sources of knowledge and external sources of knowledge but also to become a learning organization, the more increased regional innovation system potentials can be.

The relevance of research provides the necessity to identify the basic problems in the public governance sphere and information technology relations, forasmuch as understanding such interconnections can indicate the consequences of the development and spreading information technologies. The purpose of the research is to outline the issues of applying information technologies in public governance sphere. 500 civil servants took part in the survey (Ukraine). A two-stage study was conducted in order to obtain practical results of the research. The first stage involved collecting and analyzing the responses of civil servants on the Mentimeter online platform. In the second stage, the administrator used the SWOT-analysis system. The tendencies in using information technologies have been determined as follows: the institutional support development; creation of analytical portals for ensuring public control; level of accountability, transparency, activity of civil servants; implementation of e-government projects; changing the philosophy of electronic services development. Considering the threats and risks to the public governance system in the context of applying information technologies, the following aspects generated by societal requirements have been identified, namely: creation of the digital bureaucracy system; preservation of information and digital inequality; insufficient level of knowledge and skills in the field of digital technologies, reducing the publicity of the state and municipal governance system. Weaknesses of modern public governance in the context of IT implementation have been highlighted, namely: "digitization for digitalization"; lack of necessary legal regulation; inefficiency of electronic document management (issues caused by the imperfection of the interface of reporting interactive forms, frequent changes in the composition of indicators in reporting forms, the desire of higher authorities to solve the problem of their introduction); lack of data analysis infrastructure (due to imperfections in the organization of interaction between departments and poor capacity of information resources; lack of analytical databases), lack of necessary digital competencies for civil servants. Based on the results of SWOT-analysis, the strengths have been identified as follows: (possibility of continuous communication; constant self-learning); weaknesses (age restrictions for civil servants; insufficient acquisition of knowledge); threats (system errors in the provision of services through automation); opportunities for the introduction of IT in the public governance system (broad global trends; facilitation of the document management system). The practical significance of the research lies in providing recommendations for eliminating the problems of IT implementation in the public governance sphere outlined by civil servants..
In this study, we developed education materials using history of science related to the experiment of 'Boyle's air pump' and the Boyle and Hobbs' debate of vacuum to find out the perceptions of NOS by pre-service chemistry teachers. For the study, 29 pre-service chemistry teachers at a college of education in Chungcheongbuk-do were selected. As RFN items that were related to the contextual situation developed in this study, items in the categories of 'Aims and Values', 'Scientific practices', 'Scientific Methods among Educational Applications' and 'Social-Institutional Aspects among Educational Applications' were selected. Through the items of RFN, the perceptions of pre-service teachers in non-contextual situations were investigated. Then we presented the pre-service teachers with the situation related to Boyle's experiment on air pump and Boyle and Hobbes' debate over vacuum. In addition, their perception of NOS was examined in contextual situations related to RFN items. Responses to the items, experimental results related to Boyle's Law, group discussion, and interview data were collected as data. As a result of the study, it was found that pre-service teachers had informed perceptions in most of the items, but cases with naive views or mixed views were found in context experimental situations. This study can contribute to the NOS education for pre-service chemistry teachers by development of context situation education materials related to NOS and by finding out their perceptions in the non-contextual and contextual situation.
This article is an exploratory study on the recent growth of short-hours part-time work in Korea. The short-hours part-time work has been rapidly growing among low-educated women over sixty, particularly among bereaved or divorced women, contrary to the expectation of the government that encouraged the part-time work by means of work-family balance for working mothers or middle-aged women who experienced career interruption. The short-hours part-time jobs are concentrated in social service industry, mostly elderly care service jobs, and their working conditions are extremely poor, mostly low-wage jobs with no social insurances except for health insurance. In this study, we discuss why the short-hours part-time work has grown so fast in Korea since the mid 2000s. Using various governmental statistics, we examine the effects of the labor demand and supply situations during the time period, the legal context that is related with the exempt clause of the labor law, and the institutional context related with the government's public job creation projects for the elderly. We suggest some public policies needed to slow down the growth of the short-hours part-time jobs and to elevate their working conditions.
Improved efficiency in the use of natural resources, pragmatic production systems and environmental sustainability, justified by the need for improved land use systems and increased productivity, are discussed in the context of Asian integrated systems, diversification, and issues of sustainability. The importance of these are reflected by serious inadequate animal protein production throughout Asia, where available supplies cannot match current and projected human requirements up to 2050. Among the ruminant production systems, integrated tree crops-ruminant production systems are grossly underestimated and merit emphasis and expansion. As an example, integrated oil palm- based system is an important pathway for integration with ruminants (buffaloes, cattle, goats and sheep), and provides the entry point for development. The importance and benefits of integrated systems are discussed, involving animals with annual and perennial tree crops, integration with aquaculture, the significance of crop-animal interactions, stratification of the systems, production options, improved use of forages and legumes, potential for enhanced productivity, implications for improved livelihoods of the rural poor and the stability of farm households. The advances in research and development in South East Asia highlight demonstrable increased productivity from animals and meat offtakes, value addition to the oil palm crop, sustainable development, and distinct economic impacts. The results from 12 out of a total of 24 case studies concerning oil palm over the past three decades showed increased yield of 0.49-3.52 mt of fresh fruit bunches (FFB)/ha/yr; increased income by about 30%; savings in weeding costs by 47- 60% equivalent to 21-62 RM/ha/yr; and an internal rate of return of 19% based on actual field data. The results provide important socio-economic benefits for resource-poor small farmers. Potential increased offtakes and additional income exist with the integration of goats. Additionally, the potential for carbon sequestration with tree crops is an advantage. The reasons for low adoption of the syatems are poor awareness of the potential of integrated systems, resistance by the crop- oriented plantation sector, and inadequate technology application. Promoting wider expansion and adoption of the systems in the future is linked directly with coherent policy, institutional commitment, increased investments, private sector involvement, and a stimulus package of incentives.
This paper examines the actions and the factors driving those actions to reduce energy consumption and enhance energy efficiency taken by United States cities. While not much empirical evidence is available on why governments pursue practical sustainability actions, we attempt to shed more light on this important topic by empirically identifying factors that contribute to concrete actions toward sustainability policies. We adopt political market theory as a basic theoretical framework with policy-making applied to city energy consumption. Using the 2010 ICMA (local government sustainability policies and program) data, this study expands the focus of analyses to evaluate the effect of the form of government on energy consumption and energy efficiency by using multiple regression analysis. The findings show that at the city level, the mayor-council form of government are negatively associated with governments' efforts to reduce energy consumption. However, cities with at-large elections and municipal ownership are more likely to adopt sustainability actions. We also find that a large-scale economy has significant effects on the effort to reduce city energy consumption and improve energy efficiency. This shows that environmental policies are directly connected to locally relevant affairs, including housing, energy use, green transportation, and water. Thus, local level administrators could take an executive role to protect the environment, encourage the development of alternative energy, and reduce the use of fossil fuel and coal energy. These efforts can lead to important environmental ramifications and relevant actions by municipal governments.

Research data must be testable. Science is all about verification and testing. To make data testable, tools used to produce, collect, and examine data during the research must be available. Quite often, however, these data become inaccessible once the work is over and the results being published. Hence, information and the related context must be provided on how research data are preserved and how they can be reproduced. Open Science is the international movement for making scientific research data properly accessible for research community. One of its major goals is building data repositories to foster wide dissemination of open data. The objectives of this research are to examine the features of research data, common repository platforms, and community requests for the purpose of designing functional requirements for research data repositories. To analyze the features of the research data, we use data curation profiles available from the Data Curation Center of the Purdue University, USA. For common repository platforms we examine Fedora Commons, iRODS, DataONE, Dataverse, Open Science Data Cloud (OSDC), and Figshare. We also analyze the requests from research community. To design a technical solution that would meet public needs for data accessibility and sharing, we take the requirements of RDA Repository Interest Group and the requests for the DataNest Community Platform developed by the Korea Institute of Science and Technology Information (KISTI). As a result, we particularize 75 requirement items grouped into 13 categories (metadata; identifiers; authentication and permission management; data access, policy support; publication; submission/ingest/management, data configuration, location; integration, preservation and sustainability, user interface; data and product quality). We hope that functional requirements set down in this study will be of help to organizations that consider deploying or designing data repositories.
Initially the paper will explore the concept, evolution and utility of Sustainable Development in the broad context of its links to the EIA process by predicting in advance decisions being made attempts to balance the needs of environmental, economic and social objectives. The paper then considers how an evolving and improved EIA process and in particular with the emphasis increasingly riving from projects to polieies, plans and programmes, can provide q framework to operationalise Sustainable Development with the focus on cumulative impacts, making EIA "problem focussed" and linking policy, environmental planning and assessment. The paper then reviews some of the practical EIA tools and methods that can support the practical application of more susk inable forms of development. The paper concludes by considering the follow ups that are now occurring after the Reo Sumit and suggests that has a Key and powerful role to play in this process, whether at an institutional prettiest policy level.

This paper investigates how strategy formulation and implementation processes used by the University of Cape Coast (UCC) in building its digital collections compare with the Andrew's strategic formulation and implementation theoretical framework. Theory-testing case study methodology was used. The data collection instruments were the key informant interview technique and document reviews. During the formulation phase, two aspects (resources and aspirations of senior management) were emergent. During the implementation phase, five aspects (achieving results, processes and behaviour, standards, motivation, personal) were emergent. All other elements of building the UCC digital collections were planned during both the formulation and implementation phases. Although the emphasis on students and learning is laudable and apt, there seems to be lack of focus on research support beyond digital collection building, despite the fact that research excellence is one of the UCC's key priorities. Opportunities exist for improving feedback mechanisms between the users, digital library staff and the university management; and inclusion of social media tools in the digital library project. Since only the experience of a single institution of higher learning is considered, it cannot be definitively stated that strategy formulation and implementation will be similar in every institutional context. However, the results provide a basis for academic digital libraries to draw lessons from this case. In African public universities, there is little earlier research on strategy formulation and implementation in digital library management. Strategy formulation and implementation is a critical issue for higher education academic libraries especially in developing countries like Ghana, due to limited financial resources and the rapid change in the information environment during the last several decades.

Since the Labour Party became in power in 1997, the national government of UK has undertaken the devolution in regional development policy (e.g.,establishment of Regional Development Agencies and regional assemblies across England) significantly and consistently. Given this situation, this work examines one important institutional cornerstone for the devolution in regional development policy which has been unfolded at the level of a Region of UK. Particularly, we discuss the budget programme of Single Pot (or Single Programme) through which the UK national government has financed RDAs across England since 2002, each RDA's pursuit of regional development targets on which it is required to agree with the national government in return for the Single Pot, and the national government's monitoring of each RDA's performance against the targets. Additionally, our work briefly deals with the implications as well as the challenges which the devolution in regional development policy of UK can present to the Korean context where the devolved approach to regional development policy is increasingly needed.
