  • For twenty years, in the EU there has been a trend of a lack of maritime infrastructure and a redundance of the road one, which has a negative impact on the economy. The intermodal transport market structure in the EU has not changed over the past ten years. The stability of transport systems due to the lack of changes in the transport market remains under threat, affecting supply chains and networks through the optimization of warehousing and transportation costs. The research methodology is based on a quantitative assessment of cause-and-effect relations between economic growth and transport and logistics in the EU. A statistical analysis of security indicators, intermodal and modal transport, international trade in goods within the EU and in the world trade in goods, the dynamics of GDP of the EU countries, the level of openness of the EU economy, investment and maintenance costs of different modes of transport and infrastructure has been carried out. The results show that in 2000- 2010 there were positive changes in the transport and logistics infrastructure of the EU, which had a positive effect on trade, openness of the economy of the EU, GDP growth. However, at that time, negative effects of environmental impact and the load on road and rail transport were accumulating. Investment in different modes of transport is limited, and technical maintenance and infrastructure maintenance costs form a significant part of GDP of the EU. A slowdown in economic growth leads to budget constraints and infrastructure financing gap. As a result, the freight and passenger intermodal and modal transport market structure remains virtually unchanged. The load on rail and road transport remains stable, despite the reduced level of transport hazards. Transport productivity has declined over the past ten years. Herewith, the intensification of trade and the openness of the EU economies require constant modernization and innovative renewal. The EU policy in this direction remains normative, uncontrolled, which is reflected in investment differences within the EU and maintenance costs.

  • To suggest the field maintenance plan considering the geographical characteristics of the region, we selected representative regions(plain regione and mountain region) and compared spatial distribution of cultivated land in Muan-gun and Hwasun-gun. Firstly, we examined the distribution characteristics of cultivated land according to the scope of the maintenance object with Fragstats. As a result of that, it was found that the cultivated area except rice paddy had the highest aggregation effect. And then, we developed type classification of maintenance considering geographic characteristics and cultivated crops information. As a result of classification, plain land type Muan region was mostly cultivated land suitable for integrated maintenance. On the other hand, Hwasun, a mountainous terrain, needs small-scale maintenance and road maintenance. Based on these results, it was found that more detailed planning is needed for the upland field infrastructure improvement considering the topographic characteristics.

  • It is important to estimate the future maintenance budget of all SOC infrastructure at the national strategic level. In this study, Based on a currently available statistics data, we predicted future maintenance investment for all SOC infrastructure in Korea. We have studied the applicable prediction models, and we developed the prediction models that can calculated the future maintenance cost by a real expenditure date. The subjects of facilities are bridges, tunnels, pavements, harbors, dams, airports, water supply, rivers and port. As a result of total estimated cost, eight types of SOC infrastructures are about 23 trillion won for the next 10years, and the most expensive facilities are road pavements and bridges.

  • We need to make the standards of maintenance information for urban transit to reduce the cost to maintain the information and to share the information with maintenance workers. It is enable to do systematic maintenance for urban transit by using the information system based on the standardized information. In this paper we propose the major items to standardize and the methods to lay out the standard schemes to enable structured maintenance. We present the 4 items, bill of material, material classification, accident/fault classification, electronic document, to standardize. And we propose how to implement the information system for urban transit based on the standardized information. We describe the implemented information system in two parts; a rolling-stock and an infrastructure part. And also we describe the result of survey to evaluate the system installed at Seoul Metro and Seoul Metropolitan Rapid Transit.

  • The restructuring of Korean railway industry, separation of between train operators and an infrastructure manager, had been conducted in 2004 to increase the productivities of railway operations. However, the maintenance-staffs are still employed by Korail (train operator), not by the infrastructure manager, which led the maintenance of railway infrastructure to be conducted by the train operator. The infrastructure manager is now only taking care of financial transferring issues once the train operator requests expenses spent for facility maintenance. Such incomplete restructure may result in a lack of safety performance on railway operations as the roles and responsibilities are less likely to be assigned under the multiple train operators. Thus, this study proposes the way of structuring maintenance divisions and their roles and responsibilities to assure the safe work execution under the circumstance of multiple train operators on the same rail network.

  • The various environmental problems that we face on today are basically about environmental quality. Since early 1960s affluent material was produced because of remarkable economic growth by many cooperations. However, for the lack of environmental policy, environmental pollutions has been serious. The central government should transfer the producing and consuming structure to environmental affinity through the regulations for developing Korea as a model of environmental nation which takes an active part in global environmental programme and in which the environment and economy are well harmonized. Moreover, the central government should take the lead in prevention of environmental pollution through the direct policies such as strengthening the discharge limit or setting up environmental basic institutions by securing budget for conserving environment. This thesis emphasize on the public institution among many environmental basic institutions for environmental anti-pollution project. It will find the problems with running those institutions, and will suggest the preview of improvement. Also, it is necessary to investigate of variation trend for inflow and pollutant loading to environmental infrastructure as increased of the diffusion rate as established and maintenance of sewer system. The purpose of this study is to investigate for inflow and pollutant loading to environmental infrastructure, and also to provide the method of efficiently maintenance and management. • This article considers how the rail track charges of the advanced countries are performed and derived political implication to Korail. In case of North America and Japan, rail track charges are being decided to collect the infrastructure maintenance cost. In European countries, the separation of infrastructure and operation is realized and the railroad track charges are based on MC+ principle. On the other hand, Korail is paying construction cost of KTX as well as maintenance cost in Korea. As for this, railroad reform including rail track charging should be reconsidered.
