Infrastructure asset management is a methodology for programming infrastructure capital investments and adjusting infrastructure service provision to fulfil established performance, considering the life-cycle perspective of infrastructure. In this study, the methodologies for infrastructure asset management system implemented in sewer management system, bridge management system, pavement and highway management system, and embankment dam management system are described with focus on the system in U.S. As the major methodology to support the decision-making for asset mangers to better allocate the limited funds to the area needing it the most. various demand forecasting methodologies used in wastewater, water, transportation, electricity, and construction are also introduced for their applicability towards infrastructure asset management.

This paper discusses cases of infrastructure asset management in the U.S., Canada, and Australia and investigates infrastructure management in Korea in order to set the direction for the asset management improvement. The definitions of infrastructure asset management from various entities are introduced and implementation framework and organizational structures are described. The investigation on Korean public asset management practices finds the strong and weak points and defines the requirements and considerations to further improve the current practices. This paper will assist adopting infrastructure asset management in Korea and provide guide for the infrastructure maintenance.

본 논문에서는 사회기반시설 자산관리 프로세스와 운영기법을 담은 표준적인 매뉴얼 프레임워크를 제시하여 발주청이 자체적으로 가감하여 매뉴얼을 구성 활용할 수 있도록 사회기반시설 자산관리 매뉴얼의 프레임워크를 제시하였다. 이를 위해 국내 사회기반시설 자산관리 환경 현황 분석을 통해 자산관리 도입의 당위성을 살펴보고, 정부와 발주청의 자산관리 매뉴얼 현황과 미비점을 점검하였고, 호주, 영국, 미국의 선진국 사회기반시설 자산관리 매뉴얼 현황 및 체계를 파악하고 각국의 자산관리 매뉴얼의 특징을 분석 비교하여 한국의 사회기반시설 자산관리 매뉴얼에서 참고할 수 있도록 매뉴얼 구성방향을 도출하였다. 이를 통해 도출된 국내외 사회기반시설 자산관리 매뉴얼 구성방향을 통해 외국의 자산관리 매뉴얼의 특징을 반영하는 범용성, 자산관리 숙련도별 조직별 차등 적용가능성, 사용자의 편의성, 순환적 프로세스를 고려하여 발주청이 활용할 수 있는 사회기반시설 자산관리 매뉴얼의 프레임워크를 제시하였다.

Several scholars in South Korea have predicted that maintenance costs of social infrastructure will sharply increase from the mid-2020s, and cause budgetary deficits among facilities management agencies. Interest in infrastructure asset management (IAM) is rising as a solution to such problem. In this study, an information system for asset valuation that reflects the salvage value and deferred cost of social infrastructure based on WBS (work breakdown structure) was developed in consideration of IAM. To reuse the construction cost information such as the acquisition cost, the interconnection between CBS (cost breakdown structure) and WBS was considered. Furthermore, asset valuation information was developed with XML schema to facilitate the exchange and reuse of the information among project participants.

사회기반시설물의 노후화나 성능 저하가 사회적 이슈화가 되면서 효율적인 관리, 운용, 성능향상, 그리고 질 높은 서비스 제공을 위한 자산관리에 대한 관심이 높아지고 있다. 본 논문에서는 국내외에서 현재 자산관리가 수행되고 있는 사례와 현황 분석을 통해 국내에 자산관리 도입을 위한 방안을 모색하기 위한 연구를 수행하였다. 자산관리의 정의와 기본 구성 체계를 고려하여 시설물 관리에 대한 주요 고려사항, 기법, 체계와 프로세스 등을 분석하였다. 그리고, 국내에 현행 유지관리 체계의 한계와 자산관리의 도입을 위해 필요한 고려사항 및 요구사항 등을 제시하였다. 이 논문은 국내에 시설물 자산관리를 효율적으로 적용하는데 상당히 도움이 될 것이며, 나아가 대한민국에 시설물 자산관리 업무나 가이드라인을 도입하기 위해 요구되는 연구 개발 분야를 조명하였다.

In the past, many state Departments of Transportation (DOTs) in the U.S. managed their highway assets on a "worst first" basis and planned their highway projects in a tactical rather than strategic fashion. Due to increasingly tight highway budgets and recognition of long term benefits of asset management systems, the Federal Highway Administration (FHWA) has strongly pushed and encouraged state DOTs to implement asset management for managing their highway assets and highway projects. Currently, many DOTs have actively implemented and are in the process of applying this asset management concept for their highway infrastructure. However, different DOTs are developing different asset management systems because of their different organizational structures, data management structures, relationship with the legislature, and investment priorities. This study first identifies asset management indicators which are essential to successfully implementing asset management systems for State highway assets. The research team conducted a survey of asset management experts and reviewed the practices and policies of leading DOTs in asset management. Based on these indicators, this study develops an Asset Management Assessment Model (AM²) for different asset management systems. This model can be used by different DOTs to evaluate their current asset management systems and identify their strong areas and also their weak areas to improve in order to fully benefit from the advanced concept of asset management.

사회기반시설이 노후화됨에 따라 현행 시설물 유지관리를 넘어 예산을 절약하고 시설물의 가치를 높이기 위해 공공시설에 자산관리를 도입해야 한다는 요구가 증대되고 있다. 공공시설 자산관리는 이러한 요구에 대응하기 위한 새로운 시설물 유지보수 개념으로 기존의 시설물 유지관리업무를 통해 축적된 데이터를 분석하고 생애주기분석, 리스크관리 등의 의사결정 방법을 활용하여 최적화된 유지관리계획을 수립하고 실행하는 것이다. 자산관리의 정보화 방안을 도출하기 위해 자산관리 업무를 조사하고, 뉴질랜드의 IIMM의 내용과 미국의 FHWA의 업무정의 그리고 국내의 대표적 유지관리시스템을 분석하였다. 또한 현행 시설물 유지관리 조직간의 역할을 조사하고, 자산관리 조직과 업무간의 관계를 분석하였다. 마지막으로 자산관리에 필요한 정보와 기존 유지관리시스템이 포함하고 있는 정보를 자산관리 업무와 비교분석하였다. 본 논문에서는 공공시설 자산관리 정보화 방안으로 첫째, 시설물 유지관리시스템에 있는 기능을 중복해서 개발하지 않고 자산관리 핵심업무만을 구현하며 둘째, 시스템의 구조를 계층으로 분할하고 셋째, 자산관리시스템과 기존 시설물 유지관리시스템들간을 연동하여 정보를 공유하는 방안을 제시하였다.

사회기반시설의 유지관리는 시설물관리(Facility Management)에서 자산관리(Asset Management)로 발전되고 있다. 자산관리를 통하여 인프라의 노후화를 예측하고 사전적 대응을 통하여 고장/붕괴를 방지하고 궁극적으로 유지관리 예산을 절감 할 수 있다. 인프라 자산관리는 엔지니어링 기술뿐 아니라 새로운 패러다임을 수행하기 위한 조직의 변화가 수반되어야 한다. 본 논문에서는 인프라 자산관리 수행에 있어서 시설물관리 주체가 자산관리를 습득하고 수행하기 위해서 추구해야 할 목표들을 핵심성공요인과 주요평가지표로 분류하여 제안하고 있다. 새로운 업무체계를 위한 조직의 재편은 명확한 변화의 비전과 목표, 그리고 변화 전략이 필요한데 본 논문에서는 기업의 입체적 성과 평가로 넓게 사용되고 있는 균형성과지표(Balanced Scorecard)를 이용하여 조직 발전의 지표로 사용하고자 한다. 성과지표는 폭넓은 자료 분석과 수차례의 전문가 워크샵을 통하여 개발되어 법제도 등의 환경이 갖추어지면 조직에 따른 약간의 사용자화를 통하여 적용이 가능할 것이다. 본 연구는 균형성과지표(BSC) 폭넓은 선행연구 분석 및 국내외 현황 분석을 통하여 신뢰가능 한 균형성과지표(BSC)의 개발과정을 보여주고 있다.

현재 우리나라에서는 시설물의 급격한 고령화 및 노후화로 인해 '시설안전법' 또는 '기반시설관리법'에 근거하여 관할시설에 대한 최저유지관리수준 및 성능수준 결정이 요구된다. 시설물 유지관리 시 '유지관리 상태'나 '최소 성능 상태'로 시설물을 유지하는 것에는 어려움이 있다. 인프라 자산은 수명이 길고, 시간이 지남에 따라 악화되는 방식이 복잡하기 때문에 기술적인 측면 뿐 아니라 비용이나 자산 가치 등 회계적 측면에서의 '자산 관리'도 필요하다. 그러나 '자산관리'에 대한 이해관계자들의 인식 부족으로 인해 실제로는 기술 중심의 관리만 이뤄지고 있는 실정이다. 인프라 자산을 효과적으로 관리하기 위해서는 예산, 서비스, 안전성, 내구성 등 다양한 자산 가치 요소에 대한 복합적인 고려가 필요하다. 본 논문에서는 위에서 언급한 인프라 중 도로망의 효율적인 자산관리를 위해 도로망 가치를 평가하고 정량화하는 이론을 제시하였다. 또한, 시뮬레이션을 통해 제시된 이론을 노후 도로시설물 관리에 적용하는 방법론을 제안하였고, 실무 관점에서의 활용 방안을 제시하였다.

Typical highway infrastructure systems include roadway pavement, drainage systems, tunneling, and other hardware components such as guardrails, traffic signs, and lighting. Tunnels in a highway system have provided significant advantages to overcoming various natural challenges including crossing underneath bodies of water or through mountainous areas. While only a few tunnel failure cases have been reported, the failure rate is likely to increase as these assets age and because agencies have not emphasized tunneling asset management. A tunnel system undergoes a deterioration life cycle pattern that is similar to other infrastructure systems. There are very few agencies in the United States implementing comprehensive tunnel asset management programs. While current tunnel asset management programs focus on inspection, maintenance, and operation safety, there is an increasing need for the development of a comprehensive life cycle tunnel asset management program. This paper describes a conceptual framework for a comprehensive tunnel asset management program. The framework consists of three basic phases including a strategic plan, a tactical plan, and an operational plan to provide better information to the decision makers. The strategic plan is a basic long term approach of tunnel asset management. The tactical plan determines specific objectives and the operational plan actually applies asset management objectives in practice. The information includes operational condition, structural condition, efficiency of the system, emergency response, and life cycle cost analysis for tunnel capital improvement project planning.
