A Comparative Analysis of Informatization Level for Agricultural Corporations and SMEs (농업법인과 중소기업의 정보화수준 비교 분석)

  • Agri-food ICT(Information and Communications Technologies) convergence has been raised as an important issue for agricultural industry competence. In this situation, this study is to enhance agricultural competitiveness and seek to development plan for agricultural corporation by diagnosing informatization level. For this purpose, this study conducted survey on informatization level of 3,019 agricultural corporations and calculated level score. And result is compared with SMEs(Small and Medium Enterprise) informatization survey, including manufacturing and service industries, conducted by Korea Technology & Information Promotion Agency for SMEs in recent agricultural corporations' growing with automation of agricultural production and improving service to customer satisfaction. Evaluation system is established to calculate informatization level score and AHP(Analytic Hierarchy Process) method was used by the experts to investigate weighting of assessment area, assessment indicators, assessment items. As a result, agricultural corporation informatization level score was 40.16 points which is lower than the benefitted organization of agri-food IT convergence modeling(43.44 points). By assessment area, the informatization level of promotional environment area was low and investment and training items were analyzed low especially so need to improve urgently. In the analysis result by organization type, agricultural company corporation's informatization level was higher than the agricultural association corporation and 'Processing and distribution' was higher than others by business type. Informatization level of agricultural corporation is 80 percent of 2013 SMEs' level(50.18 points) and 59.4 percent of a large corporation(67.64 points). In particular, big difference is occurred in investment feasibility analysis, informatization investment and education which will be need to improve.

  • Due to the rise of Information & Communication Technology (ICT) adoption in many fields, it is necessary to diagnose the informatization situations of corporations in agriculture and give suggestions for improvement. For this goal, surveys were designed and conducted to understand the current informatization situations of agriculture corporations in Korea. The survey covers the plan for utilizing information technology, the establishment of infrastructure for information technology, IT application status, and its effect on their performance. The specific focus of our research is to segment the corporations by their type of industries and their level of sales and give differentiated managerial implications for each segment. This is because the type of informatization and information technology assistance they need highly depends on their industry type and sales level.   • Development, availability and users' participation in the information service of agricultural food sector is slower than that of other sectors in Korea. This phenomenon comes from the lack of development strategies and comparative analyses with other sectors, as well as the agricultural food industry's own characteristics which is developed based on the offline market. In this research, we will discuss about how to improve the public information service of agricultural food sector based on the example of establishing service improvement strategy by the most representative Okdab. In this research, we have drawn the following implications for development strategy of Okdab service based on three core keywords derived from benchmarking KOSIS. Three core subjects for upgrading public information service are 'analysis information with expertise and differentiation,' 'user cooperation-oriented platform,' and 'intuitive nd effective UX,' and to strength B.I. as an integrated information service of agricultural food sector, we need to identify the users' satisfaction and needs for the existing service, establish an optimized operating strategy on a short-term, mid-term and long term bases, and implement them in a positive way. Based on this positive action, it can become a trustworthy information service for the users, and we can expect the improvement of the users' recognition for its consistent usability and efficiency.

A Study on the Presence of the Information Management Division and its Effect on the Digital Divide among Different Regions of Korea

  • With the confirmation of the Free Trade Agreement (FTA) and as cheap foreign agricultural products are beginning to be freely distributed in Korea, the government has taken a greater interest in securing the competitiveness of domestic agriculture. Accordingly, the Korean government has presented plans to advance the interests of 'small but strong farmers' and secure their competitiveness in line with the agricultural conditions in Korea. The government also announced that it will focus on leading these efforts in rural areas. The main thrust of this plan to support 'small but strong farmers' focuses onutilizing advanced peripheral technologies such as IT and BT; however, there are only a few Information Management Division centers currentlyoperating across the nation, and these are mainly in the IT-related divisions of the Agricultural Research and Extension Services and Agricultural Technology Centers. Therefore, in this study, we used the responses from a survey of farmers to identify regional differences in informatization levels and the digital divide among 'small but strong farmers' according to the presence or absence of an Information Management Division center. As a result, we found that the 'small but strong farmers' in regions with an active Information Management Division center received more IT services and had a higher level of informatization. Thus, to increase the use of IT-related peripheral technology by these 'small but strong farmers', it is important to maintain or increase the number of Information Management Division centers.

The Global Knowledge Linkage Structures of the Agricultural Sector Pertinent to Information Technology: A Triple Helix Perspective

  • The development of informatization impacts all sectors, including agriculture. Agricultural informatization builds the knowledge linkage structures of agricultural innovation systems globally. This study investigated the global knowledge linkage structures in agricultural innovation pertinent to information technology (IT) for agricultural research and development (R&D) investments and activities. We explored the longitudinal trend of systemness within the networked research relationships in the triple helix (TH) of the university, industry and government (UIG). We collected data from publications in the Science Citation Index (SCI), the Social Sciences Citation Index (SSCI), and the Arts and Humanities Citation Index (A&HCI) to analyze the TH network dynamics. We also performed a scientometrics analysis to quantitatively identify the knowledge and insights of global agricultural innovation structures. These results could be informative for individual countries. Our findings reveal that the global knowledge linkage structures in the agricultural sector that are pertinent to IT fluctuate widely and fail to increase the capacity of agricultural innovation research due to a neglect of the network effects of the TH dynamics of UIG.

  • This study aims to understand the IT savvy degree and the keyword changes on the informatization issues in rural areas during the pandemic status of COVID-19. In the analysis result, we could understand that the informatization policies in rural areas have focused on reducing negative influences on the issues of university entrance exams and higher-level education and economic vulnerabilities. According to the sentiment analysis results on the keywords related to the informatization policies in rural areas, the IT-savvy performance - the improvement of the digital divide and IT utilization capabilities in rural areas - was positively understood. The study is one of the earlier studies considering the relationship between the pandemic of COVID-19 and informatization in rural areas. But still there are limitations of collecting more meaningful data and basic level keywords analysis because of the negative pandemic diffusion of COVID-19.

  • As the number of fields adopting ICT (Information and Communication Technology) increased, it was necessary to diagnose the information service status of corporations and present improvement plans in agriculture. Therefore, we designed and conducted various surveys to understand the information service status of domestic agricultural company corporations.The research included ways to utilize information technology, establishing infrastructure related to information technology, current status of information technology application and impact on performance. Specifically, the main purpose of this study was to subdivide related corporations by industry and sales level and provide differentiated management implications for each sector. This is because the type of information service and information technology support that each corporation needs varies greatly depending on the industry and sales level. We provide customized management and policy proposals based on descriptive statistics and regression techniques.

  • During the pandemic status of COVID-19 since 2019 December, demands and attention on various convergence services with non-contact technologies and social adoption are increasing. Along with these increased demands and attention, the digital divide issues should be concerned to understand the informatization degrees of rural area residences, the elderly, the disabled, and the low-income. Furthermore, rural area residences may be the elderly, the disabled, and the low-income also. It may mean that the rural area should be considered as in noticeable status of the digital divide. This study focuses on the policy alternatives to reduce the digital divide in rural areas with a literature review methodology and on the factors on informatization issues in rural areas. For the aims, this study analyzes the EU cases of informatization in rural areas to find out the advantages and disadvantages of the suggested policies. As the analysis result, it is clear that the EU countries try to enhance the economic and growth powers rather to reduce the digital divide gaps. Also, it can be considered that the EU countries focus on supporting the rural area to adopt the non-contact information services newly rather on maintaining the IT education services and the infrastructures in off-line environments.
