  • Information and information services are recently recognized as a commodity and libraries and information centers are also considered as a company. Under this circumstance, libraries and information centers encounter the problems how they can effectively achieve the objectives of service institutions and objectives of resource management as companies. Pricing policy for information services must be something to satisfy these two very different objectives. This paper discusses the following issues to develop pricing model for information services, 1) the needs of pricing for information services, 2) the major elements impacting to pricing of information services including the objectives of pricing, cost and demand of information services, and information value, 3) the pros and cons of pricing method using concepts of average cost, price differentiation, and marginal cost, respectively.

  • Personal information has been stolen continuously and it is also affected from development of the Internet. So the government requires that companies spend more effort for protecting customers' personal information. The OLAP server also should meet this requirement, but it is hard to satisfy for the authority management. The OLAP server must use personal information to extract required information from database. This thesis suggests a model of separating between general information and personal information, so this model can help to minimize the leakage of personal information. The model is implemented and tested as a prototype. This prototype can prove that the new model is better than the original one. This study presents that the authority management on the separation between personal information and general information helps protect the personal information of customers.

  • In order to provide effective information services in a province, we should first select vendors who enable to meet end-users' needs and develop information services for the sake of end-users. Cases, policies, technological and legislative issues in information services have been researched well. But no research has been done on potential information services in the future and their classification. In this study, based on literature survey, future information services are gathered, described, and classified with respect to the needs of end-users, and finally a framework for the classification of information services is developed. This framework can be used as a criterion to select, with a priority, information services to be provided in province through the information super highway. The framework will contribute to accomplishing the effective use of information resources in the province, and eventually balancing the level of information utilization between provinces.

  • In this paper, face recognition algorithm, by using skin color information of HSI color coordinate collected from face images, elliptical mask, fratures of face including eyes, nose and mouth, and geometrical feature vectors of face and facial angles, is proposed. The proposed algorithm improved face region extraction efficacy by using HSI information relatively similar to human's visual system along with color tone information about skin colors of face, elliptical mask and intensity information. Moreover, it improved face recognition efficacy with using feature information of eyes, nose and mouth, and Θ1(ACRED), Θ2(AMRED) and Θ 3(ANRED), which are geometrical face angles of face. In the proposed algorithm, it enables exact face reading by using color tone information, elliptical mask, brightness information and structural characteristic angle together, not like using only brightness information in existing algorithm. Moreover, it uses structural related value of characteristics and certain vectors together for the recognition method.

  • The present study aims at a systematic access to EC information. EC information is the outcome of the complex organizations, the continuous changes in functions and the subsequent changes in policies. An attempt for an effective approach to the information requires the examination of the organizational structures and changes, the processes involved in formulating and implmenting the information policies, and the infrastucture for information. Information activities of the major organizations of EC have been examined with a special reference to the Commission of European Communities. The Commission is the EC institution from which the majority of the EC's documentation originates. The information functions of the Commission have been studied in such categories as information production and distribution, authorizing services, and information services to the public.

  • This study was intended to make an analysis of the classification of Internet consumer information provided on the Internet and its realities with a focus on the realities of information characteristics and technological level to provide systematized consumer information for consumers. As a result, the following findings were obtained: First, it was found that information on consumer panel research, anti-site and consumerism is lacking in terms of the type of information currently provided in the Internet consumer information classification. Second, it was found that up-to-datensess, communically and connectivity were high in the level of Internet consumer information characteristics. Third, it was found that publicity was realities well carried out in terms of the technological level of Internet consumer information but that the realities of publicity was still tacking. Fourth, it is thought that it is necessary to construct the Internet consumer information provision site through several eve-level programs for elementary, middle and high school students in a systematic fashion in order to provide diverse consumers with Internet consumer information at several levels.

  • This study was fulfilled in the purpose of proposing construction strategies of fashion information industry through the analysis of information user's satisfaction/dissatisfaction on information quality. The research was performed through a depth interview. Data were collected from 18 fashion information users(designers and merchandisers) who were working at fashion apparel industry during October to November 2007. Results from the study showed that there were three dimensions and 18 components of satisfaction/dissatisfaction on fashion information quality: Information quality(understandability, value-added, level of detail, relevance, diversity, objectivity, completeness, accuracy, quantitativeness), Service quality(responsiveness, accessibility, cost efficiency, empathy, reliability), System quality(currency, ease of use, format, timeliness). And the information users were perceiving that there were some changes in notion of preferring information, searching for information and usage of information.

  • Government Organization and Public Institution have been developed many kinds of agricultural information systems such as agricultural policy, cultivated technology, marketing, and trade so on since 2000. Farm management conditions are diverse and complex more and more. Therefore, farmer want to service the specific agricultural information. Farmer don't like to access many Web sites to retrieve agricultural informations. They hope to receive one-stop its service. Government Organization began to review its information in order to make them more customized agricultural information service. We came up with an effective plan and Service Standardization Code for integrating agricultural technology informations in 2009. We can guide to carry out an effective portal service of agricultural information because we have a good experience about integrating information and system. This paper suggested the service scheme of integrated agricultural information for improving accessibility its information to farmer.

  • Infringement of information security has caused the corporate image to be damaged and share price to fall, and it is emerging as an organizational risk. The value of information assets in enterprises has led to a higher level of security than in the past. As a result, companies are aware of the need for officers to protect information and to oversee a security management system. However, despite the growing importance of information security officers, there is a lack of research on their roles and characteristics. This study validates the relationship between determinants that affect the performance of information security. And a structural equation model was presented and empirically analyzed to see the impact of the internal and external characteristics of the staff in charge of information security on the organization's information security performance.

  • Lots of investment projects of new development and redevelopment for information systems have been not taken care of in the field of administration and evaluation, for these information systems projects have unique characteristics such as technology sensitiveness, network effectiveness, embeddedness, and externality. In fact, quantitative and qualitative evaluation of investments in information systems projects are not sufficient. It is critically important to generally evaluate benefits of development or operation cost, urgency, external effects, and so on. In addition, the efficient monitoring and effective analysis of information systems are surely needed for beneficient results of investment in information systems. We propose an economics evaluation model for information systems projects.
