  • An enterprise resource planning(ERP) system is an enterprisewide management system made possible by information technology. Organizations have been implementing ERP packages for integrating the business processes in various functions. ERP has been helping companies to automate their entire business processes within the organization as a whole instead of just in sun functional units. This paper discusses the difficulties in the implementation process of ERP. Integration of core business processes throughout the supply chain; Tearing down of functional boundaries; Emergence of information technology as a process enabler.

A Study on the SCM Capability Modeling and Process Improvement in Small Venture Firms (중소·벤처기업의 SCM역량 모델링과 프로세스 개선 방안에 관한 연구)

  • This study is empirically intended to put forward the modeling and process improvement measures for the SCM capability in small venture firms. The findings are summarized as follows. There were strategic alliance, technological development and centralization in the modeling of strategic planning for supply chain, not the least of which is strategic alliance, followed by centralization and technological development. There were routing scheduling, network integration and third party logistics outsourcing in decision making, not the least of which was network integration. There were customer service management, productivity management and quality management in management control, not the least of which was quality management. And there were order management choice, pricing demand, shipment delivery and customer management in transaction support system, not the least of which was order management choice. As for the above-mentioned findings, to maximize the SCM capability and operate the optimized process in small venture firms, the existing strategic alliances can optimize the quality management and stabilize the transaction support system through the network sharing and integration from the perspective of relevant organizational members' capability and process improvement. And the strategic linkage between firms can maximize the integrated capability of information system beyond the simple exchange relation between electronic data, achieving a differentiated competitive advantage. Consequently, the systematization and centralization for the maximization of SCM capability, including the infrastructure construction based on the system compatibility and reliability for information integration, should be preceded before the modeling of the integrated capability for optimum supply chain and the best process management in the smart era.

  • Enterprise resource planning(ERP) in nature entails large scale business process redesigns and the corresponding risks. To reduce such risks, enterprise modeling(EM) approach could be adopted through which ERP is planned and effectively implemented on a consistent basis throughout the entire organization. The scope of this paper is to report on EM experiences and lessons learned in the process of ERP implementation. Through a case study, this paper presents and EM methodology which takes due account of strategic business processes, information flows, organizational requirements, and their interdependencies. To assess the impact of distributed application scenarios on effective ERP implementation, alternative EMs have been created and evaluated whether they support information requirements for strategic decisions and day-to-day operational activities, core business processes, and business functions as required. Practical issues and problems raised in the EM process have been discussed.

  • This study is focused on acquiring through understanding of the S&T level of Korea to serve as an important basis for the government policy-making and to make available basic information for promoting the National R&D Program effectively. the survey of S&T level is a comparison of the highest level in the world to that of korea in 3 digit of the technology tree table. And survey of technological gaps is determined by year which Korea is able to reach the current level of the advanced countries. The results of the surveys should be applied to strategic technology planning for solving or nar-rowing the technology gap and the major criteria for resources allocation in national R&D Pro-grams. The results of he surveys should be the fundamental information for establishing strategic S&T policy in government.

An Empirical Study on the EDI Diffusion and Performance (EDI 시스템의 확산과 성과에 관한 실증적 연구)

  • Electronic Data Interchange(EDI) has the potential to improve business operations by expediting the exchange of business documents. It will also provide substantive operational and strategic benefits to the trading firms. However, the successful implementation of EDI systems requires the mutual trust and cooperation between the trading firms. The extent of EDI diffusion and performance depends on inter-organizational, intra-organizational, as well as innovation factors. Researches based on the sociopolitical process framework in the use of IT, organizational theory, resource dependence theory, and innovation diffusion theory have identified 3 inter-organizational variables(transaction climate, dependence, external IS expert support) and 4 intra-organizational variables(strategic IS planning, infrastructure, top management support, education/training,), and 3 innovation variables(compatibility, relative advantage, cost) that affect EDI diffusion. In this study, a multi-dimensional measure on EDI diffusion has been developed to capture the external and internal integration. Then, the influence of these 10 variables on the extent to which the EDI adopting firms pursue diffusion has been examined. Whether more diffusion leads to superior performance has also been studied. International trade managers from 107 firms in the trade industry participated in a field survey. The results based on a structural equation model(SEM), developed using AMOS, provide quite a strong support for the hypothesized relations. Both education/training and IT infrastructure influenced external and internal diffusion of EDI systems. Internal diffusion of EDI enables the adopting firms to improve operational and strategic performance, whereas external diffusion contributes only to operational performance.

  • Typical highway infrastructure systems include roadway pavement, drainage systems, tunneling, and other hardware components such as guardrails, traffic signs, and lighting. Tunnels in a highway system have provided significant advantages to overcoming various natural challenges including crossing underneath bodies of water or through mountainous areas. While only a few tunnel failure cases have been reported, the failure rate is likely to increase as these assets age and because agencies have not emphasized tunneling asset management. A tunnel system undergoes a deterioration life cycle pattern that is similar to other infrastructure systems. There are very few agencies in the United States implementing comprehensive tunnel asset management programs. While current tunnel asset management programs focus on inspection, maintenance, and operation safety, there is an increasing need for the development of a comprehensive life cycle tunnel asset management program. This paper describes a conceptual framework for a comprehensive tunnel asset management program. The framework consists of three basic phases including a strategic plan, a tactical plan, and an operational plan to provide better information to the decision makers. The strategic plan is a basic long term approach of tunnel asset management. The tactical plan determines specific objectives and the operational plan actually applies asset management objectives in practice. The information includes operational condition, structural condition, efficiency of the system, emergency response, and life cycle cost analysis for tunnel capital improvement project planning.

  • As the complexity and uncertainty of social and economic systems increase, the strategic foresight that actively and effectively responds to the environmental changes becomes important. A wide range of future forecasting methods are available for strategic foresight. Selecting one of the methods depends on several factors such as availability of time and financial resources and the objectives of the exercise. Although trend extrapolation analysis has been used for many years, scenario planning is being widely used by government and corporate as a tool for strategic decision making in recent years. Generally, scenario planning is carried out through workshop, in which experts with diverse backgrounds exchange information, views, and insights and integrate the diverse viewpoints. However, only a small number of experts can participate in a workshop and citizen opinion is not easily transformed into the policy for the scenario exercise due to the limitation of budget and short duration of a project. It is also much harder to develop creative ideas in the workshop because of the limited time and space. In this study, a new scenario process combining scenario workshop and wiki is proposed to overcome the limitation of scenario workshop. This combined approach can be more productive than using scenario workshop alone when developing new ideas. In this study, we applied the combined approach to develop scenarios for the strategic foresight of future media and present suggestions for improving the process.

  • Information Systems Planning(ISP) has gained considerable interest among researchers and practioners in recent years because of the large investments that firms have made in IS and the increasingly strategic nature of the impact of information systems on organization performance. This study aims at analyzing IS process factors influencing ISP's effectiveness. The data collected were analyzed using statistical techniques if canonical correlation analysis. The following results were obtained. There was significant relationship between ISP process and ISP's effectiveness. Specially, business-led approach affects ISP problems. To conclude, the result of this study have practical implications that CEO or IS manager must consider IS process factors to improve ISP's effectiveness.

  • KT는 2004년 7월 정보화신도시추진단을 발족, 2005년 1월 U-City추진단으로 그 사업 범위를 확대하면서 인천 경제자유구역의 U-City사업, 부산 U-City USP(U-City Strategic Planning)프로젝트, 화성 동탄 디지털시티 구축 및 흥덕, 대전, 광교, 광주, 울산, 제주 등 전국의 지자체를 대상으로 U-City 구축사업을 추진하고 있다. 본 고에서는 이중 대표적인 사례인 인천경제자유구역의 U-City사업과, 부산 U-City 프로젝트의 추진현황 및 사례를 살펴보고 그 의의를 짚어보고자 한다.

Calculation of Greenhouse Gas and Air Pollutant Emission on Inter-regional Road Network Using ITS Information (지능형교통체계(ITS) 정보를 이용한 지역 간 도로의 온실가스 및 대기오염물질 배출량 산정)

  • Conventionally, greenhouse gas (GHG) emissions in the transport sector have been estimated using the fuel consumption (i.e. Tier 1 method). However, the GHG emissions on road networks may not be practically estimated using the Tier 1 method because it is not practical to monitor fuel consumption on a road segment. Further, air pollutant emissions on a road may not be estimated efficiently by the Tier 1 method either due to the diverse characteristics of vehicles, such as travel speed, vehicle type, model year, fuel type, etc. Given these conditions, the goal of this study is to propose a Tier 3 level methodology to calculate $CO_2$ and $NO_X$ emissions on inter-regional roads using the information from ITS infrastructure. The methodology may avoid the under-estimation issue caused by the concavity of emission factor curves because the ITS speed or volume information is aggregated by a short time interval. The proposed methodology was applied to 4 road segments as a case study. The results show that the management of heavy vehicles' speed is important to control the $CO_2$ and $NO_X$ emissions on road networks.
