The balanced scorecard has drawn attention from many researchers in various fields since its appearance in 1992. It became a norm for performance evaluation framework in many areas, such as marketing, information system evaluation, strategic planning, etc. Centered in the large companies in Korea, the balanced scorecard has been popularly used as a performance evaluation tool for human resource management. Now we Question its applicability to performance evaluation tool even in small business. This study tried to apply the balanced scorecard in developing an information system for performance evaluation in a small business. The study showed that the balanced scorecard can be nicely used in small business as a performance evaluation tool. The process of developing an information system is described in detail. The practitioners are to obtain a lot of insights in designing their human resource management systems from the study results.

These information systems projects have unique characteristics such as technology sensitiveness, network effectiveness, embeddedness, and externality, these investment projects have been not taken care of in the field of administration and evaluation. Furthermore, it is not easy to evaluate the results of projects under the circumstances where the conditions for evaluation of budget, time, and data leave much to be desired. But the efficient monitoring and effective analysis of information systems are surely needed for beneficient results of investment in information systems. We propose an effect evaluation model on the basis of restriction to evaluate information systems.

An Evaluation System of Personal Information Competency was developed to evaluate individual Information competency and maturity levels in the enterprises of the information environment. The Evaluation System measures the requirements of information knowledge, skills, and mindset with the evaluation indices of personal information maturity. The indices are customized to four types of business departments - strategy Planning, development/maintenance, business applications, and administration support. Also, a maturity model of personal information competency is defined for interpretation of the evaluation results. The system was applied to assessment of actual human resources, 124 workers in an enterprise, to testify to its practical value. The case evaluation procedures include a series of questionnaires, written tests and application tests.

As diverse online information services are introduced and the use of them are increasing, the importance of the quality control over the online information services is also increasing. Therefore, studies are being attempted to derive quality evaluation models for online information services, but these showed many limitations. In order to overcome the limitations of the previous studies and create more appropriate quality evaluation model, this study analyzed 408 data collected through the interviews with the users of Korea national online information services (NDSL, NTIS) using content analysis and the coding method of ground theory. Through the analysis, we identified the quality evaluation model (13 elements, 6 dimensions) of online information services and the description and insights of each elements. And the priorities of the most significant element(amount of information) and other key elements(such as the usefulness of the information, the diversity of the field, etc.) were figured out through the frequency analysis. Through these inductive methods based on the responses of users, the quality control model could be derived, which is different from the previous researches. This study is the first study which derived the quality evaluation model of online information service through the inductive way based on 408 interview responses from users. Therefore, the results of this study will be helpful to the post researchers who conduct studies on the quality of online information service, etc. Moreover, the results of this study are expected to provide references of frame for decision-making of working-level officials who have to manage the quality of online information services.

Enterprises or public organizations have invested in development of their information systems and operated them repeatedly. And then, it is difficult to manage and monitor them. In this research, we propose a evaluation life cycle management model on the basis of result to evaluate information systems. This life cycle model with ten stages would furnish a guide to introduction of total evaluation systems.

Until now, most of the evaluation systems have performed evaluation with an emphasis on in-formation security products. However, evaluating information security level for an enterprise needs analysis of the whole enterprise organization, and a synthetic and systematic evaluation system based on it. In this study we subdivided the information security elements of the whole enterprise such as planning, environment, support, technology, and management; developed indices based on them; finally, made the information security level of the whole enterprise organization possible to be measured. And we tried to grasp the information security level of the whole enterprise organization and develop an evaluation system of information security level for suggesting a more developing direction of information security.

The purpose of the paper is to define a sample form for the evaluation of educational software in information age. The evaluation of educational software is not easy task for teachers, parents, and students. Korea is in the state of insufficient supply of research information, a gap of information between universities and absolute depends on foreign information resource. So it is necessary to activate inter-libray research information resource sharing. To encourage consciousness and spontaneous effort to inter-libray research information resource sharing, university libray evaluation system of contribution toward resource sharing is required. This study intends to survey present condition of inter-libray research information research information in Korea, and develope evaluation system about inter-libray research information resource sharing. And propose operating methods of evaluation system about insert established university evaluation system or execute independently.

The purpose of this study was to identify the new fashion brand evaluation attributes influenced by risk perception and its relationship with information search. As for the method of the research, questionnaires were given to 311 consumers who just finished shopping at new fashion brand stores. The results of this study were as follows: 1) New fashion brand evaluation attributes consisted of five factors; product experience attributes, celebrity credence attributes, product search attributes, brand credence attributes, salesperson search attributes. 2) New fashion brand evaluation attributes were found to be significantly influenced by risk perception. 3) The amount of information seeking and the use of information sources were found to be significantly related to the new fashion brand evaluation attributes. 4) The variables influencing on the new fashion brand evaluation attributes were age and monthly clothing expenses.

The evaluation systems on the National Spatial Information Policy(NSIP) has been changed, since the Establishment and Use of the National Geographic Information System Act(NGIS Act, 2000) was abolished and the National Spatial Data Infrastructure Act(NSDI Act, 2009) was enacted. As compared to the NGIS Act, the policy evaluation systems for National Spatial Information are regarded as unified and centralized. However, some argue that the claim of budget and the legal feasibility of the NSIP was weakened. Given the different views on the two laws, this study aims at analyzing the changes in the evaluation system by comparing the NGIS Act and the NSDI Act. A Comparative Analysis framework is employed. The subjects of the comparative analysis are evaluation mechanism, evaluator, evaluation target and range, after-assessment utilization, and agent. In order to improve the effectiveness of the evaluation system, it is recommended that the clarification of evaluation purposes, institutional enhancement for evaluation agency, the development of evaluation indexes, the combination of top-down approach and bottom -up approach, and the increased linkage between budget and evaluation result.
