  • Hydrofluoric acid leakage accident was occurred on Dec. 2012 in Hube Global. That accident has bought many changes of response in national organizations. Chemical companies respond quickly even when small quantities leakage of chemicals and response agencies were put a lot of manpower and equipment in incident response. Incident response to the response activities of the agents is difficult if the accident substance was not identified. Unknown chemicals can be generated by the water for fire-fighting during the emergency response process. In this case, an additional information was needed for response of chemical accident to prevent of great damage. In this study, we investigated the improvement of chemical accident information by extraordinary chemical accident.

Development of a deep-learning based tunnel incident detection system on CCTVs (딥러닝 기반 터널 영상유고감지 시스템 개발 연구)

  • In this study, current status of Korean hazard mitigation guideline for tunnel operation is summarized. It shows that requirement for CCTV installation has been gradually stricted and needs for tunnel incident detection system in conjunction with the CCTV in tunnels have been highly increased. Despite of this, it is noticed that mathematical algorithm based incident detection system, which are commonly applied in current tunnel operation, show very low detectable rates by less than 50%. The putative major reasons seem to be (1) very weak intensity of illumination (2) dust in tunnel (3) low installation height of CCTV to about 3.5 m, etc. Therefore, an attempt in this study is made to develop an deep-learning based tunnel incident detection system, which is relatively insensitive to very poor visibility conditions. Its theoretical background is given and validating investigation are undertaken focused on the moving vehicles and person out of vehicle in tunnel, which are the official major objects to be detected. Two scenarios are set up: (1) training and prediction in the same tunnel (2) training in a tunnel and prediction in the other tunnel. From the both cases, targeted object detection in prediction mode are achieved to detectable rate to higher than 80% in case of similar time period between training and prediction but it shows a bit low detectable rate to 40% when the prediction times are far from the training time without further training taking place. However, it is believed that the AI based system would be enhanced in its predictability automatically as further training are followed with accumulated CCTV BigData without any revision or calibration of the incident detection system.

Cheonan Patrol Combat Corvette Sinking and Media Control: A Production Study on Investigative Programs (천안함 침몰 사건과 미디어 통제: 탐사보도 프로그램 생산자 연구)

  • This study examines why follow-up investigative programs about the sinking of the Cheonan Patrol Combat Corvette(ROKS Cheonan) have not been produced, despite much speculation surrounding the cause of the sinking since November 2010, when KBS investigative program, In-Depth 60 Minutes which had covered the incident was aired. We have uncovered four reasons through a series of in-depth interviews with producers and reporters, as follows. First, Korean military authorities monopolized relevant information, while the producers could not prove or confirm the validity of the findings of the JIG(Joint Civilian-Military Investigation Group)'s report because the facts had been revealed partially and selectively by the authorities and the press' scientific investigation were rejected by the authorities. Second, the crew of In-Depth 60 Minutes was subjected to severe disciplinary action by the Korea Communications Commission. This caused a chilling effect, - it broke the producers' resolve to further explore the reason behind the sinking. Furthermore, the screening of the investigative documentary, Project Cheonan Ship was cancelled without prior notice, presumably by the power of the State and markets. Third, the reorganization and shake-up of personnel by broadcasting stations' presidents appointed by the power of the State crushed the spirit of PD Journalism. Finally, the "red purge" factions stigmatized by the political or military, or the mainstream press, caused the producers or broadcasters to engage in self-censorship. The idea has been used in Korea as a smoke screen to deflect public attention. Nevertheless, the producers hope to shed light on the Cheonan sinking incident and to prove reasonable doubts by pursuing follow-up investigations.

Ginseng Poaching and Border Trespassing in Hunchun during the Qing Period (청대 훈춘의 인삼과 범월 )

  • In 1749, during an incident near the Tumen River in Hunchun, six people, all Qing ginseng pickers, were killed by seven Korean soldiers from the Chosŏn garrison. The Chosŏn soldiers encountered the ginseng pickers on the border and agreed to exchange goods, but when they failed to receive the proper price for rice, the soldiers became angry and decided to attack the Qing ginseng pickers. The seven Korean criminals were executed a year and a half after the incident. The whole process regarding the arrest and investigation of the criminals, as well as the official exchanges between the Qing and Chosŏn governments, were recorded in detail in the Chosŏn document written in Chinese and the Qing documents written in Manchu. In dealing with this murder case, the Qing local officials focused on identifying the murdered victims, clarifying the victims' responsibilities, and disposing of their remaining belongings. On the other hand, the Chosŏn government focused on providing reports quickly to the Qing officials about the investigation of the criminals. In doing so, it tried to reduce the risk of any possible problems that the murder case on the border could cause in its relations with the Qing government. The relevant records on this murder case show various aspects of the Qing and Chosŏn relations, including the contacts between the people along the Tumen River, border trespassing, material exchanges, rules about ginseng picking, and border patrols. This case also reveals that the Qing and Chosŏn people from various classes had different relationships depending on their respective interests.

Interaction between Coastal Debris and Vegetation Zone Line at a Natural Beach (자연 해안표착물과 배후 식생대 전선의 상호 작용에 관한 연구)

  • Changes in the interactions among incident ocean water waves, coastal debris (marine debris), and the back vegetation zone line on a natural sandy beach on the island of Jinu-do in the Nakdong river estuary were investigated. The study involved a cross-sectional field survey of the beach, numerical modeling of incident ocean water waves, field observations of the distribution of coastal debris, and vegetation zone line tracking using GPS. The conclusions of this study can be summarized as follows: (1) The ground level of the swash zone (sandy beach) on Jinu-do is rising, and the vegetation zone line, which is the boundary of the coastal sand dunes, shows a tendency to move forward toward the open sea. The vegetation zone line is developing particularly strongly in the offshore direction in areas where the ground level is elevated by more than 1.5 m. (2) The spatial distributions of incident waves differed due to variations in the water depth at the front of the beach, and the wave run-up in the swash zone also displayed complex spatial variations. With a large wave run-up, coastal debris may reach the vegetation zone line, but if the run-up is smaller, coastal debris is more likely to deposit in the form of an independent island on the beach. The deposited coastal debris can then become a factor determining which vegetation zone line advances or retreats. Finally, based on the results of this investigation, a schematic concept of the mechanisms of interaction between the coastal debris and the coastal vegetation zone line due to wave action was derived.

Spatial Variation of Diffracting Wave Amplitudes on the Front and Lee Sides of the Semi-Infinite Breakwater (반무한방파제 전면과 후면에서 회절파의 공간적인 변화)

  • Spatial variation of diffracting wave amplitudes along a semi-infinite breakwater is investigated using the analytical solution of Penney and Price (1952) for wave diffraction. On the front side of the breakwater, the fluctuation of wave amplitudes due to diffracting waves would cause a wave force greater than that of superposed incident and reflected waves. The diffracting wave phase varies in circular shape from the breakwater tip of (x, y) = (0, 0) whereas the incident and reflected wave phases vary in planar shape. So, the total wave amplitude of the incident (or reflected) waves and the diffracting waves would fluctuate at a position away from the energy discontinuity line. The position (x, y) = (0, y) on the front and lee sides of the breakwater is at a distance y(π/2 - β) of the point on the energy discontinuity line along the diffracting wave crest line. The degree of reduction of the diffraction wave energy is proportional to the distance from the point on the energy discontinuity line along the diffracting wave crest line. Therefore, the diffracting wave amplitudes on the front and lee sides of the breakwater would be inversely proportional to the square root of y(π/2 - β).

Study on Improvements to Domestic Marine HNS Training Curricula through a Case Analysis of Marine Chemical Incidents (해상화학사고 사례 분석을 통한 국내 해상HNS 교육과정 개선에 관한 연구)

  • This study introduces lessons learned from investigation and analysis of major domestic and overseas cases of marine chemical incidents involving hazardous and noxious substances (HNS) during maritime transportation by chemical tankers carrying petrochemical products in bulk. The study then suggests plans to improve domestic marine HNS training curricula based on these lessons. Lessons learned from six incident cases are classified into the following six categories: 1) incident-related information, 2) safety, 3) pollution, 4) response, 5) salvage and 6) others. Based on these six categories, it is suggested that the curriculum provided by the Marine Environment Research & Training Institute for marine pollution prevention managers aboard noxious liquid substance carriers should be changed from the existing two-day training of eight subjects (16 h) to a three-day training of sixteen subjects (24 h). In addition, it is proposed that the marine chemical incident response course of the Korea Coast Guard Academy should be changed from the existing five-day training of fifteen subjects (35 h) to a six-day training of thirty-two subjects (48 h). These results are expected to contribute to sharing experiences and lessons learned about response to marine chemical incidents and to be used as basic data for improving the education and training courses for response personnel in preparedness for marine HNS incidents.

A qualitative Research on Establishment of Department of Private Investigation and Its Future Direction (민간조사학과 개설의 필요성과 성장방향에 대한 질적 연구)

  • There are various discussions about introducing private investigation in South Korea these days, and training private investigators is one of the main topics. Training private investigators, unlike other training, is required to instill expertise and ethical quality into the trainees since the major task of the investigators includes protecting the lives of the citizens as well as their properties. Therefore, many agree to the idea that systematic educational programs need to be organized to produce private investigators with expertness and morality. In this study, we explored the opinions of those who are concerned with this issue of establishing private investigation in the university education and analyzed the data by using the NVivo 2 program. The result revealed that the reasons that people supported the idea of launching private investigator services were as follows. First, there is lack of manpower to maintain peace and public order in the country. Second, the police does not intervene actively and help harmed victims unless it is a consequential incident. Third, in position to wield public power, police officers cannot get involved in civil affairs. Also, absence of an academic institution to educate private investigators and lack of the police and clients' trust in private investigation were the two biggest reasons that people approved the proposal to introduce department of private investigation in universities. The interviewees of the study believed the outlook and future direction for private investigation would change depending on the status of the licensed private investigation business bill. Before the bill passes, they thought that the work of private investigators will be performed by insurance companies, foreign private investigation businesses, domestic consulting firms, and security providers which supply similar services. On the other hand, after the bill passes, they believed that numerous private investigator corporations resembling existing security corporations will be founded in addition to the current market, and that private investigation in the academic field will also be vitalized.

Applying CBR algorithm for cyber infringement profiling system (사례기반추론기법을 적용한 침해사고 프로파일링 시스템)

  • Nowadays, web defacement becomes the utmost threat which can harm the target organization's image and reputation. These defacement activities reflect the hacker's political motivation or his tendency. Therefore, the analysis of the hacker's activities can give the decisive clue to pursue criminals. A specific message or photo or music on the defaced web site and the outcome of analysis will be supplying some decisive clues to track down criminals. The encoding method or used fonts of the remained hacker's messages, and hacker's SNS ID such as Twitter or Facebook ID also can help for tracking hackers information. In this paper, we implemented the web defacement analysis system by applying CBR algorithm. The implemented system extracts the features from the web defacement cases on zone-h.org. This paper will be useful to understand the hacker's purpose and to plan countermeasures as a IDSS(Investigation Detection Support System).

The Analysis of the Current Situation in Design Change of Temporary Structures (가설구조물의 설계반영실태 분석)

  • The construction accidents in temporary structures have ceaselessly happened and these mostly lead to serious disasters associated with public criticism. Recently, the accidents under construction due to incomplete or faulty design has repeatedly occurred such as the overturned girder accident in Jangnam Bridge, the submerged incident in Noryangjin and the slab collapse in Banghwa Bridge. In order to prevent such accidents due to the faulty design in temporary structures, it's important to set up the solid construction management system which allows the reasonable design change if necessary. In this regard, this study provides the basic data for the reasonable design change in temporary structures by conducting a question investigation to the construction, design, and supervising companies. From the survey results, the kind and range of the temporary structures which should considers the design change were suggested by the deduced reasonable processes.
