한국경찰의 개방형임용제 도입가능성에 대한 검토 (Review on Introduction Possibility of Open Position System in Korea Police)

  • 개방형 직위제도는 기존의 계급 및 계층제 중심의 조직관리 형식에서 탈피하여 직무수행의 성격에 따라 직위에 대한 적합한 직무수행요건을 충족하는 외부인사를 활용하는 제도로서 일종의 직무중심의 직위분류제적 성격을 내포하는 제도이다. 1999년부터 정부부처의 1-3급 고위공무원을 임용하고 있으며 그 활용 범위가 점차 확대되고 있다. 그러나 경찰과 같이 직무의 성격이 타 공직조직과 달리 특수한 환경을 가지고 있는 경우에는 일반적인 개방형직위제도를 그대로 활용할 수 있는가에 대한 논란이 있다. 경찰조직에서는 책임운영기관인 운전면허시검관리단, 경찰청 감사관, 경찰병원장 등을 개방형 직위제로 운영하고 있을 뿐이다. 이와 관련하여 개방형직위제도의 장점을 경찰조직에서 더욱 확대할 수 있는 방안을 모색하고자 한다.

상복부 수술 환자의 수술후 호흡량에 관한 연구(일회 호흡량과 폐활량을 중심으로) (A Study on Volume of Respiration of the Patients following Upper Abdominal Surgery)

  • This study intended to investigate the volume of respiration according to the postoperative time and positions among the upper abdominal surgery patients. Tidal volume and vital capacity were measured in three positions-supine, left lateral and sitting position-at preoperatively, 12 hours postoperatively and 36 hours postoperatively. Thirteen male and seven female patients who were admitted for elective abdominal surgery under general anesthesia were the subjects of the study. Those patients with cardiopulmonary problems, obesity and smoking habit were excluded from the study. The study was conducted from March 15 to June 30, 1985 in Seoul National University Hospital. Tidal volume and vital capacity were measured by Wright spirometer in various positions at preoperatively, 12 hours postoperatively and 36 hours postoperatively. The results were as following: 1) Vital capacity was significantly decreased at 12 hours preperatively and 36 hours postoperatively than preoperatively. Vital capacity was not significantly different in Various positions, but sitting position revealed better than left lateral and supine position. Tidal volume was not significantly different in each position. 2) Male patients showed significantly higher than female patients in tidal volume and vital capacity. Vital Capacity was not significantly different by sex in each position, but vital capacity was higher in sitting position than in lateral and supire position. 3) There was not significantly different in tidal volume and vital capacity according to the type of incision and positions, vital capacity was higher in sitting positionthan in left lateral and supine position.

Compensation Characteristics Dependence on the Position of Optical Phase Conjugator in 320 Gbps WDM System

  • In this paper, optimal position of optical phase conjugator(OPC) for best compensating distorted WDM channels due to both chromatic dispersion and self phase modulation(SPM) is numerically investigated, and the compensation characteristics of overall WDM channels at this position is investigated, comparing with that in case of OPC placed at mid-way of total transmission length. It is confirmed that the compensation extents in WDM system with OPC is more improved by the shifting OPC position from the mid-way of total transmission length. And, we confirmed that the optimal position of OPC must be selected to the position decreasing not only eye opening penalty(EOP) of overall WDM channels but also EOP deviation between WDM channels, and this OPC position should be altered as various system parameters such as modulation format, and fiber dispersion, etc. Using proposed configuration, it is possible to remove all in-line dispersion compensator, reducing span losses and system costs.

  • In the case of long-stator linear drives, unlike rotative drives for which speed or position sensors are a single unit attached to the shaft, these sensors extend along the guideway. The position signal transmitted from maglev vehicle can't meet the need of the real-time propulsion control. In this paper the position estimator for propulsion inverter driving long stator linear synchronous motor (LSLSM) in high speed maglev train is proposed. In order to get the higher resolution of the position information transmitted from vehicle, Full order state observer is proposed for position estimator.

  • Generally an incandescent lamp is made in the bulb with a horizontal position filament. In this paper the position of filament was changed Into a vortical position. When the position of filament is changed into a vertical position, efficacy is increased and color rendering is somewhat improved. In this subject the heat loss by a filling gas is important. The heat loss by a filling gas was calculated theoretically. The results in an Incandescent lamp experiment can be analyzed through the heat loss by a filling gas. As a filling gas the mixture of argon and nitrogen is used. The variation of lamp characteristics by the shape of filament rill be considered. The change by filament position to a vortical position is required in the field of power consumption saving of lighting system.

한국인의 고관절 회전 가동 범위의 측정 및 비교 고찰 (A Comparative Study and Measurement of R.O.M. in the Hip joint of Korean's)

  • The test for internal and external rotation of hip joint, was donet from September 2 to 9, 2002, with the participation of 50 male/female university students who are in a normal health condition. Results are : 1. When applying the external rotation of 45 degrees angle ; 1) In a sitting position, for male it results in an increase of 5 degrees on right and left sides each. 2) In a sitting position, for female there is no change on both right and left sides. 3) In a supine position, for both male and female it results in an increase of 5 to 10 degrees on right and left sides each. 4) In a prone position, for male it results in an increase of 5 degrees on the left side only. 5) In a prone position, for female it results in an increase of 5 to 10 degrees on right and left sides each. 2. When applying the internal rotation of 45 degrees angle ; 1) In a sitting position, for male it results in a decrease of 5 degrees on right and left sides each. 2) In a sitting position, for female there is no change on both right and left sides. 3) In a supine and prone position, there is no change for male. 4) In a supine position, for female it results in an increase of 5 to 10 degrees on right and left sides each. 5) In a prone position, for female it results in an increase of 5 degrees on right and left sides each.

항공영상을 이용한 하이브리드 영상 항법 변수 추출 (Hybrid navigation parameter estimation from aerial image sequence)

  • Thispapr proposes hybrid navigation parameter estimation using sequential aerial images. The proposed navigation parameter estimation system is composed of two parts: relative position estimation and absolute position estimation. the relative position estimation recursively computes the current velocity and absolute position estimation. The relative position estimation recursively computes the current velocity and position of an aircraft by accumulating navigation parameters extracted from two succesive aerial images. Simple accumulation of parameter values decreases reliability of the extracted parameters as an aircraft goes on navigating. therefore absolute position estimation is required to compensate for position error generated in the relative position step. The absolute position estimation algorithm combining image matching and digital elevation model(DEM) matching is presented. Computer simulation with real aerial image sequences shows the efficiency of the proposed hybrial algorithm.

전자해도 데이터 기반 ePosition 연계기술개발 (Development of ePosition Application Technology Based on ENC Data)

  • 이포지션(eposition)은 유무선 인터넷을 통하여 지구상의 특정 위치를 고유한 위치식별 ID로 정보를 서비스할 수 있는 기술이다. 현재 ePosition 기술을 이용하여, 인터넷 기반의 육상위치정보 서비스를 제공하고 있으나, 해양자료 및 해양위치정보 서비스를 위한 기술은 아직까지 부족한 실정이다. 특히 해양 위치정보 서비스를 위해서는 국제수로기구(IHO)의 디지털 수로데이터 전송표준인 S-57 기반의 전자해도(ENC) 연계기술이 절실히 필요하다. 따라서 본 논문에서는 ePosition 기술의 해양관련 분야 응용을 위한 기반기술을 확보하고, 전자해도에 적용 및 활용하기 위한 상호 연계기술을 개발하고자 한다. 구체적인 연구방법으로는, 먼저 전자해도(ENC) 데이터 모델과 구조를 분석하고, 전자해도 파일을 ePosition 데이터로 처리 하기 위해서 변환한다. 그리고 ePosition 데이터베이스와 연계할 수 있는 방법을 도출하여, 연계된 데이터를 기반으로 하는 ePosition 서비스의 활용과 그 효용성을 살펴본다.

전류변화율을 이용한 토로이달 SRM의 초기위치 경출 방법 (Initial Rotor Position Detection of a Toroidal SRM Using the Rate of Change of Current)

  • Rotor position information is essential in the operation of the switched reluctance motor(SRM) drive for generation the phase current switching signals. When an incremental encoder is used as a rotor position sensor, the initial rotor position can not be detected. Some sensorless rotor position estimation methods also have the same problem. In these systems, to initially align the rotor, the forced alignment method has a delay and reverse rotation before the motor can start. Therefore it can not be acceptable for unidirectional drive systems. So the forced alignment method is not desirable in all drive systems and the research on the SRM drives should be directed to a system without rotor alignment. In this paper, a new detection method of initial rotor position using the rate of change of current is suggested. Firstly, di/dt versus θ/sub R/ reference table, which is the relation between the rate of change of current and rotor position, is generated and then the squared Euclidean distance method is used to estimate the rotor position based on the table. The simulated and experimental results are presented demonstrating the feasibility and accuracy of this method.

자율주행용 자계도로의 3차원 해석 및 차량위치검출시스템 (3-Dimensional Analysis of Magnetic Road and Vehicle Position Sensing System for Autonomous Driving)

  • 이 논문에서는 지능형 교통시스템에서 자율주행용 자계도로 3차원적으로 해석하여 차량의 위치를 검출하기 위한 시스템에 관하여 다룬다. 특히 자율주행시스템을 구성하는 핵심요소 중 하나인 위치검출시스템의 새로운 방법을 제안한다. 기존의 위치검출시스템은 자계와 차량의 위치 관계를 맵핑하는 원리를 이용한다. 이는 데이터의 저장이 필수적이며 대용량의 메모리를 요구되어 상용화시 고비용의 문제점을 가지고 있다. 이 논문에서는 기존 위치검출시스템이 가지는 문제점을 극복하기 위한 방법으로 신경망을 이용한 위치검출시스템을 제안한다. 그리고 제안한 위치검출시스템을 적용한 자율주행시스템을 설계한다. 설계한 자율주행시스템의 적용 가능성을 파악하기 위하여 자율주행실험을 행하고 이를 분석한다.
