A Study on Semi-distributed Hydrologic Drought Assessment Modifying SWSI (SWSI 가뭄지수를 보완한 준분포형 수문학적 가뭄평가 연구)

  • A hydrological drought index, MSWSI (Modified Surface Water Supply Index) was suggested based on SWSI. South Korea was divided into 32 regions considering the distribution of available gauge station of precipitation, dam storage, stream water level and natural groundwater level. The indices estimated in the regions represent a spatially distribution of drought. Monthly MSWSI was evaluated for the period of 1974 and 2001. The result was compared with PDSI and checked the applicability of the suggested index in our hydrologic drought situation.

  • In the light of these analysis of the recorded rainfall data from the meteorological observatories in Kyungpook area, hydraulic and hydrological data based on the representative watershed area and questionnaire or visiting letters to the 21 Land Reclamation Association in Kyungpook province, the hydrological backgrounds being the question to the irrigation facilities in Kyungpook Province or nation wide were studied partialy and the system of conservation and management of agricultural water sources facilities, prevention countermeasures to the drought and flood disasters, prediction of available surface waterflow and need or needless of new facilities establishment were reviewed in this paper. In the results, Technical and financial management and conservation investments of the already constructed ficalities should urgently and firstly be considered than the newly being established one.

  • In this study the wetness/dryness in Geum river basin are classified by dint of cumulative probability density function of monthly moisture index and the long term changes of them are analyzed based on climatic water balance concept. The drought events in Geum river basin are selected through evaluation of monthly moisture index and the various hydrological properties of them are investigated in detail. Also the trends of time-series of climatic water balance components are examined by Seasonal Kendall test and the variability of hydrological cycle in Geum river basin during the recent decade is inquired. It is judged that the results of this study can be contributed to establishment of the counter plan against the future drought events as the fundamental information.

  • Drought assessment is usually performed qualitatively and/or quantitatively after defining a drought from meteorological, agricultural, hydrological, and socioeconomic perspective. Most of the drought analyses focus on meteorological, agricultural, and hydrological droughts, whereas the socioeconomic drought evaluation has been not actively performed since it needs different aspects. In this study, after defining a socioeconomic drought applicable to assess droughts in Korea, we suggested Water Excess Deficiency Index (WEDI) as an useful tool to evaluate socioeconomic droughts, based on water demand condition and water supply condition. This study verified the validity of WEDI by comparing with other drought indices (SPI, PDSI) and historical drought condition in Gyeongsang-do in 2001. The results indicated that the WEDI can be used to assess regional droughts in a socioeconomic perspective.

Hydrometeorological Characteristics and The Spatial Distribution of Agricultural Droughts (농업가뭄의 수문기상학적 특성 및 공간적 분포에 관한 연구)

  • For 159 administrative areas, SPI(Standardized Precipitation Index), ARDI(Agricultural Reservoir Drought Index) and ARDIs(Agricultural Reservoir Drought Index Simulated) were developed and applied to analyze the characteristics of agricultural drought index and agricultural droughts. In order to identify hydrometeorological characteristics of agricultural droughts, SPI, ARDI and ARDIs were calculated nationwide, and the applicability was compared and examined. SPI and ARDI showed significant differences in time and depth of drought in both spatial and temporal. ARDI and ARDIs showed similar tendency of change, and ARDIs were considered to be more representative of agricultural drought characteristics. The results of this study suggest that agricultural drought is a problem to be solved in the medium and long term rather than short term due to various forms of development, complexity of development, and difficulty in forecasting. Therefore, it is concluded that a preliminary and systematic approach is needed in consideration of meteorological, hydrological and hydrometeorological characteristics rather than a fragmentary approach, and that an agricultural drought index is needed to quantitatively evaluate agricultural drought.

Analysis of drought propagation using hydrometeorological data: from meteorological drought to agricultural drought (수문기상 정보를 이용한 가뭄 전이 분석: 기상학적 가뭄에서 농업적 가뭄)

  • Drought is a complex phenomenon caused by various factors which can be classified into natural and anthropogenic causes. In Korea, the natural drought typically occurs when the high pressure of the Pacific Ocean develops rapidly or becomes stronger than usual in summer, resulting in a short-lived monsoon season. Drought also can be classified into meteorological, agricultural, hydrological, and socioeconomic drought depending on the development process and consequences. Each type of droughts can influence the other drought types directly or indirectly. Drought propagation refers a phenomenon that changes from meteorological drought to agricultural or hydrological drought. In this study, the occurrence and patterns of drought propagation are evaluated. The relationship between meteorological and agricultural droughts was assessed using hydrometeorological data. We classified the types of drought into five categories to evaluate the occurrence and characteristics of drought propagation. As results, we found drought propagation did not occur or delayed until three months, depending on the type of drought. The further generalized relationship of drought propagation is expected to be used for predicting agricultural drought from the preceding meteorological drought.

Agricultural Drought Risk Assessment using Reservoir Drought Index (저수지 가뭄지수를 활용한 농업가뭄 위험도 평가)

  • Drought risk assessment is usually performed qualitatively and quantitatively depending on the definition a drought. The meteorological drought indices have a limit of not being able to consider the hydrological components such as evapotranspiration, soil moisture and runoff, because it does not consider the water demand in paddies and water supply in reservoirs. Agricultural drought was defined as the reservoir storage shortage state that cannot satisfy water requirement from the paddy fields. The objectives of this study were to suggest improved agricultural drought risk assessment in order to evaluate of regional drought vulnerability and severity studied by using Reservoir Drought Index (RDI). The RDI is designed to simulate daily water balance between available water from agricultural reservoir and water requirement in paddies and is calculated with a frequency analysis of monthly water deficit based on water demand and water supply condition. The results indicated that RDI can be used to assess regional drought risk in agricultural perspective by comparing with the historical records of drought in 2012. It can be concluded that the RDI obtained good performance to reflect the historical drought events for both spatially and temporally. In addition, RDI is expected to contribute to determine the exact situation on the current drought condition for evaluating regional drought risk and to assist the effective drought-related decision making.

Hydrological Drought Assessment and Monitoring Based on Remote Sensing for Ungauged Areas (미계측 유역의 수문학적 가뭄 평가 및 감시를 위한 원격탐사의 활용)

  • In this study, a method to assess and monitor hydrological drought using remote sensing was investigated for use in regions with limited observation data, and was applied to the Upper Namhangang basin in South Korea, which was seriously affected by the 2008-2009 drought. Drought information may be obtained more easily from meteorological data based on water balance than hydrological data that are hard to estimate. Air temperature data at 2 m above ground level (AGL) were estimated using remotely sensed data, evapotranspiration was estimated from the air temperature, and the correlations between precipitation minus evapotranspiration (P-PET) and streamflow percentiles were examined. Land Surface Temperature data with $1{\times}1km$ spatial resolution as well as Atmospheric Profile data with $5{\times}5km$ spatial resolution from MODIS sensor on board Aqua satellite were used to estimate monthly maximum and minimum air temperature in South Korea. Evapotranspiration was estimated from the maximum and minimum air temperature using the Hargreaves method and the estimates were compared to existing data of the University of Montana based on Penman-Monteith method showing smaller coefficient of determination values but smaller error values. Precipitation was obtained from TRMM monthly rainfall data, and the correlations of 1-, 3-, 6-, and 12-month P-PET percentiles with streamflow percentiles were analyzed for the Upper Namhan-gang basin in South Korea. The 1-month P-PET percentile during JJA (r = 0.89, tau = 0.71) and SON (r = 0.63, tau = 0.47) in the Upper Namhan-gang basin are highly correlated with the streamflow percentile with 95% confidence level. Since the effect of precipitation in the basin is especially high, the correlation between evapotranspiration percentile and streamflow percentile is positive. These results indicate that remote sensing-based P-PET estimates can be used for the assessment and monitoring of hydrological drought. The high spatial resolution estimates can be used in the decision-making process to minimize the adverse impacts of hydrological drought and to establish differentiated measures coping with drought.

  • 기후변화 따라 과거에 경험하지 못했던 이상 수문기상 및 기상재해가 유발되며, 그 피해의 규모는 매년 증가한다. 그 중 가뭄은 미국 해양기상청(NOAA)이 선정한 20세기 최대 자연재해 중 상위 5위 안에 랭크되었으며 가뭄의 피해와 영향력은 막대하다고 언급하였다. 가뭄은 발생과정과 피해 영향에 따라 기상학적, 농업적, 수문학적, 사회경제학적 가뭄으로 구분할 수 있으며 직 간접적으로 영향을 미치고 기상학적 가뭄에서 수문학적 가뭄 등으로 가뭄의 종류가 변화되며 이를 가뭄전이라고 부른다,. 본 연구에서는 기상학적 가뭄에서 수문학적 가뭄으로 전이되는 과정을 분석하기 위하여 Weather Research and Forecasting and Model Hydrological modeling extension package (WRF-Hydro) 모형을 한반도 대상으로 구축하였다. 모형의 정확성을 향상시키기 위해 충주댐, 소양강댐, 용담댐, 남강댐의 유입량과 모형 유출량을 비교 분석하였으며, 유출에 영향을 미치는 지면 유출, 표면 거칠기와 같은 파라미터를 보정하여 주었다. 위와 같이 구축, 보정된 모형을 활용하여 모의된 유출량을 이용하여 수문학적 가뭄지수 Standardized Streamflow Drought Index(SSFI)를 도출하여 기상학적 가뭄지수 Standardized Precipitation Index(SPI)와 비교하여 기상학적 가뭄이 수문학적 가뭄으로 전이되는 과정을 가뭄의 빈도, 강도, 특성 등에 초점을 맞추어 분석하였다.
