석탄화력 발전은 기저발전원으로서 전력을 안정적으로 공급하는 역할을 해왔으나 전력을 생산하여 공급하는 과정에서 다양한 사회적 비용을 발생시킨다. 기후변화에 대응하기 위하여 석탄화력 발전의 비중을 낮추고 저탄소 발전원의 비중을 늘릴 필요가 있다. 이에 본 연구는 대표적인 재생에너지인 수력발전으로 석탄화력 발전의 전력생산을 대체하는 것에 대한 국민들의 지불의사액을 추정해 보고자 한다. 이를 위하여 비시장 재화를 대표하는 기법인 조건부 가치측정법을 적용하였으며, 영의 지불의사액(willingness to pay, WTP)을 명시적으로 다루기 위하여 스파이크 모형을 적용하였다. 분석결과, 석탄화력 발전으로 공급받는 전기를 수력 발전으로 대체하기 위한 국민들의 추가적 WTP 평균값은 1kWh당 약 54원으로 추정되었다. 이러한 연구결과는 발전원의 환경적 가치를 활용하는 연구 및 발전원 구성에 있어 중요한 참고자료로 활용될 수 있다.
This paper addresses the bidding strategies of a hydro generator in an electricity market, and their effect on the electricity market in accordance with some parameters: the water volume, the demand elasticity, and the hydro unit performance. The competition of a hydro generator is formulated as a hi-level optimization problem, and the solving scheme for the equilibrium condition is proposed as a set of nonlinear simultaneous equations. The equilibrium of the oligopolistic model is evaluated by comparison with that of a perfect competition model from the viewpoint of a market power. Simulation results show some parameters have an influence on the market power of an electricity market including a hydro generator.

Although the total share of hydro power in national electricity supply now becomes very small, the peak-shaving and frequency control capability of hydro power helps the power company enormously in maintaining the quality of power. But since the company that builds and operates the multi-purpose dams in Korea has to sell all the electricity produced to the monopolistic utility, there have been various problems in justifying the investment, designing pricing mechanism, and controlling operations of the power plants. In addition, economic evaluation of the hydro power has been distorted by a variety of reasons and hence it has been very difficult to encourage effective development and utilization of national water resources. To make the problem worse, both parties are public companies with X-inefficiency problems. Thus, changing environment requires to reengineer the system that governs hydro power generation. We address the problems of Korean hydro-electric power generation system in four areas: the investment justification process, the operations decison right of the hydro power plants, the pricing of the purchased-power, and the negotiation of contract revision. Then we propose improvement directions of new hydro-electric power system in view of static and dynamic efficiency, X-inefficiency and equity.

For a hydro turbine electricity generation system in river or bay, a venturi system could be applied to accelerate flow speed at the inlet of the turbine system in a flow field. In this study, a steady flow simulation was conducted to understand the effect of venturi system on the acceleration of current speed at the inlet of a hydro turbine system. According to the continuity equation, the flow speed is inversely proportional to the cross-section area in a conduit flow; however, it would be different in an open region because the venturi system would be an obstruction in the flow region. As the throat area is 1/5 of the inlet area of the venturi, the flow velocity is accelerated up to 2.1 times of the inlet velocity. It is understood that the venturi system placed in an open flow region gives resistance to the upcoming flow and disperses the flow energy around the venturi system. The result of the study should be very important information for an optimum design of a hydro turbine electricity generation system.

점차 스마트그리드 기술이 발전됨에 따라서 에너지의 효율성에 이목이 집중되고 있다. 그래서 스마트그리드를 구성하고 있는 마이크로그리드 내의 에너지를 독립적으로 관리하기 위해서는 신재생에너지에 대한 연구를 필요로 한다. 그중에서도 소수력 에너지는 마이크로그리드내의 사용자가 사용하는 물의 양에 따라서 그 어디에도 설치 할 수 있는 장점을 가지고 있다. 사용자들이 주거하는 아파트, 공동주택에서 사용하고 있는 하수량을 기반으로 전기 발전량과 발전기의 가동률을 측정하여 측정값이 소수력 발전에 적합한지 알아본다. 적합한 아파트, 공동주택에서는 위치에너지를 활용하여 발생한 하수를 소수력 발전기로 전기를 생산 한다. 마이크로그리드의 에너지 관리 시스템과 전기 저장 장치를 도입하여 보다 효율적인 관리를 제안하고자 한다.
Characteristics of off-grid hybrid renewable energy sources for high mountain villages are discussed. Considering reliability of electric power generation, Photovoltaic (PV)-wind hybrid and PV-hydro hybrid system are suggested. Connecting two or more villages with these hybrid systems, an extended hybrid off-grid can be formed. Sustainability of entire system is important in design of off-grid system, and income generation of the village people using the electricity should be considered.
This paper presents the dynamic excitation control of a siphon-turbine coupled pico-hydro powered cage rotor induction generator and load matching for off-grid electricity generation. Through the proposed dual-role of the current-controlled voltage source converter (VSC), acting as static synchronous compensator and load controller, real and reactive power are dynamically controlled in a decoupled manner with a self supported DC-bus. The proposed scheme entails minimal computation for ensuring the rated (set) capacity of real power. The scheme also exhibits fault immunity for protection, thus enabling the effective handling of constant power electrical loads presented by base telecom station towers in remote locations. The performance of the system is evaluated under MATLAB/Simulink and is experimented through a developed hardware prototype. Simulation and experimental results show close conformity and validate the effectiveness of the proposed scheme.
본 논문은 최근 공표된 Post-2020 신기후체제의 국가적 대응에 따른 발전부문의 역할들을 시나리오로 설정하여 경제적 파급효과를 비교 분석 하였다. 이를 위해 제7차 전력수급기본계획에서 제시한 2030년 발전원별 추정 발전량에 IAEA에서 발표한 온실가스 배출계수를 적용하여 온실가스 배출량을 예측하여 발전부문에서 발생시키는 초과 배출량을 산정하였다. 초과 배출량 감축을 위해 세 가지 시나리오를 기반으로 하였으며, 이들은 원자력발전소로 대체, 신재생발전설비 확대, CCS 도입 등이다. 분석 결과 원자력 발전소 대체 시나리오가 배출량 감소 및 경제적인 측면에서 가장 긍정적인 결과를 보였다.
